Inverclyde Archives GB599 Burgh of Greenock Finding Aid: Ref: LG1 Access to the Archives is by appointment Email: [email protected] Phone: 01475 715627 Field Description Date 1733-1975 Extent 77.06m Creator Burgh of Greenock Admin/Biographical History 1635-1840 - Greenock was created a Burgh of Barony in 1635. The burgh was enlarged under acts of parliament of 1833 and 1882. (A burgh of barony was granted to a tenant-in-chief, a landowner who held his estates directly from the crown. They were created between 1450 and 1707, but many did not survive for long and many others never developed into market towns.) 1840-1975 - Greenock became a Police Burgh under a local act from 1840 and by general act from 1865. (Police burghs were towns which adopted local or national acts of Parliament to adopt an elected town council, which was responsible for policing, paving, lighting and cleansing. Between 1900 and 1975 over 100 police burghs were created. Some were existing royal burghs and burghs of barony or regality. Others were new creations - growing towns which wanted to control industrial pollution, crime and so on.) 1930-1975 - Greenock became a Large Burgh. In 1930 (under the Local Government (Scotland) Act, 1929) burghs were divided into counties of cities (Glasgow, Edinburgh, Aberdeen and Dundee), large burghs, and small burghs. 1975 - Greenock Burgh was abolished and the area was merged into Inverclyde District Council. Archival History The records of the Burgh of Greenock were transferred to Inverclyde District Council c. 1975. Scope & Content The collection contains minute books (transcripts and originals) of the burgh town council, 1751-1890, 1892-1903, 1906-1941, 1943-1975; Minute books for various departments and committees within the burgh, including: Police Board, Water Trust, Town Council, Tramways Committee, School Board, Magistrates committee, Public Health and Public Works committees dating from 1873-1968; Cash books, receipt books, account books, ledgers and financial papers relating to various departments, including Public Health and Works, Town Planning, Housing and general council, also incorporates various committees, schema and plans within the burgh of Greenock, including Police Board, development plans, Water Trust and war damage repairs, some of which also includes correspondence, c.1794-1970; Abstracts of Accounts, 1836-60, 1858-88, 1922, 1925-1975; Letter books relating to various departments and posts within the council including: Streets, Public Works, Public Health, Sanitation and also Inspectors, Engineers and Master of Works posts, 1844-1849, 1850-1853, 1857- 1866, 1894-1901, 1916-46; Dean of Guild Court warrants, inspector's reports, register petitions, applications, sederunt books and copy books, 1880-1943, 1952-1956, 1956-1959. Within the collection there are numerous inspection reports, from inspectors of cleansing, health, sanitation, meat, medical officers, veterinary surgeons, property managers, caretakers, weights and measures inspectors, town clerks and gas meter inspectors. In addition to this some of the reports also relate various committees and departments within the burgh, 1885-1889, 1900-1973; rating assessment rolls, including Water and Prisons assessment, Police, Prison Land's valuation assessments and various special assessments, 1850, 1855-57, 1865-1924, 1926- 1931, 1934-45; Abstracts of Accounts, 1836-88, 1922, 1925-1932, 1932-75; The collection is also made up of large numbers of departmental reports, journals, handbook and registers relating to specific areas in the council, such as health, public works, sanitation, interments and lairs (1850-1971) transport (1870-1901), cleansing, education, judiciary and housing. These include maintenance registers, notebooks, financial papers, legal documents, plans, diaries and correspondence. Importantly, the collection includes assorted documents and ephemera relating to Police Board, War Damage Committee, burgh elections, the Improvement Fund for the burgh, civil defence and the home fleet on the Clyde. In addition to this there is large number of correspondence, documents and newspaper clippings relating to specific issues such as the opening of cinemas on Sundays, (1947-48) and the papers relating to anti-Italian riots (1940); Also in the collection are a large number of registers of licenses for various trades and specific local businesses, with correspondence. Appraisal, Destruction Material to be held in the permanent collection of the receiving institution. Accruals It is likely that further Burgh material will emerge from within Inverclyde Council. System of Arrangement The records have been arranged under the broad departmental headings which existed at the time of the SRO survey of 1969. Alterations to the original running order of this survey have been in order to represent the workings of the Burgh more coherently. The records have been arranged into nine sub-fonds based around the broad departmental headings which existed at the time of the SRO survey of c. 1969.
