19/64 COMMUNITY COUNCIL MEMBERS

The members welcomed Leighton Anderson (Member of the Scottish Youth Parliament for Shetland) to the meeting. Mr Anderson had agreed to be co- opted onto Dunrossness Community Council and duly became a member. As Mr Anderson is currently under the age of 18, he will not be entitled to vote on any Community Council matters at present.

Cllr Smith declared an interest in any planning matters which may be raised.

19/72 FEEDBACK FROM EXTERNAL MEETINGS

1. HIAL Air Traffic Management Strategy Community Engagement Event: Mr Robertson had attended the above event on Thursday 16th January, as had Cllrs Smith and MacGregor. Andrew Farquhar, Manager, had stated in a previous email that “the HIAL Board met on 17th and 18th December and agreed a number of factors that will allow us to move forward with the next steps in the ATMS project”. Representing HIAL were Ross McAllister, Susan Mail and Catriona Wheeler. Mr Robertson reported that those attending the 'engagement event' had been shocked to learn from HIAL that it is planned to move Sumburgh Air Traffic Control to Inverness as soon as March 2024 as part of its plan to centralise ATC. With in the region of 18 jobs at Sumburgh potentially affected by the move, members were concerned of the impact this would have on the local economy, schools etc. It was noted that these plans also contradict the Scottish Government's recently published Islands Plan which seeks to protect and improve services and employment in island communities. Inglis Lyon had suggest that staff could commute from Shetland to Inverness but this was considered to be an unlikely option. Many had believed that transferring Sumburgh ATC to a centralised facility would be quite complicated and therefore years away – it did ever happen. Concerns were raised with regards to whether current technology is reliable enough in Sumburgh's case but it was noted that HIAL appear very confident that this will not be an issue. Cllr Smith reminded members that any proposals by HIAL will have to be passed by the Civil Aviation Authority before they can be implemented. Other HIAL airports which are to have their air traffic systems centralised are Dundee, Inverness, Kirkwall and Stornoway with services at Wick and Benbecula to be downgraded. Cllr Smith reported that SIC are putting a list of questions to HIAL on the matter. It was agreed that the Community Council will also write with their concerns.

1. Email ref. Consultation on the draft Sectoral Marine Plan for Offshore Wind Energy and Sustainability Appraisal (including Strategic Environmental Assessment, Habitats Regulations Appraisal and Socio Economic Impact Assessment): The consultation runs until Wednesday 25th March 2020. 3. Email ref Association of Shetland Community Council: The next ASCC meeting is scheduled for 10th March 2020.

4. Email ref. Community Council Complaints Procedure: A draft copy of the Community Council Complaints Procedure was attached for consideration. The document is scheduled to be considered at the next ASCC meeting on 10th March. Although the members hoped that no one ever had cause to make a complaint, they were pleased that a procedure was being put in place.

5. Email ref. National Planning Framework 4 (NPF4): The early engagement period for the development of NPF4 is now underway. NPF4 will be a long term plan for , setting out where development and infrastructure is needed to support sustainable and inclusive growth. Forming part of the development plan, it will be a key in day-to-day decisions at all levels of planning in Scotland. 6. Email ref. Memorial Inspections: As reported in the media, local authorities in Scotland have been instructed to carry out regular safety checks of memorials within their burial grounds following a tragic accident in a Glasgow cemetery in which a child died. Over the coming months, staff from SIC will be carrying out safety assessments at cemeteries and churchyards across the isles. Any memorial which fails will have a green safety notice placed next to it. If it is judged to be dangerous, it will be re-fixed, staked and tied or braced with wooden supports and cordoned off. Responsibility for the maintenance of memorials lies with the lair holder or their representatives. If you see a green safety notice next to your memorial, you should contact a stonemason who has been approved by the Council to complete repairs – you can find details of those online at https://www.shetland.gov.uk/burial-services/ as well as a Memorial Permit Application form which will need to be completed. You can also contact Burial Services on 01595 744853 or 744898 or email [email protected] Cllr MacGregor stressed that anyone who finds it difficult to organise/fund repairs, should contact either the Burial Service or their local councillor for assistance.

7. Email ref. Property Flooding Concern: The Clerk reported that she had received an email from a Levenwick resident who had concerns that her property might be susceptible to flooding from a burn running through the garden. The Clerk had passed on the details to the SIC and South Mainland Councillors. Cllr MacGregor had taken on the matter and was in contact with SIC Roads who had promised to make a site visit.

8. Email from a member of the public ref. Sumburgh Airport Car Parking: The Clerk reported that she had received an email from a member of the public requesting that the Community Council put the following questions to the Sumburgh Airport Consultative Committee: a) What was the final cost to install the infrastructure for the car parking charges at Sumburgh Airport? b) What were the operating costs of the scheme from December 2018 to December 2019 at Sumburgh Airport? c) What was the income from the scheme from December 2018 to December 2019 at Sumburgh Airport? d) What, if any, are the plans to expand the car parking charge areas beyond the current set up? The Clerk will forward a copy of the questions to Mr Robertson to put to the SACC.

19/74 ANY OTHER BUSINESS

1. Shetland Farm Dairies: Ms Moncrieff stated that Shetland Farm Dairies should be congratulated on their efforts to reduce their usage of plastic by introducing facilities, initially at Bolts Mini Market and Sound Service Station, where customers can refill their glass bottles with milk. The members agreed. 2. Public Wi-Fi: Mrs Brown pointed out that recent lighting in Dunrossness had highlighted that there is no public Wi-Fi source in the area unless possibly at the airport.

There being no other business the meeting closed at 8:40 pm.
