The Clerk had acknowledged Mrs Greaves resignation via email and thanked her for her input during her time as a member of Dunrossness Community Council and wished her well for the future. 19/55 DECLARATIONS OF INTEREST There were no declarations of interest. 19/56 MINUTE SUBJECT TO APPROVAL AT NEXT COMMUNITY COUNCIL MEETING 25 November 2019 page two of four 19/56 MINUTE The Minute of the meeting held on 28th October 2019 was adopted on the motion of Mrs Brown. 19/57 POLICE REPORT Two Police Officers attended the meeting. The Police Report for October noted 15 recorded incidents. These included one road traffic collision (no injuries) and a house fire (no injuries). The remainder were routine items. The officers reported that Police Scotland in Shetland (and elsewhere in Scotland) have been focusing recently on a Winter Safety Campaign aimed at ensuring drivers are as prepared as they can be for winter weather and poorer driving conditions. Various motoring matters, including the speed of vehicles travelling to and from the airport through Dunrossness, were also discussed. It was noted that Police Scotland have a daily presence in Dunrossness due to their requirement to visit the airport on a daily basis and are always on the lookout for speeding drivers. Speed checks are also carried out in the area on a regular basis. 19/58 MATTERS ARISING 1. Road Matters: a) Bigton Graveyard Road: Cllr Smith had reported via email that he had consulted Neil Hutcheson, SIC Roads, regarding the promised repairs to the Bigton Graveyard road and that it is planned to carry out these works March/April 2020. b) Hardbrakes Housing Estate Road: Cllr Smith had reported via email that he had consulted Neil Hutcheson, SIC Roads, who in turn had consulted Grant Glenfillan, SIC Housing Services, regarding the upkeep of the Hardbrakes Housing Estate road. Mr Glenfillan had reported that the SIC are in the process of refurbishing the houses they acquired at Hardbrakes and he expects that the Housing Service will have a minority share of the road. He intends to check this and then discuss the roads issue with the owner(s) of the other properties. He suggests that repairs would be best undertaken on completion of the refurbishments, possibly with the Roads Service as “contractor”. c) Road Signs to Airport: There was nothing new to report 19/58/2 MINUTE SUBJECT TO APPROVAL AT NEXT COMMUNITY COUNCIL MEETING 25 November 2019 page three of four 19/58 MATTERS ARISING 2. Air Traffic Control: There was nothing new to report 3. Sumburgh Airport Parking Charges: There was nothing new to report. 4. Sumburgh Airport Water Rescue Craft: There was nothing new to report. 5. Proposed Kirk Yard Bench: On hold until early Spring. 6. Scatness Bus Stop: There was nothing new to report. 19/59 FINANCE AND GRANT APPLICATIONS There were no grant applications for consideration. 19/60 PLANNING APPLICATIONS AND PLANNING MATTERS There were no Planning Applications for consideration. 19/61 FEEDBACK FROM EXTERNAL MEETINGS No external meeting had been attended. 19/62 CORRESPONDENCE 1. Email ref. Defibrillators: As requested at the recent ASCC meeting, the Clerk had forwarded a list of Defibrillator locations in the Dunrossness area to Michael Duncan, SIC/ASCC. The Clerk had also queried the position regarding the upkeep of these units. Mr Duncan had replied that following the ASCC meeting there was an action to talk to partners at Scottish Ambulance Service to determine who has overall responsibility for Defibrillators being registered, monitored and maintained. A meeting date for these discussions has now been set for the beginning of December and details of the outcome will be forwarded to Community Councils. 19/62/2 MINUTE SUBJECT TO APPROVAL AT NEXT COMMUNITY COUNCIL MEETING 25 November 2019 page four of four 19/62 CORRESPONDENCE (Continued) 2. Email from Criminal Justice ref Upkeep of Beach Notice Boards: The Clerk had previously email Criminal Justice to thank them for painting the Keep Scotland Notice Boards at St Ninian’s and Westvoe Beaches. Julie Halcrow had replied and offered to add this task to their Annual Maintenance list. She had also noted in the summer that the St Ninian’s Chapel Site was a bit overgrown and enquired if the Community Council would be interested in Criminal Justice undertaking some ground maintenance next year. The members agreed both of the above suggestions would be helpful. The Clerk will contact Ms Halcrow to this effect. 19/63 ANY OTHER BUSINESS 1. Ditches & Road Flooding: Mr Sinclair reported that there were parts of the verge along the Straight Mile at Bigton that appeared to be unstable and likely to fall into the ditch. He had also noted in these areas that the road surface is showing signs of cracking. Mr Sinclair suggested that over-ditching could be attributing to these issues by undermining the verges. It was also noted that the same can be found on the Clumlie road. It was noted that, in general, the verges on single track roads are now often very narrow and ditches very deep which is challenging for both walkers and the vehicles they encounter. Mr Sinclair also reported that there is sometimes an issue with surface flooding on the main A970 at the end of the Sumburgh Hotel road. It was noted that this was previously a serious problem until SIC Roads had carried out some drainage works – possibly a soakaway. It was suggested that possibly this soakaway was now silted up with sand etc and needed to be redone. The Clerk will email SIC Roads regarding both these matters. There being no other business the meeting closed at 8:45 pm. Mr Gilfillan reiterates that SIC Housing have a minority share in the road in question so will have to discuss the condition of it with the other owners and find out what the general consensus is regarding repairs. Mr Gilfillan will be asking the area Inspection Officer to inspect the road and provide a report on its condition which he can use in discussions with the other owners.

As a result, my grammar and spelling has not always been 100 per cent. However, this lack of schooling has not been a major handicap with the different professions I chose throughout my lifetime. After my webpage has received 20,000 views without one comment about my many spelling and grammar mistakes, I have decided that it is information people require and not always immaculate presentation. Despite having chosen my own path in life, I have always been acutely aware that I was not properly educated. I felt that being unable to write “proper like” indicated a very poor background and the probability that one would never achieve in life. However, during the 19th century, it was readily accepted that being able to read and write was considered a middle- and upper-class privilege and if you were poor you would always be poor and wouldn’t get on in life because of your unfortunate status and lack of formal education. This was the status that most of my ‘Mold’ family were living in, in Northamptonshire from before the year 1500 through to late 1800s, when one branch, my branch, moved to New Zealand. This was the same for one branch of the Redland/Ridling family.

    Records of species and subspecies recorded in Scotland on up to 20 occasions In 1993 SOC Council delegated to The Scottish Birds Records Committee (SBRC) responsibility for maintaining the Scottish List (list of all species and subspecies of wild birds recorded in Scotland). In turn, SBRC appointed a subcommittee to carry out this function. Current members are Dave Clugston, Ron Forrester (Secretary), Angus Hogg, Bob McGowan Chris McInerny and Roger Riddington (Chairman). In 1996, Peter Gordon and David Clugston, on behalf of SBRC, produced a list of records of species recorded in Scotland on up to 5 occasions (Gordon & Clugston 1996). Subsequently, SBRC decided to expand this list to include all acceptable records of both species and subspecies recorded on up to 20 occasions (Andrews & Naylor 2002). The last occasion that a complete list of records appeared in print was in The Birds of Scotland, which included all records up until 2004 (Forrester et al. 2007). During the period from 2002 until 2013, amendments and updates to the list of records appeared regularly as part of SBRC’s Scottish List Subcommittee’s reports in Scottish Birds. Since 2014 these records have appear on the SOC’s website, a significant advantage being that the entire list of all records for such species and subspecies can be viewed together (Forrester 2014) and updated annually. The current update includes records from the British Ornithologists’ Union Records Committee’s 49th Report published in 2018, the British Birds Rarities Committee’s Report on rare birds in Great Britain in 2017 (Holt 2018) and SBRC’s Report on rare birds in Scotland, 2017 (McGowan & McInerny 2019).

  • Some Place-Names from the Old Scatness Project, Shetland Doreen
    Some Place-Names from the Old Scatness Project, Shetland Doreen Waugh University of Glasgow Old Scatness (identified on the map as Scatness (fig. 1)), the focus of a heritage initiative managed by the Shetland Amenity Trust, is described by the archaeologists from the University of Bradford who have been excavating the site each summer for the past seven years as ‘a multi-period settlement mound situated adjacent to Sumburgh Airport, South Mainland, Shetland’.1 The Trust commissioned a variety of people to contribute to the multi-disciplinary research programme, including myself on place-names. At the core of the project is the archaeological excavation2 and, in a sense, on the periphery are those who are examining other available evidence from the surrounding landscape to build up as full a picture as possible of the locality and its history, but the ultimate aim is to integrate the various studies and to arrive at an understanding of the relationship over centuries of time between humans and their environment. The archaeological evidence from the Old Scatness site consists of broch, wheelhouses and Pictish, Norse and post-medieval settlement. Unfortunately, place-names cannot match the stones in terms of survival throughout the centuries since the broch period and, in particular, one is still left wondering about the Pictish to Norse transition, and why there are no surviving Pictish place- 1S.
