Minute of ZOOM Meeting of Community Council held on Monday 30th November 2020

20/40 MATTERS ARISING

1) Road Matters:

a) Hardbrakes Housing Estate Road: Cllr Smith had received and update on this matter from Grant Gilfillan, SIC Team Leader Housing Asset Management. Mr Gilfillan reiterates that SIC Housing have a minority share in the road in question so will have to discuss the condition of it with the other owners and find out what the general consensus is regarding repairs. Mr Gilfillan will be asking the area Inspection Officer to inspect the road and provide a report on its condition which he can use in discussions with the other owners. He will aim to have these initial discussions before the end of the calendar years.

b) Road Signs to Airport: Cllr McGregor has contacted Dave Coupe, SIC Roads, regarding this matter and is awaiting a reply.

2) Air Traffic Control: There was nothing new to report.

3) Proposed Kirk Yard Bench: There was nothing new to report.

4) Defibrillators: The Clerk reported that the batteries in the units at John Goudie’s shop in Toab & Mainlands at Dunrossness have now been changed.

20/41 FINANCE AND GRANT APPLICATIONS

1) Sandwick Social & Economic Development – To build a hot meal weekly to vulnerable people in Sandwick & Dunrossness: It was agreed to defer this application until the next Community Council meeting while advise on it’s eligibility was being sought from Michael Duncan, SIC, by Sandwick Community Council.

2) Clerk Salary Scale: Mrs Malcolmson confirmed, having sought the views of all members, that it had been agreed to increase the Clerk’s hourly rate in line with the revised pay scale of H2, as suggested.

20/43 CORRESPONDENCE

1) Consultative Committee (SACC): As suggested, the Clerk had invited Mr Rick Nickerson to represent the Community Council had SACC meetings. Mr Nickerson had expressed his gratitude at being offered this post and thanked the members for their confidence in him but felt he was unable to accept the offer on this occasion. It was therefore agreed that the Clerk would contact HIAL and request that the Community Council be kept up to date with any matters relating to the SACC through herself. 2) Gulberwick, Quarff & Cunningsburgh Community Council letter ref Sports & Outdoor Clothing Donations: GQ&C Community Council Clerk Kerry Geddes had emailed requesting permission to add Dunrossness Community Council’s name to a project which they have undertaken. The project involves asking for donations of sports and outdoor clothing as they are concerned not everyone in the South Mainland community will have enough outdoor clothing to meet up outside as part of the current Covid-19 guidelines. Active Schools have clothes drop boxes in Shetland Recreation Trust facilities throughout Shetland and this project is ‘piggy backing’ on that but with drop boxes in all of the South Mainland shops. The members were very happy to agree to such a worthwhile project.

3) Email ref SIC Website: Michael Duncan, SIC, had reported via email that the new SIC website is now live. The new website is a work-in-progress with a few links still to be fixed. The link to the Community Council pages is: https://www.shetland.govuk/community/community-councils

4) Email ref. Active Travel Strategy Consultation: The draft Shetland Active Travel Strategy 2020-2025 has now been launched for consultation, seeking the public’s views on walking, cycling and wheeling (including wheelchair use) across the islands. The document reflets input from Community Councils, feedback from a number of community events held earlier this year, and over 400 responses to an online survey, which also provided an insight into changed travel behaviours as a result of the Coronavirus pandemic. 20/44 ANY OTHER BUSINESS

1) Community Council Meetings: Mr Robertson reported that the Dunrossness Central Public Hall is now open for gatherings – subject to Covid-19 restrictions – and suggested the Community Council could possibly hold meetings there as opposed to via Zoom. Everyone was in agreeance with this suggestion. Mrs Malcolmson reported that she had recently spoken to a hall committee member who was going to confirm if this would be within guidelines for the New Year.

Cllr McGregor left the meeting at 8:00pm

20/45 PLANNING APPLICATIONS AND PLANNING MATTERS

1) Proposed Single storey dwelling house with attached garage, ASHP and Decking, Plot, Southvoe, Dunrossness, Shetland by Ms Kathryn Gordon: The members were aware that an archaeological report may be necessary for this site but welcome any new builds in the community, subject to them meeting all necessary planning criteria.

There being no other business the meeting closed at 8:07 pm.
