Mr Gilfillan reiterates that SIC Housing have a minority share in the road in question so will have to discuss the condition of it with the other owners and find out what the general consensus is regarding repairs. Mr Gilfillan will be asking the area Inspection Officer to inspect the road and provide a report on its condition which he can use in discussions with the other owners. He will aim to have these initial discussions before the end of the calendar years. b) Road Signs to Airport: Cllr McGregor has contacted Dave Coupe, SIC Roads, regarding this matter and is awaiting a reply. 2) Air Traffic Control: There was nothing new to report. 3) Proposed Kirk Yard Bench: There was nothing new to report. 4) Defibrillators: The Clerk reported that the batteries in the units at John Goudie’s shop in Toab & Mainlands at Dunrossness have now been changed. 20/41 FINANCE AND GRANT APPLICATIONS 1) Sandwick Social & Economic Development – To build a hot meal weekly to vulnerable people in Sandwick & Dunrossness: It was agreed to defer this application until the next Community Council meeting while advise on it’s eligibility was being sought from Michael Duncan, SIC, by Sandwick Community Council. 2) Clerk Salary Scale: Mrs Malcolmson confirmed, having sought the views of all members, that it had been agreed to increase the Clerk’s hourly rate in line with the revised pay scale of H2, as suggested. 20/42 FEEDBACK FROM EXTERNAL MEETINGS No external meetings had been attended. 20/43/1 MINUTE SUBJECT TO APPROVAL AT NEXT COMMUITY COUNCIL MEETING 30 November 2020 page three of four 20/43 CORRESPONDENCE 1) Sumburgh Airport Consultative Committee (SACC): As suggested, the Clerk had invited Mr Rick Nickerson to represent the Community Council had SACC meetings. Mr Nickerson had expressed his gratitude at being offered this post and thanked the members for their confidence in him but felt he was unable to accept the offer on this occasion. It was therefore agreed that the Clerk would contact HIAL and request that the Community Council be kept up to date with any matters relating to the SACC through herself. 2) Gulberwick, Quarff & Cunningsburgh Community Council letter ref Sports & Outdoor Clothing Donations: GQ&C Community Council Clerk Kerry Geddes had emailed requesting permission to add Dunrossness Community Council’s name to a project which they have undertaken. The project involves asking for donations of sports and outdoor clothing as they are concerned not everyone in the South Mainland community will have enough outdoor clothing to meet up outside as part of the current Covid-19 guidelines. Active Schools have clothes drop boxes in Shetland Recreation Trust facilities throughout Shetland and this project is ‘piggy backing’ on that but with drop boxes in all of the South Mainland shops. The members were very happy to agree to such a worthwhile project. 3) Email ref SIC Website: Michael Duncan, SIC, had reported via email that the new SIC website is now live. The new website is a work-in-progress with a few links still to be fixed. The link to the Community Council pages is: https://www.shetland.govuk/community/community-councils 4) Email ref. Active Travel Strategy Consultation: The draft Shetland Active Travel Strategy 2020-2025 has now been launched for consultation, seeking the public’s views on walking, cycling and wheeling (including wheelchair use) across the islands. The document reflets input from Community Councils, feedback from a number of community events held earlier this year, and over 400 responses to an online survey, which also provided an insight into changed travel behaviours as a result of the Coronavirus pandemic. The consultation can be assessed at https://www.zettrans.org.uk/about/consultations 20/44/1 MINUTE SUBJECT TO APPROVAL AT NEXT COMMUITY COUNCIL MEETING 30 November 2020 page four of four 20/44 ANY OTHER BUSINESS 1) Community Council Meetings: Mr Robertson reported that the Dunrossness Central Public Hall is now open for gatherings – subject to Covid-19 restrictions – and suggested the Community Council could possibly hold meetings there as opposed to via Zoom. Everyone was in agreeance with this suggestion. Mrs Malcolmson reported that she had recently spoken to a hall committee member who was going to confirm if this would be within guidelines for the New Year. Cllr McGregor left the meeting at 8:00pm 20/45 PLANNING APPLICATIONS AND PLANNING MATTERS 1) Proposed Single storey dwelling house with attached garage, ASHP and Decking, Plot, Southvoe, Dunrossness, Shetland by Ms Kathryn Gordon: The members were aware that an archaeological report may be necessary for this site but welcome any new builds in the community, subject to them meeting all necessary planning criteria. There being no other business the meeting closed at 8:07 pm. Chair THE NEXT REGULAR MEETING OF DUNROSSNESS COMMUNITY COUNCIL WILL BE HELD ON 21st DECEMBER 2020. As a result, my grammar and spelling has not always been 100 per cent. However, this lack of schooling has not been a major handicap with the different professions I chose throughout my lifetime. After my webpage has received 20,000 views without one comment about my many spelling and grammar mistakes, I have decided that it is information people require and not always immaculate presentation. Despite having chosen my own path in life, I have always been acutely aware that I was not properly educated. I felt that being unable to write “proper like” indicated a very poor background and the probability that one would never achieve in life. However, during the 19th century, it was readily accepted that being able to read and write was considered a middle- and upper-class privilege and if you were poor you would always be poor and wouldn’t get on in life because of your unfortunate status and lack of formal education. This was the status that most of my ‘Mold’ family were living in, in Northamptonshire from before the year 1500 through to late 1800s, when one branch, my branch, moved to New Zealand. This was the same for one branch of the Redland/Ridling family.

    Records of species and subspecies recorded in Scotland on up to 20 occasions In 1993 SOC Council delegated to The Scottish Birds Records Committee (SBRC) responsibility for maintaining the Scottish List (list of all species and subspecies of wild birds recorded in Scotland). In turn, SBRC appointed a subcommittee to carry out this function. Current members are Dave Clugston, Ron Forrester (Secretary), Angus Hogg, Bob McGowan Chris McInerny and Roger Riddington (Chairman). In 1996, Peter Gordon and David Clugston, on behalf of SBRC, produced a list of records of species recorded in Scotland on up to 5 occasions (Gordon & Clugston 1996). Subsequently, SBRC decided to expand this list to include all acceptable records of both species and subspecies recorded on up to 20 occasions (Andrews & Naylor 2002). The last occasion that a complete list of records appeared in print was in The Birds of Scotland, which included all records up until 2004 (Forrester et al. 2007). During the period from 2002 until 2013, amendments and updates to the list of records appeared regularly as part of SBRC’s Scottish List Subcommittee’s reports in Scottish Birds. Since 2014 these records have appear on the SOC’s website, a significant advantage being that the entire list of all records for such species and subspecies can be viewed together (Forrester 2014) and updated annually. The current update includes records from the British Ornithologists’ Union Records Committee’s 49th Report published in 2018, the British Birds Rarities Committee’s Report on rare birds in Great Britain in 2017 (Holt 2018) and SBRC’s Report on rare birds in Scotland, 2017 (McGowan & McInerny 2019).

  • Some Place-Names from the Old Scatness Project, Shetland Doreen
    Some Place-Names from the Old Scatness Project, Shetland Doreen Waugh University of Glasgow Old Scatness (identified on the map as Scatness (fig. 1)), the focus of a heritage initiative managed by the Shetland Amenity Trust, is described by the archaeologists from the University of Bradford who have been excavating the site each summer for the past seven years as ‘a multi-period settlement mound situated adjacent to Sumburgh Airport, South Mainland, Shetland’.1 The Trust commissioned a variety of people to contribute to the multi-disciplinary research programme, including myself on place-names. At the core of the project is the archaeological excavation2 and, in a sense, on the periphery are those who are examining other available evidence from the surrounding landscape to build up as full a picture as possible of the locality and its history, but the ultimate aim is to integrate the various studies and to arrive at an understanding of the relationship over centuries of time between humans and their environment. The archaeological evidence from the Old Scatness site consists of broch, wheelhouses and Pictish, Norse and post-medieval settlement. Unfortunately, place-names cannot match the stones in terms of survival throughout the centuries since the broch period and, in particular, one is still left wondering about the Pictish to Norse transition, and why there are no surviving Pictish place- 1S.
