12 Recreational Fishing 12.1 Introduction There are numerous recreational activities that utilise the waters around Guernsey, but due to it being and island nation recreational fishing is an especially large use of the resource. As such it has been decided to dedicate a chapter to recreational fishing to run alongside the commercial fisheries chapter. Most, if not all, of the waters in the Study area are at some time fished recreationally, however some specific points are fished to greater extent than others. The effects on both the target species, and the recreational fishers are discussed in this chapter. 12.2 Baseline Environment 12.2.1 Identification of Recreational Fishers This is a large but disparate group of individuals consisting of leisure and sport anglers, hand-liners, snorkel and scuba divers, amateur potters, trotters, netters and long-liners, operating both from the shore and afloat, and shore-gatherers. In many cases the same individuals will fall into more than one or even many of these groups, and as a result it is very difficult to quantify the numbers of people actively involved in these traditional activities. Nevertheless it is fair to say that, taken as a group, these individuals represent a significant area of economic activity, directly and indirectly supporting many aspects of the Island’s retail and service industries, and contributing to public funds. For example, there are an estimated 5000 plus small craft based in Guernsey alone, ranging from kayaks to cruisers, RIBs to racing yachts, dinghies today cruisers. Many of these will at some time or other engage in recreational fishing activities, even if only towing a set of mackerel feathers whilst in transit to the next port. -

Poulsbo, Washington It is a distinct pleasure for me to be here this afternoon to introduce a distinguished panel to you. I think the papers, commen- taries, aad discussion will be stimulating and will be of interest to all of you. I' ve had the pleasure of a personal association with the Law of the Sea Institute since its inception in Rhode Island in 1966. Believe me, that year is etched in my memory because as a somewhat idealistic lieutenant commander I presented a paper that damn near got me fired. Several weeks ago I reviewed the proceedings of that session for two reasons, One, I wanted to see the rate of survivorship of the charter members. I'm happy to report that membership does aot endanger your health, as evidenced by the large number of old fogies around here. The second reason to review the proceedings of that first meeting was to see if there was any relevance to the organization. I was frankly surprised when I looked at those proceedings to see how raaay of the thoughts and discussion points raised and reported in the pro- ceedings found their way into emerging customary law and indeed into provisions of the 1982 Convention. I think it is safe to say that over the years the Law of the Sea Institute has been one of the focal points for the discussion, albeit informal but authorititative, of important law of the sea issues. -

CANADA'S SOVEREIGNTY OVER THE NORTHWEST PASSAGE Donat Pharand* In 1968, when this writer published "Innocent Passage in the Arc- tic,"' Canada had yet to assert its sovereignty over the Northwest Pas- sage. It has since done so by establishing, in 1985, straight baselines around the whole of its Arctic Archipelago. In August of that year, the U. S. Coast Guard vessel PolarSea made a transit of the North- west Passage on its voyage from Thule, Greenland, to the Chukchi Sea (see Route 1 on Figure 1). Having been notified of the impending transit, Canada informed the United States that it considered all the waters of the Canadian Arctic Archipelago as historic internal waters and that a request for authorization to transit the Northwest Passage would be necessary. -

Libya Location The nation of Libya is located in North Africa and covers approximately one million seven hundred fifty square kilometers, which is slightly larger than the United State’s Alaska. It is one of the largest countries in Africa. Libya lies in the geographic coordinates 25°N and 17°E. It is bordered in the north by the Mediterranean Sea and by Niger and Chad in the south. Libya’s western border connects to Algeria and Tunisia, and connects to Egypt and Sudan in the east. Geography The highest point in Libya is the Bikku Bitti, also known as Bette Peak, which stands at seven thousand four hundred and thirty eight feet at its highest point. It is located in the Tibesti Mountains in southern Libya near the Chadian border. The Sahara, an immense North African desert, covers most of Libya. Much of the country’s land consists of barren, rock-strewn plains and sand sea, with flat to underlying plains, plateaus, and depressions. Two small areas of hills ascend in the northwest and northeast, and the Tibesti mountains rise near the southern border. There are no permanent rivers or streams in Libya. The coastline is sunken near the center by the Gulf of Sidra, where barren desert reaches the Mediterranean Sea. Libya is divided into three natural regions. The first and largest, to the east of the Gulf of Sidra, is Cyrenaica, which occupies the plateau of Jabal al Akhdar. The majority of the area of Cyrenaica is covered with sand dunes, especially along the border with Egypt. -

Order Code RL34003 Africa Command: U.S. Strategic Interests and the Role of the U.S. Military in Africa Updated July 6, 2007 Lauren Ploch Analyst in African Affairs Foreign Affairs, Defense, and Trade Division Africa Command: U.S. Strategic Interests and the Role of the U.S. Military in Africa Summary On February 6, 2007, the Bush Administration announced its intention to create a new unified combatant command, U.S. Africa Command or AFRICOM, to promote U.S. national security objectives in Africa and its surrounding waters. U.S. military involvement on the continent is currently divided among three commands: U.S. European Command (EUCOM), U.S. Central Command (CENTCOM), and U.S. Pacific Command (PACOM). As envisioned by the Administration, the command’s area of responsibility (AOR) would include all African countries except Egypt. In recent years, analysts and U.S. policymakers have noted Africa’s growing strategic importance to U.S. interests. Among those interests are Africa’s role in the Global War on Terror and the potential threats posed by ungoverned spaces; the growing importance of Africa’s natural resources, particularly energy resources; and ongoing concern for the continent’s many humanitarian crises, armed conflicts, and more general challenges, such as the devastating effect of HIV/AIDS. In 2006, Congress authorized a feasibility study on the creation of a new command for Africa. As defined by the Department of Defense (DOD), AFRICOM’s mission will be to promote U.S. strategic objectives by working with African states and regional organizations to help strengthen stability and security in the region through improved security capability, military professionalization, and accountable governance.
