Within 2�12, the Editorial Board has changed its constituency, gaining a few prestigious members of our university, as well as of other universities in Romania and abroad. There can also be seen changes as far as Scientific Board is concerned – apart from permanent members, the journal benefited by the contribution and expertise of “Carol I” National Defence University professors in specialised fields of Military Sciences. Likewise, the editorial staff has been functioning in a new formula. The Scientific Council of CDSSS had adopted in 2�12 several minute editorial changes, which we are sure that our attentive readers have noticed: renaming the second theme, including in our journal articles dealing with elements and aspects regarding intelligence community, standardisation of authors’ presentations etc. Likewise, the guide for authors was permanently updated in order to comply with the editorial exigencies of international databases. Regarding the road of the articles submitted for publication, they are first subject to anantiplagiarism analysis (for details, see www.strikeplagiarism.com), then being scientifically evaluated according to the principle double blind peer-review in conformity with objective principles. The evaluators’ rigor translating in recommendations brought to the authors contribute to maintaining and raising the quality of published materials. Regarding national recognition, up to this year, our publication was classified as a B+ magazine by the National University Research Council in Romania. Starting with 2�12, Strategic Impact presents itself as a scientific magazine with acknowledged prestige in the field of Military Science, Information and Public Order according to National Council for Titles, Diplomas and Certificates (CNATDCU). Referring to international visibility, the publication was accepted this year to be included in two prestigious international databases: EBSCO (USA) and ProQuest database (USA). Concomitantly, the magazine will continue to be indexed in CEEOL (Central and Eastern European Online Library, Germany) and Index Copernicus International (Poland). International appreciation of the magazine’s quality is also confirmed by its indexation, starting with this year, in the list of publications of NATO Multimedia Library. We have observed that due to inclusion of the journal in the new international databases, the interest to publish in Strategic Impact has grown, the publication benefiting, in the analysed period, by the constant contribution of foreign authors from the Slovakia, Poland, Turkey, Hungary, Republic of Moldova, Serbia

ANYWAY, "THE MESEBERG INITIATIVE" PROPOSES THE POSSIBLE ESTABLISHMENT OF A CONSULTING MECHANISM ON SECURITY ISSUES FOR THE EUROPEAN UNION-THE RUSSIAN FEDERATION. THIS ARRANGEMENT IS WITHOUT ROMANIA. IN UKRAINE, CRIMEA AND THE DONBAS REGION STATUS IS VERY CONFUSED, ALSO. Some methodological details are required from the very beginning. First, because the differences in regulation and theoretical explanations between "threat to international peace and security", "conflict situation", "crisis", "conflict", "low-intensity war" ("small war", "low intensity conflict", "guerrilla") are not the subject of this study, we will still use the phrase of "violation of international peace." Second, the United Nations terminology draws the distinction between "armed conflict" and "international armed conflict", we will overcome this altered approach especially important coming under the phrase of "violation of international peace," giving up this simplifying vision only in the cases that are strictly defined, and where the meanings of the United Nations rules impose a specifically defined approach.

    Black and red Company in the Warsaw Uprising (1944) against Nazi occupation Participating in the Warsaw Uprising, the 'Union of Polish Syndicalists' (ZSP – 'Zwiazek Syndykalistow Polskich') was a continuation of the pre-war 'Union of Trade Unions' (ZZZ). It became a member the international association of anarcho-syndicalist unions, the 'International Workers' Association' (IWA). According to the 1943 ZSP program, the future political system of a popular Poland would be based on an association of autonomous and free parishes, the state bureaucracy will be replaced by delegates elected directly by workers' assemblies of self-governing workplaces and the defeat of capitalism would lead to the rising of libertarian socialism, thus ensuring the welfare of the whole society. However, the ZSP postulated the maintenance of the pre-war borders to the east and creation of new ones to the west based on the Odra river and the Baltic sea. The editor of the newspaper 'The Syndicalist' ('Syndykalista') was an Anarchist Federation activist by the name of Pawel Lew Marek, a longer biography of whom can be found in ABB #29. The ZSP, as well as publishing various newspapers and conducting militant actions, was busy founding factory committees which were makeshift trade unions. It is thanks to these committees that workers were able to take many factories directly after WW2 – until the communist bureaucracy of the 'Polish Workers Party' (PPR – 'Polska Partia Robotnicza') seized back control despite promising the syndicalists that they could run the economy in September 1944. W jednopiętrowej kamie- nicy przy ulicy Grochowskiej 3541 u zbiegu z ulicą Lubelską, zbudowanej w 1924 roku w stylu modernistycznym, nieopodal dziewiętnastowiecznych Rogatek Grochowskich2, funkcjonowała zapewne od 1927 roku do końca lat czterdziestych XX wieku3 Fabryka Gilz „Dzwon” znana również jako Stołecz- ne Zakłady Przemysłowo-Handlowe „Dzwon” Sp. z o.o., Warszawa, nazywa- 1 Data budowy widnieje na ścianie prostopadłej do frontu w środkowej górnej części budynku. W latach 1926– 1937 dom nosił adres Grochowska 1. W 1937 r. zmieniono mu numerację i od tego momentu adres kamienicy to Grochowska 354. Ten numer budynek nosił w okresie niemieckiej okupacji – Ostenstraße 354, a po wojnie przywrócono adres Grochowska 354.
