Councils are facing a formidable task to establish sustained and sustainable economic growth through increased performamce and productivity as the necessary basis for reducing poverty. An informed approach is to have a strategy to face the future challenges and missions of the council. The strategic instrument is the Council Development Plan (CDP) which is a document that aims to bring public service closer to the population by a total commitment of the council towards the population it serves. With the decentralization process, the administrative and institutional environment of council management, its human, material and financial resources will be called upon to increasingly contribute. Our space here is Benakuma Council which was created in 1993 by Decree No. 93/321 of 25 November 1993 relating to the creation of Urban and Rural Councils in Cameroon. The council area corresponds to the Menchum Valley Sub-Division, Menchum Division in the North-West Region of Cameroon. The council went operational in 1996 covering a surface area of 1 050 sq. km and a total population of 50 384 inhabitants as per the 2005 General Population and Housing Census. There are two main clans in the municipality: the Beba-Befang and the Esimbi clans. -

Accepted 17 September, 2012 This study was conducted in Tubah subdivision, Northwest region, Cameroon, aiming at identifying plants used to treat respiratory diseases. A semi-structured questionnaire was used to interview members of the population including traditional healers, herbalists, herb sellers, and other villagers. The plant parts used as well as the modes of preparation and administration were recorded. Fifty four plant species belonging to 51 genera and 33 families were collected and identified by their vernacular and scientific names. The Asteraceae was the most represented family (6 species) followed by the Malvaceae (4 species). The families Asclepiadaceae, Musaceae and Polygonaceae were represented by one species each. The plant part most frequently used to treat respiratory diseases in the study was reported as the leaf. Of the 54 plants studied, 36 have been documented as medicinal plants in Cameroon’s pharmacopoeia. However, only nine of these have been reported to be used in the treatment of respiratory diseases. -

International Journal of African and Asian Studies www.iiste.org ISSN 2409-6938 An International Peer-reviewed Journal Vol.38, 2017 The Dynamics and Implications of the Coffee Economy in Tubah Sub-Division, 1934-2005 Canute Ambe Ngwa Higher Teacher Training College, Bambili, The University of Bamenda, Cameroon Divine Achenui Nwenfor Department of History, University of Yaounde I, Cameroon Abstract That the coffee economy in Tubah is at a development cul-de-sac and requires an overhaul is unquestionable. The article introduces the sustainable coffee challenge and the circumstances that made the sector unsustainable and suffered a decline in Tubah. It has been argued that coffee economy in Tubah was introduced as a substitute to the legitimate trade and owed its unsustainability and eventual decline to the outbreak of the economic crisis in the 1980s. Such argument is often pegged to the grievances of the poor angry farmers who were victims of the economic crisis and appear to have written off the benefits of the coffee sector on their livelihoods in the past. Contrary to such orthodox, this paper argues that the natural environment of Tubah alongside colonial influence provided the potential for the emergence of the coffee economy. It is further illustrated that coffee cultivation and commercialization mechanisms in Tubah evolved with time and circumstances. The lack of farm subsidies and the fall in the price of the commodity in the world market left the farmers in a state of dilemma. The paper also exposes the view that the coffee economy, in spite its constraints, resulted in beneficial socio- economic mutations in Tubah. -

CAMEROON: North-West and South-West Situation Report No. 12 As of 31 October 2019 This report is produced by OCHA Cameroon in collaboration with humanitarian partners. It covers 1 – 31 October 2019. The next report will be issued in December. HIGHLIGHTS • 172,372 people benefitted from food and livelihood assistance in October. • 3,136 children received vitamin A and 950 children were vaccinated against measles in October • 112,794 individuals were reached with WASH activities during the reporting period. • 77,510 people have been reached with shelter assistance and 84,895 people have been supported with NFI assistance in the North-West and South-West (NWSW) since January. • 91% of school-aged children are out of school. • The total level of displacement from NWSW stands at over 700,000, including those displaced as refugees in Nigeria as well as in other regions in Cameroon. • Both parties to the conflict continue to breach International Law, including International Humanitarian Law and Human Rights Law, attacking civilians, schools and civilian health facilities. The health facility in Tole (SW) was destroyed by NSAGs after being used as a base by the Cameroon military. • Non-State Armed Groups (NSAGs) as well as criminal groups continue to block humanitarian access with kidnapping of 10 humanitarian workers in October (all released) and demands for ransom are common. Country Policy and Information Note Cameroon: Anglophones Version 1.0 March 2020 Preface Purpose This note provides country of origin information (COI) and analysis of COI for use by Home Office decision makers handling particular types of protection and human rights claims (as set out in the Introduction section). It is not intended to be an exhaustive survey of a particular subject or theme. It is split into two main sections: (1) analysis and assessment of COI and other evidence; and (2) COI. These are explained in more detail below. Assessment This section analyses the evidence relevant to this note – i.e. the COI section; refugee/human rights laws and policies; and applicable caselaw – by describing this and its inter-relationships, and provides an assessment of, in general, whether one or more of the following applies: • A person is reasonably likely to face a real risk of persecution or serious harm • The general humanitarian situation is so severe as to breach Article 15(b) of European Council Directive 2004/83/EC (the Qualification Directive) / Article 3 of the European Convention on Human Rights as transposed in paragraph 339C and 339CA(iii) of the Immigration Rules • The security situation presents a real risk to a civilian’s life or person such that it would breach Article 15(c) of the Qualification Directive as transposed in paragraph 339C and 339CA(iv) of the Immigration Rules • A person is able to obtain protection from the state (or quasi state bodies) • A person is reasonably able to relocate within a country or territory • A claim is likely to justify granting asylum, humanitarian protection or other form of leave, and • If a claim is refused, it is likely or unlikely to be certifiable as ‘clearly unfounded’ under section 94 of the Nationality, Immigration and Asylum Act 2002. -

The Bamendjin dam drainage basin and its floodplain are endowed with abundant water resources and rich biodiversity, however, poverty is still a dominant factor that accounts for unsustainable management of natural resources by the majority of rural inhabitants in the area. The dam was created in 1975 and has since then exacerbated the environmental conditions and human problems of the region due to lack of flood control during rainy seasons, lost hope of improved navigation system, unclean drinking water sources, population growth, rising unemployment, deteriorating environmental health issues, resettlement problems and land use conflicts, especially farmer-herder conflicts. -

These regions of Cameroon have been restive since 2016 in what is popularly referred to as the Anglophone crisis. The crisis has been transformed to a separatist movement, with some Anglophones clamoring for an independent No-So, re-baptized as “Ambazonia”. The purpose of the study is to illuminate the geopolitical perspective of the conflict which has been evaded by many scholars. Most scholarly write-ups have rather focused on the causes, course, consequences and international interventions in the crisis, with little attention to the geopolitical undertones. In terms of methodology, the paper makes use of qualitative data analysis. Unlike previous research works that link the unfolding of the crisis to Anglophone marginalization, historical and cultural difference, the findings from this paper reveals that the strategic location of No-So, the presence of resources, demographic considerations and other geopolitical parameters are proving to be responsible for the heightening of the Anglophone crisis in Cameroon and in favour of the quest for an independent Ambazonia. -

INTRODUCTION: ARE LOWER FUNGOM AND LOWER CASAMANCE SUI GENERIS CASES? For decades, research on multilingualism in African countries has been mostly limited to urban settings (e.g., Scotton 1975, 1976; Myers-Scotton 1993; Dakubu 1997; Mc Laughlin 2009; Kamwangamalu 2012; Mba and Sadembouo 2012). More recently, studies stemming from the documentation of endangered languages have widened the scope of this research to include rural areas of the continent as well (Di Carlo 2016; Lüpke 2016; Cobbinah et al. 2016; Di Carlo, Good, and Ojong Diba 2019).1 This recent development is a welcome advance toward a greater geographic coverage of multilingual phenomena in Africa. Furthermore, approaching communicative practices in rural areas—such as Lower Fungom in northwest Cameroon and Lower Casamance in Senegal—means targeting areas that are characterized, on the one hand, by high degrees of linguistic diversity and, on the other, by the presence of persisting precolonial sociocultural traits. Ways of speaking in these areas, while surely not constituting a unitary phenomenon, are nonethe- less distinct from what is known from urban environments. A key component of these previously undocumented ways of speaking is that, according to the local metapragmatic knowledge, language choice allows the indexing of types of identities that have seldom, if ever, been described in the sociolinguistic literature on multilingualism in Africa. Failed Decolonization of Africa and the Rise of New States: Cartography of the War in Southern Cameroons Ambazonia Roland Ngwatung Afungang* pp. 53-75 Introduction From the 1870s to the 1900s, many European countries invaded Africa and colonized almost the entire continent except Liberia and Ethiopia. African kingdoms at the time fought deadly battles with the imperialists but failed to stop them. The invaders went on and occupied Africa, an occupation that lasted up to the 1980s. After World War II, the United Nations (UN) resolution 1514 of 14 December 1960 (UN Resolution 1415 (1960), accessed on 13 Feb. 2019) obliged the colonial powers to grant independence to colonized peoples and between 1957 and 1970, over 90 percent of African countries got independence. However, decolonization was not complete as some colonial powers refused to adhere to all the provisions of the above UN resolution. For example, the Portuguese refused to grant independence to its African colonies (e.g. Angola and Mozambique). The French on their part granted conditional independence to their colonies by maintaining significant ties and control through the France-Afrique accord (an agreement signed between France and its colonies in Africa). The France-Afrique accord led to the creation of the Franc CFA, a currency produced and managed by the French treasury and used by fourteen African countries (African Business, 2012). CFA is the acronym for “Communauté Financière Africaine” which in English stands for “African Financial Community”. Other colonial powers violated the resolution by granting independence to their colonies under a merger agreement. This was the case of former British Southern Cameroons and Republic of Cameroon, South Sudan and Republic of Sudan, Eritrea and Ethiopia, Senegal and Gambia (Senegambia Confederation, 1982-1989). -

CAMEROON: NORTH-WEST REGION Humanitarian access snapshot August 2021 Furu-Awa It became more challenging for humanitarian organisations in recent months to safely reach people in need in Cameroon’s North-West region. A rise in non-state armed groups (NSAGs) activities, ongoing military operations, increased criminality, the use of improvised explosive devices (IEDs) and the rainy Ako season have all made humanitarian access more difficult. As a result, food insecurity has increased as humanitarian actors were not able to provide food assistance. Health facilities are running out of drugs and medical supplies and aid workers are at increased risk of crossfire, kidnapping and violent attacks.
