The Government of Karnataka had set up a Tourism Vision group in Oct 2013 consisting of eminent citizens and domain specialists to advise the government on the way ahead for the Tourism sector. In this exercise, we had active cooperation from the Hon. Minister of Tourism, Mr. R.V. Deshpande; Tourism Secretary, Mr. Arvind Jadhav; Tourism Director, Ms. Satyavathi and their team. The Vision group of over 50 individuals met jointly in over 7 sessions during Oct-Dec 2013.

    FOREWORD Groundwater is an essential component of the environment and economy. It sustains the flow in our rivers and plays an important role in maintaining the fragile ecosystems. The groundwater dependence of agrarian states like Karnataka is high. Recent studies indicate that 26 percent of the area of Karnataka State is under over exploited category and number of blocks is under critical category. In view of the growing concerns of sustainability of ground water sources, immediate attention is required to augment groundwater resources in stressed areas. Irrigated agriculture in the state is putting additional stress on the groundwater system and needs proper management of the resources. Central Ground Water Board is providing all technical input for effective management of ground water resources in the state. The groundwater scenario compiled on administrative divisions gives a better perspective for planning various ground water management measures by local administrative bodies. With this objective, Central Ground Water Board is publishing the revised groundwater information booklet for all the districts of the state. I do appreciate the efforts of Dr. K.Md.Najeeb, Regional Director and his fleet of dedicated Scientists of South Western Region, Bangalore for bringing out this booklet. I am sure these brochures will provide a portrait of the groundwater resources in each district for planning effective management measures by the administrators, planners and the stake holders.     PREFACE Karnataka is a State that has a long and diverse history exhibiting itself in the historic caves, forts, places of worship and palaces and through arts and artifacts preserved in museums. If history is to be conserved for the generations to come; historic places, monuments and museums need to be conserved. The conservation of historic structures and sites is guided by the tenet of minimum intervention and retention of original fabric, so that no information that it provides to the viewer/academician is lost. Funds provided under the 12th Finance Commission were utilized by the Department of Archeology, Museums and Heritage of the Government of Karnataka to conserve historic structures, sites and museums in Karnataka. An evaluation of this work was entrusted by the Planning, Programme Monitoring and Statistics Department of Government of Karnataka to Karnataka Evaluation Authority (KEA). The KEA outsourced this study to READI-INDIA, Dharwad. They completed the evaluation and presented their report, which, with the suggestions and inputs of the members of the Technical Committee of KEA and the Internal Assessor of KEA, was modified. The final report is before the reader. The most satisfying finding of the evaluation study has been that the work of conservation of historic monuments and sites has been done in an appropriate manner (least intervention) by the department. In the course of the study, from the findings and recommendations the following main points have emerged- (i) The declaration of any building as “heritage buildi ng” should be done by the Department of Archeology, Museums and Heritage and not by the local authority under the Karnataka Town and Country Planning Act, 1961.

    GOVERNMENT OF KARNATAKA WATER RESOURCES DEPARTMENT (MAJOR, MEDIUM IRRIGATION AND CADA) PERFORMANCE BUDGET 2017-18 JUNE 2017 1 PREFACE The Administrative Reforms Commission set up by the Government of India, inter alia, recommended that Department/Organizations of both the Centre and the States, which are in charge of development programmes, should introduce performance budgeting. In accordance with this suggestion, the Water Resources Department has been publishing performance budget from the year 1977-78. The performance budget seeks to present the purpose and the objective for which funds are requested, the cost of the various programmes and activities and quantitative data, measuring the work performed or services rendered under each programme and activity. In other words, performance budget represents a work plan conceived in terms of functions, programmes, activities and projects with the financial and physical aspects closely interwoven in one document. It may be mentioned here that, in the performance budget compiled now, an attempt has been made to relate the traditional budget to the programmes and activities. Suggestions for improvements are welcome and these would be gratefully received and considered while publishing the performance budget in the coming years. K. district The proposed port at Honnavar on the Kasarkod Tonka side is situated on the left bank of river Sharavati near the confluence/estuary of rivers Sharavatiand Badagani and Arabian sea.The road connectivity to this proposed port is very crucial and plays a vital role in transporting the cargoes to neighboring hinterlands. The Government of Karnataka has accorded approval to develop the infrastructure in Honnavar port and taking up the Port OPerations etc. As per the DPR approved by the Government of Karnataka, it is proposed to construct two rubble mound breakwaters at the existing gut along with river bank and coastal protection works, RCC piled quay, allied buildings, CC pavement and concrete road. ln this connection tt//s HPPL has taken up the preliminary survey work for the identification of stone and/or metal quarries in and around Honnavar port. This matter of identification of source for procuring stone/metal has been discussed with the officers of the Revenue Department/Forest Department and liflines & Geology. However, the officers have informed that nolegal quarry is in existence in Uttar Kannada District in the i*idv'6.hue,, patta and/or forbst land.     Hon’ble Speaker I am happy to present the Budget for 2013-14. Part-I Agriculture 1. Now I am presenting the Agriculture Budget which is the first part of the Budget speech. Agriculture Budget was introduced by our State for the first time in the Country and it is being presented continuously for the third time. I am happy to inform the House that the Agriculture Budget presented during the last two years has been applauded throughout the Nation and many States have expressed their interest in it. Agriculture ministers and senior officers of many States have visited our State especially for discussions on it and are also making efforts to present the Agriculture Budget in their respective States. Our Government is proud to have put in a new system in this direction. Many expert bodies have come forward to join hands with us in the path of development of our State and have shown interest in framing special programs. 2. The very first Agriculture budget presented during 2011-12 had an outlay of Rs.17857 crore. This size was increased to Rs.19660 crore during 2012-13. 2 Agriculture Budget 2013 - 14 The size of the Agriculture budget for 2013-14 has reached Rs.22310 crore. Agriculture and farmers are the highest priority sectors of our Government and it is a well known fact that Agriculture Budget has facilitated comprehensive development of agriculture sector. I will be presenting those details in the following paragraphs. 3. Our Government is committed for comprehensive development of Agriculture Sector by providing sufficient water and fertilizers to the farmers lands and to ensure remunerative prices for agricultural produce by providing proper marketing facilities.
