The Russia You Never Met MATT BIVENS AND JONAS BERNSTEIN fter staggering to reelection in summer 1996, President Boris Yeltsin A announced what had long been obvious: that he had a bad heart and needed surgery. Then he disappeared from view, leaving his prime minister, Viktor Cher- nomyrdin, and his chief of staff, Anatoly Chubais, to mind the Kremlin. For the next few months, Russians would tune in the morning news to learn if the presi- dent was still alive. Evenings they would tune in Chubais and Chernomyrdin to hear about a national emergency—no one was paying their taxes. Summer turned to autumn, but as Yeltsin’s by-pass operation approached, strange things began to happen. Chubais and Chernomyrdin suddenly announced the creation of a new body, the Cheka, to help the government collect taxes. In Lenin’s day, the Cheka was the secret police force—the forerunner of the KGB— that, among other things, forcibly wrested food and money from the peasantry and drove some of them into collective farms or concentration camps. Chubais made no apologies, saying that he had chosen such a historically weighted name to communicate the seriousness of the tax emergency.1 Western governments nod- ded their collective heads in solemn agreement. The International Monetary Fund and the World Bank both confirmed that Russia was experiencing a tax collec- tion emergency and insisted that serious steps be taken.2 Never mind that the Russian government had been granting enormous tax breaks to the politically connected, including billions to Chernomyrdin’s favorite, Gazprom, the natural gas monopoly,3 and around $1 billion to Chubais’s favorite, Uneximbank,4 never mind the horrendous corruption that had been bleeding the treasury dry for years, or the nihilistic and pointless (and expensive) destruction of Chechnya. -

Russia’s 2012 Presidential Election: Yet Another Term for Putin? By Paweł Piotr Styrna l February 27, 2012 The next presidential election in post-Soviet Russia is scheduled for March 4, 2012. The roster of candidates Russian voters can choose from is rather limited, both in terms of the number of candidates and their backgrounds. The upcoming contest pits five candidates against each other: the Sovietonostalgic chekist, Vladimir Putin; the unreconstructed and unrepentant communist, Gennady Zyuganov; the socialist - and long-time Chairman of the Federation Council (Russia’s upper house) - Sergey Mironov, the nominee of the “Just Russia” Party; the infamous, rabid chauvinist, Vladimir Zhirinovsky; and the “independent” oligarch, Mikhail Prokhorov. Not surprisingly, all these men embody different, yet often overlapping, facets of post-communism. One will notice the conspicuous and telling absence of a conservative, Christian, anti-communist alternative of the Alexander Solzhenitsyn variety. This seems to correspond with what some have argued to constitute one of the essential features of post-communism (particularly in the former USSR), i.e. an ostensible political pluralism serving as a façade, disguising an establishment jealously guarding the post-communist status quo, and attempting to marginalize threats to it. Thus, the faux pluralism appears designed to cater to multiple ideological persuasions in society without jeopardizing the main continuities between communism-proper and post-communism, not to mention the privileges, perks, and golden parachutes retained or acquired by the post-communist oligarchy. This is not to claim that the post-bolshevik establishment is a monolith or that no spheres of freedom exist, but that these are significantly limited. -
The Siloviki in Russian Politics
The Siloviki in Russian Politics Andrei Soldatov and Michael Rochlitz Who holds power and makes political decisions in contemporary Russia? A brief survey of available literature in any well-stocked bookshop in the US or Europe will quickly lead one to the answer: Putin and the “siloviki” (see e.g. LeVine 2009; Soldatov and Borogan 2010; Harding 2011; Felshtinsky and Pribylovsky 2012; Lucas 2012, 2014 or Dawisha 2014). Sila in Russian means force, and the siloviki are the members of Russia’s so called “force ministries”—those state agencies that are authorized to use violence to respond to threats to national security. These armed agents are often portrayed—by journalists and scholars alike—as Russia’s true rulers. A conventional wisdom has emerged about their rise to dominance, which goes roughly as follows. After taking office in 2000, Putin reconsolidated the security services and then gradually placed his former associates from the KGB and FSB in key positions across the country (Petrov 2002; Kryshtanovskaya and White 2003, 2009). Over the years, this group managed to disable almost all competing sources of power and control. United by a common identity, a shared worldview, and a deep personal loyalty to Putin, the siloviki constitute a cohesive corporation, which has entrenched itself at the heart of Russian politics. Accountable to no one but the president himself, they are the driving force behind increasingly authoritarian policies at home (Illarionov 2009; Roxburgh 2013; Kasparov 2015), an aggressive foreign policy (Lucas 2014), and high levels of state predation and corruption (Dawisha 2014). While this interpretation contains elements of truth, we argue that it provides only a partial and sometimes misleading and exaggerated picture of the siloviki’s actual role. -

I’ll again express my concern that this was probably more of a warning than a peace offering. Before I conclude on that speculation let’s look at what others of his flock have been saying lately. Are they friendly and inviting? Do they feel warm and fuzzy? Most quotes are from after election day. Hold on to your seat! • ‘We don’t do things like those chumps out there with the microphones, those Trump guys.” – Joe Biden himself speaking at a small gathering of supporters. • “Hang your head in shame.” – CNN’s Don Lemon addressing republican legislators who supported Trump’s efforts to get the Supreme Court to review constitutional issues regarding the election. • “It’s not enough to just send Donald Trump packing, or even just to repair the damage he’s done. We’ve got to unrig and rebuild the systems that made his rise possible…” – Elizabeth Warren. • ‘I used to wonder how could the people of Germany allow Hitler to exist. -

The internal situation in Russia bears a direct influence on Russia's relations with the outside world and the United States. While the world's leaders gather in Moscow to celebrate the victory over Nazism, Russian Foreign Minister Andrei Kozyrev is calling for the use of force to "protect" Russian co-ethnics living outside the borders of the Russian Federation. Kozyrev's declarations go beyond mere rhetoric. Russia is introducing its new 58th field army in the Northern Caucasus, in clear and conscious violation of the Conventional Forces Europe (CFE) Treaty, a centerpiece of post-Cold War European security. If Russia is not planning an agressive action either against Ukraine or its Transcaucasus neighbors, why does it need to revise upwards the CFE limitations of 164 tanks and 414 artillery systems? Why was General Alexander Lebed, a self-proclaimed restorer of the old Soviet Union and Commander of the l4th Army in Moldova, applauding Kozyrev? Chechnya became the testing ground for the new Russian policy, both foreign and domestic. The people who engineered it, the so-called Party of War in Moscow, are watching for reactions at honre and abroad to this version of the "last thrust South." The West is facing its greatest challenge since the collapse of communism: how to deal with the Russia that is emerging from under the rubble. -

There was a popular opinion in the Internet media that at that moment Russia experienced establishment of civil society, since so many people were ready to express their discontent publically for the first time in 20 years. The focus of this study is made on the analysis of the roles that social media played in the protest movement. As it could be observed at the first glance, recruiting and mobilising individuals to participation in the rallies were mainly conducted via social media. The research analyses the concept of civil society and its relevance to the protest rhetoric and investigates, whether there was a phenomenon of civil society indeed and how it was connected to individuals‘ motivation for joining the protest. The concept of civil society is discussed through the social capital, social and political trust, e- democracy and mediatisation frameworks. The study provides a comprehensive description of the events, based on mainstream and new media sources, in order to depict the nature and the development of the movement. -

ON THE EFFECTIVE USE OF PROXY WARFARE by Andrew Lewis Peek A dissertation submitted to Johns Hopkins University in conformity with the requirements for the degree of Doctor of Philosophy Baltimore, Maryland May 2021 2021 Andrew Peek All rights reserved Abstract This dissertation asks a simple question: how are states most effectively conducting proxy warfare in the modern international system? It answers this question by conducting a comparative study of the sponsorship of proxy forces. It uses process tracing to examine five cases of proxy warfare and predicts that the differentiation in support for each proxy impacts their utility. In particular, it proposes that increasing the principal-agent distance between sponsors and proxies might correlate with strategic effectiveness. That is, the less directly a proxy is supported and controlled by a sponsor, the more effective the proxy becomes. Strategic effectiveness here is conceptualized as consisting of two key parts: a proxy’s operational capability and a sponsor’s plausible deniability. These should be in inverse relation to each other: the greater and more overt a sponsor’s support is to a proxy, the more capable – better armed, better trained – its proxies should be on the battlefield. However, this close support to such proxies should also make the sponsor’s influence less deniable, and thus incur strategic costs against both it and the proxy. These costs primarily consist of external balancing by rival states, the same way such states would balance against conventional aggression. Conversely, the more deniable such support is – the more indirect and less overt – the less balancing occurs. -

Introduction Russians have long had the reputation of being passive about, uninterested in, and disengaged from politics, and Western observers, in particular, have been puzzled by this passivity. Protests that started in December 2011 as a re- sponse to election fraud during the Russian parliamentary elections, labelled in the mass media as the “new Decembrists” movement, “the Russian winter/ spring”, the “mink-coat” or “white revolution” and described using other col- ourful epithets, too, took many observers abroad and in Russia by surprise. These were the biggest protests since the 1990s. These events raised many questions: Who are these people who have started to protest? What are the reasons for these protests and why did they begin at that specific moment? How stable is Vladimir Putin’s system over- all? Will some liberalization of the system as a result of these protests be pos- sible? And many others. Even now, at the time of writing – August 2012 – it is difficult to give clear and definite answers to these questions, and some of them still have to be studied more closely by sociologists.1 This contribution starts with an overview of the parliamentary and presidential elections (election campaigns, their results and aftermath) that took place in Russia on 4 December 2011 and 4 March 2012, respectively. It then focuses on the protest movement and tries to give some answers to the aforementioned questions. Finally, it presents a survey of developments in Russian domestic policy after the elections in order to find indicators as to whether this wind of change will keep blowing. -

However, after two years of bloody combat the Russian army was forced to withdraw from the Chechen Republic. The obstinacy of the Russian authorities who had decided on a policy of victory in Chechnya resulted in the deaths of at least 30,000 Chechens and 5,000 Russian soldiers.1 This war, which caused an estimated $5.5 billion in economic damage, was largely the cause of Russia's national economic crisis in 1998, when the Russian government proved unable to service its huge debts.2 It seemed that after the 1994-1996 war Russian society and the federal government realized the ineffectiveness of using colonial approaches to resolve ethnopolitical issues.3 They also understood, it seemed, the impossibility of forcibly imposing their will upon even a small ethnoterritorial community if a significant portion of that community is prepared to take up arms to defend its interests. -

TSIPKO t must be said that the recent Communist Party of the Russian Federation (KPRF) victory in the Duma elections was not a surprise. All Russian Isociologists predicted Gennady Zyuganov's victory four months before the elections on 17 December 1995. The KPRF, competing against forty-two other parties and movements, was expected to receive slightly more than 20 percent of the votes (it received 21.7 percent) and more than fifty deputy seats according to single-mandate districts (it received fifty-eight). Before the elections, there were obvious signals that the vote would go to the KPRF. It was expected that the older generation would vote for the KPRF. The pensioners, who suffered the most damage from shock therapy, would most certainly vote for members representing the ancién regime (for social guarantees, work, and security; things the former social system gave them). Even before the elections, the image of the KPRF as a real party had been formed. In my opinion, the victory of the KPRF in the elections is a critical event in Russia's post-Soviet history, which demands both more attention and clearer comprehension. The simplistic reason often given for the KPRF victory was the sudden introduction of the monetarist method of reform, which resulted in an inevitable leftward shift in the mood of society and a restoration of neo-communism. The heart of the problem is not so simple and orderly-it is found in Russian affairs and in Russian nature. First of all, it is evident that the Duma election victory of KPRF leader Gennady Zyuganov has a completely different moral and political meaning than the victory of the neo-communist party of Aleksander Kwasniewski in the November 1995 Polish presidential elections. -
