နိုင်ငဳ၏ေကျဵလက်လမ်ဵအစီအစဉ်ဖွဳ့ဖဖိုဵတိုဵတက်ေရဵနှငဴ် ဘဏ္ဍာေငွအကူအညီေပဵေရဵတွင် ေထာက်ကူ ေပဵနိုင်ေရဵအတွက် ပပည်ေထာင်စုသမတပမန်မာနိုင်ငဳေတာ်အစိုဵရ၏ေမတာရပ်ခဳချက်ကို အာရှဖွဳ့ဖဖိုဵေရဵဘဏ် (ADB)အေနပဖငဴ် အကူအညီေပဵရန် အတည်ပပုခဲဴပါသည်။ စီမဳကိန်ဵကို “ေကျဵလက်လမ်ဵစီမဳကိန်ဵ (Rural Roads and Access Project -RRAP)”ဟူေသာေခါင်ဵစဉ်ပဖငဴ် တိုင်ဵေဒသကကီဵ ၂ ခုတွင် ၁၅၂ ကီလိုမီတာ အရှည်ရှိေသာ ေကျဵလက်လမ်ဵအာဵတိုဵတက်ေစရန်နှငဴ် နည်ဵပညာနှငဴ်စွမ်ဵေဆာင်ရည်ပမှငဴ်တင်ရန် ပဖစ်ပါသည်။ 2. ကနဦဵပတ်ဝန်ဵကျင်ဆန်ဵစစ်ပခင်ဵအစီရင်ခဳစာ (IEE) ကို ပမန်မာနိုင်ငဳ၏ပတ်ဝန်ဵကျင်ထိခိုက်မှုဆန်ဵစစ် ပခင်ဵဆိုင်ရာလုပ်ထုဳဵလုပ်နည်ဵ(၂၀၁၅) လိုအပ်ချက်အရေသာ်လည်ဵေကာင်ဵ၊ ADB ၏ သဘာဝပတ်ဝန်ဵကျင် ထိန်ဵသိမ်ဵကာကွယ်မှုဆိုင်ရာမူဝါဒထုတ်ပပန်ချက် Safeguard Policy Statement (2009) အရ ေသာ်လည်ဵေကာင်ဵ လိုက်နာပပင်ဆင်ေရဵဆွဲခဲဴပါသည်။ ဤအစီရင်ခဳစာသည် ေကျဵလက်လမ်ဵဖွဳဖဖိုဵတိုဵတက်ေရဵ နှငဴ်ပပန်လည်ပပုပပင်ပခင်ဵလုပ်ငန်ဵ၊ နှငဴ် အပခာဵဆက်စပ်လုပ်ငန်ဵမျာဵပဖစ်ေသာ တဳတာဵငယ်မျာဵနှငဴ် ေရနှုတ်ပိုက် ေပမာင်ဵမျာဵတည်ေဆာက်ပခင်ဵေ ကာငဴ် ဆက်စပ်ပဖစ်ေပလာေသာ ပတ်ဝန်ဵကျင်ထိခိုက်မှုမျာဵအာဵ ဆန်ဵစစ်ပခင်ဵ ပဖစ်ပါသည်။ 3. ေကျဵလက်လမ်ဵစီမဳကိန်ဵ (RRAP) သည် ADB ၏ အမျိုဵအစာဵခွဲပခာဵသတ်မှတ်ချက်အရ Category B အဆငဴ်စီမဳကိန်ဵအမျိုဵအစာဵပဖစ်ဖပီဵ ပတ်ဝန်ဵကျင်ထိခိုက်ခဳရပခင်ဵ၏ သိသာထင်ရှာဵရှိမှု(significance)ေပ အေပခခဳ၍ ခွဲပခာဵထာဵပါသည်။ Category B သည် ADB မှ စီမဳကိန်ဵမျာဵသို ေထာက်ပဳဴေပဵသညဴ် အေ ကာင်ဵစည်ဵကမ်ဵချက်မျာဵမှတစ်ခုပဖစ်သည်။ သစ်ေတာ၊ ကာကွယ်ထိန်ဵသိမ်ဵေတာ နှငဴ် အပခာဵေဂဟေဗဒအရ ထိခိုက်မခဳနိုင်သညဴ် ဧရိယာမျာဵသိုဦဵတည်၍ (သို) ပဖတ်သန်ဵသွာဵမညဴ်လမ်ဵမျာဵကို ချန်လှပ်ေဆာင်ရွက်ရန် ADB မှစည်ဵကမ်ဵသတ်မှတ်ထာဵသည်။ Category B အမျိုဵအစာဵပဖစ်ေသာေ ကာငဴ် စီမဳကိန်ဵသည် ကနဦဵပတ်ဝန်ဵကျင်ဆန်ဵစစ်ပခင်ဵအစီရင်ခဳစာ (IEE) တင်သွင်ဵရန် လိုအပ်ပါသည်။ ထိုအတူ ပမန်မာနိုင်ငဳ၏ သယဳဇာတနှငဴ်သဘာဝပတ်ဝန်ဵကျင်ထိန်ဵသိမ်ဵေရဵဝန်ဵကကီဵဌာနအေနပဖငဴ်လည်ဵ ဤစီမဳကိန်ဵကို IEE ေဆာင်ရွက် ရမညဴ်စီမဳကိန်ဵအမျိုဵအစာဵအပဖစ်ပင် သတ်မှတ်ထာဵပါသည်။ 4. စီမဳကိန်ဵ၏လမ်ဵအသီဵသီဵနယ်နိမိတ်အတွင်ဵရှိ ပတ်ဝန်ဵကျင်အေပခအေနမျာဵနှငဴ် အမျာဵပပည်သူနှငဴ် ေဆွဵေနွဵတိုင်ပင်မှုရလဒ်မျာဵအာဵ ပတ်ဝန်ဵကျင်ဆိုင်ရာတိုက်ဆိုင်စစ်ေဆဵမှုစာရင်ဵ(Environmental Checklist) အသုဳဵပပု၍ စုစည်ဵဆန်ဵစစ်အကဲပဖတ်ထာဵပါသည်။ ၄င်ဵတိုကိုေနာက်ဆက်တွဲ ၅ တွင် သီဵပခာဵေဖာ်ပပထာဵပါသည်။ 1.2 မူဝါဒနှငဴ် ဥပေဒေရဵရာမျာဵ (Policies, Laws and Regulations) 5. ပပည်ေထာင်စုသမတပမန်မာနိုင်ငဳေတာ်၏ ဖွဲ့စည်ဵပုဳအေပခခဳဥပေဒ (၂၀၀၈)တွင် နိုင်ငဳေတာ်သည် သဘာဝ ပတ်ဝန်ဵကျင်ကို ကာကွယ်ထိန်ဵသိမ်ဵေစာငဴ်ေရှာက်ရမည်ဟု ေဖာ်ပပထာဵသည်။ အမျိုဵသာဵပတ်ဝန်ဵကျင် မူဝါဒ (၁၉၉၄)ကို ဖွဲ့စည်ဵပုဳအေပခခဳဥပေဒ (၂၀၀၈) မထွက်မီကတည်ဵကပင် ပတ်ဝန်ဵကျင်မူဝါဒအပဖစ် ပပဌာန်ဵထာဵဖပီဵ ပဖစ်သည်။ ထိုမူဝါဒတွင် ပမန်မာနိုင်ငဳ၏ လူမှုေရဵနှငဴ်စီဵပွါဵေရဵဆိုင်ရာဖွဳ့ဖဖိုဵမှုလုပ်ငန်ဵမျာဵတွင် ပတ်ဝန်ဵကျင် ထိခိုက်မှုဆန်ဵစစ်ချက် လိုအပ်ေ ကာင်ဵ ေဖာ်ပပပါရှိပါသည်။ 6. တချိန်တည်ဵမှာပင် ထိုမူဝါဒကိုအေကာင်အထည်ေဖာ်ရန် ဥပေဒ၊ နည်ဵဥပေဒမျာဵအာဵ ပပဌာန်ဵသတ်မှတ် ခဲဴပါသည်။ ေကျဵလက်လမ်ဵစီမဳကိန်ဵ(RRAP)နှငဴ် အဓိကသက်ဆိုင်ေသာ ပတ်ဝန်ဵကျင်ဆိုင်ရာဥပေဒနှငဴ် နည်ဵဥပေဒမျာဵမှာ ပတ်ဝန်ဵကျင်ထိန်ဵသိမ်ဵေရဵဥပေဒ(၂၀၁၂)၊ ပတ်ဝန်ဵကျင်ထိန်ဵသိမ်ဵေရဵနည်ဵဥပေဒ(၂၀၁၄)၊ ပတ်ဝန်ဵကျင်ထိခိုက်မှုဆန်ဵစစ်ပခင်ဵဆိုင်ရာလုပ်ထုဳဵလုပ်နည်ဵမျာဵ(၂၀၁၅)၊ ဇီဝမျိုဵစုဳမျိုဵကွဲနှငဴ်သဘာဝထိန်ဵသိမ်ဵ ေရဵနယ်ေပမမျာဵကာကွယ်ေစာငဴ်ေရှာက်ပခင်ဵဆိုင်ရာဥပေဒ (၂၀၁၈) နှငဴ် သစ်ေတာဥပေဒ (၂၀၁၈) တိုပဖစ်ပါသည်။ 7. ထိုပပင်ပမန်မာနိုင်ငဳအစိုဵရသည် အမျိုဵသာဵပတ်၀န်ဵကျင်ဆိုင်ရာ အရည်အေသွဵ (ထုတ်လွတ်မှု) လမ်ဵွှန် ချက်မျာဵအာဵ ၂၀၁၅ ခုနှစ်၊ ဒီဇင်ဘာလတွင် ထုတ်ပပန်ခဲဴဖပီဵ။ လုပ်ငန်ဵကဏအသီဵသီဵနှငဴ် နည်ဵပညာ အသုဳဵပပုမှု အမျိုဵမျိုဵတိုအတွက် အခိုဵအေငွ့ထုတ်လွတ်မှုနှငဴ်စွန့်ထုတ်အရည်ထုတ်လွှတ်မှု အဆငဴ်မျာဵအာဵ ခွငဴ်ပပုသတ်မှတ် ခဲဴပါသည်။ ဤလမ်ဵွှန်ချက်မျာဵသည် ဖွဳ့ဖဖိုဵဆဲနိုင်ငဳမျာဵတွင်အသုဳဵပပုရန် အပပည်ပပည်ဆိုင်ရာလုပ်ငန်ဵကဏ္ဍ အလိုက် ညစ်ညမ်ဵမှုကာကွယ်ပခင်ဵ အေလဴအကျင်ဴေကာင်ဵမျာဵဆိုင်ရာ နည်ဵပညာလမ်ဵွှန်ေပဵသည်ဴ အပပည်ပပည် ဆိုင်ရာ ဘဏ္ဍာေရဵေကာ်ပိုေရဵရှင်ဵ (International Finance Corporation - IFC) ၏ ပတ်ဝန်ဵကျင်ဆိုင်ရာ ကျန်ဵမာေရဵနှင်ဴေဘဵအနရာယ်ကင်ဵရှင်ဵေရဵ (Environmental Health and Safety - EHS) လမ်ဵွှန်ချက် မျာဵမှ The successful planning and implementation of the census activities, followed by the timely release of the provisional results in August 2014 and now the main results in May 2015, is a clear testimony of the Government’s resolve to publish all information collected from respondents in accordance with the Population and Housing Census Law No. 19 of 2013. It is my hope that the main census results will be interpreted correctly and will effectively inform the planning and decision-making processes in our quest for national development. The census structures put in place, including the Central Census Commission, Census Committees and Offices at all administrative levels and the International Technical Advisory Board (ITAB), a group of 15 experts from different countries and institutions involved in censuses and statistics internationally, provided the requisite administrative and technical inputs for the implementation of the census.

Executive Summary 1.1 The main purpose of this report is to update on the situation in Myanmar with regard to measures taken for the implementation of the UNCCD at the national level since its submission of the first national report in August 2000. 1.2 Myanmar acceded to the United Nations Convention to Combat Desertification (UNCCD) in January 1997. Even before Myanmar’s accession to UNCCD, measures relating to combating desertification have been taken at the local and national levels. In 1994, the Ministry of Forestry (MOF) launched a 3-year "Greening Project for the Nine Critical Districts" of Sagaing, Magway and Mandalay Divisions in the Dry Zone. This was later extended to 13 districts with the creation of new department, the Dry Zone Greening Department (DZGD) in 1997. 1.3 The Government has stepped up its efforts on preventing land degradation and combating desertification in recent years. The most significant effort is the rural area development programme envisaged in the current Third Short-Term Five-Year Plan (2001-2002 to 2005-2006). The rural development programme has laid down 5 main activities.

    Enabling Electricity Access in Myanmar Diesel Mini Grid Assessment, november 2016 U Kyaw Thu comes home at 6pm a2er spending the day at his farm growing lenls and sesame. A diesel engine starts growling in the background and the street lamps light up. Some of his friends and neighbors switch on their television sets while the children open their books to make best use of these 2 hours before the village plunges into darkness. Aer 9pm, while the village prepares to sleep and the diesel engine stops, children light up candles in their homes to study for another few hours so that they do not have to spend their lives being farmers in this darkness of these villages in Myanmar. Through this assessment, Pact Myanmar seeks to understand the struggle, needs, ingenuity and outlook of villagers seeking to gain access to electricity in Myanmar and who have established diesel mini grids in their villages. We explore U Kyaw Thu’s village, Kone, which lies in Seikphyu Towhship and another 9 villages in Magway Region to understand how the village community has collaborated to establish basic electrifica:on and whether there could be ways to improve the systems and provide electricity for not only ligh:ng but also produc:ve use, which could accelerate the overall village development.
