At a glance Denmark is a Constitutional Monarchy and a parliamentary democracy. The Folketinget is a unicameral Parliament composed of 179 Members. The two self-governing regions, Greenland and the Faeroe Islands, each elect two Members. Of the other 175 Members, 135 are elected from ten multi-Member constituencies on a party list, proportional representation system using the d'Hondt method. The remaining 40 seats are allocated to ensure proportionality at a national level. Elections of the Folketinget must take place every four years, unless the Monarch, on the advice of the Prime Minister, calls for early elections. The general election on 5 June 2019 gave the "Red Bloc" a parliamentary majority in support of Social Democrats leader Mette Frederiksen as Prime Minister. The coalition comprises the Social Democrats, the Social Liberals, Socialist People's Party, the Red– Green Alliance, the Faroese Social Democratic Party and the Greenlandic Siumut, and won 93 of the 179 seats. The Government, announced on 27 June, is a single-party government. 2. 1 Codebook: Comparative Political Data Set I, 1960-2012 Codebook: COMPARATIVE POLITICAL DATA SET I 1960-2012 Klaus Armingeon, Laura Knöpfel, David Weisstanner and Sarah Engler The Comparative Political Data Set 1960-2012 is a collection of political and institutional data which have been assembled in the context of the research projects “Die Handlungs- spielräume des Nationalstaates” and “Critical junctures. An international comparison” di- rected by Klaus Armingeon and funded by the Swiss National Science Foundation. This data set consists of (mostly) annual data for 23 democratic countries for the period of 1960 to 2012. In the cases of Greece, Spain and Portugal, political data were collected only for the democratic periods1. The data set is suited for cross national, longitudinal and pooled time series analyses. The data set contains some additional demographic, socio- and economic variables. Howev- er, these variables are not the major concern of the project and are thus limited in scope. For more in-depth sources of these data, see the online databases of the OECD. For trade union membership, excellent data for European trade unions are available on CD from the Data Handbook by Bernhard Ebbinghaus and Jelle Visser (2000). A few variables have been copied from a data set collected by Evelyne Huber, Charles Ragin, John D. Stephens, David Brady and Jason Beckfield (2004). We are grateful for the permission to include these data. When using data from this data set, please quote both the data set and, where appropriate, the original source. WID.world WORKING PAPER N° 2020/17 Inequality, Identity, and the Long-Run Evolution of Political Cleavages in Israel 1949-2019 Yonatan Berman August 2020 Inequality, Identity, and the Long-Run Evolution of Political Cleavages in Israel 1949{2019 Yonatan Berman∗ y August 20, 2020 Abstract This paper draws on pre- and post-election surveys to address the long run evolution of vot- ing patterns in Israel from 1949 to 2019. The heterogeneous ethnic, cultural, educational, and religious backgrounds of Israelis created a range of political cleavages that evolved throughout its history and continue to shape its political climate and its society today. De- spite Israel's exceptional characteristics, we find similar patterns to those found for France, the UK and the US. Notably, we find that in the 1960s{1970s, the vote for left-wing parties was associated with lower social class voters. It has gradually become associated with high social class voters during the late 1970s and later. We also find a weak inter-relationship between inequality and political outcomes, suggesting that despite the social class cleavage, identity-based or \tribal" voting is still dominant in Israeli politics. The importance of gov- ernment policies to Denmark’s economic success is taken as a point of departure in investigating why Danish governments have been able to govern the economy successfully in the 1990s. The paper argues that two factors have been important. First, the functioning of Danish parliamentarianism has been reshaped to strengthen the bargaining position of minority governments, which became the rule in Danish politics after the landslide election in 1973. Today, Danish minor- ity governments can enter agreements with changing coalitions in the Danish parliament. The paper thus challenges the conventional wisdom about minority governments as weak in terms of governing capacity. Second, the changed socio- economic strategy of the Social Democrats after returning to power in 1993 has been important because it has created a political consensus around a number of controversial reforms. Comparing Affective Polarization Across Party Systems Through the Inter-party Marriage Measure Erik Knudsen University of Bergen Short Working Paper — All comments are welcome AFFECTIVE POLARIZATION ACROSS PARTY SYSTEMS 2 Abstract Prior research has demonstrated that Americans are increasingly affectively polarized: viewing opposing partisans negatively and copartisans positively. While the literature has thus far provided mixed results to whether the U.S. situation is one-of-a-kind, we lack comparative evidence that takes into account that multiparty systems have multiple political parties. Without accounting for such differences, we risk exaggerating the uniqueness of the U.S. situation. To accommodate this concern, I test an experimental strategy for comparing affective polarization in a two-party setting (the U.S.) with a multiparty setting (Norway) through the inter-party marriage measure. The findings provide evidence to suggest that there are no observable differences in terms of partisan affective polarization in Norway and the U.S., indicating that the U.S. situation is not unique. Appendix List of Challenger Parties Operationalization of Challenger Parties A party is considered a challenger party if in any given year it has not been a member of a central government after 1930. A party is considered a dominant party if in any given year it has been part of a central government after 1930. Only parties with ministers in cabinet are considered to be members of a central government. A party ceases to be a challenger party once it enters central government (in the election immediately preceding entry into office, it is classified as a challenger party). Participation in a national war/crisis cabinets and national unity governments (e.g., Communists in France’s provisional government) does not in itself qualify a party as a dominant party. A dominant party will continue to be considered a dominant party after merging with a challenger party, but a party will be considered a challenger party if it splits from a dominant party. Using this definition, the following parties were challenger parties in Western Europe in the period under investigation (1950–2017). The parties that became dominant parties during the period are indicated with an asterisk. HISTORICAL EXHIBITION PRESENTED BY THE GERMAN BUNDESTAG ____________________________________________________________________________________________________ Political parties in the Empire 1871 – 1918 The Imperial Constitution made no reference to political parties, whose activities were governed by the law on associations. Indeed, prior to 1908 political parties were subject to the legislation of the individual federal states regulating the activities of associations, but in that year the statutory provisions governing associations were standardised throughout the Empire, and this codification was accompanied by a liberalisation of the right of association and the right of assembly, which lifted existing restrictions whereby women could not normally become members of associations, and public political gatherings in enclosed spaces required authorisation by the police. The dominant type of political party in the Empire was an elite-based party, in which all of the crucial party-political functions were performed by small groups of personalities whose role as leading representatives of their respective sections of society gave them an exalted position. Party organisations were still in their infancy and only existed at the constituency level. After 1871 the way in which parties were led and organised began to change, and during the Empire the Centre and the Social Democratic Party became the first mass-membership parties of the modern type. The five-party landscape may be said to have prevailed throughout the duration of the Empire, as the various splinter parties never came to exert any real influence. Each of the five large political camps was largely linked with a particular milieu. The model of the people’s party, drawing support from various milieux, was still in its infancy. -
