Gli autori di questo numero 205 «Qualestoria» n. 2, dicembre 2015 Introduzione Collaborazionismi, guerre civili e resistenze: una prospettiva transnazionale di Diego D’Amelio e Patrick Karlsen Da tempo ormai, a partire almeno dagli anni Novanta, la storiografia italiana sulla Resistenza ha progressivamente imboccato un processo di arricchimento metodologico e conoscitivo, favorito dal superamento della Guerra fredda e dal venir meno delle ragioni mobilitanti che avevano accompagnato la divisione bipolare della politica, della cultura e delle società europee1. L’ottica prevalentemente politico­militare privilegiata in prece­ denza dagli studi ha cominciato ad allargare le sue prospettive e a integrarsi con apporti e contaminazioni derivanti dalle altre scienze sociali, ampliando il campo d’indagine a fonti e tematiche fino ad allora poco o per nulla esplorate. L’acquisizione della cate­ goria di «guerra totale» come punto di partenza ha incoraggiato ad esempio una nuova stagione di ricerche volte a scandagliare i risvolti meno ovvi dello scontro tra fascismi e antifascismi, le «zone d’ombra» di un conflitto inedito per intensità, estensione e caratte­ ristiche2. Si è dunque fatta strada l’attenzione alla trasversalità delle fratture ideologiche interne alle società europee e alla conseguente lettura delle guerre di Liberazione come guerre civili3. Si sono scandagliate inoltre le forme «altre» di resistenza (da quella fem­ minile alle forme di renitenza e resistenza passiva), le divisioni interne ai fronti di libe­ razione, le varie tipologie della violenza, le loro implicazioni culturali e antropologiche, così come i diversi concetti di nazione e cittadinanza elaborati dalle culture politiche dell’antifascismo, anche attraverso l’uso pubblico della memoria di vincitori e vinti4. A ben vedere, dalla guerra civile spagnola a quella greca, il continente europeo fu solcato da una serie ininterrotta di conflitti sviluppatisi all’interno dei confini dei singoli 1 C. The review also includes suggestions for further areas that should be designated within the scope of these two Directives. Although the two Directives have different objectives, the areas designated as sensitive or vulnerable are reviewed simultaneously because of the similarities in the designation process. The investigations will focus upon: • Checking that those waters that should be identified according to either Directive have been; • in the case of the Nitrates Directive, assessing whether vulnerable zones have been designated correctly and comprehensively. The identification of vulnerable zones and sensitive areas in relation to the Nitrates Directive and Urban Waste Water Treatment Directive is carried out according to both common and specific criteria, as these are specified in the two Directives. 1.1 THE URBAN WASTEWATER TREATMENT DIRECTIVE (91/271/EEC) The Directive concerns the collection, treatment and discharge of urban wastewater as well as biodegradable wastewater from certain industrial sectors. The designation of sensitive areas is required by the Directive since, depending on the sensitivity of the receptor, treatment of a different level is necessary prior to discharge.

    Research proposal for the PhD program in Comparative History An Intellectual, Organizational and Transnational History of Feminism in Interwar Yugoslavia (1918-1941) While recently there has been an increase in the interest in the history of women’s organizations and practices and the intellectual history of feminism in the period of socialist Yugoslavia (Chiara Bonfiglioli, Zsofia Lorand, Ivana Pantelić), as well as in the history of feminism and women’s writing in Serbia before World War I (Ana Stolić, Biljana Dojčinović, Ana Kolarić), disproportionally little has been written about feminist ideas and practices in interwar Yugoslavia. The image of the feminist project in interwar Yugoslavia has been so far embedded into state- socialist narratives and largely shaped by concerns about the workers’ movements. Moreover, feminist historians in the 1980s and 1990s have been mostly preoccupied with the previous, socialist interpretation and have not tackled many of the complexities of the interwar period, such as, probably the most obvious, multiple identity building projects in Yugoslavia. By looking at numerous publications written by Yugoslav women, I as well as the work of various women’s organizations, the aim of my proposed research is to explore feminist ideas and practices in interwar Yugoslavia and to understand what the concept of feminism meant and how it was used in this historical context. Historians often characterize Yugoslav interwar women’s movements and practices simply as “conservative,” “socialist” and “liberal.” I intend to examine this division by investigating these currents of thought in Yugoslavia up to the beginning of World War II, with a special focus on the collaboration between the established “liberal” organization Ženski pokret [The Women’s Movement] and young women from the Yugoslav Communist Party who joined Ženski pokret from 1935, during the Popular Front.

The methodology of the research is based on combination of the general and special historical methods and principles of historical cognition, namely scientificity, historicism, systematicity, objectivity. The principles of historicism, systematicity and scientificity provide for tracing the activity of "Voice of America" and its causal relationships with the historical and political background and, in particular, the foreign policy agenda of the US government. The objectivity principle is involved while highlighting the activity of the broadcasting station. Alongside with the critical analysis of the source base, it stands for defining the conceptual background of "Voice of America’s" operation, its regularities and certain aspects. The principle of systematicity makes it possible to create a holistic image of a broadcaster’s activity in 1940- ies-at the beginning of the XXI century. Taking into account the specifics of the topic, the article employs an interdisciplinary approach actualized due to categorial and scientific-research instruments of other social and humanitarian sciences, particularly politology.

    Forthcoming in: Irina Livezeanu, Arpad von Klimo (eds), The Routledge History of East Central Europe since 1700 (Routledge 2015) Women‘s and Gender History1 Krassimira Daskalova and Susan Zimmermann Since the 1980s, historians working on East Central Europe, as on other parts of the world, have shown that historical experience has been deeply gendered. This chapter focuses on the modern history of women, and on gender as a category of analysis which helps to make visible and critically interrogate ―the social organization of sexual difference‖2. The new history of women and gender has established, as we hope to demonstrate in this contribution, a number of key insights. First, gender relations are intimately related to power relations. Gender, alongside dominant and non-dominant sexualities, has been invoked persistently to produce or justify asymmetrical and hierarchical arrangements in society and culture as a whole, to restrict the access of women and people identifying with non-normative sexualities to material and cultural goods, and to devalue and marginalize their ways of life. Second, throughout history both equality and difference between women and men have typically resulted in disadvantage for women. Men and women have generally engaged in different socio-cultural, political and economic activities, and this gender-based division of labor, which has itself been subject to historical change, has tended to put women in an inferior position. Even when women and men appeared as equals in one sphere of life, this perceived equality often resulted in drawbacks or an increased burden for women in another area and women‘s contribution was still devalued as compared to men‘s.

    «Qualestoria» n. 2, dicembre 2015 Violence, resistance and collaboration in a Greek borderland: the case of the Muslim Chams of Epirus di Spyros Tsoutsoumpis Abstract ‒ Violence, resistance and collaboration in a Greek borderland: the case of the Muslim Chams of Epirus The ethnic infighting that took place in Thesprotia between the Greek and Albanian communi- ties during the Axis occupation has been described as a forgotten conflict. Indeed, until recently, the only existing studies were those of local «organic» intellectuals who argued that the Alba- nian Muslim minority collaborated collectively first with the Italian and then with the German occupiers in the hope that an Axis victory would lead to the eventual creation of a Greater Alba- nian state. The article will challenge these views and argue that the conflict was shaped by local issues and antagonisms that predated the war and were often unrelated to nationalist agendas. Politics were used by local actors of all nationalities as a means of expressing local differences; however, the root of the conflict must be sought in communal relations. Both the victims and the perpetrators knew each other, shared common cultural codes and often had longstanding grievances. But this was not a parochial conflict waged between pre-modern peasants. Violence became possible solely as a result of the war and the presence of supra-local actors – the Re- sistance organisations, the Axis militaries and the British Military Mission – who gave peasants the opportunity and means by which to settle their differences. The presence of these groups served to nationalise the ongoing local struggles and led ultimately to an escalation of violence, resulting in the bloody stand-off that took place in the summer of 1944.

IPDGC presented the fifth Blogs & Bullets report last fall, in partnership with the U.S. Institute of Peace. New partnerships included partnering with Sister Cities International, the U.S. Department of State, and the Atlantic Council for successful events throughout the year. IPDGC hosted the annual Walter Roberts Lecture as well. Lastly, Public Diplomacy Fellow Thomas Miller jumpstarted student outreach in doing a PD brown bag series and reaching out to students for new blog posts on TakeFive. The Walter Roberts Endowment and its board continued to support the Institute’s activities with their leadership and contributions. Events Building Bridges: Strengthening Educational and Citizen Exchange Linkages between the United States and Cuba On September 9, IPDGC, the U.S. Department of State, and Sister Cities International hosted a timely event on the changing nature of US-Cuba relationship. The symposium explored how the new U.S. policy approach toward Cuba can promote more educational and cultural exchanges between the two countries. It provided an opportunity to learn from practitioners in the United States who have had experience managing academic and cultural exchange partnerships and programs in Cuba. The two panel discussions included presentations by U.S. government officials from the departments of State, Treasury and Commerce, and practitioners representing Academic Programs International (API), Educational Travel Alliance and The Smithsonian Institute.
