Throughout the garrison and the surrounding communities, you’ll find that people are friendly and always willing to lend a helping hand. Volunteerism is alive and well in Ansbach; the garrison and community benefits from people helping people. We also work to be good neighbors in the local German communities through volunteering throughout the area, supplementing local emergency services, adhering to all host nation governmental laws and regulations, and shopping, living and having fun among our hosts.

TOUCH sessions are held on a regular basis where community members can take part in a discussion with me in order to address the community’s concerns and brainstorm any solutions to problems that arise. In addition, we provide a number of publications such as the FMWR Community Guide, the Franconian News and regular Facebook updates to ensure that you are informed on community happenings.

We are striving to improve quality of life in Ansbach through a large variety of construction projects that you will see throughout this garrison. The new Urlas Family Housing Area, opened in June of 2011 and has 106 bright and roomy homes with a garage and a yard. Urlas is also the site of our new Post Exchange and commissary, scheduled to open this fall. And a new state-of-the-art Automotive Skills Center is scheduled to open in December 2012.

On Bismarck Kaserne, new barracks are being built to better serve our Soldiers, while across the street at Katterbach Kaserne you can see a new Child Development Center being built. Plans are also underway to build a new fitness center for Soldiers and their Families. At Storck Barracks, there is the new Col. Louis J. Storck Community Activity Center, which opened in June of 2011. In it, you’ll find Army Community Service, a small theater and dance studio, and plenty of space for functions.

And lastly, a new self-service car wash, a brand new Child Development Center scheduled to open next spring, the Storck Bowling Center renovation and a new Warrior Zone highlight our current construction projects at Storck Barracks which will improve quality of life for Soldiers and Families there.

We have wonderful schools here in Ansbach, with a full staff of teachers and various faculty members that ensure that your children receive a top-notch education. Strong communities are built on strong schools; the small size of our schools combined with the caring nature of those who work in them means that children receive personalized help in learning and in dealing with issues such as the challenges of living overseas and the deployment of parents.

US Army Garrison Ansbach: Kasernes

US ARMY GARRISON ANSBACH has five different Kasernes in its footprint.

Barton Barracks houses the headquarters of US Army Garrison Ansbach. On Barton Barracks you will find key services such as Vehicle Registration, Vehicle Inspection, the Military Police Customs Office, and the Headquarters office of the US Army Garrison Ansbach command group.

Bleidorn Housing Area is located just across the street from Barton Barracks. This housing area includes a library, the Terrace Playhouse, and the Women, Infants, and Children headquarters.

Katterbach Kaserne is located just across the street from Bismarck Kaserne. Katterbach Kaserne is home to the 12th Combat Aviation Brigade. Katterbach also has family housing, two schools, the Ansbach Elementary School and the Ansbach Middle/High School, two banking facilities, AAFES facilities, post office, commissary and other essential services such as SATO travel and Army Community Services.

Bismarck Kaserne has several key services as well, such as the Car Care Center and an AAFES gas station. It also has family housing and guest housing. Bismarck Kaserne is just across the street from Katterbach Kaserne, only separated by German Federal Highway 14.

Shipton Kaserne was built in the late 1980s and is adjacent to Soldiers Lake, a recreational site with picnic and fishing facilities. The 412th ASB calls this installation home.

Urlas Housing is home to over 100 row-style houses, as well as the new Army Lodge. The site also plays host to the new Community Exchange, with a new Commissary and Auto-Skills Center set to open in winter of 2012/2013.

Storck Barracks is located just outside the small farming village of Illesheim and the spa town of Bad Windsheim. It is home to 2-159 AVN, 3-159 AVN, D Co 412th ASB and the Aviation Operations Detachment. It has a Commissary, Post Exchange, Gas Station and Shoppette. It also has an elementary school and family housing.

BARRACKS Barracks are located on several Kasernes: Katterbach, Bismarck, Ship- ton, Storck and Barton Barracks. Be advised, units no longer issue linens to soldiers assigned to the barracks. Therefore, soldiers must provide their own linen. Dining facilities are located on all Kasernes except Barton Barracks.

ELECTRICITY You will not have an electric bill if you live in government controlled quarters. It is, however, your responsibility to conserve resources as much as possible. If you live in private rental housing, you are required to connect and pay for electricity. Your electric bill will be averaged throughout the year based on the prior occupant’s average usage. Once a year, a final bill will be established and the usage average will be adjusted. The housing office will assist in setting up utilities.

FURNITURE Support from the Furnishing Management Office (FMO) is authorized for military and civilian personnel with orders stationing them in the Ansbach Military Community. If you’re traveling on full Joint Travel Regulations (JTR) or you’re a civilian on orders, you’re authorized a 90-day loaner set of government furniture. Temporary furniture may be obtained from FMO when available while you wait for your house- hold goods to arrive. To be eligible for FMO support you must reside in

Unfortunately, the HSO does not hand out blank leases; it is best if you work with the HSO if you need assis- tance. Most landlords require one to two month’s rent in advance as a security deposit, this is in addition to the first month’s rent. Utilities are more expensive than in the United States. Apartments are much smaller than American apartments and most do not have built-in closets or kitchens. Americans living in economy housing should purchase household goods/renter’s insurance. If you plan to own a pet in Germany, assure you have adequate liability insurance to protect you and your property in case of an unfortunate incident with your animal. You may obtain liability insurance from the same carriers who protect your prop- erty while you are renting (Government controlled, leased and private rental). A military clause must be in the contract and is strictly enforced.

The pet policy for USAREUR allows government housing residents to have no more than two pets, either two dogs or two cats or one dog and one cat. Exotic and farm animals are not allowed; snakes, lizards, pigs, etc. Your dog or cat is required to be registered with the post veterinarian and must wear rabies tags at all times. Residents work hard to keep housing beautiful (Bleidorn Housing Area).

Getting ready to hit the road: Driving in Germany

U.S. ARMY-EUROPE’S WEB SITE (www.hqusareur.army.mil/rmv/) is the best place to get information on how to start driving during your assignment in Germany.

Locally, talk to the staff at the US Army Garrison Ansbach Vehicle Registration Office in Bldg. 5254 on Barton Barracks to find out about getting a vehicle registered.

The staff at the drivers testing office in Bldg. 5818 on Katterbach Kaserne can tell you everything you need to know about getting licensed to drive over here. It’s a good idea to check out the driver’s handbook at www.hqusareur.army.mil/rmv/drivers_handbook.htm, too.

Officials emphasize that fuel coupons are no longer issued in Germany. Fuel cards are issued and picked up at the AAFES main exchange for new registrants — vehicle registration officials will provide all necessary information about fuel cards when you register your vehicle. If you do not have a valid license you will be considered a “novice“ and must go through German licensing procedures to obtain a license. The process is very lengthy and expensive. KLINIKUM ANSBACH AND KLINIK ROTHENBURG are, together with the hospi- tals of Dinkelsbühl and Feuchtwangen, part of the clinical center network of the district of Ansbach as well as they support the host nation provider network around military treatment facilities. At the Klinikum Ansbach, 17 specialized clinics provide all the care of a larger district hospital. Besides an internal medicine and surgical department as well as an obstetrician and birthing center, you will find specialized care such as a children’s ward, a neurological ward with the ability to treat stroke patients in a timely manner, a urological department, a dialysis ward, a palliative medicine unit as well as a unit for radiation therapy and radiation oncology for treatment of certain types of cancer. Additionally, located at the Klinikum Ansbach are certified interdisciplinary centers for the treatment of cancer of the colon, the breast and female reproductive system. Several external specialists (eye, ENT, oral and maxillofacial surgeons) complement the services offered. The Klinik Rothenburg offers an extensive diagnostic and therapeutic range in a friendly, patient-orientated atmosphere. It is highly equipped and offers advanced medical tech- nologies. In the radiology department CT and angiography are available apart from the conventional X-ray equipment. The endoscopy department is equipped with modern, digital video endoscopes. For non-invasive diagnostics, modern sonographic equipment — including contrast agent enhancement — for heart, vessels and internal organs is available. Stroke treatment is provided around the clock at a specially established stroke unit. HOW TO CONSULT TRICARE is the health care program serving Uniformed Service members, retirees and their families. Patients who are not TRICARE beneficiaries — such as civilian employees — are able to consult local health care providers without a referral. They may process their bill after treatment with their health insurance company.

In order to receive full reimbursement from TRICARE, except for emergencies, all off-post care for active duty military and their family members must be authorized first. The local TRICARE Service Center is the coordinating office for medical care.

SORT it! — Separate and Recycle Trash

RECYCLING is not only the right thing to do, it is the law in Germany. The garrison’s environ- mental management provides the SORT Guide to help understand the proper way to recycle.

According to Jutta Seefried, environmental assistant and SORT program manager, the recycling requirement is based on the German law and Army regulations and policies, which demand separation and special disposal of recyclable materials and hazardous waste.

“The policies apply to all military units, civilian and family members, Defense Commissaries personnel, Army and Air Force Exchange Services and contractors working on the installation.

“[Community members] must adhere to the law, SORT office, and household trash policies according to these regulations,“ said Seefried. These policies not only apply to on-post residents, but to off-post residents as well.

Through the application of the European Union Law in 2006, Germany is obliged to dispose of electronic waste and hazardous contents like lead, mercury, etc. separately. Unauthorized disposal of electronics in residual trash is prohibited and can be fined up to 50,000 Euro, where- as recycling saves the environment and resources.

“Recycling protects public health and the environment by reducing the volume of solid waste that would normally be burned in an incinerator. Trash disposal costs are very expensive. By recycling, we can save valuable garrison funds that can otherwise be used to improve the quality of life in our community; for example, in Katterbach, one ton of residual trash costs

THE 12TH COMBAT AVIATION BRIGADE is based in the Ansbach Community, residing at both Katterbach and Storck Barracks Army Airfields. The brigade consists of Headquarters and Headquarters Company, 12th CAB; 2-159th Attack Reconnaissance Battalion; 3-159th Attack Reconnaissance Battalion; 3-158th Assault Helicopter Battalion; 5-158th General Support Aviation Battalion and 412th Aviation Support Battalion.

Attached to the brigade are 1-214th General Support Aviation Battalion and 3-58th Aviation Operations Battalion.

History — as the shifting of country borders and migration take their tolls — has influ- enced customs, traditions and ways of life in Germany. Every region and city has its own unique traditions, thus it is hard to define what is “typically“ German.

However, there is a universally applicable etiquette and some generic dos and don’ts to keep in mind when in Germany.

WOLFRAMS-ESCHENBACH is situated southwest of Nuremberg and stretches across the undulating ridge between the Rezat and the upper Altmühl. It is home of the poet Wolfram von Eschenbach and it used to be in possession of the Teutonic Order, which transformed the village into a town. To this day Wolframs-Eschenbach ranks among those Franconian towns whose centers are still characterized by the Middle Ages and the Renaissance. Other than the automobile, rail is by far the most common means of intercity transport. Generally, long-distance trains are around 90% punctual, while local trains are almost always 100% on-time.
