BUYER, BE AWARE!

Carla Reid Joyner, Director, Montgomery County Department of Permitting Services, was our guest speaker in November. She has combined her two passions, engineering and human resource management, and transformed WSSC’s performance management system and is currently working to do the same in Montgomery County. Her topic, “Buyer, Be Aware,” spoke to the parallels between contract management and employee performance management. Performance management is at the core of business management; you can’t manage your business without it. With lots of audience participation, she showed us how we, as procurement professionals, already measure our contractor’s performance against the contract’s

5 performance criteria, goals, and standards. Carla asked, “Wouldn’t it be wonderful if we managed employees with the same goal-oriented objectives?” Some of the parallels are: incentive-driven, systematic process, up front agreement, monitoring/feedback/debriefing, education/ training, and the dreaded termination. Key throughout both processes is the need for documentation that is timely, specific, objective, and clearly communicated. As Carla said, “It’s all about creating relationships, celebrating those achievements as well as noting the failures.” Carla left us with this challenge: “Look for the strengths of the staff. Be challenged every day. Get employees to see what their value is to the agency. Bring those principles used for contracts to serve your employees. If you’re not managing performance, you can’t be managing your business.”

The Passing of a Past NAPM-MD President
