APOLOGIES FOR ABSENCE Apologies were received from Cllr Peaks. 2. AN OPPORTUNITY FOR THE PUBLIC TO ADDRESS THE TOWN COUNCIL A resident informed the Council that an Allotment Association had now been set up and that he had agreed to be the Chair Person of the association. The resident set out what they wanted from MWTC and what they would give in return and that they would work in close liaison with the MWTC. The resident also asked that MWTC reconsider allowing cockerels on the allotment as some allotment holders wished to breed rare hens and whilst section 12 of the Allotments Act 1950 stated that “not cockerels for reasons which will be examined later in this document” the notes suggested that there should be no cockerels due to the Control of Pollution Act 1974 (as amended) but that this act is likely not to attract such a prohibition in a rural area (unlike an urban area – due to noise nuisance) due to the fact that if a person moved to the country next to an allotment site with cockerels then that is something that they might have to accept. This matter was discussed and it was agreed that the matter go to the Cemetery and Parks Committee on the 30 th May for further discussion and then ratification of that decision at the next Full Regular Meeting.

The Prisons and Probation Ombudsman aims to make a significant contribution to safer, fairer custody and community supervision. One of the most important ways in which we work towards that aim is by carrying out independent investigations into deaths, due to any cause, of prisoners, young people in detention, residents of approved premises and detainees in immigration centres. My office carries out investigations to understand what happened and identify how the organisations whose actions we oversee can improve their work in the future. Mr John Orme, a prisoner at HMP Full Sutton, died of internal bleeding and cirrhosis of the liver in hospital, on 12 June 2015. He was 52 years old. I offer my condolences to Mr Orme’s family and friends. There was a slight delay in sending Mr Orme to hospital in the early hours of 12 June, while a nurse clarified with GPs, the implications of an advance directive Mr Orme had signed about his future care. Better communication about the conditions of the directive might have avoided this.

    Flying Officer David Elwyn Walters Royal Air Force Volunteer Reserve 1940-46 Preface This is an attempt to tell as much as possible of the story of my father’s service in the Royal Air Force between 1940 when he enlisted and the date of his discharge after the Second World War in 1946; his journey through the ranks from enlisted man to commissioned officer and from “Blighty” to Africa, the Middle and Far East and back again. While it tries to tell of a more memorable time in his life, rather than the story of his whole life, it’s fair to say that the period of his service during the war and after was probably the most important part. Many of the details of everyday life are now forgotten, gone to the grave with those who lived through those momentous events but some of the tales are retold here, albeit with some minor unintentional changes, omissions or even additions; that all depends upon my own memory and how much of the stories my father chose to remember and some of the letters that were somehow saved. He was just an ordinary bloke from an ordinary background who found himself taking part in some of the most extraordinary times in history. He didn’t do anything to mark him out from the rest, just an ordinary bloke doing what had to be done as his part to end the madness of war and he survived. If I have to dedicate this small work to anyone then obviously it has to be first to my father and mother and then to the 125,000 other ordinary blokes, brave men every last one who answered the call and nightly flew against the Nazi evil as “The Bomber Boys”; the men of RAF Bomber Command and the 55,573 who failed to return.

The purpose of this document is to ensure you have an opportunity to participate in this important consultation about the proposed introduction of new instrument approach procedures at the airport as we want to hear your views. These procedures will provide satellite guidance to some aircraft approaching runways 06 and 24, increasing safety and operational flexibility. FOREWORD There have been two previous consultations on these new routes in 2017 and 2019. The designs have been updated following the feedback received and this consultation presents the updated designs. Your opinions regarding the proposals set out within this document and your general feedback are important to us, and we encourage you to respond, whether you have positive, neutral or negative views on the proposal. The consultation runs for 12 weeks from 18 February to 13 May 2021 and details of how to respond are given at the end of this document. We encourage you to submit your comments as soon as possible. We will also hold an online workshop during the consultation on 14 April 1000 – 1200. Joining details will be sent out in advance to all consultees.     A Report by the Prisons and Probation Ombudsman Nigel Newcomen CBE Investigation into the death of man in February 2011, while a prisoner at HMP Full Sutton Our Vision ‘To be a leading, independent investigatory body, a model to others, that makes a significant contribution to safer, fairer custody and offender supervision’ 2 This is the report of an investigation into the death of a man. The man died at HMP Full Sutton on 22 February 2011. He was 39 years old. Another prisoner was subsequently convicted of his manslaughter. The investigation was carried out by an investigator and assistant investigator. A clinical reviewer carried out a review of the clinical care provided to the man. Full Sutton cooperated fully with the investigation. This investigation was suspended while the police carried out their investigation and I apologise for the consequent delay in publishing this report. The man had been sentenced to life imprisonment in January 1994. He had been at Full Sutton since May 2007. The prisoner was also serving a life sentence and had been in Full Sutton since June 2010. On the evening of 22 February 2011,the prisoner barricaded himself and the man into a prison cell. When staff gained access to the cell, the man was unresponsive. Healthcare staff and paramedics tried to resuscitate him, but without success and it was established that he was dead. The prisoner was subsequently charged and tried over the man’s death. He was convicted of the attempted murder of another prisoner and the manslaughter of the man, and sentenced to life imprisonment.
