Summary The City of Montreal mandated a team of Master of Public Policy students from the Max Bell School of Public Policy to assess the necessity and feasibility of a noise observatory in Montreal. This report answers to that mandate and highlights important elements to consider in establishing a noise observatory in Montreal. Noise is increasingly an issue of public health, the environment, the economy and quality of life in Canada. In major cities like Montreal, governments are grappling with increased noise pollution and the subsequent health, economic, legislation, and abatement costs, while recognizing that some sounds can be pleasant and should be promoted in the interest of the populations’ wellbeing. Addressing these noise and sound-related issues represent a serious policy challenge that calls for a wide range of policy solutions. In 2017, the Montreal administration officially proposed the creation of an observatory to monitor noise in Montreal. Noise and sound observatories are an emerging response to the recognition that addressing noise requires

All terminology used in the provisions of sections 17-7 through 17-16 not defined in subsection (b) of this section, shall be in conformance with applicable publications of the American National Standards Institute (ANSI) or its successor body. (b) Definitions: Ambient sound means the total noise in a given environment. A-weighted sound level means the sound pressure level in decibels as measured on a sound level meter using the A-weighting network. The level so read is designated dB(A). A-weighted sound level meter means an instrument which includes an omnidirectional microphone, an amplifier, an output meter, and frequency weighting network for the measurement of sound. The electrical parameters are determined by measuring terminal voltage u(t) and current i(t) and exploiting the electrical impedance Z(f)=U(f)/I(f). The mechanical parameters can either be identified using a laser displacement sensor or by a second (comparative) measurement where the driver is placed in a test enclosure or an additional mass is attached to it. For the first method the displacement of the driver diaphragm is measured in order to exploit the function Hx(f)= X(f)/U(f). So the identification dispenses with a second measurement and avoids problems due to leakage of the test enclosure or mass attachment.

Summary In 2012, the City of Paris began an experiment on a 200 m section of the Paris ring road to test the use of low-noise pavement surfaces and their acoustic and mechanical durability over time, in a context of heavy road traffic. At the end of the HARMONICA project supported by the European LIFE project, Bruitparif maintained a permanent noise measurement station in order to monitor the acoustic efficiency of the pavement over several years. Similar follow-ups have recently been implemented by Bruitparif in the vicinity of dwellings near major road infrastructures crossing Ile- de-France territory, such as the A4 and A6 motorways. The operation of the permanent measurement stations will allow the acoustic performance of the new pavements to be monitored over time. Bruitparif is a partner in the European LIFE "COOL AND LOW NOISE ASPHALT" project led by the City of Paris. The aim of this project is to test three innovative asphalt pavement formulas to fight against noise pollution and global warming at three sites in Paris that are heavily exposed to road noise. Asphalt mixes combine sound, thermal and mechanical properties, in particular durability. 1.
