Better city for business” Presentation of the Mayor of Sofia Yordanka Fandakova In recent years, we have achieved financial stability and protected the credit rating of Sofia - BBB equal to that of the country. This is due to strict financial discipline, work with clear priorities and further attracted European funds . BUDGET 2014 - 1.465 billion lev. We execute the largest in recent years capital program 715 million lev. Most are funds from the operational programs - 67%. EU-funded projects: In the process of implementing are a total of 47 projects funded by EU programs totaling 2.88 bln lv. Of those in process of realization are 29 projects in the EU Operational Programmes worth 2.877 bln. Lv INFRASTRUCTURE AND TRANSPORT Currently, the subway is 31 km with 27 stations, and its share in the system of public transport is 26%. Expansion of existing subway lines and building new is ones is one of the leading infrastructure projects . • We are currently building 7.4 km subway lines in two sections: • "Tsarigradsko shose Blvd" - Sofia Airport has a length of 4.9 km and 4 stations. It is planned to be ready in April 2015 • The quarter "Mladost" 1 - Boulevard "Business Park" in "Mladost" 4 with lenght 2.5 km, 3 stations and 1 underground parking. It is planned to be ready by April 2015 • This year we will begin construction of an extension of the second metro line from MS "James Boucher" to "Hladilnika" district. • In March 2014 was announced a tender for the execution of the central section of the third line from "Vl. Vazov" Blvd to "Jitnitza str". The total length of the section is approximately 7 km and 7 stations BUILDING INTERSECTIONS Intersection of two levels on "Iavorov" Blvd. Intersection of two levels on "Academic Geshov" "Dr. Tsankov Boulevard", to the TV Tower, 2012 Blvd and "Georgi Sofiyski" str., 2013 BUILDING INTERSECTIONS 2014 Crossing "P.Yavorov" – Bvld. "St. Mihaylovki A crossroad on transport hub "Lion's Str. ” Bridge ” RECONSTRUCTION OF BOULEVARDS AND STREETS •In 2013 • was launched the program for renovation of the main streets and boulevards. •One of the major repairs in the program is "Tsarigradsko shose Blvd." We are currently executing works under the overpass' G.M. Dimitrov Blvd " and then we will work on the overpass" Alexander Malinov "str. the section and associated facilities. •Other sites of the renovation program are the repairs on "Nichola Mushanov" Blvd from"Vazkresenie" Blvd to "Zhitnitsa" str., "Botevgradsko Shosse" Blvd, "G. S. Rakovski" str. and others . RECONSTRUCTION OF TRAM TRACK ON "BULGARIA” BLVD. •Rehabilitation of the track on the blvd "Bulgaria" from "Vitosha" Blvd to district "Borovo" is a component of the "Project for integrated metropolitan public transport " implemented with the financial support of OP "Regional Development" 2007 -2013, financed EU through ERDF. •The project is implemented under Contract for granting financial aid BG161PO001/1.5- 02/2011/001 23 August 2011 signed between Sofia Municipality and the Ministry of Regional Development . МОДЕРНИЗАЦИЯ НА ГРАДСКИЯ ТРАНСПОРТ •In Sofia`s city transport are commissioned the first 8 new trams - part of a project for integrated public transport, with the financial support of OP "Regional Development". Are to be delivered a total of 50 new trolley buses by the end of this year. •Another component of the project is "Intelligent traffic management" - would be installed in the20 key intersections in the city and will provide priority to public transport. •Delivery and installation of 600 units. electronic information boards at bus stops. •10 new metro trains were delivered, right now are being delivered 20 new trams and is expected to be delivered 126 buses on OP "Environment ENVIRONMENT AND WASTE MANAGEMENT Establishment of integrated system for waste treatment ofSofia is a leading environmental project . ENVIRONMENT AND WASTE MANAGEMENT We completed the first phase of an integrated system of facilities for treatment of household waste. There are non-hazardous waste landfill site "Sadinata" and the wastewater treatment plant. There is also a supporting infrastructure. From January 2014 were commissioned installations for treatment of green and organic waste on site "Han Bogrov." ENVIRONMENT AND WASTE MANAGEMENT • Installation of mechanical biological treatment (MBT) Currently in preparation working draft of MBT. • Location "Sadinata" village of Yana Capacity 410,000 tons waste • Contract Value 213 462 193.73 lev Contractor "Actor Helektor AD • Processing Price 60.69 lev. / Ton • Exit installation - flow and materials: • - Recycled materials - about 39,043 tons / year (including metals, plastics and paper); • - RDF - about 178.462 tons / year; • - Similar of compost material - about 399 tons / year ; • - Residues - about 75.635 tons / year; • - Process losses (humidity) - about 115.387 tons / year ENVIRONMENT AND WASTE MANAGEMENT • Improving energy efficiency in “Toplofikacia Sofia" • It is prepared a project to build a recovery system for RDF fuel to cover the heating needs of the capital city. • The treatment of inbound 400,000 t / y mixed municipal waste will be produced fuel (RDF) in the amount 180,000 tons / year, with a calorific value 14 0 MJ / kg. Sofia Municipal Council adopted a report on the selection of a consultant to prepare an analysis and proposal to manage the improving the management of “Toplofikacia Sofia" IMPLEMENTATION OF ENERGY EFFICIENCY MEASURES So far, 95% of municipal kindergartens and schools have implemented partial energy efficiency measures; Since 2006 until now have been replaced windows in 117 schools and 137 kindergartens; Fully renovated are 16 schools and 32 kindergartens. There are solar systems with solar panels for hot water in 8 childcare facilities . In 2014 with funding from the International Fund "Kozloduy" will be implemented energy efficiency measures in 23 kindergartens and 3 schools In 6 schools with funding from the National Trust EcoFund (NTEF) A total of 29 condominiums from Sofia were approved for funding under the Operational Programme "Regional Development" for the renovation of residential buildings. The Municipality provides free projects . CONSTRUCTION AND RENOVATION OF KINDERGARTENS AND SCHOOLS Construction of kindergartens We discovered 57 new kindergartens By the end of 2014. are about to open doors 9 kindergartens. Currently procedures are carried out for contractor for six kindergartens. We are currently building a new building for the School: 84 Primary School, in the village of German, district "Pancherevo“ Construction of gyms and sports halls HEALTHCARE Technological renovation and repair of the Specialized Hospital for Active Treatment of Cancer Total Value 5686 924.72 lev Reconstruction and renovation of buildings and premises of the health facility, supply and installation of specialized medical equipment . To be delivered: - Dosimetric equipment and implemented an integrated information system. - Tomography and mammography. SOCIAL ACTIVITIES •Social services for adults •Institutions for social services for adults: 7 •Club for disabled and retired – 21 •Center for Temporary Accommodation – 3 •Crisis centers for homeless in winter conditions; •Sheltered housing; Sofia Municipal day care center for social integration of disabled people; •Centers for Social Rehabilitation and Integration •Day centers for adults with disabilities . •In 2014. will begin repairs on the first block of the home for the elderly in the “Gorna Bania." The budget of the municipality provided 750 000 lev. The procedure for the contractor is taking place. •Social services for children •Complex for social services for children and families; •Center for family-type accommodation - 6. •Crisis center for children - 2. •Community Support Centre - 5. •Currently we build 13 centers of family-type and 3 group homes. EUROPEAN CAPITAL OF CULTURE 2019 . • Adaptation of Central Mineral bath for Sofia museum Total Value 5947 115.70 lev Creating a museum about the history of Sofia, in which will be preserved and displayed more than 120 000 exhibits from all historical stages of the development of the capital . Using comparative case-study Governance analysis, this paper examines the extent to which nature-driven stewardship initiatives recognize and redress Stewardship inequalities. We compare two urban contexts that have undergone significant societal transformations over the Inequality last two to three decades: Sofia and Cape Town. The comparison shows how nature-driven stewardship in- Inclusive Cities in transition itiatives differentially address deeper roots of environmental, social and racial privilege shaped significantly by post-socialist and post-apartheid transition contexts. Instead of assuming a homogenous ideal of urban nature and focusing on questions of the distribution of urban nature and its access, this paper finds it is important to consider the kinds of social relations that are required to both shape decision-making processes and generate meaningful and diverse values and ways of relating to nature in the city. Furthermore, it finds that inclusive nature-based solution governance recognizes and redresses both inequalities in access and inequalities that perpetuate dominant views about what nature is and for whom nature is produced and maintained.
