The Dallas 2030 District is a collaborative effort to create a high-performance building District in Dallas. Every year we strive to develop realistic, measurable, and innovative strategies to assist commercial property owners, managers, developers, and tenants in meeting our aggressive goals, to reduce environmental impacts of commercial facilities in both construction and operations. I am excited to share with you the many accomplishments that our organization has achieved to date in this report.

The Dallas 2030 District was created to optimize the operation of buildings particularly for energy and water conservation and transportation utilization. These functions all impact and depend upon the building systems and operation. In recent years, the interest in healthy and sustainable buildings has grown rapidly. The current health pandemic has made those health factors even more important to buildings. The existing building systems and process need to be optimized. We are hoping to discuss this and more for 2021 and beyond.

2020 was anything but easy. The only way to get through such a year is by working together as a team. Therefore, I would like to extend my sincere thanks to all of our Dallas 2030 District members. They have demonstrated resilience and shown great commitment in these unprecedented times. We will continue to do everything we can to remain worthy of this trust.

Our Executive Board and Leadership Council are dedicated and engaged in growing the District further in 2021 and beyond. About the Dallas 2030 District:

The Dallas 2030 District a 501(c)(3), established in 2015, is a unique private-public partnership initiative in designated urban areas across North America; committed to reducing energy use, water use and transportation emissions. Within this District, property owners and managers, local businesses, local government, utilities, and community stakeholders together benchmark and develop and implement creative strategies for measuring progress towards common goals. High-performance buildings have proven track records of simultaneously increasing business and property profitability, reducing environmental impacts, and improving occupant health. The Dallas 2030 District seeks to prove that high performing buildings are the most profitable buildings in Dallas. District members will do this by developing realistic, measurable, and innovative strategies to assist property owners, managers, and tenants in meeting their goals. The overwhelming objective of the District is to keep properties and businesses competitive while operating buildings more efficiently, thereby reducing the costs and the environmental impacts of building operations. This groundbreaking project will keep Dallas competitive and ensure a healthy and livable city in 2030 and beyond. Property owners and managers are voluntarily committing their properties to Dallas 2030 District goals. There are no penalties for not achieving 2030 District’s goals. The Dallas 2030 District will report annually on its District level achievements in reducing energy and water consumption; individual building performance data will not be disclosed. The Dallas 2030 District is an organization led by the private sector, with local building industry leaders uniting around a shared vision of sustainability and economic growth-while aligning with local community groups and government to achieve significant energy, water and emissions reductions within our commercial District. Property owners/managers/developers join the Dallas 2030 District to help us make significant changes to their properties to create reductions necessary to transition to a low carbon economy.

2020 Year in Review:

The Dallas 2030 District was formed to facilitate the efficient and healthful operation of facilities. Our recent economic and health problems have made that even more important. Occupants must have a safe, healthy and productive environment and the building owners need that and the efficient operation to meet the goals of ownership. The 2030 Districts throughout North America are non-profit organizations that include: building owners and operators, community organizations, and related service providers. Building design, construction and operation is a team sport. Together we can learn and cooperate to increase the benefits of our facilities and productivity of our enterprises. Thus, the basic functions of the Dallas 2030 District is to provide information, training and cooperation opportunities to improve building operations in the areas of energy, water use and transportation management.

Last year was unlike any other year. Changes are occurring all across the world and all sectors including commercial real estate both in the private and public sectors. These changes include implementing new technologies, protocols, programs and policies that are being offered to facilitate these changes. Let’s take a look at two Dallas 2030 District members and see their perspective and how they are embracing and acting on the changing environment.

Bill Moebius, Senior Vice-President, JLL:

Through 2020, most multi-tenant office building landlords kept buildings open, even as the vast majority of tenants stayed home. Many buildings had some tenants engaged in businesses that are considered essential, so that even if many employees worked remotely, at least some needed to come to their offices part of the time. As a result, building services had to be maintained. Cleaning services were enhanced, and extra disinfection had to be done when Covid-19 cases were reported by those in buildings. Many landlords took steps to improve overall wellness, including increasing filtration levels, installing virus-resistant overlays on buttons and handles, installing more hands-free fixtures and systems, installing UVC lighting and/or bipolar ionization systems, obtaining certifications through Fitwell or WELL, and re-directing flows of people through common areas via signage and other means.

By the end of 2020, landlords had been planning for the return of tenants, not knowing how quickly they would return. In general, smaller tenants have been returning first, with medium sized tenants following. The largest corporate tenants were in most cases still keeping most of their employees working remotely. With all of this, landlords have had to remain flexible, and the impact on energy and water usage, while generally lower, has been mixed. Services in common areas and many tenant spaces continued, albeit at reduced usage.

The City of Dallas: On May 27, 2020, Dallas unanimously adopted the Comprehensive Environmental and Climate Action Plan (CECAP) that includes scientific targets towards meeting the goals of the 2017 Paris Agreement. Dallas was the first City in north Texas to adopt a climate plan, and the CECAP is one of 6 such plans in Texas. Each of the 97 actions in the CECAP was screened through a lens of equity, and evaluation of other co-benefits such as job creation, effectiveness and implementability. The U.S. Green Building Council of Texas has indicated that the Dallas’ plan provides the statewide standard for incorporating quantifiable equity in climate planning. (www.dallasclimateaction.com). CECAP GHG Reduction Targets (from 2015 GHG levels):

• 43% by 2030 • 100% by 2050

Selection and prioritization of actions to include in the CECAP was based on an action’s potential to effectively deliver at least one of four primary benefits:

• Mitigation: Actions with the potential to reduce GHG emissions that cause climate change • Adaptation: Actions with the potential to manage the risk of climate change impacts • Environmental Justice: Actions that address issues of greatest concern for communities disproportionately impacted by climate change • Environmental Quality: Actions that improve general sustainability and quality of life

Eight Goals/CECAP Sectors: 1. Dallas buildings are energy-efficient and climate resilient. 2. Dallas generates and uses renewable, reliable, and affordable energy. 3. Dallas communities have access to sustainable, affordable transportation options. 4. Dallas is a zero-waste community. 5. Dallas protects its water resources and its communities from flooding and drought. 6. Dallas protects and enhances its ecosystems, trees, and greenspaces that in turn improve public health. 7. All Dallas communities have access to healthy, local food. 8. All Dallas communities breathe clean air.

Year One Implementation (FY20-21) The Year One Implementation Work Plan includes the initiation of 48 actions, divided up into 136 individual milestones. The work plan focuses on building capacity by expanding partnerships, education and outreach, seeking funding opportunities, implementing pilot projects, and by amplifying ongoing actions. Additionally, the City of Dallas Office of Environmental Quality & Sustainability maintains public transparency through outward-facing tracking and accountability to our stakeholders. As of the end of the second quarter, 21% of the FY20-21 work plan is complete with 62% in progress.

Year One Accomplishments: CECAP Adoption (May 2020) to Present

• City Business Climate Alliance (CBCA): The City of Dallas is one of two US cities selected to this international alliance by the World Business Council for Sustainable Development (WBCSD), the C40 Cities, and the Carbon Disclosure Project (CDP), collectively referred to as the City Business Climate Alliance (CBCA) (www.city- businessclimatealliance.org/).

• Carbon Disclosure Project (CDP) City Scorecard: The Dallas climate program is benchmarked with the CDP and the American Council of an Energy Efficient Economy (ACEEE). With implementing the CECAP, a Green (100% Renewable) Energy Policy and plan-associated actions, the City’s overall score was raised to an A-, because of regional leadership and actions towards adaptation.

• World Economic Forum - 1 Trillion Trees Initiative: The City of Dallas was one of only a few US Cities to join the World Economic Forum 1 Trillion Trees initiative to conserve, restore and grow trees in support of a worldwide 1 trillion trees by 2030 goal. (www.1t.org/).

• NCTCOG – Regional Integration of Sustainability Efforts (RISE): Dallas is leading a regional climate planning initiative with other north Texas cities through the North Central Texas Council of Governments. Goals for RISE include developing a regional estimate of greenhouse gas emissions and developing regional goals towards emissions reduction. • Dallas Environmental Commission and Environmental Health Committee: Chair Narvaez oversaw the process to develop and adopt a new permanent Environmental Commission with a standing Environmental Health Committee formed of a diverse group of neighborhood advocates and technical experts to oversee CECAP implementation, and to address local environmental justice issues through an equity lens.

• Dallas Community Solar Program: The City received two U.S. Department of Energy Program Assistance Grants to develop a Community Solar Program for low- and moderate- income households. Chair Narvaez secured City funding to allow program implementation, which is currently underway.

• Breathe Easy Dallas Project (ongoing, with The Nature Conservancy, Texas A&M University Transportation Institute – CARTEEH): Involves use of local non-regulatory air monitors in areas with higher childhood asthma rates (28%+), to support understanding the potential ties between air quality, transportation, poverty and public health.

Progress Report: Performance Measures

Dallas has made strong progress in its goal to reduce its district building energy usage by 50% by 2030. Dallas 2030 District properties are baselined using Energy Star Portfolio Manager, which calculates a building’s Energy Usage Intensity (EUI), which is the energy consumed by the building per square foot, adjusting for building occupancy, building use and weather. The lower the building’s EUI as compared to its peer group, the more efficient the building. The Dallas 2030 District’s baseline was set using the 2003 Commercial Building Energy Consumption Survey (CBECS) and it specifically focused on Site Energy Usage Intensity (EUI), in kBtu per square foot per year. Site Energy Usage Intensity refers to the amount of heat and electricity used by the building. Of the 50 buildings participating in the Dallas 2030 District, 25 have been set up with accounts in Portfolio Manager. Of these, 16 buildings have been aggregated to analyze the District’s performance during calendar year 2020.

As of December 2020, Dallas 2030 District properties had an average site EUI of 60.9 compared to the baseline average for similar properties of 87, representing an average decrease in energy use of 30% from baseline. However, it is important to point out that 2020 was an anomalous year due to the covid-19 pandemic, the requirement for many office workers to work from home, and the ensuing economic recession. It will not be surprising to see 2021 energy consumption and average site EUI increase a bit with the economic recovery. Regardless, this progress puts the Dallas 2030 District well on its path toward achieving its 2030 target of reducing energy use overall by 50%. Office properties, which represented the majority of the Dallas 2030 properties being reported on, collectively reduced energy usage by even more with an average reduction from the baseline of 34%. The average Energy Star score for an office property in the Dallas 2030 District was 78 in 2020. Energy Star score is a scaled value from 1-100 assigned by Portfolio Manager, with a score of 50 being median and scores of 75 and above being considered top performers.
