SUMMARY Plan Overview and Purpose The State Route 85 Corridor planning area has been experiencing steady growth during the last 20 years. This growth has largely been due to an accelerated rate of annexation and development as the Town of Buckeye has added to its incorporated area. For example, in the 1970s, the Town of Buckeye annexed approximately 700 acres of land; in the 1980s, about 8,000 acres; and in the 1990s, approximately 16,500 acres were annexed, excluding Sun Valley north of I-10 and the Southwest Regional Landfill site, south of the town limits. The Town of Buckeye plans to continue incorporating land within its municipal planning area and projects a future population of 500,000 residents who will generally live within master planned communities. This could result in a population increase in incorporated areas in the State Route 85 Corridor planning area of approximately 100,000 residents in the future. As development expands within the Town of Buckeye and along State Route 85, it is important to plan for expansion of infrastructure and services, public recreation areas to benefit all residents (including a public trails system), a water supply that is adequate both in quality and quantity, protection of historic and cultural resources, and preservation of endangered and sensitive plant and animal species and habitat. Therefore, the State Route 85 Corridor Area Plan was completed to reflect current conditions and to accommodate a portion of the anticipated growth in a manner that is consistent with protecting public health, safety, convenience, and general welfare. In addition to elements examining Land Use, Transportation, Environment, and Economic Development, this Area Plan includes Environmental

    4. Access and Travel Patterns This section examines historic and current factors affecting access patterns and transportation infrastructure within the four counties surrounding Tonto National Forest (TNF). The information gathered is intended to outline current and future trends in forest access as well as potential barriers to access encountered by various user groups. Primary sources of data on access and travel patterns for the state’s national forests include the Arizona Department of Transportation (ADOT), the Arizona Department of Commerce (ADOC), and the circulation elements of individual county comprehensive plans. Indicators used to assess access and travel patterns include existing road networks and planned improvements, trends in vehicle miles traveled (VMT) on major roadways, seasonal traffic flows, and county transportation planning priorities. Additional input on internal access issues has been sought directly from forest planning staff. Various sources of information for the area surrounding TNF cite the difficulty of transportation planning in the region given its vast geographic scale, population growth, pace of development, and constrained transportation funding. In an effort to respond effectively to such challenges, local and regional planning authorities stress the importance of linking transportation planning with preferred land uses. Data show that the area surrounding Tonto National Forest saw relatively large increases in VMT between 1990 and 2000, mirroring the region’s relatively strong population growth over the same period. Information gathered from the Arizona Department of Transportation (ADOT) and county comprehensive plans suggest that considerable improvements are currently scheduled for the region’s transportation network, particularly when compared to areas surrounding Arizona’s other national forests.

    Macerich Announces Completion of $1.475 Billion Acquisition of Westcor July 29, 2002 SANTA MONICA, Calif., Jul 29, 2002 /PRNewswire-FirstCall via COMTEX/ -- The Macerich Partnership L.P., the operating partnership of The Macerich Company (NYSE: MAC), today announced that it has completed its acquisition of Westcor Realty Limited Partnership and its affiliated companies ("Westcor"). Westcor is the dominant owner, operator and developer of regional malls and specialty retail assets in the greater Phoenix area. The total purchase price was approximately $1.475 billion including the assumption of $733 million in existing debt and the issuance of approximately $72 million of convertible preferred operating partnership units at a price of $36.55 per unit. Each preferred operating partnership unit is convertible into a common operating partnership unit. The balance of the purchase price was paid in cash which was provided primarily from a $380 million interim loan with a term of up to 18 months bearing interest at an average rate of LIBOR plus 3.25% and a $250 million term loan with a maturity of up to five years with an interest rate ranging from LIBOR plus 2.75% to LIBOR plus 3.00% depending on the Company's overall leverage. Concurrent with the closing the Company also replaced its $200 million line of credit with a new $425 million revolving line of credit. This increased line of credit has a three-year term plus a one-year extension. The interest rate fluctuates from LIBOR plus 1.75% to LIBOR plus 3.00% depending on the Company's overall leverage level.
