Vår dato: 2.11.2018 Vår referanse: 2018/1608 Arkivnr.: 471 Deres referanse: Saksbehandler: Jasmina Hercegovac Innvalgstelefon: 32266970 iht. adresseliste Brevet er sendt digitalt iht. adresselisten Underretning om vedtak om endret tillatelse - Grønneflåta avfallsanlegg – gjenvinningsstasjon - Bekkeseth AS Fylkesmannen i Buskerud har i vedtak av 2. november 2018 endret Bekkeseth AS sin tillatelse etter forurensningsloven. Endringen gjelder virksomhetens anlegg Grønneflåta avfallsanlegg (tidl. Uvdal gjenvinningsstasjon) som virksomheten drifter på vegne av Nore og Uvdal kommune. Anlegget er lokalisert på gbnr. 42/1 på Grønneflåta i Nore og Uvdal kommune. Avfallsanlegget er allerede etablert på lokaliteten sammen med et avfallssorteringsanlegg Grønneflåta avfallssortering – Bekkeseth AS, som driftes av samme virksomhet. Bekkeseth AS sin gjeldende tillatelse etter forurensningsloven datert 1. juli 2011 gjelder begge anleggene. Virksomheten har i 2017 flyttet Grønneflåta avfallssortering til en annen lokalitet, Stormogen industriområde, og dermed er det utløst et behov for å endre den gjeldende tillatelsen fra 2011, samt søke om en ny tillatelse for avfallssorteringsanlegget på Stormogen industriområde. Søknaden om endring av virksomhetens gjeldende tillatelse har ikke vært lagt ut på offentlig høring eller forhåndsvarslet de som særlig kan bli berørt, da Fylkesmannen har vurdert at endringene vil være av mindre miljømessig betydning, jfr. forurensningsforskriften § 36-9, annet ledd. I henhold til forurensningsforskriften § 36-18 og forvaltningsloven § 27 underrettes parten, andre som kan bli særlig berørt og de som ivaretar allmenne interesser, at vedtak er truffet i saken. Vedtaket vil også bli kunngjort i Laagendalsposten og Hallingdølen, og på Fylkesmannens nettsted www.fylkesmannen.no/Buskerud. Underretningen om at det er truffet vedtak i saken, sendes med dette ut som kopi til alle aktuelle høringsparter.

Høring - rapport om regionale konsekvenser av en endring av lufthavnstrukturen på Helgeland Urbanet Analyse I rapporten til Urbanet Analyse mener jeg at det er gjort feil! Hvorfor bruker ikke Urbanet Analyse tallene fra Avinors Trafikkstatistikk for å beregne Trafikkprognoser og kalkyler? (Står ikke på kildelisten) Dette mener jeg blir lite seriøst. Her kan man sammenligne med steder med noenlunde like mange innbyggere i influensområde. https://www.regjeringen.no/contentassets/5816924ad9b243dfb3b7610c8fd1efff/lufthavnstruktur_helgel and_trafikkanalyser.pdf Hvis man legger til grunn influensområde MJF og MQN, så hadde de samlet en befolkning på 52492 per 31/12-14 (Dette er unntatt Meløy som hadde 6454 innbyggere, og blir ofte medregnet til Salten istedenfor Helgeland). Dette er noen færre enn f.eks Romsdal og influensområde MOL. Ihht SSB for januar 2015 hadde Nord-Helgeland, kommunenummer 18281837 (Nesna, Hemnes, Rana, Lurøy, Træna, Rødøy og Meløy), 42603 innbyggere. Det er over halvparten av innbyggerne på Helgeland. https://avinor.no/konsern/om-oss/trafikkstatistikk/#!trafikkstatistikk-6221 Andre flyplasser man kan sammenligne trafikktallene med er ALF, BDU, KKN og KSU. Alle disse lufthavnene som jeg refererer til her ligger langt over de beregninger som gjøres for en ny stor flyplass i Mo i Rana. Hvis disse flyplassene ikke er sammenlignbare, så bør det begrunnes utdypende mener jeg! Legger selvfølgelig til grunn at flyplassen i Mosjøen legges ned for kommersiell drift, slik Avinor og NTP tidligere har beskrevet. Handelshøgskolen i Bodø (SIB AS) Det er laget gode rapporter tidligere, som sier noe helt annet! (SIB-rapport 1/2008) Dette samsvarer med hva jeg også mener er riktig å sammenligne med.

DRG-gruppert NPR-melding (fra NPR) for alle pasientar i Helse Vest RHF, på HF-nivå pr kommune 2. DRG-gruppert uttrekk innhenta frå Helse Førde HF, dette for å få data på sjukehusnivå i føretaket 3. DRG gruppert uttrekk innhenta frå Helse Møre og Romsdal HF, over aktivitet på Volda og Mork for pasienter fra Nordfjord-regionen Det er et marginalt avvik mellom datagrunnlag for Helse Vest RHF og datagrunnlaget vi har motteke direkte frå Helse Førde HF. Helse Førde HF rapporterar 41 (+1,4 %) flere dagopphald og 49 (-0,9 %), færre døgnopphald og 4 (-0,01 %) færre polikliniske konsultasjonar enn dei «lukka» filane for Helse Vest RHF. Datagrunnlag for 2011 er basert på grupperte NPR-meldingar innhenta fra Helse Førde HF, samt Volda sjukehus og Mork rehabiliteringssenter Tellar-eininga i datagrunnlaget, er sjukehusopphald/konsultasjonar som inngår i ISF-ordninga. Aktivitet som inngår i ISF-grunnlaget er noko lavare enn den totale aktiviteten. For pasientar frå Nordfjord- regionene og ved sjukehusa Førde sentralsjukehus, Nordfjord sjukehus, Volda sjukehus og Mork rehabiliteringssenter, er avvika som følgjer: Døgnopphald 0,2% lavare, Dagopphold 1,3 % lavare og Polikliniske konsultasjoner 9,9%

Anleggsarbeidene er antatt å ta ca. 4 år, men nøyaktig oppstart og fremdrift er ikke fastlagt og vil være avhengig av blant annet vedtak om utbygging og finansiering. Arbeidene med planering for rullebane og terminalområde medfører nedsprengning av fjell og etablering av høye sprengsteinsfyllinger. I tillegg skal det etableres tilførselsvei fra E12 og parkeringsplasser, inkludert infrastruktur for vann og avløp. Avrenning fra sprengningsarbeider kan inneholde nitrogenforbindelser og suspendert stoff som kan være skadelig for miljøet, spesielt når disse når vannresipientene. Det foreslås derfor sedimentasjonsløsninger og muligheter for pH-justering før utslipp av anleggsvannet. Det sedimenterte slammet skal leveres godkjent mottak. Aktuell hovedresipient for behandlet anleggsvann er Ranaelva gjennom utslippsledning, samt Tverrbekken som renner videre via Steinbekken til Ranaelva.
