Sports Council: Regulations I TASMANIA UNIVERSITY UNION SPORTS COUNCIL BLUES AND HALF BLUES REGULATIONS 1968 AMENDED: 1972, 1991, 1992, 2003, 2008, 2010, 2011, 2015, 2016, 2017, 2018, 2019 1 BLUES AWARDS POLICY (1) There shall be in the University of Tasmania awards in sport, known as “Blues” and “Half Blues”. (2) Such Blues and their award will be under the control of the Sports Council of the University of Tasmania. (3) The Blues Committee will consist of:- (a) The President of the Sports Council; (b) The Vice President of the Sports Council; (c) The Secretary of the Sports Council; (d) Three graduates of a University to be appointed by Sports Council for a period of three years except that one member shall return each year and shall be eligible for re-appointment. (e) Tasmania University Union (TUU) member being the Sports Officer or their nominated representative. (f) The quorum of the Blues Committee will consist of the Chairman who shall be the President of the Sports Council together with three other members. (4) Normal rules of debate will apply to meetings of the committee. The Honorary Secretary of the Sports Council will take the minutes of the meetings in a book kept for that purpose. (5) The committee shall have the power to call on any person to give evidence before it on any matter relating to the award of Blues. (6) When called upon by the Sports Council every affiliated Club must submit, in the form prescribed in the schedule attached hereto, a list of members recommended by that Club for Blues. If the Club has no recommendations, it must inform the Honorary Secretary of the Sports Council of this fact. All Clubs are to include a brief resume of their performances for the year. (7) Having considered the requirements, each club committee shall make recommendations to the Blue Committee, provided the nominee has compiled with the minimum set of requirements stated pertaining to the particular club. (8) Having considered recommendations above the Blue Committee shall make awards after reference to the clause relating to the individual club. (9) The Blues Committee will make its final recommendations to the Sports Council for ratification by the council. (10) The Executive shall have the power to convene a special meeting of the Blues Committee to consider any amendments proposed by a club in relation to its particular clause. 2 (11) A copy of these Regulations will be forwarded to all Club Secretaries, as will any amendments. All Clubs will then be expected to have full knowledge of these Regulations, it being the duty of the Club to obtain further copies should original be lost or destroyed. (12) In exceptional circumstances the Blues Committee may recommend an award to a nominee, notwithstanding the nominee’s failure to comply completely with the regulations provided that: - (a) the Committee is of the opinion that the failure to comply was not due to any default of the part of nominee (b) the nominee has substantially complied with the regulations; and (c) an award to the nominee would not have the effect of lowering the status of Blues or Half Blues as the case may be. CRITERIA AND RULES FOR BLUES, SPORTS COUNCIL AND CLUB OF THE YEAR AWARDS THE AWARD OF BLUES The candidate will: - (1) Be an enrolled student at the University of Tasmania, proceeding towards a Diploma or Degree; and (2) have had his/her examination form and confirmation of enrolment accepted according to the requirements of the University’s enrolment and admission procedures at time of performance. 1. GENERAL 1.1 There shall be three awards, Blues, Half Blues and Sports Council Awards. All members of the University shall be eligible to receive these awards. 1.2 Blues and Half Blues awards will be awarded on sporting ability and sportsmanship. For Sports Council Awards a combination of sporting and administrative contribution may be taken into account. The Sports Council Award covers a class of persons not eligible under Blues and Half Blues Committee. 1.3 To be eligible for consideration for a Full Blue Award students must have either been selected in the Combined University Side or have attained a standard of performance such that they would have been selected in the Combined University Side. To be eligible for consideration for a Half Blue Award students must have either been selected in the Intervarsity Squad or have attained a standard of performance such that they would have been selected in the Intervarsity Squad. Personal reasons that would prevent availability for selection for both Blues and Half Blues are: (1) Medical reasons (2) Examinations (3) Participation in National and State contests at time of Intervarsity contest (4) No University team participating in IV for that year 3 (5) Religious reasons (6) There being no Intervarsity contest that year Evidence of this personal reason is, in each case, to be given to the Sports Council for ratification by the Blues Committee. 1.4 Nominations must be on the approved form and given to the Secretary of Sports Council no later than 7 October. Student Association nominations should be endorsed by their clubs and in case where no club exists, from the clubs where the nominees are members. 1.5 The names of all clubs’ members eligible for a Full Blue, Half Blue or Sports Council Award and of all club members actually recommended by the Blues Committee for any award will be forwarded to the Secretary of the Sports Council by the end of the 3rd week of October of each year. 1.6 Awards will be made by the Sports Council on the recommendation of its Blues Committee. 1.7 It is the responsibility of each club (and not of the Sports Council) to initiate moves for any award in accordance with minimum standard rules [Schedule 4: Sporting Requirements for Blues Awards] which they have set out and have been accepted by Sports Council. 1.8 Any player who is not prevented by external conditions from playing with Tasmania University in local competition and who does not in fact play for Tasmania University will not be eligible for Blue or Half Blue Award. Players who do not play for a Tasmania University Club will be eligible for Blue or Half Blue Award if they have been invited by the Tasmania University Club to participate in the team that will represent the University at Australian University Sport championship, and have been selected in the Australian University Sport Green and Gold Team, or achieved a result that would have made them eligible for Blue or Half Blue Award in the particular sport as per individual club’s Blues rules. The nominations of these players must be endorsed by the University Club. 1.9 No award shall be recommended for any member who has acted in an unsportsmanlike manner to the detriment of the welfare of the club or prejudicial to the dignity and honour of the Sports Council or of the University, e.g. bad behaviour at Intervarsity, reports by umpires or officials of this kind. 1.10 The period or season under review shall be October 8 to October 7. STANDARDS FOR AWARDS All members recommended by enrolled clubs or Sports Council Executive shall have fulfilled during the period or season under review the following conditions: - (1) Taken part regularly in the training and competitive activities of the Club’s first team (except in circumstances outlined in 1.8 second paragraph); and (2) Participated in University championship competition; and (3) Achieved the Sports Councils gradings prescribed for the particular sport 4 Provided however that – (1) Where players do not complete the season owing to injury their claim for award may be considered. (2) The requirements of participation in Intervarsity competition may be relaxed in exceptional circumstances as outlined in 1.3. (3) The requirements of playing in the club’s first team may also be relaxed in exceptional circumstances eg. Captain-coach or captain of the second team, or where team size is very small. The Award of Full Blue The candidate will- (1) Have represented Australia in an international tournament either in the Senior or under age side or have gained selection in the All Australian side at the senior championships during a non-world championship year (2) Only in exceptional circumstances with discretion of Blues Committee have represented Tasmania or another State in the Senior interstate championships (3) Only in exceptional circumstances with discretion of Blues Committee have represented Tasmania or another State in an under-age interstate championship and gained selection in the All Australian side at that tournament. (4) A person may be recommended who has not satisfied 1, 2 or 3 above but has been chosen in the combined universities side. The Award of Half Blue The candidate will: - (1) With a sufficient standard have represented Tasmania or another State in the senior or an underage side at an interstate championship; or (2) Been chosen in the combined Australian and/or Universities side. Sports Council Award Rendered meritorious service in both a sporting capacity and executive or administrative capacity to an enrolled club or clubs for a period of not less than three years; or Rendered exceptional service in an executive or administrative capacity to an enrolled club or clubs for a period of not less than three years. 5 Sports Club of the Year Award The Tasmania University Union Sports Club of the Year award seeks to recognise and acknowledge outstanding Tasmania University Union Sports Clubs that make a significant positive contribution to campus life. The award will be presented annually to the Sports Club that is best able to demonstrate a majority of the following attributes: - achievement of the Club’s aims and objectives - a suitable Committee structure and care towards administrative tasks - sound financial practices and management - promotion of Australian University Sport events (“Nationals”) and a commitment to assisting members to participate (where relevant) - strong participation in Club activities, competitions and events - growth in Club membership numbers - strong promotion and publicity of the Club both within the University and externally - a commitment to securing the future of the Club.

He taught at La Trobe University 1975-79 and the Victoria University of Wellington 1980-86 before returning to the University of Melbourne, where he has held a Personal Chair in History since 1993. He has published widely on the history of modern France, notably A Social History of France 1780-1880 (London, 1992) and Revolution and Environment in Southern France, 1780-1830 (Oxford, 1999). In 1999 he also published a biography of the former Chancellor Roy Douglas (‘Pansy’) Wright. His most recent book is The French Revolution 1789-1799 (Oxford, 2002). Professor McPhee was Deputy Dean and Acting Dean of the School of Graduate Studies in 1994-96, then Head of the Department of History in 1996-99. He was elected a Fellow of the Australian Academy of the Humanities in 1997. In the same year he became an inaugural ‘Universitas 21’ Teaching Fellow. In 2003 he was elected a Fellow of the Academy of Social Sciences, and awarded a Centenary Medal for sevices to education. He was an Officer of the Academic Board 1999-2003 and its President in 2002-03.
