The President's Report 1983 President's Report 1983 Certain of the ingredients of the 1983 Commencement ceremonies in mid- May remain vividly in my mind as I reflect upon the University of Penn- sylvania and our sense of direction and mission in this third year of my admin- istration. The awarding of degrees symbolizes the close of one stage of a person's life and the commencing of another stage. So those of us who bear responsibility for the ongoing life of the University have completed the pro- cess of identifying certain salient ele- ments in Pennsylvania's future, and we are now involved in the planning which will serve to shape the future. I want to share some of the planning that is underway. The audience enthusiasm which greeted our Commencement speaker, syndicated columnist Ellen Goodman, indicated clearly that she had struck a chord in her reflections on the real world. At the same time her message went to the heart of what a university should be. Ms. Goodman suggested to the graduates that there is no sense in pretending that they can plan a future for themselves without regard to the future of the country and the future of humanity; that there is nothing more self-defeating and reckless than a plan to ignore the public world. We will shall by looking at science in Iran in the ancient (pre-Islamic) period, in the Middle Age after the advent of Islam, and finally in the modern period. The Literal and Figurative Boundaries Between Penn Students and West Philadelphia Abstract In this paper, I discuss the literal and figurative boundaries that stand between Penn students and West Philadelphia. I begin by discussing the theory behind walls and boundaries, then applying this theory to the urban environment and then to town-gown relations, finally applying these theories to the case of Penn and West Philadelphia. In order to fully understand the walls that stand between campus and community, I look at the history of town-gown relations—both nationally and at Penn, dividing up the history into three phases: first, the nineteenth century, during which the “Ivory Tower” relationship of division first began; next, the post-World War II era, when race and class issues became relevant in campus-community relations, as relations became increasingly divided and turbulent; and finally, the post-cold war era that has lasted until the present day, during which the importance of knocking down barriers between institutions and communities has been emphasized.

University advisors sought to improve and expand both formal and informal educational opportunities by demonstrating to Turks and Iranians pedagogical and administrative practices that had worked well in the United States. In so doing, most American university personnel acted in good faith and showed a genuine concern for improving quality of life for the Turks and Iranians with whom they worked. But these academic ambassadors had to negotiate cultural traditions that they did not fully understand, and they lacked a mechanism for altering the basic values in Turkish and Iranian society.

These postwar years witnessed a boom in area studies, encouraged by federal assistance and support from philanthropic foundations. Middle Eastern studies benefitted from the post-Sputnik increase in federal funding, becoming a significant field during the 1960s. However, by the early 1970s, institutions that traditionally financed Middle Eastern studies began to withdrawal support for the field, ushering in an existentially threatening era of resource privation. In order to maintain centers of Middle Eastern studies, scholars and administrators in the field relied on oil wealth from Muhammad Reza Shah. This paper analyzes the unique political dynamic of Middle Eastern studies created by the participation of the shah in the financial apparatus of the field. Beginning in the mid-1950s, the shah sought to create a network between the Iranian government and American universities by donating to centers of Middle Eastern studies. As the federal government and philanthropic foundations began to withdrawal their support for Middle Eastern studies, the network between the shah and American academics became more crucial for maintaining the regional studies centers. Further, during the 1970s, administrators and scholars of Middle Eastern studies increasingly turned to oil corporations in order to support the field. The relationship between the shah and Middle Eastern studies abruptly ended following the Iranian revolution.
