(Criteria for Approval of Category Iii Weather Minima for Takeoff, Landing, and Rollout] KEMENTERIAN PERHUBUNGAN DIREKTORAT JENDERAL PERHUBUNGAN UDARA PERATURAN DIREKTUR JENDERAL PERHUBUNGAN UDARA NOMOR : KP 283 TAHUN 2017 TENTANG PEDOMAN TEKNIS OPERASIONAL BAGIAN 120-28 (ADVISORY CIRCULAR 120-28) KRITERIA UNTUK PERSETUJUAN CATEGORY III WEATHER MINIMA UNTUK LEPAS LANDAS, PENDARATAN DAN ROLLOUT (CRITERIA FOR APPROVAL OF CATEGORY III WEATHER MINIMA FOR TAKEOFF, LANDING, AND ROLLOUT] DENGAN RAHMAT TUHAN YANG MAHA ESA DIREKTUR JENDERAL PERHUBUNGAN UDARA, Menimbang : a. bahwa sebagai implementasi tindak lanjut Keputusan Menteri Perhubungan Nomor KP 201 Tahun 2013 tentan Penetapan Rencana Aksi Nasional Penurunan Emisi Gas Rumah Kaca Sektor Perhubungan dan Inventarisasi GRK Sektor Perhubungan Tahun 2010 sampai dengan Tahun 2010, perlu diatur ketentuan mengenai persetujuan Category III weather minima untuk lepas landas, pendaratan dan rollout; b. bahwa pedoman teknis operasional ini diperlukan untuk memberikan panduan bagi operator pesawat udara yang memegang Sertifikat Operator Pesawat Udara (Air Operator Certifitcate) sesuai Peraturan Keselamatan Penerbangan Sipil Bagian 121, yang melakukan penerbangan luar negeri dan mendarat di bandar udara yang ditunjang dengan fasilitas navigasi penerbangan Category III; c. bahwa berdasarkan pertimbangan sebagaimana dimaksud dalam huruf a dan huruf b, perlu menetapkan Peraturan Direktur Jenderal Perhubungan Udara Tentang Pedoman Teknis Operasional Bagian 120-28 (Advisory Circular 120-28) Kriteria Untuk Persetujuan Category III Weather Minima Untuk Lepas Landas, Pendaratan Dan Rollout (Criteria For Approval Of Category III Weather Minima For Takeoff, Landing, And Rollout); Mengingat : 1. Undang-Undang Nomor 1 Tahun 2009 tentang Penerbangan (Lembaran Negara Republik Indonesia Tahun 2009 Nomor 1, Tambahan Lembaran Negara Republik Indonesia Nomor 4956); 2. Peraturan Presiden Nomor 7 Tahun 2015 tentang Organisasi Kementerian Negara (Lembaran Negara Republik Indonesia Tahun 2015 Nomor 8); 3. Peraturan Presiden Nomor 40 Tahun 2015 tentang Kementerian Perhubungan (Lembaran Negara Republik Indonesia Tahun 2015 Nomor 75); 4. PURPOSE This Advisory Circular (AC) has been prepared to guide and assist all Directorate of Airworthiness and Aircraft Operation personnel, and Air Operators or Applicants dealing with DGCA Indonesia to do CAT III Operations in accordance with all relevant CASRs. This AC provides an acceptable means, but not the only means, for obtaining and maintaining approval of operations in Category III Landing Weather Minima and low visibility takeoff including the installation and approval of associated airborne systems. Mandatory terms used in this AC such as "shall" or "must" are used only in the sense of ensuring applicability of these particular methods of compliance when the acceptable means of compliance described herein is used. This AC does not change, add or delete regulatory requirements or authorize deviations from regulatory requirements. 2. Electrical Engineering and Computer Science Performance Improvement Methods for Terrain Database Integrity Monitors and Terrain Referenced Navigation (115pp.) Director of Thesis: Maarten Uijt de Haag Terrain database integrity monitors and terrain-referenced navigation systems are based on performing a comparison between stored terrain elevations with data from airborne sensors like radar altimeters, inertial measurement units, GPS receivers etc. This thesis introduces the concept of a spatial terrain database integrity monitor and discusses methods to improve its performance. Furthermore, this thesis discusses an improvement of the terrain-referenced aircraft position estimation for aircraft navigation using only the information from downward-looking sensors and terrain databases, and not the information from the inertial measurement unit. Vertical and horizontal failures of the terrain database are characterized. Time and frequency domain techniques such as the Kalman filter, the autocorrelation function and spectral estimation are designed to evaluate the performance of the proposed integrity monitor and position estimator performance using flight test data from Eagle/Vail, CO, Juneau, AK, Asheville, NC and Albany, OH.
