At the start of the twenty-first century analysts noted that though in the 1920s only a very small number of sovereign states were led by regimes that had the basic components necessary to qualify as a democracy, by 1990 that number had increased to 69, and by 2012 to 117. Between the years 2005 and 2013, however, political rights and civil liberties underwent substantial setbacks. Of no less significance, hopes that Middle Eastern states would begin their transitions toward democracy as a result of the spring revolts of 2011 experienced a very short lifespan. My study is guided by three interrelated objectives. My immediate goal is to explain why Egypt, Iraq, and Lebanon have not been able to create legitimate states and stable democratic regimes. To explain their failures, I conduct two separate analyses for each country. I start with an examination of each state’s history, beginning shortly after the Arab Conquests in AD 632, and ending at present day. After documenting the historical trajectory of each state, I propose that the colonial history, ethnic and religious diversity, population composition, and the presence or absence of natural resources have distinctly undermined the capacity of Egypt, Iraq, and Lebanon to create legitimate states and stable democratic regimes. My second and related objective is to evaluate the viability of existing theories of state creation and democratization and to propose alternative arguments through a comparative analysis. The Egyptian case is unique because of the three states examined the presence of a highly homogeneous society should have made it the most likely to create a democratic regime. And yet it did not. I attribute Egypt’s failure to the fact that iv throughout much of its history it was dominated by a foreign power. This nearly uninterrupted period of foreign domination resulted in the creation of a political culture that continues to value stability in the form of an authoritarian regime over the creation of a democratic regime. The Iraqi case likewise highlights this correlation, but also demonstrates that foreign powers cannot export democracy, nor can democracy be imposed on a divided population without an extensive process of reconciliation. Lebanon’s troubled experience with consociational democracy, in turn, underscores the difficulty of developing a democratic regime that engages the separate factions of society, but does not trend toward political deadlock. My third objective is loftier and not immediately attainable. The comparative analysis of the states mentioned above provides important insights that could ultimately help produce a generalized theory of democracy for the Middle East. These generalizations could help lay the foundation for the examination of other Middle Eastern cases and enable future analysts to determine the extent to which the generalizations drawn in this study are applicable to other cases. v ACKNOWLEDGMENTS A sincere thank you goes first, and foremost, to Professor Alex Hybel, my thesis advisor and my faculty advisor. This paper will explore how the Iraqi governments managed with the Kurdish leaders. It examines the three successive Iraqi governments’ policies toward the Kurdish issue, which are logically and functionally related to Iraqi national policy, constitutional framework, level of regional autonomy and the Kurdish relations with Iraqi governments. This study presented a significant amount of positively not published details about these parties. This article provides a conceptual lens for and a thick interpretation of the emergent regional constellation in the Middle East in the first decade of the 21st century. It starts out by challenging two prevalent claims about regional politics in the context of the 2006 Lebanon and 2008–09 Gaza Wars: Firstly, that regional politics is marked by a fundamental break from the ‘old Middle East’ and secondly, that it has become ‘post-Arab’ in the sense that Arab politics has ceased being distinctly Arab. Against this background, the article develops the understanding of a New Arab Cold War which accentuates the still important, but widely neglected Arab dimension in regional politics. By rediscovering the Arab Cold War of the 1950–60s and by drawing attention to the transformation of Arab nationalism and the importance of new trans-Arab media, the New Arab Cold War perspective aims at supplementing rather that supplanting the prominent moderate-radical, sectarian and Realist-Westphalian narratives. By highlighting dimensions of both continuity and change it does moreover provide some critical nuances to the frequent claims about the ‘newness’ of the ‘New Middle East’. In addition to this more Middle East-specific contribution, the article carries lessons for a number of more general debates in International Relations theory concerning the importance of (Arab-Islamist) non-state actors and competing identities in regional politics as well as the interplay between different forms of sovereignty.

Public discussions and academic literature are speculating on the societal consequences of these changes. There is a concern that media changes contribute to a deterioration of the political process in general and to a fragmentation of the public sphere and an increase of political cynicism in particular (Schulz, in Splichal, 2001). Research on this area has mixed conclusions on how communication technologies affect the public sphere. More importantly is that political and communication sciences literature on democratization offer little guidance on the hypothesized relationship between electronic communications and public sphere and the level of democracy within a nation. This is of course not surprising; given the novelty of the Internet, e-mail, direct satellite broadcasting and even the widespread availability of fax machines. (Hill & Hughes). On the other hand, we should not read the ongoing broadcast transformation as a linear process leading to a truly independent and critical political role for television in contemporary Arab societies. The emergencies of commercial television and the restructuring of government-operated systems are in no way conducive to political pluralism and diversity in Arab societies dominated by authoritarian political systems (Aysh, 2002). I argue that most of questions about the impact of satellite television on the public sphere in the Arab world have not been answered yet and what has been written on the subject reflects individual understanding of the hypothesized links between developments of satellite television and that of public sphere.

It examines the relationship between ethics, politics and power by discussing how Kurdish issues have been shaped by the political landscape of the twenty- first century. It opens up a dialogue on the contested meaning and shape of human rights, and enables a new avenue to think about foreign policy, ethically and politically. It bridges political theory with practice and reveals policy implications for the Middle East as a region. Using the approach of a qualitative, exploratory multiple-case study based on discourse analysis, several Kurdish issues are examined within the context of democratization, minority rights and the politics of exclusion. Data was collected through semi-structured interviews, archival research and participant observation. Data analysis was carried out based on the theoretical framework of critical theory and discourse analysis. Further, a discourse-interpretive paradigm underpins this research based on open coding. Such a method allows this study to combine individual narratives within their particular socio-political, economic and historical setting.
