Professional Management and Operation of Monroe County Golf Courses

Monroe County, located in the Greater Rochester/ Region of , is seeking Expressions of Interest and Statements of Experience and Qualifications from qualified organizations/entities to provide Professional Golf Course Management and Operation services (excluding golf course maintenance) for its three municipal golf courses, located at Churchville Park, Durand Eastman Park and , beginning January 1, 2015, with an appropriate transition period, beforehand. Interested parties must submit the following information:

1. A letter indicating interest; and 2. A statement of experience and qualifications, particularly in the area of public golf course management, operation and administration.

The Statements of Experience and Qualifications will be evaluated by the County in order to develop a short-list of organizations/entities that will receive a more detailed Request for Proposals (RFP).

Submissions should be no more than ten (10) pages in length, including cover letter. Submissions should be clearly marked as “Statement of Qualifications/Experience – Professional Management and Operation of Monroe County Golf Courses.” Respondents must submit one (1) signed original and six (6) complete copied sets of the signed original. The Respondent must also provide the documents electronically, in addition to submitting hardcopies as provided above. The Respondent will make no other distribution of the submission. An official authorized to make representations concerning the Respondent’s qualifications and experience must sign the cover letter.

Background Information

The Monroe County Department of Parks is accepting Expressions of Interest for management and operation (excluding course maintenance) of its three municipal golf courses, located in the County Park system.

The Monroe County golf courses have been managed and operated (including course maintenance) under a contract with The Parks Golf Courses (Jack Tindale, Inc.), since 1997. This operating agreement has been retired by mutual consent of the parties, effective December 31, 2014. The County has elected to resume responsibility for course maintenance after that date and is seeking an operator to manage and provide services customarily associated with a public golf course, including but not limited to: selling permits; collecting greens fees; scheduling tee times; providing marshaling and starting services; providing diverse golf programs and lessons; administering and scheduling leagues; providing handicapping services; organizing tournaments; purchasing inventory and selling pro-shop merchandise; providing range balls and maintaining driving range facilities and equipment (but not including turf maintenance); providing and maintaining rental golf power carts and hand carts; providing snack bar services; and, carrying out a course marketing program.

The Monroe County golf courses consist of three (3) separate and unique locations within the County Parks system, comprising 81 holes of play. Combined, the golf courses play host annually to approximately 54,000 9-hole rounds and 32,000 18-hole rounds (3-year average, 2011-2013). The golf season in the Greater Rochester/Finger Lakes area of New York State typically runs from mid-April to early-November. The three (3) courses are described, as follows:

1. Churchville Golf Course is located in the western portion of Monroe County, and consists of one (1) 18-hole golf course and one (1) 9-hole golf course. The 18-hole course was built in 1942, measures 6,671 yards in length and plays to a Par 72. The 9-hole course was constructed in 1965, measures 3,195 yards in length and plays to a Par 36. Churchville golf course also has a pro shop and snack bar on the grounds;

2. Durand Eastman Golf Course is located in the northeastern portion of Monroe County, on Lake Ontario. It has one (1) 18-hole golf course built in 1932 and designed by Robert Trent Jones. It measures 6,075 yards in length and plays to a Par 70. The Durand Eastman course also has a club house pro shop and a stand-alone snack shack on the grounds. Effective January 1, 2015, the Monroe County Department of Parks will assume management of the club house restaurant as a rental lodge, available for public use/functions;

3. Genesee Valley Golf Course is centrally located in Monroe County and consists of two (2) 18-hole golf courses. The “Old Course” was built in 1923, measures 6,374 yards in length and plays to a Par 71. The “New Course” was built in 1925, measures 5,270 yards in length and plays to a Par 67. The Genesee Valley course also has a clubhouse, which presently houses a pro shop, snack bar and administrative offices.
