Reference to Supplementary Guidance is at the end. Preface The following paragraph has been taken from the Secretary of State’s decision letter (dated 7 September 2007) regarding saved policies. Following 27 September 2007 the saved policies should be read in context. Where policies were originally adopted some time ago, it is likely that material considerations, in particular the emergence of new national and regional policy and also new evidence, will be afforded considerable weight in decisions. In particular, we would draw your attention to the importance of reflecting policy in Planning Policy Statement 3 Housing and Strategic Housing Land Availability Assessments in relevant decisions. Policy SP7 was amended in 1994. The revised wording is shown at the end under Supplementary Planning Guidance. Revised City Plan Introduction. The following extracts are taken, without change, from the formally adopted City Plan 2001. Preceding each section, the policy aims have been included to assist understanding. Saved policies are in bold type. Reasoning / justification follows each individual policy, as per the original document. HOUSING Housing Policies and Proposals aim to: • ensure the adequate supply of land for new housing; • improve the condition and environment of existing housing in older housing areas and estates; • provide for the needs of small households and others requiring specialist housing. Penkhull and Stoke have always been and always will be entirely separate and distinct communities which were never paired together prior to the previous review in 2010. We really do feel that Stoke Town has become irrelevant to us as a commercial centre and we look towards Hanley and and Newcastle-under-Lyme area as our main shopping centres. Also many people in Penkhull work at the Royal Stoke Hospital and in the many health centres around Hartshill and Penkhull and so economically and in terms of employment there is a link that is not shared with the residents in Stoke Town. There our various schools in Penkhull too (around 7 I believe) with Thirstley Hough Academy, The Mount and The Willows to name but a few. So as you can see we really are a self sustaining, close knit community with no need to be a part of any Stoke Town ward. Also on the LGBCE website I notice that the 'Forecast Electorate' for the Penkhull and Stoke area is 5277, where as the council's proposed ward of Penkhull would offer an estimated 4250 electors which is more in keeping with the average electorate across this city. That is why I whole heartedly agree with the council's proposal for a separate electoral council ward for Penkhull that is based around our solid community and the number of electorates it represents and hope you will decide to agree with this new arrangement.

The Plan is at the forefront of new legislation and at the start of a new era of development plans. The plan is about the regeneration of Stoke-on-Trent; creating opportunities for new jobs and houses and improving what is already here. Some 170 proposals are put forward, including a balanced portfolio of employment and housing sites, all of which can realistically be implemented.
