The Association’s statutes shall define the powers apportioned to any such group, as well as its rights and obligations. The statutes and regulations of any such group shall be subject to the approval of the Association.” – Article 7 bis , 3 of the UEFA Statutes (Edition June 2007) p. 4 2. Different Types of League Organisations • In order to reflect the different categories of league organisations we have made various distinctions which may allow different comparisons as follows: 2.1 The Association of European Professional Football Leagues (EPFL) • The Association of European Professional Football Leagues (hereafter “EPFL”) is an association of 23 members and 6 associate members, comprising 23 premier professional football leagues, four non-premier professional football leagues plus two other associations of clubs from across Europe. A complete list of EPFL Members is located in Annex 11. • The EPFL has a formal relationship with UEFA which is recognised in a Memorandum of Understanding first signed in 1998. A revised Memorandum of Understanding was signed between the leagues and UEFA in 2005, and on 24 March 2009, the EPFL and UEFA signed and amended Memorandum of Understanding. 2.2 Premier Professional League Organisations in Europe • In addition to the 23 premier professional football leagues belonging to the EPFL, there are also several additional leagues recognised by their National Associations who can be classed as “Premier Professional League Organisations,” but who are not members of the EPFL. These leagues are defined as such according to the responses received from the Member Associations/Leagues to the UEFA Survey of Professional League Organisations. • There is no formal relationship with these leagues; however they may occasionally be directly informed by UEFA about important and relevant issues. These leagues are listed in Table 1 below: Table 1: Premier Professional Leagues not belonging to the EPFL Country League Organisation Association of Professional Clubs of the First Croatia Croatian Football League Georgia Georgian Professional Football League Serbia Union of Football Clubs of Super League Slovakia League Clubs Union Turkey Association of Turkish Super League Clubs 1 Please note that after the initial research of this report the Welsh Premier League ceased to be a member of the EPFL. However, the Welsh Premier League is included in the EPFL sample for the calculations and purpose of this report. p. 5 2.3 Non-Premier Professional League Organisations in Europe • In some countries there exist additional league organisations which are recognised by the National Associations and who also organise professional league competitions. These organisations are listed in Table 2: Table 2: Non-Premier League Organisations in Europe Country League Organisation Belgium Ligue Nationale de Football England The Football League Greece Professional Football League B & C Division Italy Lega Pro Netherlands Jupiler League (Eerste Divisie) Russia Association of Professional Football Leagues Scotland The Scottish Football League Ukraine Professional Football League of Ukraine 2.4 Other Groups of Clubs in Europe • There exist in some countries additional club organisations which are recognised by the National Association but which exist for other specific reasons and handle additional or separate tasks. Examples are the Union des Clubs Professionnels de Football (UCPF) in France and the Federatie van Betaald Voetbal Organisaties (FBO) in the Netherlands. • Additionally, there are many countries where no “separate” professional league organisation exists. In these countries the National Association is responsible

  • Theory of the Beautiful Game: the Unification of European Football
Scottish Journal of Political Economy, Vol. 54, No. 3, July 2007 r 2007 The Author Journal compilation r 2007 Scottish Economic Society. Published by Blackwell Publishing Ltd, 9600 Garsington Road, Oxford, OX4 2DQ, UK and 350 Main St, Malden, MA, 02148, USA THEORY OF THE BEAUTIFUL GAME: THE UNIFICATION OF EUROPEAN FOOTBALL John Vroomann Abstract European football is in a spiral of intra-league and inter-league polarization of talent and wealth. The invariance proposition is revisited with adaptations for win- maximizing sportsman owners facing an uncertain Champions League prize. Sportsman and champion effects have driven European football clubs to the edge of insolvency and polarized competition throughout Europe. Revenue revolutions and financial crises of the Big Five leagues are examined and estimates of competitive balance are compared. The European Super League completes the open-market solution after Bosman. A 30-team Super League is proposed based on the National Football League. In football everything is complicated by the presence of the opposite team. FSartre I Introduction The beauty of the world’s game of football lies in the dynamic balance of symbiotic competition. Since the English Premier League (EPL) broke away from the Football League in 1992, the EPL has effectively lost its competitive balance. The rebellion of the EPL coincided with a deeper media revolution as digital and pay-per-view technologies were delivered by satellite platform into the commercial television vacuum created by public television monopolies throughout Europe. EPL broadcast revenues have exploded 40-fold from h22 million in 1992 to h862 million in 2005 (33% CAGR).

As made clear by the applicable disciplinary regulations of the federation, jurisdiction is granted to CAS only with respect to the decisions rendered by the federation’s appeal committee. In addition, the CAS jurisprudence, based on the wording of Article R47 of the Code, made it clear that the exhaustion of internal remedies is one of conditions for the CAS jurisdiction to exist. CAS would not have jurisdiction to hear an appeal (therefore to be deemed inadmissible) brought against the disciplinary body decision alone. However, where the disciplinary body decision is challenged together with the appeal committee decision, which dealt with the same issues, the CAS has jurisdiction to hear the dispute concerning the disciplinary infringements for which the appellants were sanctioned, as defined by the appealed decisions. 2. This year’s report includes our usual in-depth analysis of the 2010/11 season using the clubs’ audited accounts. However, we acknowledge that given the dominance of Rangers1 demise over recent months, these figures may be looked at with a new perspective. • Media Release
Media Release World Leagues Forum Schützengasse 4 8001 Zürich Switzerland The World Leagues Forum: “Domestic leagues unanimously reject the super league concept but also request better representation in the football governance” Zurich, Switzerland – 23 April 2021 – Following the recent events on the European breakaway league, the board of the World Leagues Forum (WLF), the association which represents professional football leagues on a world level met today. This board includes the following leagues: Premier League (England), Ligue de Football Professionnel (France), DFL Deutsche Fußball Liga (Germany), Lega Serie A (Italy), Russian Premier League (Russia), LaLiga (Spain), Premier League Soccer (South Africa), LigaPro (Ecuador), Major League Soccer (USA), Liga MX (Mexico), J.League (Japan) and Professional Saudi League (Saudi Arabia). The WLF issues the following statement: “The World Leagues Forum not only rejects the concept of the super league, but also requests better representation of the leagues in football governance. This is the consequence of the lessons which can be drawn from this week’s events: One: The European super league project reflected the money-driven vision a small group of already super rich clubs. This vision has been rejected by everyone in football and outside football. But most importantly, it has been rejected by the fans. It has shown that sport values such as sporting merit and solidarity must always prevail. Two: Any international competition where some clubs would have a permanent right to play without qualifying from domestic leagues is a terrible idea. Not only it disregards the values of sport, but it neglects the importance of domestic competitions from an historical, from an economic, and from a fan perspective.

  • The 'Inevitability' of Corruption in Greek Football
The ‘Inevitability’ of Corruption in Greek Football Introduction From the late 1990s corrupt practices in Greek football have been considered as a serious problem and threat for the integrity of the sport in the country. To a great extent these practices were initially associated with the existence of the ‘paranga’ (literally, ‘The Shanty’), referring to a mechanism of fixing games by selecting specific referees for specific games in order for particular clubs to be benefited. The ultimate goal of the ‘paranga’ was for a specific club to win the Greek league title as this is associated with significant income from Champions’ League games and television rights (Kapranos, 2002). Following the exposure of fixed matches in Greece in 2011, also known as Koriopolis (a pun name on the Italian scandal Calciopolis and the Greek word ‘korios’ or phone-tap), detailed information about numerous matches played in the 2008/09, 2009/10 and 2010/11 seasons that attracted UEFA’s attention were brought into the public eye (Eleftherotypia 2011). Greek football has also attracted considerable attention from UEFA in light of other scandals including ‘shady’ football club owners’ imprisonment (Homewood, 2015), which led national and international media to portray Greek football as a ‘mafia-type’ organisation especially after the former president of the Hellenic Football Federation was accused of being involved in a ‘criminal organisation’ that was allegedly directed by the current President- Owner of Olympiakos (Rumsby, 2015; see also de Quetteville, 2003; Hill, 2010). In response to these events, both the national governing bodies of the sport and the Ministry of Culture and Sport have introduced a number of schemes and measures 2013 in addition to the existing relevant national (such as the Law 2725/1999 on ‘Amateur and Professional Sports’) and international legal frameworks (such as the UN Convention Against Corruption and the UN Convention Against Transnational Organised Crime) (see European Commission, 2012).

  • A Model of Promotion and Relegation in League Sports
A Model of Promotion and Relegation in League Sports John Jasina Claflin University School of Business Kurt Rotthoff Seton Hall University Stillman School of Business Last working version, final version published in: Journal of Economics and Finance Volume 36, Issue 2, April, Pages 303-318 The final publication is available at www.springerlink.com: http://www.springerlink.com/content/f6862826t6w54663/?p=7684fbc045744b4ba122f29165ab4 eff&pi=26 Abstract Sports leagues in different parts of the world are set up in different ways, some as open leagues and some as closed leagues. It has been shown that spending on players is higher in open leagues (Szymanski and Ross 2000 and Szymanski and Valletti 2005). This paper extends these studies, finding that sports leagues that practice promotion and relegation will have unambiguously higher aggregate spending on player talent than closed leagues. This will lower profits in the open league, but increase fan welfare. Introduction Most North American sports leagues are closed leagues that operate with a fixed set of teams every season. This differs from other leagues throughout the world that have open leagues that practice promotion, or a team from a lower division being promoted to a higher league, and relegation, where the lowest teams of a given division are demoted to a lower division.
