As made clear by the applicable disciplinary regulations of the federation, jurisdiction is granted to CAS only with respect to the decisions rendered by the federation’s appeal committee. In addition, the CAS jurisprudence, based on the wording of Article R47 of the Code, made it clear that the exhaustion of internal remedies is one of conditions for the CAS jurisdiction to exist. CAS would not have jurisdiction to hear an appeal (therefore to be deemed inadmissible) brought against the disciplinary body decision alone. However, where the disciplinary body decision is challenged together with the appeal committee decision, which dealt with the same issues, the CAS has jurisdiction to hear the dispute concerning the disciplinary infringements for which the appellants were sanctioned, as defined by the appealed decisions. 2. In the middle of a summer rich of sport events with Euro 2020 finally cheered by the public in the stadiums and the Olympic Games successfully delivered in Tokyo, the football arenas are ready to welcome back fans and players for an exciting new season of domestic club football. We are glad to present to the whole football community this Leagues’ Competitions Overview, a document which contains - country by country- all key competition elements of our Member Leagues. During the past years, a few Leagues have presented innovations in their Competition Formats which we are happy to display in this report. Fans across Europe can now enjoy traditional league formats but also championships with new and creative competition systems with the introduction of play-off & play-out mechanisms which generate more compelling and interesting final parts of the season for their participating clubs, whether to win the title or to qualify for a European ticket but also to gain the permanence in the top division or its access. Other innovations are related to the introduction of new Kick-Off Times over the weekend to match the interests of a growing international audience and those of broadcasting and other commercial partners. And of course, the report provides insights on the Calendar and Players’ Transfer Windows for the approaching season for both all our summer and winter leagues. The Calendar for the upcoming 2020/21 season appears rich of games but also quite congested as we are approaching 2022 - the year with the FIFA World Cup in November/December – with its unusual and highly debated schedule which will impact domestic league football calendars for more than a season. -

The European Club Footballing Landscape Club Licensing Benchmarking Report Financial Year 2018 Club Licensing Benchmarking Report: Financial Year 2018 Club Licensing Benchmarking Report: Financial Year 2018 Foreword Welcome to the eleventh edition of the UEFA Club Licensing Benchmarking Report, which again focuses on football finances but also other off-the-field trends in the European football ecosystem. This year UEFA presented its new strategy, Together for the Future of Football, a blueprint for future-proofing UEFA and European football. One of the strategy’s key policies of optimising intelligence and deepening knowledge for better decision-making chimes perfectly with this report. The benchmarking report’s thorough analysis of the finances and more of more than 700 top-division clubs provides a hugely valuable appreciation of the successes of and challenges facing European club football; essential information for future decision- making. The headline figure is a second successive year of overall profitability for European top-division clubs. As financial performance has improved, the clubs’ financial position has become significantly healthier, with club net assets increasing from less than €2 billion to more than €9 billion in the space of a decade, a testament to the success of UEFA’s Financial Fair Play regulations, the stable European football ecosystem and sustained and sensible investment. Equally encouraging is the revelation in the report’s new section on training infrastructure that almost 80% of clubs have invested in training facility improvements in the past five years. It is also welcome to see the report widen its scope to include women’s football this year. -

This is set in the context of a global market where playing talent is easily bought and sold, and fans are attracted by the highest quality of play which they mostly consume via screens. The paper highlights the relative underdevelopment of Asian leagues given the size and growing economic power of the Asian markets, and suggests some ways in which this might change in the future. Introduction Fifty years ago, if you were a supporter of Liverpool Football Club living in Asia, and you wanted to know how they had fared in the FA Cup played at Wembley in England, your best bet would have been to look in your local newspaper the following day (they beat Leeds 2-1 in 1965). Twenty-five years ago or so, in much of Asia you would still have needed to consult the newspaper, but in some countries at least you probably could have watched it live on TV, possibly in a local bar (they beat Sunderland 2-0 in 1992). In 2015, Liverpool lost the semi-final to Aston Villa, a game that you could easily have watched live on your mobile phone throughout most of Asia. Of course, you might not be that bothered, since the FA Cup is not the prestigious tournament it was even 25 years ago, and Liverpool fans care much more about qualifying for the Champions League, which did not exist a quarter of century ago. -
