5 TOURNAMENT INFORMATION

VENUE NAME: Clovis Olympic Swim Complex, Clovis West High School

ADDRESS: 1070 E. Teague Avenue, Fresno, CA 93720

SEEDING: Teams shall be seeded according to highest won-lost percentage of designated conference games during the regular season. Only designated conference games between institutions eligible to earn the AQ will be used for determining conference tourna- ment seeding. Transitional NCAA teams and institutions that are not eligible to compete in NCAA post-season are eligible to compete in conference schedule but win-loss record against other teams will not be considered. In the event of a tie in the standings from designated conference games, the winner of the head-to-head designated conference competition gets the higher seed. In the event that two or more than two teams are tied, the following comparison procedure shall be used to elimi- nate all but two tied teams, at which point the two-team tie-breaking procedure of head-to-head result in the designated confer- ence game shall be used: 1. Winning percentage in designated games played among the tied teams. 2. Winning percentage against the highest-placed conference opponent (based on championship seeds), proceeding through the conference. 3. Goal Differential among the tied teams’ head-to-head conference contests. 4. Blind draw conducted by Commissioner. The men’s championship includes eight (8) NCAA eligible members of the WWPA. Tournament seeding will be sent once all conference games have been completed but must be sent out to the membership no later than the Monday of week prior to the start of the championship. The champion of the conference tournament will earn the conference NCAA AQ. Only institutions eligible to earn the AQ will be eligible for the conference tournament. Transitional NCAA teams and institutions that are not eligible to compete in NCAA post- season are not eligible to compete in the WWPA championship tournament.

CHAMPIONSHIP OPERATIONS CONFERENCE CALL: The championship operations conference call will be held on Tuesday, November 6th at TBD (Pacific) / TBD (Mountain). Head coaches’ participation is mandatory. If possible, participating administrators, sports information directors, and athletic trainers are encouraged to participate. Representatives from the WWPA and Fresno Pacific University will be present on the call. An agenda along with the call-in information will be forwarded by the WWPA prior to the call.

SQUAD SIZE/TRAVEL SIZE: There is no limit to the number of student-athletes a team may travel to the championship or declare on the official roster.

6 TOURNAMENT INFORMATION

OFFICIAL ROSTER: All teams are required to submit their roster (with cap numbers) a minimum of one week prior to the tournament to the WWPA via the distributed form.

Rosters must also be submitted to the Water Polo Desk a minimum of 30 minutes prior to the start of each team’s first contest in the tournament. Once the roster has been submitted to the desk, no additions or substitutions will be made to the official roster, even in the event of injury or illness, for the remainder of the tournament.

Additionally, any head coach with a desire to contest the validation of another participating institution’s roster must do so during the pre-championship conference call on the Tuesday night prior to the start of the championship. Once the meeting/ conference call concludes, no challenges to another institution’s roster by another coach in the WWPA will be allowed.

Only the players on the official tournament roster shall suit-up for games and be seated in the team bench area during games.

PRACTICE TIMES: Early practice times shall be made available to all participating teams at the competition site on the Thursday prior to the cham- pionship. Afternoon and evening practices can be accommodated at a separate facility. Practice times will be booked in equita- ble one-hour increments starting at 9:30 a.m. (with a 15-minute buffer between practices).

Practice times shall be assigned based on tournament seed and times will be designated during pre-championship conference call.

PRE-GAME PROTOCOL: The first game of each day shall follow the following pre-game protocol.

7 TOURNAMENT INFORMATION

WARM-UP: Each participating team will be provided minimum 15 minutes for warm-up in the competition pool. Teams participating in the first scheduled game each day shall have access to the competition pool 60 minutes prior to the start of the game. Teams par- ticipating in subsequent games shall be allowed to warm-up while competition is being conducted prior to their scheduled game in the open end of the competition pool. Team will also receive minimum 15 minutes warm-up in the competition pool after the previous game has been completed.

If a previous game goes into overtime overlapping the next scheduled game, teams will be given the guaranteed minimum amount of warm-up time (15 minutes) in the competition pool with the cages.

No cages shall be provided for shooting in the practice pool warm-up area. Balls shall be allowed for passing in the warm-up area.

INTRODUCTIONS: Game introductions will feature all members on the official rosters for every game of the tournament.

During introductions, both participating teams along with the game referees shall be introduced over the PA system and line up along their respective bench areas (goalies in center). Student-athletes shall be in official uniform (robes or sweats) and shall line-up in cap number with caps off.

The following team introduction protocol shall be followed. Designated visiting team (white caps) – Student-athletes, coaches Designated home team (dark caps) – Student-athletes, coaches Introduction of referees – In middle of two teams

TIMEOUTS: There will be an air horn at each team bench for the head coach to use to call regular and 30-second timeouts. This air horn shall be left at the bench when the teams change ends. Replacement air horns shall be available at the scoring table. There will also be an air horn present at the water polo desk to stop play if needed.

There shall be a timeout secretary at the scoring table timing all timeouts and giving the warning signal at the appropriate time (at 1:45 and 2:00 for regular timeouts and at :20 and :30 for 30-second timeouts), although the team calling a regular timeout can shorten the timeout according to Rule 12-2. With a 30-second timeout, if both teams are ready to start early and the team calling the 30-second timeout indicates that it is ready to start, the referee may start play. However, if both teams are not ready to start, the referee may not start early, even if the team calling the 30-second timeout informs the referee that its team is ready to start.

2018 WWPA Conference Water Polo Championships tickets will be available at the gate only. Ticket sales will be sold via CASH ONLY. There will be no presale tickets available. There will be no all-tournament pass option offered. There will be no player or coaches pass list. All tickets must be purchased at the door. Doors for spectators will open to the Clovis Olympic Swim Complex one-hour prior to the first scheduled game of the day. No complimentary tickets shall be issued for the WWPA Championship. Each participating institution shall receive unlimited student-athlete credentials, up to four coaches’ credentials, and three staff credentials for institutional administrators. All credentials are non-transferable and will be confiscated if used improperly. The online credential form shall be submitted to ensure the credential process is executed properly. Lost credentials must be repur- chased for $25. All media credential requests must go through the FPU Athletics Facilities and Operations Office. RULES: The WWPA championship shall be conducted according to the rules outlined in the NCAA Rule Book and the WWPA Hand- book. Additionally, the Emergency Procedures and Severe Weather Policy for Terminating Play guidelines outlined in the WWPA Championship Operations Manual shall be followed.

BALLS: The Kap7 105 is the official water polo ball for the WWPA Championship. WWPA shall provide balls for competition (via KAP7 sponsorship), warm-up and pre-game. The participating institution must provide balls used during other practices. Five (5) balls will be saved for competition.

GAMES COMMITTEE: The WWPA has the authority to appoint a committee of coaches, facility personnel, or administrators to serve as the champion- ship games committee and resolve any items of conflict that occur during the championship.

9 TOURNAMENT INFORMATION

The games committee shall resolve conflicts that arise surrounding weather related scheduling, protests, sportsmanship, and the general conduct of the championship.

The institutional individuals shall be removed from any discussions involving their institution.

The WWPA Commissioner shall have the final decision on any matters that cannot be resolved by the games committee.

The game referees will make all decisions pertaining to the rules and regulations outlined in the WWPA Handbook and the NCAA Rule Book. The WWPA infractions committee is responsible for all sportsmanship and potential misconduct or behavior- al issues that may arise during the event.

The WWPA championship games committee for the 2018 WWPA Men’s Championship shall be comprised of the following indi- viduals: Host Tournament Director - Aaron Henderson, Director of Athletics—Fresno Pacific University WWPA President- Dan Smith WWPA Commissioner - Steve Doten WWPA Coordinator of Officials - Mitch Carty Men’s Coaches Chair - Dan Leyson

CONTINGENCY PLAN: The champion of the conference tournament will earn the conference NCAA AQ. Only institutions eligible to earn the AQ will be eligible for the conference tournament. Transitional NCAA teams are not eligible.

Every effort shall be made to ensure that all competition is completed by Sunday.

If no games of the championship have been played, the AQ will be awarded to the highest seeded eligible team.

If the championship has begun and some number of games has been completed but the championship game cannot be con- tested, the highest remaining team in the championship bracket according to seed will receive the conference's AQ.

PROTEST: A protest may be filed only for misapplication of rules, equipment malfunction or an error in recording information or other desk error.

A coach wishing to file a protest must do so at the time of the incident, at the next goal or timeout, or at the start of the next pe- riod, whichever comes first. If an incident occurs in the fourth quarter, a coach should follow the same procedures or has until five minutes after the game, whichever occurs first. If a coach fails to notify the referee by the procedure listed above, the op- portunity to protest is lost.

If a coach wishes to protest during a game, the coach should approach the referee as soon as possible after the event oc- curred at the next normal stoppage of play, without taking the advantage away from either team, and inform the referee of the rule or event the coach is protesting. If the referees agree that the protest is not for a judgment call and that they can handle the protest at that time, the referees will rule on the protest immediately. If the protest is upheld, if necessary, the game will be

TOURNAMENT INFORMATION replayed with the clocks reset to the point of the event protested. The coach must file a brief written description of the protest after the game, signed by the referees, in order to have a written record of the protest. This may be done on the scoresheet or on a separate sheet.

OFFICIALS: Two officials will be assigned per game. In addition, if applicable, two goal judges shall be assigned for the two semifinal games, the 3rd place game and the championship game, utilizing off-duty referees.

UNIFORMS (CAPS): Each team shall supply white and dark water polo caps, complete with protective ear guards as specified in the NCAA Men’s Water Polo Rules and Interpretations. The higher seeded team in the bracket will wear dark caps. The lower seeded team in the bracket will wear white caps. All teams shall have replacement caps in the event of a torn or missing cap.

SEATING:

Seating will be available for participating coaches to scout other games during the tournament. Seating for non-participating teams will be in the main bleachers.

TEAM BENCHES: The team bench areas shall be reserved for student-athletes, coaches, and support staff listed on the official roster. Four (4) non-playing individuals may be seated on the team benches. Additional personnel must be seated behind the team benches. The number of seats at each bench shall reflect the number of individuals on each team’s official roster.

Team wearing white caps will start to the left of the scorer’s desk (at the vantage point of the scorer’s table).

A participating team has the right to request a coin toss to determine choice of starting ends. If a coin toss is requested it will be conducted one hour prior to the contest by the referees, coaches involved, and a games committee member.

LOCKER ROOMS: Locker rooms will be available to participating teams. Teams shall utilize the locker rooms for changing purposes only. All equipment and personal belongings shall be stored under the designated area on the pool deck during competition.

Both the home and visiting team’s locker rooms will be located just off the pool deck. Signs will be posted indicating locker room assignments.

Officials’ locker rooms will be located opposite the teams.

AWARDS: The WWPA shall be responsible for providing the following awards and gifts in association with the WWPA championship.

ON-SITE DURING AWARDS PRESENTATION: • 1st, 2nd, 3rd place team trophies • All-Tournament MVP trophy • All-WWPA individual award winners plaques • 25 t-shirts to winning team • WWPA champion sign

AWARDS PRESENTATION: The awards presentation should occur at the facility immediately following the conclusion of the championship game.

ALL-TOURNAMENT TEAMS: ALL-TOURNAMENT TEAMS • A two-team WWPA All-Tournament Team will be named at the conclusion of the tournament. • There will be a first-team and a second-team. • The All-Tournament Teams will be made up of the following: * First-Team: Three (3) from first place team (includes MVP), two (2) from second place team, two (2) from third place team and one (1) from fourth place team. * Second-Team: One selection from all participating teams.

NOMINATIONS: Coaches will be asked to submit their nominations from their own team prior to the conclusion of the second day of play at the WWPA tournament. Players are to be ranked in order.

Coaches will be consulted following their final game to confirm selection on the WWPA All-Tournament teams.

RELEASE: The WWPA All-Tournament teams and MVP will be released following the championship game.

DISTRIBUTED MATERIALS: The following items will be distributed to each participating team during their pre-championship practice or before their first championship game.

HOSPITALITY:

Drinks, snacks and/or light meal for coaches, staff, and officials will be available throughout the competition, in the hospitality room (teacher’s lounge, located north of the pool complex). Food and beverages will be provided to coaches and staff in the Coaches & Staff hospitality room located behind the scorer’s table inside weight room. Food and beverages will be provided in the Officials locker rooms.

MERCHANDISE: WWPA championship merchandise will not be sold at this event.

13 TOURNAMENT INFORMATION

PARKING & DIRECTIONS:

Spectators Spectator parking will be in the Clovis West Cole Parking Lot next to the Clovis Olympic Swim Complex. Turn on to Voigt Dr. and follow the signs directing you to the lot. There will nominal cost for spectator parking (dependent on Clovis West Athletics). If there is an overflow of parking, there will be additional parking spots in the Triton Stadium Parking Lot, located just north of the swim complex. Team / Game Officials Parking Parking passes are required for teams and officials. All personnel must park in the Clovis West Cole Lot on Friday and the same lot for Saturday and Sunday. Parking passes will be provided at the first practice or time at facility. For teams practicing the day before, you will need to acquire a visiting team pass to park in the Clovis West Cole Lot. Please indicate the number of vans you will be using prior to your arrival. If there are any issues, please contact Bryan Huettmann, 330-573-3524 VIDEOTAPING:

Participating teams shall be allowed to videotape all of the championship games for their own use. Schools electing to vide- otape will be set up in the designated filming areas. Filming WILL NOT be permitted at any other location other than those des- ignated for team filming. Additionally, there will be no flash photography permitted during competition. MUSIC:

No pregame music from participating institution is permissible. Only house music will be used. WWPA and host institution will agree on selection and playing of the music. ARRIVAL: A member of the Game Management Staff will meet you when your bus/van arrives. They will escort you to the locker room and will help with any of your game day needs.
