ATHLETES' CODE OF CONDUCT/COACHES' RESPONSIBILITY FOR SUPERVISION The following code of conduct for athletes and coaches is required:  School personnel are expected to supervise students at all times - including travel to and from the meet and at any time the students are present in the host city, in a restaurant or hotel, or in any other location.  School personnel are expected to set high standards of behavior that are meant to show the highest form of respect for themselves, their school/community and also others and their property.  These standards must include clear prohibition of the use of any illegal substance, tobacco or alcohol.

Students’ conduct, as well as the conduct of coaches and other school personnel, will reflect positively or negatively upon themselves, their families, the school and the sport. It is the expectation of CIF that standards of behavior will be set and discussed with students before traveling to the meet and that standards will be enforced throughout the time the students are away from school for the event.

NOTE: Competitors will not be permitted to work out at Clovis Olympic Swim Complex any time within five (5) days prior to the State Swimming & Diving Meet. Any violation of the work out prohibition will result in disqualification. Clovis Unified competitors are exempt from this rule as Clovis Olympic Swim Complex is a District facility.

COMPETITION RULES The 2018-2019 Swimming & Diving Rule Book of the National Federation of State High School Associations will be the official rules and regulations for both boys and girls, superseded by State CIF or policies of the CIF Swimming & Diving Advisory Committee or Swimming & Diving Championship Management Committee.

NUMBER OF COMPETITORS Sections are allotted the following automatic entries as per State Federated Council rule:

ENTRIES/SCRATCHES Entries for swimmers and divers will close and are final, except for circumstance of clerical error, at 10:00 a.m. on Sunday, May 5. Coaches and athletes must decide at their section qualifying meets which events they intend to compete in at the State Championships. Sections may move the non- qualifiers into any vacancies created by scratches prior to the entry deadline.

All original entry information and subsequent scratches/additions must be submitted by the Section Commissioner or his/her designee. No other entry changes or additions will be accepted after the Sunday deadline of 10:00 a.m.

Alternates from consideration time qualifiers will replace scratches up until Tuesday, May 7 at 12:00 p.m. Alternates will be posted along with the psych sheet on the CIF State website.

Relay entries must include up to eight names for each relay event. Teams will be limited to the eight names listed. No substitutions/changes/additions to relay teams or alternates will be allowed after the entry deadline. Schools may swim only those athletes who have been submitted on the official section entries to the state meet. National Federation Swimming Rule Book, 3.2.3.

Qualified diving competitors will be able to submit dive sheets with the eleven dive list on divemeets.com starting on Sunday, May 5, at 10:00 a.m. Divemeet.com dive sheet entry will close on Thursday, May 9, at 12:00 p.m.

AT-LARGE ENTRIES Once allocated automatic qualifying spots from each section are filled, sections may enter additional competitors provided they have met or bettered the “At-Large” Automatic or Consideration standard for their event in their Section Meet that qualifies athletes for the CIF State Swimming & Diving Championships. In the event that there are not 40 automatic qualifiers, consideration times will be used to fill each event to 40 qualifiers/relay teams. “At-Large” qualifying times must achieved in Finals of the Section Championships. All times must be recorded on “Fully Automatic Timing” systems (FAT). No hand times will be accepted. WARM-UP AREA Diving warm-ups will be in the 25m diving well. Platforms will not be open during warm up. Only 3m and 1m boards will be open. The diving boards may be open for warm up during competition breaks under the discretion of the diving referee. The 50m competition pool will be open for swim warm up from 7:00 AM until 8:15 AM during diving warm up. The diving boards will be open for boys diving general warm up following the girls’ competition on Friday, May 10 until 12:15pm. Swimming warm up will reopen at 12:30 p.m. The swimming warm-up area will be in the competition 50m pool and also the 25m diving pool (once diving awards have concluded). Access to this area will be limited to athletes, coaches, and members of the media with proper credentials. No members of the general public will be allowed on the pool deck. The South end of the 50m competition pool will be closed at 2:15 p.m. on Friday and Saturday. There will be warm up in the north end of the 50m pool during competition and in the diving pool (25m). During warm-up before and during the meet, athletes’ towels and apparel must be placed behind the sponsor signs.

SWIM-OFF If there are ties for the final qualifying place in championship finals, consolation finals or alternates, the meet referee will resolve the tie by swim off or other means agreed upon by the athletes/coaches involved. Athletes will have a minimum of 25 minutes break before and after any swim-offs, and every effort will be made to schedule the swim-off during the qualifying round. Athletes disqualified in swim-offs, whether for rule violations or declining to swim, shall be relegated to the lowest qualifying rank involved, with no other penalty.

HEAT/LANE ASSIGNMENTS FOR QUALIFYING RACES The number of lanes for prelims will be determined by the meet directors once all entries have been submitted. Prelims will be 8, 9, or 10 lanes depending on the number of “At-Large” entries and the timeline. Prelims will be championship seeded with accordance to NFHS rule 5.3.5.

LANE ASSIGNMENTS FOR FINALS Finals will be 8 lanes with consolation and final heats. Lane Assignments will be placed in accordance to NFHS rule 5.1.1.

TIMING SYSTEM Colorado Time Systems is the meet timer and scorer. Colorado Timing System 6 with Colorado Timing touch pads will be used in championship competition. Backup buttons and watches will be utilized. Racing Judge Platforms (RJP) with speed lights may be used. RJP may be used only to overturn a dual-confirmed human judgment of a relay takeoff violation.

TEAM SCORING Six places will receive medals and be announced on the victory stand. All events will score the following points: Individual events: 20-17-16-15-14-13-12-11-9-7-6-5-4-3-2-1 Relay points shall be doubled.

*Paralympic events: Refer to the Swim & Dive Paralympic Athlete Information on the CIF State website for individual scoring.

UNIFORMS Changing into or out of swimsuits outside designated locker room areas by athletes at any level of competition is prohibited and will result in disqualification (Rule 3.6.1 and 3.6.1 Situation F). All athletes participating in the interscholastic championships offered by the CIF are expected to dress in attire that is consistent with the standards of good taste and modesty. This includes warm-up periods, competition, awards presentations, and pool deck.

SHAVING No team personnel/competitor shall perform any on-site shaving before, during or after the meet. Rule 3-6-9.

MANDATORY REGISTRATION AND CREDENTIALS Coaches only may pick up credential packets at the athletes/coaches entrance gate located at the north end of the swim complex on Thursday or Friday at the times listed below. Head coaches, assistant coaches and their athletes must check in together (with identification) in order to receive coaching packet with credentials, lanyards and wristbands. Thursday, May 9th from 3:00 p.m. to 7:00 p.m. Friday, May 10th Dive from 7:00 a.m. to 8:00 a.m. Swim from 11:45 a.m. to 12:30 p.m. Saturday, May 11th Dive from 7:00 a.m. to 8:00 a.m. Swim from 11:45 a.m. to 12:30 p.m.

PARTICIPANTS CREDENTIALS AND IDENTIFICATION One Credential lanyard, good for both Friday and Saturday, will be issued to each competing athlete. These lanyards must be worn by athletes for entrance through the athlete/coach entrance gate and at all times, when not competing. Athlete lanyards are distributed solely for the use of participating athletes. Sharing of credential lanyards may result in disqualification.

Participants may enter the swim complex only through the athlete/coach gate. Credential lanyards will not be accepted for entrance through any other gate. Only athletes and coaches will be allowed entrance through the athlete/coach gate. Only athletes with lanyards will be allowed on the pool deck. It is the responsibility of the athlete to not lose the lanyard. Replacement lanyards will not be issued.

HEAD COACHES CREDENTIALS AND IDENTIFICATION BANDS One head coach and one assistant coach wristband will be given to each boys and girls team at check in. Each will be a different color. Both coach wristbands will allow access to the warm- up areas. Only head coach wristbands will be allowed in the coaching area south of the competition pool. No replacement wristbands will be issued. Chairs will not be allowed in the coaching area. Coaches should be in the coaching area only during their athlete’s race. Each diving coach will be given one coach wristband. On Saturday Finals, new wristbands will be given to head coaches with athletes qualified for finals.

AWARDS Medals will be awarded to the first six (6) placers in each final event. Athletes are to report to the awards stand during the designated award breaks (after 200 Medley Relay, 50 Freestyle, 200 Freestyle Relay, and 100 Breaststroke). Where ties occur, contestants involved will draw lots for immediate presentation of the medal and duplicate medals will be mailed to other tying competitors.

Only credentialed individuals will be allowed on the deck area during awards. All spectators will need to remain in designated areas.

Team championship awards will be presented approximately 15 minutes following the conclusion of the final event of the meet.

Athletes will be required to wear team apparel (school t-shirts, sweats, warm-ups, etc.) on the awards stand. TAPE Tape may be used by a swimmer to treat a documented medical condition. The referee must be presented signed documentation from an appropriate health-care professional before permitting the athlete to compete. Failure to do so will result in disqualification. (Rule 3-3-4).

EMERGENCY MEDICAL SERVICES Emergency Medical Personnel will be on site to handle injuries, etc. Athletic Trainers will be on site in the training room within the pool complex. Schools may provide their own training services, but space will not be provided in the warm-up area for this purpose.

ADMISSIONS POLICY The pool will open on Friday and Saturday at 7:00 a.m. for athletes and coaches. Athlete/coach entrance will be on the North side of the pool complex.

General spectator and VIP/Media entrance will open at 8:00 a.m. The entrance is located at the Southeast corner of the pool complex.

The following items will not be allowed in the pool complex: tobacco, controlled substances, alcohol, weapons, pets, and glass containers. Ice chests must be smaller than 14” x 14” x 14”. Ice chests, bags & purses may be checked at the gate. The spectator area will be tented with professional tenting. No portable tents will be allowed in the bleachers, on the grass surrounding the competition pool, or on the concrete pool deck. Chairs will not be allowed on the concrete steps or pool deck for swimming or diving championships.

Designated team areas include: Air-conditioned West Gym with live video feed and the grass outfield of the field. Team portable tents can be used on the softball field (see site parking map). No portable music speaker devices are permitted in the West Gym team area.

PARKING There will be a $10.00 general parking fee at the facility each day. This will include cars with handicap passes. All general parking can be accessed off the Millbrook/Cole intersection. There will be no general parking in the lots off Teague and Millbrook. VIP/Media/Officials, with valid parking passes/credentials, will utilize the VIP parking lot off of Teague Avenue in-between the courts and track. All RV parking will be in general parking. There is no overnight parking of RVs on the facility.

HOTEL INFORMATION Hotels 4 Teams is the Official Team Housing Service of the CIF. Visit www.hotels4teams.com for a complete listing of available hotel options for your team travel to the CIF Championships.

PRESS SEATING Seating for the press will be provided on platforms at the south end of the competition pool. Please note that those reporters working on a daily deadline will receive first priority for press seating.

PRESS CREDENTIALING All media outlets desiring credentials for their reporters/photographers must make their request through the online media request form located on www.cifstate.org and submit to the CIF State office no later than Tuesday, May 7, at 12:00 p.m. Submission of the completed media credential request form does not ensure approval for media credentials. All requests will be reviewed and approval/denial will be communicated via email to the email address provided on the credential application.

NOTE: CREDENTIAL REQUESTS RECEIVED AFTER Tuesday, May 7, MAY NOT BE HONORED. NO MEDIA REPRESENTATIVE WILL BE ADMITTED WITHOUT AN APPROPRIATE MEDIA/PHOTO CREDENTIAL ISSUED BY THE CIF. MEDIA MUST SHOW DRIVER’S LICENSE /PHOTO ID TO OBTAIN CREDENTIAL ON-SITE. INTERVIEWS There will be a press interview area available on the pool deck.

WILL CALL Media credentials will be available for pick-up at will call at the East Entrance.

MEDIA PARKING Media parking will be located in the lot located off Teague Ave between the tennis courts and track. Complimentary parking will be available for properly credentialed members of the media on a space available basis. Television trucks will park between the softball field and tennis courts off of Teague.

INTERNET ACCESS Wireless Internet access will be made available to the press by the Clovis Unified School District. CIF does not provide phones or phone lines. Members of the media, therefore, need to bring their own phones to the site. RADIO/TELEVISION Radio rights fees for the CIF State Swimming & Diving Championships are available online. Arrangements must be made through Rebecca Brutlag, Media Relations Officer, at 916-239- 4477. Spectrum, the Official Television Broadcaster of the CIF, owns all television/webcasting rights for this event. There is no fee for periodic progress reports by radio and television stations. Location of radio and television equipment will be at the discretion of the meet director. PHOTOGRAPHY No photography will be permitted from positions behind the starting blocks; photographs of the start should be taken from in front of the swimmers (i.e., from the opposite end of the pool looking back to the starting line) OR from the sides of the pool in front of the blocks.

MEDIA PACKET Media will receive a copy of the event program when they pick up their credential. Updated heat sheets will be available in the media tent prior to Saturday’s finals. Media credentials will be available on Friday, May 10 starting at 7:00 a.m. They will be available on Saturday, at 7:00 a.m.

PROHIBITED ACTIVITIES Video streaming of the Swimming & Diving meet or the selling of unauthorized photographs is prohibited.

APPENDIX I – Supervision Form 2019 CIF STATE SWIMMING & DIVING CHAMPIONSHIPS

APPENDIX II - Communicable Disease Procedures

While the risk of one athlete infecting another with HIV/AIDS during competition is close to non- existent, there is a remote risk that other blood borne infectious diseases can be transmitted. For example, Hepatitis B can be present in blood as well as in other body fluids. Procedures for reducing the potential for transmission of these infectious agents should include, but not be limited to, the following:

1. The bleeding must be stopped, the open wound covered and if there is an excessive amount of blood on the uniform it must be changed before the athlete may participate.

2. Routine use of gloves or other precautions to prevent skin and mucous membrane exposure when contact with blood or other body fluids is anticipated.

3. Immediately wash hands and other skin surfaces if contaminated (in contact) with blood or other body fluids. Wash hands immediately after removing gloves.

4. Clean all contaminated surfaces and equipment with an appropriate disinfectant before competition resumes.

5. Practice proper disposal procedures to prevent injuries caused by needles, scalpels and other sharp instruments or devices.

6. Although saliva has not been implicated in HIV transmission, to minimize the need for emergency mouth-to-mouth resuscitation, mouthpieces, resuscitation bags, or other ventilation devices should be available for use.

7. Athletic trainers/coaches with bleeding or oozing skin conditions should refrain from all direct athletic care until the condition resolves.

8. Contaminated towels should be properly disposed of/disinfected.

9. Follow acceptable guidelines in the immediate control of bleeding and when handling bloody dressings, mouth guards and other articles containing body fluids.

RE: EXPECTATIONS FOR SCHOOLS, COACHES AND STUDENT- ATHLETES IN PURSUING VICTORY WITH HONORsm

The CIF was formed, and had its humble beginning, during the 1914-1915 school year with only 65,927 high school students in ; it has been estimated that less than 8,000 boys were participating on their high school athletic teams. Today, California high schools boast over 1.8 million students and this past school year more than 800,000 students participated in education-based athletics in California.

During the past century, education-based athletics transformed from an important local community event to one that is frequently on broadcast television and the Internet with full-time websites dedicated to recruiting and blogging about teams, student-athletes and coaches. Most however, still refer to education-based athletics as the last “true amateur sport” venue in America, because our mission and value system is based upon the core foundation of student participation, sportsmanship and fair play. While professional sports, collegiate athletics and even most youth programs have moved toward a business model where finances, income and winning is the sole mission, education-based sports still remains dedicated to providing opportunities for kids to compete in a safe and fair environment.

Sports add richness to a school culture by providing opportunities for any student who wants them. It is the largest “elective” program on any high school campus. Nationally, and here in California, participation by students in high school sports programs is at its highest level in history proving the desire and need is vast. In the process of deriving enjoyment from participation in athletics (Number one reason kids play sports: Fun), our students are learning life-long skills that help them develop into healthy adults and productive citizens. National research continues to validate that students involved in extra-curricular activities attend more days of school, perform better in the classroom, and have less behavioral issues at school; lower dropout rates and lower alcohol and drug abuse rates, than students who do not participate. The data and the lists of participation benefits are endless.

It is true that we occasionally see acts of poor sportsmanship and behavior by a player or a coach, but the overwhelming majority of school contests reflect the positive elements of Pursuing Victory with Honorsm. True, the goal is always to win the contest, but education-based athletics, when done correctly, places the value of life lessons, character and sportsmanship ahead of winning. It is this ability of education-based sports leaders to keep athletics in its proper perspective that helps separate us from the rest.

It is vital that as parents, fans and education-based sports leaders that we remember that less than 2% of our participating students will go on and compete in college athletics. Kids participate in sports because it’s fun and the athletic fields and gymnasium classrooms our schools provide gives adults the opportunity to teach valuable lessons that might not be learned in any other environment. Creating life-long skills and helping create better citizens through participation in education-based athletics is the greatest gift we can give to the future.
