Ivica Miškulin Zagreb, 2019. O mentoru Dr.sc. Tihomir Cipek redoviti je profesor na Fakultetu politiĉkih znanosti Sveuĉilišta u Zagrebu gdje predaje kolegije iz podruĉja politiĉkih ideologija i politika povijesti. Dobitnik je Drţavne nagrade za znanost Republike Hrvatske za 2006. i 2018. godinu. U dva je navrata obavljao duţnost predsjednika Hrvatskog politološkog društva. Bio je gostujući istraţivaĉ i profesor na Sveuĉilištima u Beĉu, Göttingenu, Marburgu an der Lahn, Bonnu, Bratislavi i Londonu. Bio je ĉlan meĊunarodnog uredništva The International Encyclopedia of Political Science u izdanju APSA-e. Autor je i urednik većeg broja knjiga. Osim na hrvatskom, radove objavljuje i na njemaĉkom, engleskom i poljskom jeziku. O sumentoru Dr.sc. Ivica Miškulin izvanredni je profesor na Odjelu za povijest Hrvatskog katoliĉkog sveuĉilišta u Zagrebu. Bavi se razliĉitim temama iz hrvatske povijesti XX. stoljeća s posebnim naglaskom na razdoblje izmeĊu dvaju svjetskih ratova i razdoblju stvaranja samostalne hrvatske drţave. O tome je objavio veći broj znanstvenih radova kao i knjige Imas puska? Imas pistol? O mirovnim operacijama Ujedinjenih naroda u zapadnoj Slavoniji (2014.) i Šeks. Politička biografija (2017.). ZAHVALE Kao što je ĉovjek biće koje je socijalno i upućeno na druge ljude, tako je i pisanje moje doktorske disertacije nuţno trebalo pomoć i podršku drugih ljudi. Smatram se osobito sretnim jer sam u svakom trenutku pisanja mogao raĉunati na pomoć i podršku svih onih kojima sam se obraćao. A njih je bio nemali broj. Najprije, ţelim zahvaliti svom mentoru prof.dr.sc. Tihomiru Cipeku koji ni jednom nije dvojio da sam dorastao zahtjevnom istraţivaĉkom izazovu kao što je politiĉko vodstvo Franje TuĊmana. Njegov stalni i gotovo šestogodišnji angaţman s doktorandskim seminarima bio je najbolji i najveći poticaj za kontinuirani rad na doktorskom istraţivanju. Posebna zahvala ide i mom sumentoru izv.prof.dr.sc. Ivici Miškulinu koji se pridruţio u drugoj polovici pisanja i koji me je usmjeravao i vodio u historiografskom dijelu doktorskog istraţivanja. Vaţno mjesto pripada i prof.dr.sc. Berti Šalaju koji mi je svojim struĉnim savjetima znatno olakšao pisanje ovog rada. Nenadomjestiva je bila i meĊusobna potpora mojih kolega s doktorskih seminara, Hrvoja Ćurka, Andreje Antolić, Dijane Delaye i Stjepana Lackovića. Jedna od zahtjevnijih zadaća u doktorskom istraţivanju bila je dobivanje intervjua od bivših visokih stranaĉkih i drţavnih duţnosnika koji su zajedno s Franjom TuĊmanom sudjelovali u procesima odluĉivanja od 1989. do 1999. Trebalo je biti jako umješan i ustrajan da bi se opće ostvario kontakt, a onda i dogovorio i proveo intervju sa ţeljenim ispitanikom. Svima onima koji su mi pomogli u kontaktiranju i dogovaranju intervjua dugujem naroĉitu zahvalnost. Ovaj bi rad bilo teško ostvariti bez razumijevanja i podrške moje radne i šire okoline. Prvo su to bili kolege alumniji iz Akademije za politiĉki razvoj na ĉelu s tadašnjim predsjednikom Domagojem Raĉićem, a onda i kolege nastavnici i znanstvenici s Hrvatskog katoliĉkog sveuĉilišta na ĉelu s proĉelnikom Odjela za komunikologiju izv.prof.dr.sc. Jerkom Valkovićem. Svi su se oni slušanjem, raspravama, savjetima, komentarima, a ponajviše prijateljstvom, ugradili u stranice ovoga rada. Posebna zahvala ide Ani Šeremet i Karlu Ressleru na njihovoj svesrdnoj podršci. Ţelim zahvaliti svojim roditeljima Dijani i Anti koji su mi pruţali bezrezervnu podršku tijekom cijelog studiranja i omogućili mi da se upišem na doktorski studij. Moji su se roditelji uvijek vodili ţeljom da svojoj djeci pruţe najviše moguće obrazovanje i mogu biti ponosni što su to uspjeli i ostvariti. Za kraj, mojoj supruzi Vanji zahvaljujem na neograniĉenoj potpori, strpljenju i ljubavi koju mi je pruţala tijekom cjelokupnog pisanja, pa i duţe od toga. Njoj ova doktorska disertacija pripada jednako koliko i meni. Sažetak Ovo se doktorsko istraţivanje bavi politiĉkim djelovanjem Franje TuĊmana od 1989. do 1999. iz analitiĉke perspektive politiĉkog vodstva. Politiĉko vodstvo se u radu razmatra kao oblik moći u smislu utjecaja politiĉkih voĊa na ishode odluĉivanja. Prema teoriji politiĉkog vodstva, utjecaj politiĉkih voĊa na ishode odluĉivanja odreĊen je s tri tipa ĉimbenika – institucionalnim, situacijskim i osobnim. Kroz analizu politiĉkog djelovanja Franje TuĊmana u razliĉitim fazama i tipovima politiĉke aktivnosti od 1989. do 1999. autor će ispitati koliko je bio uspješan odnosno neuspješan u oblikovanju ishoda politiĉkog odluĉivanja te će identificirati kljuĉne ĉimbenike odnosno izvore moći njegova politiĉkog vodstva. Empirijska analiza je pokazala da je TuĊman imao odluĉujuću ulogu u oblikovanju stranaĉkih i drţavnih odluka od 1989. do 1999., premda se u pojedinim fazama morao susresti i s neuspjesima u odluĉivanju. Istraţivanje je utvrdilo i objasnilo utjecaj odabranih institucionalnih, situacijski i osobnih ĉimbenika politiĉkog vodstva Franje TuĊmana, pri ĉemu su se institucionalni elementi pokazali najstabilnijim izvorima moći TuĊmanova politiĉkog vodstva. Odabrani situacijski ĉimbenik je postao naroĉito znaĉajan poslije parlamentarnih i predsjedniĉkih izbora 1992., dok je osobni element (TuĊmanova karizma) bio primarni izvor moći politiĉkog vodstva Franje TuĊmana u fazi osnivanja Hrvatske demokratske zajednice, a u kasnijim fazama je taj utjecaj bio ojaĉan i oslabljen ovisno o situaciji. Ključne riječi: Politiĉko vodstvo, Franjo TuĊman, Hrvatska demokratska zajednica, karizma Summary This dissertation examines the political action of Franjo TuĊman from 1989 to 1999 from the analytical perspective of political leadership. Here, the political leadership is regarded as the form of power in the sense of influence of political leaders on the outcomes of decision – making processes. According to political leadership theory, three types of factors determine the influence of political leaders on the outcomes of decision – making processes: institutional, situational and personal factors. By analysing Tudjman’s political action in the different phases and types of activities from 1989 to 1999, it is aim to examine his successes and failures in shaping the state and party decisions and identify key factors, that is sources of power of his political leadership. An empirical analysis showed that TuĊman had decisive role in shaping the outcomes of party and state decision – making processes from 1989 to 1999, although in certain phases he faced failures in shaping the political outcomes. The analysis identified the impact of selected institutional, situational and personal factors of political leadership of Franjo TuĊman, showing that institutional elements were most stable sources of power of TuĊman's political leadership. Selected situational factor became especially significant after the parliamentary and presidential elections in 1992, while personal element (TuĊman's charisma) was primary source of power of TuĊman’s political leadership in the founding phase of Croatian Democratic Union, and its impact was enhanced and weaken in the following phases, according to a given situation.     105th CONGRESS Printed for the use of the 1st Session Commission on Security and Cooperation in Europe Current Situation in Croatia March 21, 1997 Briefing of the Commission on Security and Cooperation in Europe ABOUT THE ORGANIZATION (OSCE) The Conference on Security and Cooperation in Europe, also known as the Helsinki process, traces its origin to the signing of the Helsinki Final Act in Finland on August 1, 1975, by the leaders of 33 European countries, the United States and Canada. Since then, its membership has expanded to 55, reflecting the breakup of the Soviet Union, Czechoslova- kia, and Yugoslavia. (The Federal Republic of Yugoslavia, Serbia and Montenegro, has been suspended since 1992, leaving the number of countries fully participating at 54.) As of Janu- ary 1, 1995, the formal name of the Helsinki process was changed to the Organization for Security and Cooperation in Europe (OSCE). The OSCE is engaged in standard setting in fields including military security, economic and environmental cooperation, and human rights and humanitarian concerns. In addition, it undertakes a variety of preventive diplomacy initiatives designed to prevent, manage and resolve conflict within and among the participating States. SADKOVICH** Patriots and Nationalists Asked in April 1993 what he thought of a poll by Globus which conclud- ed that it would be “difficult” to list him “among Croatia’s patriots,” Franjo Tuđman replied that he considered himself a patriot (rodoljub). “Patriotism,” he said, “I hold as a worthy phenomenon in life, in the feelings of peoples and nations. It is another thing,” he added, “when it turns into chauvinism, impe- rialism.” But in Croatia, he continued, the chauvinistic parties had obtained fewer votes than elsewhere in Europe. He believed this had occurred because under his leadership the Croatian Democratic Union (Hrvatska demokratska zajednica – HDZ) had projected a positive image, attracting voters across the ideological spectrum.1 But the Croatian President refused to concede the man- tel of patriot to his more vociferous opponents. Some, like Zvonimir Čičak, a student leader during the 1970s and a human rights activist in the 1990s, Tuđman dismissed as unable to accept the idea of a sovereign Croatia. Others, he explained, opposed the new democratic order and criticized his govern- ment because they could not accept anyone in power but themselves.2 Nor, many of his critics might counter, could Tuđman.3 His image of himself was clearly not consonant with the image others held of him. JEWS AS A MINORITY - THE TREND TOWARDS PHILOSEMITISM Hannah Arendt describes polir¡¿al antisemitism as follows: we find the Jews always represented as an intemational trade organization, a world- wide family concem with identical inlerests everywhere, a secret force behind the rhrone which degrades all visible govemments into me¡e^facade, or into marionettes whose strings are manipulated from hehind the scenes...548 Thus political antisemitism identifies Jews with power, whereas religious anti- Jewish stereotypes and hatred of Jews is linked with traditio¿al antisemitism. Philosemitism can also be divided into modem potitical philosemitism and tradi- tional philosemitism, one of the main concerns of which was to convert Jews to Christianity. This chapter endeavours to show tûlrat politícal philosemitism played a significant role in the process of the disintegration of Yugoslavia. Although in the course of history there have been antisemitic incidents in the region of the former Yugoslavia, it has never be.en a place of deep-seated, traditional antisemitism. During the inter-war period antisemitism existed mainly at the level of belief and feeling, though it became more visible towards the end of the 1930s in practically all parts of Yugoslavia. However, in comparison with the neighbouring Jewries, the situation was far better in Yugoslavia.sag There was no state-sponsored or tolerated antisemitism in Yugoslavia as in many other European Communist states. Individual cases of expressions of antisemitism were all tried under the Law on the hohibition of the Incitement of Ethnic, Racial, and Religious Hatred and Dissension.sso The Yugoslav press, however, became increasingly anti-Israel, even antisemitic towards the end of the 1960s and into the 1970s.

Kontroverzna knjiga hrvatskoga predsjed- nika Franje Tuđmana Bespuća povijesne zbiljnosti i neke njegove izjave koje se već dva desetljeća provlače kroz medijske stupce, publicistička izdanja, pa i znanstvene radove, uporišta su tim tvrdnjama. Hrvatsku se vlast optužuje da je pokušala minimalizirati ustaške zločine i rehabilitirati Nezavisnu Državu Hrvatsku. Ugled hrvatske države u tom aspektu i u odnosu na Izrael bio je toliko narušen da su diplomatski odnosi između Hrvatske i Izraela uspostavljeni tek 1997. godine. Ključne riječi: antisemitizam; holokaust; negiranje holokausta; Franjo Tuđman; Bespuća povijesne zbiljnosti; rehabilitacija Nezavisne Države Hrvatske; Židovi u Hrvatskoj Uvod Polazeći od definicije suvremenoga antisemitizma, u što se ubrajaju ne- giranje holokausta i rehabilitacija aktera fašističkih režima, u radu će se is- pitati može li se govoriti o političkom antisemitizmu demokratske hrvatske vlasti 1990-ih. Postkomunistička Hrvatska pritom će biti smještena u okvir ostalih tranzicijskih zemalja Srednje, Istočne i Jugoistočne Europe u čijem se političkom i javnom životu nakon demokratskih promjena, prema tvrdnjama brojnih povjesničara, publicista i političara, eksponirao antisemitizam. Spe- cifičnost Hrvatske u odnosu na ostale države, osim što se ubrzo nakon de- mokratskih izbora našla u ratu, leži u tome što je prvi hrvatski predsjednik Franjo Tuđman ujedno povjesničar koji je zbog nekih svojih stajališta u knjizi Bespuća povijesne zbiljnosti 1989.

    Central and Eastern Europe Federal Republic of Germany National Affairs NI, ATIONAL POLITICS IN the latter half of 1996 and 1997 continued along the path set for the Federal Republic by Chancellor Helmut Kohl. Under his leadership, the coalition government made up of the Christian Democratic Union/Christian Social Union (CDU/CSU) and the Free Democratic Party (FDP) made the changes in fiscal policy that it deemed necessary to bring the fed- eral deficit below the 3.0 percent level set as a criterion for monetary union in the Maastricht Treaty. The final decision on which countries would participate in the Euro, the new European currency, was slated for March 1998. Unemployment continued to rise, topping 4 million—a new high in the post-World War II era. After having pledged to cut that figure in half by the year 2000, Chancellor Kohl acknowledged toward the end of 1997 that such a goal was not realizable. Over the 18 months covered by this article, the major political parties began preparations for the 1998 federal elections. As a result, aside from a watered-down version of health-care reform, virtually no progress was made on such pressing issues as tax reform, the restructuring of state-funded pension plans, and educa- tional reform. Coalitions in five of 18 state governments (Hesse, North Rhine- Westphalia, Schleswig-Holstein, Saxony-Anhalt, and Hamburg) of the Social Democrats (SPD) and the Greens, a leftist environmental party, fueled specula- tion that such a "red-green" coalition could displace the ruling federal govern- ment. Indecision within the SPD as to their candidate for chancellor also re- mained a major source of speculation.

Some, like Zvonimir Čičak, a student leader during the 1970s and a human rights activist in the 1990s, Tuđman dismissed as unable to accept the idea of a sovereign Croatia. Others, he explained, opposed the new democratic order and criticized his govern- ment because they could not accept anyone in power but themselves.2 Nor, many of his critics might counter, could Tuđman.3 His image of himself was clearly not consonant with the image others held of him. Some considered Tuđman a Holocaust denier be- cause of the purportedly controversial parts of his 1989 book Bespuća povijesne zbiljnosti (Wastelands of Historical Reality). The Croatian leadership was accused of minimiz- ing World War II crimes of the Ustasha regime and rehabili- tating the World War II Independent State of Croatia. Methods: We analyzed archival documents, Tuđman’s published correspondence, controversial parts of his Wastelands of Historical Reality, his public statements, bi- ographical writings of contemporary Croatian leaders, and newspaper articles. We scrutinized the Serbian propagan- da against Croatia in the 1990s, the position and role of the Jewish community and prominent Jews in Croatian public life as well as the relations between Croatia and Israel. Findings: The Croatian leadership and the Jewish communi- ty maintained good relations in the 1990s. Some prominent Croatian Jews actively advocated for Croatia’s international recognition and refuted certain authors’ and some Jewish international circles’ accusations of antisemitism among Croatian leadership. Jews participated at the highest levels of Croatian government. Democratic changes at the begin- ning of the 1990s enabled national, religious, political and other freedoms for minorities in Croatia, including the Jewish community. Still, some authors considered Tuđman Correspondence to: an anti-Semite and a Holocaust denier.
