A Study of Comfort Elements Combine with Local Mascot The Case of Yunlin Townships Wen-Ying Chiu, National Yunlin University of Science and Technology, Taiwan Wen-Shan Chang, National Yunlin University of Science and Technology, Taiwan The Asian Conference on the Social Sciences 2017 Official Conference Proceedings Abstract Yunlin County, which located in south-west of Taiwan, west of the Taiwan Strait and consists of twenty townships. Due to its plain ground and fertile soil environment advantages which suits for agriculture, it has been being the main supplier of rice and vegetables, which had made a great contribution to Taiwan. Although there is an official mascot “KIMONCHAN” representing Yunlin County, there is no mascot for township individually. The mascot should contain affinity which let people feel close, harmless and being kind. The purpose of this study is looking for a method to combine those elements and to improve those to create a new harmless mascot for the townships. At the beginning of the research, the researchers will use Secondary Qualitative Study for the collection of mascot design. And analysis the color, and comfort elements, and combine the two data collection. After the completion of the data collection, researchers use focus groups to conduct interviews on design background students to get those who have Basic Aesthetics and Design Sensitivity for the mascot’s opinion and the image of Yunlin local towns. The contents of the interview after the integration of the mascot in accordance with the results of the prototype design, prototype design is complete, the use of prototype for the comfort of the in-depth interview. -

Innovation Policy for Human Capital Investment in Taiwan’s Education* Chuing Prudence Chou National Chengchi University (NCCU), Taiwan Email: [email protected] Abstract Investment in the development of human capital in higher education is one of the most effective ways to promote a country’s continued economic growth and social equity. For Taiwan, this is especially the case as it faces new challenges such as slowed economic growth, an aging population, human capital flight, shifting economic and industrial priorities, and other issues as addressed in this paper. The broad focus of this study is on innovation policy for human capital development in Taiwan’s education. In particular, it investigates key issues related to the promotion and implementation of Science, Technology, Engineering, and Mathematics (STEM) education and Technical and Vocational Education and Training (TVET) for the purposes of cultivating human capital. The study attempts to examine the following research questions: What institutions and programs exist to promote STEM education, TVET, and human capital development in Taiwan? What key challenges do these initiatives try to address? How successful have these initiatives been at promoting human capital development? The findings presented in this study address themes including organizational structures tasked with human capital development; related public policies, plans, and programs, especially for promoting STEM and TVET education; and emerging human capital needs of and skills prioritized by the public authorities, industry, and civil society. The study then discusses the key challenges faced and the local responses to these challenges. Key words: Human capital theory, STEM education, TVET education, innovation policy *Draft only. -

Abstract: For more than two decades, indigenous autonomy has been one of the main demands of Taiwan’s indigenous rights movement. Indigenous autonomy was incorporated into Chen Shui-bian’s campaign promises in 1999, and subsequently adopted as a policy goal in the 2000 DPP White Paper on Indigenous Policy. In 2005, the passage of the Basic Law on Indigenous Peoples made it seem as if this goal could soon be fulfilled. The Taroko Nation, recognized by the ROC in 2004, initially seemed poised to create Taiwan’s first indigenous autonomous region. Those goals, however, have been slowed down by the emergence of communities and individuals in their defined territory who refuse Taroko identity and have launched a competing drive for recognition as the Sediq Nation. Some Taroko people also resist the project of autonomy on the grounds that it merely empowers a small elite and does nothing to address their more immediate economic problems. These counter movements suggest that more is at stake in “autonomy” than indigenous rights. This paper thus looks at the creation of indigenous autonomy as part of an emerging civic society for an independent Taiwan. -

Development of healthy cities in Taiwan The healthy cities movement began in 1986. It was first promoted by the WHO Regional Office for Europe, and primarily targeted European cities. After almost two decades of work, the results have been very good, and European healthy cities are now exemplars for the world. As a result, WHO regional offices have started to advocate healthy cities for each of their regions. In Taiwan, the Republic of China decided to participate in the healthy cities movement in the beginning of the new Millennium. The Bureau of Health Promotion (BHP), Department of Health called for a pilot proposal in 2003, a cross-disciplinary team of scholars at National Cheng Kung University won the project, and found collaboration from Tainan City, thus, pioneered the healthy city development in Taiwan. BHP has since continued to fund other local authorities to promote healthy cities, including Miaoli County, Hualien County, Kaohsiung City and Taipei County. Since the results have been excellent, some other counties and cities have also allotted budgets to commission related departments for implementation. -

In Taiwan, the annual average PM2.5 concentrations were found to be 28.9, 24.1, 21.4, 20.2, –3 and 19.9 µg m in 2013, 2014, 2015, 2016, and 2017, respectively, which indicated that the annual variations in PM2.5 levels were decreasing during the study period. The average increases (+)/decreases (–) of PM2.5 concentrations were –16.7%, –11.1%, –5.75%, and –1.73% from 2013 to 2014, from 2014 to 2015, from 2015 to 2016, and from 2016 to 2017, respectively. Based to the relationship between PM10 values and total PCDD/F concentrations obtained from previous studies, we estimated that in 2017, the annual average total PCDD/Fs-TEQ concentrations ranged between 0.0148 –3 –3 (Lienchiang County) and 0.0573 pg WHO2005-TEQ m (Keelung City), and averaged 0.0296 pg WHO2005-TEQ m , while –1 the PM2.5-bound total PCDD/Fs-TEQ content ranged from 0.302 (Kaohsiung City) to 0.911 ng WHO2005-TEQ g –1 (Keelung City), at an average of 0.572 ng WHO2005-TEQ g . -

OYO RMS, OYO, and ERS reconnaissance team members jointly presented preliminary findings at a seminar in Tokyo on October 11. RMS joined Pacific Gas & Electric (PG&E) and members of the Technical Council on Lifeline Earthquake Engineering (TCLEE) on October 10 in a week-long mission to further investigate power disruption and associated business interruption impacts, and collect additional loss data. Many of the team members, particularly our Taiwanese colleagues, have continued investigations of this earthquake. -

HOME AND COMMUNITY-BASED LONG-TERM CARE SERVICES IN TAIWAN: FACTORS AND EFFECTS ASSOCIATED WITH THE UTILIZATION BY COMMUNITY DWELLING DEPENDENT ELDERLY By Mei-Ju Chuang A dissertation submitted to Johns Hopkins University in conformity with the requirements for the degree of Doctor of Public Health Baltimore, Maryland September, 2017 Abstract Background: The growth of population aging in Taiwan is projected to be one of the fastest aging countries in the world. In response to the increased demands of this aging society, the Taiwan government launched the 10-year Long-term Care Program (LTCP) in 2008. A variety of home- and community-based long term care services were provided to the community-dwelling dependent elderly. However, little is known about the factors related to the utilization of the long-term care program. Purpose: To understand the factors and effects of the home- and community-based long term care services utilization among community dwelling dependent elderly in Taiwan. Methodology: The study data were extracted from the database of “Long Term Care Plan- Chiayi City”. In total, 1,294 older adults who were newly eligible and applied for the 10-year Long Term Care Plan in 2013-2015 were included to explore the determinants of the factors with the utilization. Among 1,294 older adults, 680 elders who were enrolled from January 2013 to June 2014 were followed until September 2016 to describe the outcome and the utilization. Andersen and Newman’s Behavioral Model of Health Services Use was applied to guide the selection of variables, analyses, and interpretation. Based on the behavioral model, three population characteristics including predisposing, enabling and need-level factors and environmental factors were included ii in the study model. -

Streptococcus pneumoniae infections in Taiwan mostly occur in children aged 2–4 years. Because of a significant increase in the incidence of serotype 19A-related infections, the 13-valent pneumococcal conjugate vaccine (PCV13) was initially introduced in the national immunization program for children 2–5 years of age, prior to the national programs for infants. We have assessed the impact of such vaccination programs in reducing the incidence of invasive pneumococcal disease (IPD) in Taiwanese children. Methods. We analyzed the national data on IPDs from the Taiwan Centers for Disease Control between 2008 and 2017. We cal- culated the incidence rates of IPD and incidence rate ratios (IRRs) between years for different serotypes to estimate the effectiveness of the vaccination programs.
