Introduction 1.1. This report details the full response to the issues raised by the 2017 public consultation on the Bakerloo Line Extension (BLE). This report supersedes the Initial Response that was published in February 2018 and that is available online for reference1. Table 1 sets out the parts of the consulted proposals and the issues raised by respondents where we have updated the information in our response. Table 1- Summary of Updated Information Issues Raised Summary of Updated information Section Reference General Issues We continue to develop proposals for a route to Lewisham. 2.4 raised – Whilst some elements of the route to Lewisham have Extension evolved (see matters covered in section 10 on Lewisham beyond Line-End Shaft), the potential to extend beyond Lewisham Lewisham continues to be allowed for in our designs. The case for extending beyond Lewisham remains under review including considering if doing so could support our objectives for construction or operation of the Bakerloo line extension, or the contribution the scheme can make to the delivery of the aims and objectives of the Mayor’s Transport Strategy. General issues We do not propose to promote a station at Bricklayers 2.6 raised – Provide a Arms. A station at Bricklayers Arms would considerably station at increase the cost of the scheme, result in increased journey Bricklayers Arms times and would not substantially increase accessibility to (instead of the the Underground network due to the relative locations of consulted existing nearby stations. It would also be difficult to proposal for a construct a station at this location due to potential impacts shaft) on local properties, including a local school and the Bricklayers Arms junction itself. Provision of a station at this location would also require three stations, rather than two, to be provided between Elephant and Castle and New Cross Gate to serve the Old Kent Road area. This would prevent the scheme from straightening the route alignment which would provide a quicker and more direct journey for passengers on the extension into central London. Crucially, we anticipate that a straightened route alignment would mean that we will not require a shaft between Elephant & Castle and Old Kent Road. Separate to the BLE proposals, TfL will work with Southwark 1 https://consultations.tfl.gov.uk/tube/bakerloo-extension/user_uploads/bakerloo-line-initial-response-to- issues-raised.pdf Page 4 of 77 Council to promote an improved public realm at Bricklayers Arms to ensure that the area fully benefits from the growth along the Old Kent Road that is enabled by the BLE. Elephant and We are currently focused on developing proposals for a new 3.1 Castle Bakerloo Bakerloo line station that would be integrated with the line station planned new Northern line ticket hall. upgrade – Location options Elephant and We are currently focused on proposals for a more direct 4.1 Castle to Old route alignment which we anticipate will mean that we do Kent Road Shaft not require a shaft between Elephant and Castle and Old Kent Road. Providing a straighter alignment for the Bakerloo line between Elephant and Castle and the proposed new station at Old Kent Road 1 would bring benefits to all users of the Bakerloo line extension as it would provide quicker journeys from south east London to central London. Old Kent Road 1 We are currently focused on developing proposals for 5.2 station – station site option B for the Old Kent Road 1 station. Location options Old Kent Road 2 We are currently focused on developing proposals for 6.2 station – station site option B for the Old Kent Road 2 station. Location options New Cross Gate We are currently investigating the design and delivery of the 7.1 to 7.4 station – station proposal for the consulted site, including maintaining Location options access to a store during construction of a station. We are progressing design options to provide effective pedestrian access, including provision of escalators and lifts and have undertaken assessment of forecast station demand to establish requirements for the designs we are considering. Potential to transport materials by rail is being investigated, in order to reduce construction impact on the local road network. A potential rail siding location has been identified to the north of our consulted site at New Cross Gate. We are considering design options which support the vision of the New Cross Area Framework that Lewisham Council has consulted on. New Cross Gate The location that we consulted on has been evaluated as 8.2 to Lewisham the most preferable option to progress designs for. We are Page 5 of 77 Shaft – Location continuing to refine our proposals and consider alternatives options provided by the owner of the consulted site. Lewisham station Designs are being progressed for a potential station layout 9.1 to provide an effective interchange. Crowding assessments have been undertaken to establish requirements for the station design we are considering on Thurston Road. Standing of buses at the TfL bus stand on Thurston Road would need to cease and be relocated prior to the station being constructed. Lewisham Line- Proposals are being developed to provide a train reversing 10.2, 10.3 End Shaft – and stabling facility at this location, in addition to the shaft Construction; proposal consulted on. Location Options Page 6 of 77 1.2. The 2017 consultation focused on capturing views on potential station and shaft locations along the proposed extension and followed on from an earlier public consultation on possible route options that was carried out in autumn 2014. 1.3. We received 4,899 responses to the 2017 consultation: 4,819 from members of the public, 80 responses from stakeholders, three petitions and one campaign. 1.4. In July 2017, we published the results of the consultation, covering 4,899 responses. This is available online at www.tfl.gov.uk/bakerloo-extension 2. 1.5. Since the consultation closed, we have analysed the results and considered how they can, where appropriate, inform the further development of the BLE proposals. Our work is ongoing as designing a large new section of railway that integrates with the existing Bakerloo line is a complex task. 1.6. This document represents our final response to the issues raised from the 2017 consultation. This final ‘response to issues raised’ report follows, and provides an update to our ‘initial response to issues raised’ document that was published in February 2018. 1.7. The issues and the responses have been grouped according to themes and broadly follow the order of questions as presented during the consultation, with each question covered chapter by chapter. A copy of the consultation questions is included in Appendix A of this report. 1.8. Some issues raised in the responses were applicable across all of the proposals on which we consulted (e.g. general concerns about construction, queries about timescales etc.). We have consolidated these general issues and addressed them in the table in section 2 of this report. The remainder of the report addresses site specific issues associated with each of the proposed station and shaft site options we consulted on. A copy of the consultation information and the site options consulted upon is included in Appendix B of this report. The extension proposals 1.9. We are considering an extension of the Bakerloo line in order to encourage and manage growth and development in southeast London, and support regeneration. 1.10. The key aims of the extension are to: Offer a new direct link into central London for people living or working in south east London, specifically along Old Kent Road, to serve the Old Kent 2 Direct download URL for the report is https://consultations.tfl.gov.uk/tube/bakerloo- extension/user_uploads/ble-consultation-report-final-1.pdf Page 7 of 77 Road Opportunity Area, and at New Cross Gate and Lewisham to serve the Catford-Lewisham-New Cross Opportunity Area3; Support development and regeneration
