Introduction 1.1. This report details the full response to the issues raised by the 2017 public consultation on the Bakerloo Line Extension (BLE). This report supersedes the Initial Response that was published in February 2018 and that is available online for reference1. Table 1 sets out the parts of the consulted proposals and the issues raised by respondents where we have updated the information in our response. Location options Old Kent Road 2 We are currently focused on developing proposals for 6.2 station – station site option B for the Old Kent Road 2 station. Location options New Cross Gate We are currently investigating the design and delivery of the 7.1 to 7.4 station – station proposal for the consulted site, including maintaining Location options access to a store during construction of a station. We are progressing design options to provide effective pedestrian access, including provision of escalators and lifts and have undertaken assessment of forecast station demand to establish requirements for the designs we are considering. Potential to transport materials by rail is being investigated, in order to reduce construction impact on the local road network. A potential rail siding location has been identified to the north of our consulted site at New Cross Gate. We are considering design options which support the vision of the New Cross Area Framework that Lewisham Council has consulted on. New Cross Gate The location that we consulted on has been evaluated as 8.2 to Lewisham the most preferable option to progress designs for. Lewisham station Designs are being progressed for a potential station layout 9.1 to provide an effective interchange. Crowding assessments have been undertaken to establish requirements for the station design we are considering on Thurston Road. The 2017 consultation focused on capturing views on potential station and shaft locations along the proposed extension and followed on from an earlier public consultation on possible route options that was carried out in autumn 2014. 1.3. We received 4,899 responses to the 2017 consultation: 4,819 from members of the public, 80 responses from stakeholders, three petitions and one campaign. 1.4. In July 2017, we published the results of the consultation, covering 4,899 responses. This is available online at www.tfl.gov.uk/bakerloo-extension 2. 1.5. Since the consultation closed, we have analysed the results and considered how they can, where appropriate, inform the further development of the BLE proposals. Our work is ongoing as designing a large new section of railway that integrates with the existing Bakerloo line is a complex task. 1.6. This document represents our final response to the issues raised from the 2017 consultation. This final ‘response to issues raised’ report follows, and provides an update to our ‘initial response to issues raised’ document that was published in February 2018. 1.7. The issues and the responses have been grouped according to themes and broadly follow the order of questions as presented during the consultation, with each question covered chapter by chapter. A copy of the consultation questions is included in Appendix A of this report. 1.8. Some issues raised in the responses were applicable across all of the proposals on which we consulted (e.g. general concerns about construction, queries about timescales etc.). We have consolidated these general issues and addressed them in the table in section 2 of this report. The remainder of the report addresses site specific issues associated with each of the proposed station and shaft site options we consulted on. A copy of the consultation information and the site options consulted upon is included in Appendix B of this report. The extension proposals 1.9. We are considering an extension of the Bakerloo line in order to encourage and manage growth and development in southeast London, and support regeneration. 1.10.     The Pubs, Inns and Beer Houses of Brentford Introduction The general history of the development of public houses has been well documented elsewhere. Although ale had been drunk since the Bronze Age, formal drinking establishments probably originated when tabernae (taverns) were set up at points along the road network built by the Romans from the 1st century. As well as providing facilities for travellers and pilgrims, inns traditionally acted as community gathering places. In Brentford the heyday of inns such as The Three Pigeons and The Coach and Horses was during the 18th and early 19th centuries when travel on horseback and in horse-drawn coaches was at its height. The consumption of gin, introduced from Holland in 1586, eventually gave rose to a new kind of establishment where customers were served at a bar and they drank standing up. Partly to discourage the drinking of gin the Beerhouse Act of 1830 allowed any householder to sell beer and cider on the payment of a two guinea fee to the Excise. The number of beer shops then grew very rapidly in areas such as Brentford and concern about this situation led to the passing of the 1869 Wine and Beerhouse Act which was designed to curtail the number of outlets. All drinking establishments, including beer shops were then brought under the control of local magistrates. However many houses that did not obtain a full licence managed to continue in business providing that the house conformed to all legislation and was kept orderly. These continued to simply sell beer and cider.

    WELSFORD STREET LONDON, SE1 5RA ARCHAEOLOGY DESK BASED ASSESSMENT & HERITAGE STATEMENT VOLUME 1: ARCHAEOLOGY Prepared for LB Southwark Mills Whipp Projects Ltd., 40, Bowling Green Lane, London EC1R 0NE 020 7415 7044 [email protected] December 2017 Executive Summary The purpose of the desk based assessment of archaeology is to identify the archaeological potential of the development site and summarise the impact of the proposed development on it. It has been prepared by Mills Whipp Projects. The site is centred on National Grid Reference TQ 3411 7858 and is approximately 0.21ha in area. During the preparation of this report the Greater London Historic Environment Record (HER) was consulted for an area of 500m radius centred on TQ 3411 7858 (Historic England report No. 137750) (Fig. 2). The chief cartographic sources have been used and a selection of these is appended as illustrations. This research shows that the subject site does not contain any Scheduled Ancient Monuments and does not lie within a Designated Archaeological Area as defined in Schedule Ancient Monuments & Archaeological Areas Act 1979. The site does not contain any listed buildings but does lie within in the Bermondsey Lake Archaeological Priority Zone (APZ). Under the provision of Saved Policy 3.19 a pre- determination evaluation of the site will be required. There are no known non- designated archaeological remains listed within Historic England’s Historic Environment Record on the site. During the prehistoric/Roman period the site is likely to have lain a few hundred metres north of the Bermondsey Lake. Ancient occupation would probably have focussed on the lake’s shoreline and Neolithic and Bronze Age peats and a platform have been recorded by the Old Kent Road.
