Introduction 1.1. This report details the full response to the issues raised by the 2017 public consultation on the Bakerloo Line Extension (BLE). This report supersedes the Initial Response that was published in February 2018 and that is available online for reference1. Table 1 sets out the parts of the consulted proposals and the issues raised by respondents where we have updated the information in our response. Old Kent Road 1 We are currently focused on developing proposals for 5.2 station – station site option B for the Old Kent Road 1 station. Location options Old Kent Road 2 We are currently focused on developing proposals for 6.2 station – station site option B for the Old Kent Road 2 station. Location options New Cross Gate We are currently investigating the design and delivery of the 7.1 to 7.4 station – station proposal for the consulted site, including maintaining Location options access to a store during construction of a station. We are progressing design options to provide effective pedestrian access, including provision of escalators and lifts and have undertaken assessment of forecast station demand to establish requirements for the designs we are considering. Potential to transport materials by rail is being investigated, in order to reduce construction impact on the local road network. A potential rail siding location has been identified to the north of our consulted site at New Cross Gate. We are considering design options which support the vision of the New Cross Area Framework that Lewisham Council has consulted on. New Cross Gate The location that we consulted on has been evaluated as 8.2 to Lewisham the most preferable option to progress designs for. We are Page 5 of 77 Shaft – Location continuing to refine our proposals and consider alternatives options provided by the owner of the consulted site. Lewisham station Designs are being progressed for a potential station layout 9.1 to provide an effective interchange. Crowding assessments have been undertaken to establish requirements for the station design we are considering on Thurston Road. Standing of buses at the TfL bus stand on Thurston Road would need to cease and be relocated prior to the station being constructed. Lewisham Line- Proposals are being developed to provide a train reversing 10.2, 10.3 End Shaft – and stabling facility at this location, in addition to the shaft Construction; proposal consulted on. The 2017 consultation focused on capturing views on potential station and shaft locations along the proposed extension and followed on from an earlier public consultation on possible route options that was carried out in autumn 2014. 1.3. We received 4,899 responses to the 2017 consultation: 4,819 from members of the public, 80 responses from stakeholders, three petitions and one campaign. 1.4. In July 2017, we published the results of the consultation, covering 4,899 responses. This is available online at www.tfl.gov.uk/bakerloo-extension 2. 1.5. Since the consultation closed, we have analysed the results and considered how they can, where appropriate, inform the further development of the BLE proposals. Our work is ongoing as designing a large new section of railway that integrates with the existing Bakerloo line is a complex task. 1.6. This document represents our final response to the issues raised from the 2017 consultation. This final ‘response to issues raised’ report follows, and provides an update to our ‘initial response to issues raised’ document that was published in February 2018. 1.7. The issues and the responses have been grouped according to themes and broadly follow the order of questions as presented during the consultation, with each question covered chapter by chapter. A copy of the consultation questions is included in Appendix A of this report. 1.8. Some issues raised in the responses were applicable across all of the proposals on which we consulted (e.g. general concerns about construction, queries about timescales etc.). We have consolidated these general issues and addressed them in the table in section 2 of this report. The remainder of the report addresses site specific issues associated with each of the proposed station and shaft site options we consulted on. A copy of the consultation information and the site options consulted upon is included in Appendix B of this report. The extension proposals 1.9. We are considering an extension of the Bakerloo line in order to encourage and manage growth and development in southeast London, and support regeneration. 1.10.
