ELLENSBURG ENVIRONMENTAL COMMISSION January 17, 2018 Regular Meeting (5:15 p.m. to 5:50 p.m.) Council Conference Room – 501 North Anderson Members Present: Andrea Sledge, Laura Busby, Howard Lyman, PJ MacPhaiden, Members Absent: James Rivard, Chandra Gerdes, Also present: Nancy Lillquist, Council Liaison; and Laura Wilson, Associate Planner (Recording Secretary) Vice Chair MacPhaiden called the meeting to order at 5:15 p.m. AGENDA The Environmental Commission approved the agenda. ELECT OFFICERS Commissioner Lyman moved that Commissioner MacPhaiden be elected Chairperson and Commissioner Busby as Vice Chairperson. Commissioner Sledge seconded the motion. There was discussion about the possibility of adding new members. Commissioner MacPhaiden amended the motion that she would assume the Vice Chair position and Commissioner Busby be elected Chairperson. She stated it would give others the opportunity to chair the Environmental Commission. Commissioner Busby accepted the nomination. Commissioner Lyman seconded the amended motion. The motion passed with all in favor. MINUTES Commissioner Lyman moved to approve the minutes from the special meeting on December 6, 2017. Commissioner MacPhaiden seconded the motion. The motion passed with all in favor. NEW BUSINESS Kittitas Environmental Educatoin Network Grant Year End Report Laura Wilson, Recording Secretary, presented Kittitas Environmental Education Network’s water quality year-end report for the 2017 grant cycle. The commission agreed the projects and reports were well organized and complied with the agreement. Motion: Commissioner Lyman moved that the Environmental Commission approve the year-end report and recommend reimbursement of $2000 to Kittitas Environmental Education Network. Commissioner Sledge seconded the motion. The motion passed with all in favor. Mid Columbia Fisheries Grant Year End Report Laura Wilson, Recording Secretary, presented Mid Columbia Fisheries water quality year-end report for the 2017 grant cycle. The commission agreed the projects and reports were well organized and complied with the agreement. Motion: Commissioner Lyman moved that the Environmental Commission approve the year-end report and recommend reimbursement of $2000 to Mid Columbia Fisheries. Commissioner Sledge seconded the motion. The motion passed with all in favor. BICYCLE ADVISORY Nancy Lillquist, City Council Liaison, reported on her involvement with the State Bicycle Safety Advisory Committee. She offered to forward reading material and information to the Environmental Commission if they were interested. She also asked if the Environmental Commission had any goals or studies they would like to suggest to the State Bicycle Advisory Committee for the year. Commissioner Lyman requested the material and requested information on 7th Avenue bike lane usage. There was a brief discussion on public opinion of the bike lane, community bike usage, and ways to encourage more usage. STAFF UPDATE/DISCUSSION ITEMS Laura Wilson, Recording Secretary, presented the 2018 Environmental Commission meeting schedule. There was consensus that November’s meeting date was problematic. Other November meeting dates were discussed. The topic would be placed on September’s agenda for discussion. Mrs. Wilson also discussed the Environmental Commission attendance policy per city code. The code stated committee members were allowed to miss three consecutive meetings or an aggregate of five regular and/or special meetings, unless by permission of the commission given at an open public meeting, the office shall automatically be vacated. The requests or excused absences would need to be in writing. The committee discussed that the requests would be directed toward the Chairperson or the Recording Secretary. There was a brief discussion on February’s agenda items and Open Meetings Act training. The training would be scheduled when the vacancies are filled. Mrs. Wilson mentioned March’s agenda to allocate time to work on the SEPA comment packet. Chairperson Busby explained the information she would like to include in the packet. The packet would be given to builders either prior to project development or with the Environmental Commission’s SEPA recommendation. There was a brief discussion on scheduling a special meeting or work session or developing a subcommittee to compile the information. Commissioner Lyman moved to adjourn the meeting. Commissioner MacPhaiden seconded the motion.
