Among the changes is a controversial decision to appoint Arsenio Farell Cubillas a close ally of former president Carlos Salinas de Gortari to head the comptroller's office (Secretaria de la Controlaria Nacional de la Federacion y Administracion, Secodam). Farell replaced Norma Samaniego, who was in the midst of an investigation into the financial affairs of Raul Salinas de Gortari, the brother of ex-president Salinas. Raul Salinas is accused of using high-level positions in government to illegally amass US$100 million in secret bank accounts in Switzerland and other countries in Europe and the Americas. Some of the allegations also tie Raul Salinas to prominent Mexican narcotraffickers (see SourceMex, 12/06/95). The new charges of corruption against Raul Salinas come on top of previous allegations that the former president's brother masterminded the assassination of Jose Francisco Ruiz Massieu, a high-level official of the governing Institutional Revolutionary Party (PRI) in October 1994.

I claim that this was largely triggered by the electoral reform of 1996. The reform changed the structure of incentives for many PRI faction leaders at the federal and state level. This started the rapid erosion of the PRI's elite unity, leading to the migration of experienced cadres and the valuable clientelistic machines under their control to other parties. This, in turn, reduced the clientelistic advantage that the PRI had enjoyed for decades, leading to its eventual defeat in the 2000 presidential election.

  • Notes from Miami
    Notes From Miami Ricardo Salinas’ visit to Miami was without a ques- tion a strong success, in a tightly scheduled day of events. We started out with a visit to Miami Mayor Manny Díaz —who serves up a mean café cubano— followed by a visit to the Board of Governors Luncheon of the Greater Miami Chamber of Commerce (GMCC), and finally to Florida International University (FIU) for a series events, including an address by Mr. Salinas as part of the Wertheim Lecture Series, at the College of Business Administration. The inspiration and knowledge that Mr. Salinas con- veys is a very powerful message for our youth, and we look forward to his future speaking engagements at universities both in the U.S. and Mexico. I’d also like to thank our friends at FIU, specifically Miami Mayor Manny Díaz and Ricardo B. Salinas Associate Dean Jerry Haar, Executive Dean Joyce Elam, Assistant Dean Annabelle Rojas and my long- Ricardo B. Salinas Delivers time, young friend President Modesto Maidique.     Documentos de Trabajo en Ciencia Política WORKING PAPERS ON POLITICAL SCIENCE Making sound out of fury: Using vetoes for posturing in Chile and in Mexico By Eric Magar, ITAM WPPS2002-04 Departamento Académico de Ciencia Política Abstract: Two case histories of vetoes as publicity stunts are developed. In Chile president Frei forced the opposition from the right to frustrate labor reform for a second time; this occurred just days before the 1999 presidential election. In Mexico the opposition (incl. the PAN) prepared a bacon-ridden bill for the PRI to veto, either by the Senate or by the executive. The PRI-controlled Senate froze the bill just weeks before the 2000 presidential election. Immediately upon presidential inauguration the new opposition (incl. the PRI) passed the bill in the Senate to force a veto by the new president from the PAN. This reversal of roles is hard to interpret otherwise than as publicity. Presidentialism is a pretty common form of separation of power. It empowers the legislative and the executive branches of government with a veto over policy change; this can result in policy immobilism. Most countries in the Americas and a few in other continents have presidential constitutions. Table 1 shows that immobilism is rather common among the separation of power cases listed, at least in the form of executive vetoes of policy passed in Congress. Cases such as democratic Mexico and classic Venezuela are the exception, with nil or near nil veto incidence; Brazil has recently averaged more than 70 vetoes a year, and there are cases spread along this range.
