January 17, 2020 Senate approves USMCA The Senate voted yesterday to approve the United States-Mexico-Canada Agreement, which will replace the North American Free Trade Agreement. The President is expected to sign the legislation next week, although he has already signed an agreement in principle with the leaders of Canada and Mexico. Senate Minority Leader Charles Schumer (D-NY) was one of 10 votes against the agreement, saying it failed to address climate change. House panel blasts FASB chairman on CECL Rep. Brad Sherman (D-CA), the new chairman of the House Financial Institutions Subcommittee on Investor Protection, Entrepreneurship, and Capital Markets, opened his first hearing on Wednesday by calling FASB Chairman Russell Golden “the most powerful totally anonymous person in the country.” The Financial Accounting Standards Board’s decision to adopt the current expected credit loss (CECL) model without any testing came under fire from both sides of the aisle, as members voiced concern that the standard will reduce credit availability and make credit more expensive, and may cripple smaller financial institutions. Golden said that FASB had evaluated the CECL model according to its mission, which is “to provide better, more decision-useful information to the capital markets.” They saw no need for testing it in the financial services industry before adopting the model, he said, but have postponed its application to smaller banks and credit unions until 2023.

1 After the 2020 Democratic and 2016 Republican Presiden- tial Primaries: Is this a way to choose presidential candidates? PATRICK HORST Patrick Horst is Research Assistant at the Institute of Political Science and Sociology of the Rheinische Friedrich-Wilhelms-University of Bonn, North-Rine Westfalia, Ger- many. His most recent books are Die USA – eine scheiternde Demokratie? (together with Philipp Adorf and Frank Decker) and Halbzeitbilanz der Trump-Regierung . The presidential primaries of 2016 were seen as proof that the parties had finally lost control over the nomination of their presidential candidates. The new rules of the selection process, it was argued, would benefit unconventional, populist candidates such as Trump or Sanders. In contrast, it is argued by some, the 2020 Democratic primaries would have shown that party insiders did have the power to impose the candidate of their choice after all. The argument advanced here, however, is that such a conclusion would be premature. The Demo- cratic contest revealed many of the same problems that plagued the Republicans four years ago. This leaves primary election reform on the agenda, for which some suggestions are made in conclusion. The 2016 presidential primaries are considered a watershed moment. Donald Trump’s victory in the Republican primary, which no one expected, and Bernie Sanders’ surprisingly successful showing in the Democratic primary, were said to have rewritten the rules of presi- dential nominating contests. After it was feared for more than four decades but – with the ex- ception of a brief period in the 1970s – never came to pass (Horst 2014), the parties would fi- nally lose control over the nomination of their national standard bearer (Politico Magazine 2020a).
