In view of the Universal Periodic Review of Croatia, by the UN Human Rights Council in November 2010, Franciscans International would like to raise the following issues: - the palliative care system and its impact on the right of elderly persons to the enjoyment of the highest attainable standard of health and - the situation of homeless persons. This report was prepared in collaboration with the Franciscan Family of Croatia, in particular with members of the National Fraternity of the Secular Franciscan Order (SFO). Franciscans in Croatia are directly involved in brining assistance to the people suffering from the situations raised in this report. II. Palliative care system and its impact on the right of elderly persons to the enjoyment of the highest attainable standard of health 2. According to WHO (World Health Organization), “palliative care is an approach that improves the quality of life of patients and their families facing the problem associated with life-threatening illness, through the prevention and relief of suffering by means of early identification and impeccable assessment and treatment of pain and other problems, physical, psychosocial and spiritual.” Palliative care is to be understood as an integral part of the right of persons to the highest attainable standard of health, which includes the obligation to take steps for “the creation of conditions which would assure to all medical service and medical attention in the event of sickness” (International Covenant on Economic, Social and Cultural Rights, art. -

0569 SOME PRELIMINARY RESULTS AND ANALYSIS OF DIFFERENT GEODYNAMIC TECHNIQUES WITH SPECIAL REMARK ON GPS AND TILTMETER MEASUREMENTS IN CROATIA Yüksel ALTINER1, Krešimir COLIC2 And Radovan MARJANOVIC - KAVANAGH3 SUMMARY Croatia lies in a region, which is seismotectonically very active. The main reasons for this are the Adriatic microplate movements towards the Dinarides, with its different specific densities of rock masses in the crust. There are several zones in the Adriatic Sea but also along the Adriatic Coast experiencing in the past heavy earthquakes with damages in cities (Dubrovnik, Makarska, Rijeka, Ston, and Zadar). Also, there are some local zones in the inland regions (Gospiæ, Knin, Zagreb and others) which are not directly coupled with the above mentioned dynamics. Therefore, several different measuring methods and techniques applied in different zones are used (and others are planned) to determine the changes in position, height, tilting, and gravity, which will enable the creation of better earthquake prevention models. Two main projects for deformation monitoring are still running. The first project is: a) The monitoring of the Adriatic Sea area deformations with a part of the inner land, and the other is b) the local deformation net of the broader area of Zagreb. The monitoring is based on GPS measurements. For the investigation of the present tectonic activities in the Adriatic Sea area, a wider GPS network was established. The network consists of 22 stations that are distributed over Croatia (17), Slovenia (3) and Italy (2). In 1996, the network was extended towards the south and west with 7 stations in Albania (4) and Italy (3). -

This is a class action brought by ethnic Serbs who resided in the Krajina region of Croatia up to August 1995 and who then became victims of the Croatian military assault known as Operation Storm—an aggressive, systematic military attack and bombardment on a demilitarized civilian population that had been placed under the protection of the United Nations. Defendant MPRI, a private military contractor subsequently acquired by Defendant L-3 Communications Inc., trained and equipped the Croatian military for Operation Storm and designed the Operation Storm battle plan. Operation Storm became the largest land offensive in Europe since World War II and resulted in the murder and inhumane treatment of thousands of ethnic Serbs, the forced displacement of approximately 200,000 ethnic Serbs from their ancestral homes in Croatian territory, and the pillaging and destruction of hundreds of millions of dollars worth of Serbian-owned property. -

The author has already written several studies ahout Bogišic's collection in a more "scientific" way: In this text, M. Roskovie-Stulli follows the paths of her own wanderings and the stories she heard all over Konavle forty, and even more than forty, years ago — she tries to conjure up at least something of the narrators of that time, of the local stories, and of that landscape seen through its legends. Keywords: Croatian oral literature, oral prose, Konavle I feel the presence of Konavle now, to use the words of Villon, as my "snows of yesteryear" — as les neiges d'antan. Born and raised in northern inland regions of Croatia, the encounter with the landscape and history of that Mediterranean rural community near the City of Duhrovnik, everything I got to know and accept in that part of Croatia, was brought home to me in the family circle of my husband, who was born in Dubrovnik, and his relatives. Most of my Konavle narrators — male and female — whose oral narratives are the subject of this article, are long dead or in very advanced years now. Many of the younger ones have probably emigrated and also grown old — and I have never heard from them again. Finally, the war at the beginning of the 1990s: Konavle devastated and destroyed. -

Accordingly, the difference in poverty between two populations can be attributed to disparities in their average incomes and in the levels of income inequality. In this paper, we decompose the differences in relative poverty between each of the twenty-one Croatian counties and Croatia as a whole into the contributions of the mean income and income inequality, using the Household Budget Survey data for 2010. The decomposition framework that we utilize here is one usually applied for decompositions of intertemporal poverty changes, and is based on the concept of Shapley value from cooperative game theory. Poverty is measured by three conventional measures – the headcount ratio, the poverty gap, and the squared poverty gap – and robustness of the results to switching from one measure to another is discussed. The results of decompositions show that in most cases both the mean income and inequality differences contribute to poverty variation across the counties, relative to poverty in Croatia as a whole. When poverty is measured by the headcount ratio, the income contribution dominates the inequality contribution, while when we switch to the other two measures, which give more weight to poorer among the poor, the inequality contribution starts to dominate. -

Country Report on Human Rights Practices in Croatia Page 1 of 20 Croatia Country Reports on Human Rights Practices - 2007 Released by the Bureau of Democracy, Human Rights, and Labor March 11, 2008 The Republic of Croatia is a constitutional parliamentary democracy with a population of 4.4 million. Legislative authority is vested in the unicameral Sabor (parliament). The president serves as head of state and commander of the armed forces, cooperating in formulation and execution of foreign policy and directing operations of the intelligence service; he also nominates the prime minister, who leads the government. Parliamentary elections on November 25 were conducted in accordance with electoral legislation, although out-of-date registers of voters living abroad created a problem. Civilian authorities generally maintained effective control of the security forces. The government generally respected the human rights of its citizens; however, there were problems in some areas. The judicial system suffered from a case backlog, although the number of unsolved cases awaiting trial was somewhat reduced. Intimidation of some witnesses in domestic war crimes trials remained a problem. Courts continued to hold in absentia group trials for war crimes in both Vukovar and Rijeka. The government made little progress in restituting property nationalized by the Yugoslav communist regime to non-Roman Catholic religious groups. Societal violence and discrimination against ethnic minorities, particularly Serbs and Roma, remained a problem. Violence and discrimination against women continued. School officials continued to segregate Romani students into substandard schools. Trafficking in persons, violence and discrimination against homosexuals, and discrimination against persons with HIV/AIDS were also reported. -
