The Ellison Avenue Bridge, which was originally built as an overpass by the Long Island Rail Road (LIRR) in 1896, has been in serious need of repair. According to the LIRR, 90 percent of the deck of the Ellison Avenue Bridge is covered with steel plates and the NYSDOT has found serious deterioration in the structure. The $7 million contract, which is scheduled to begin construction in January, will include the demolition and replacement of the existing 3-span bridge (including piers and abutments) with a pre-stressed concrete bridge. The project will be covered by a Project Labor Agreement (PLA) and is part of a five-year, $211.5 million infrastructure investment by the MTA into the LIRR’s busy Main Line Corridor. According to the MTA, some 40 percent of daily ridership passes along this critical stretch of track where trains from five branches of the railroad converge every day. The project is slated for completion in 2016. NY State Comptroller Offers a Fiscal Reminder on How the Multibillion Windfall Should be Spent With New York State counting billions of dollars in windfall revenue, Comptroller Tom DiNapoli is warning against thinking of it as a budget surplus. “I wouldn’t call it a surplus. It’s really more of a windfall. It’s unexpected money that comes out of the settlements. It’s not a surplus in the sense that we’re going through the budget year and we have money that wasn’t expended or the traditional revenues have produced more than anticipated,” DiNapoli recently told the Albany press corps. New York is receiving billions of dollars from massive settlements with major financial institutions. “I think the bottom line is the overriding principle should be: do not use this non-recurring revenue for recurring expenses,” DiNapoli said. “I think that should limit some of the options as far as where that money should go.” DiNapoli’s obvious logic is one of the reasons why LICA is advocating that the money be spent on infrastructure projects like upgrading roads, bridges and sewers – all items that don’t require adding more money year after year but do lead to strong economic growth. December 23, 2014 3 NYSDOT Reports 77 Miles of Long Island Roads Repaved The NYSDOT has reported that the state has repaved 77 of the 300 lane miles promised by Governor Andrew Cuomo as part of his $100 million resurfacing plan to address Long Island’s worst winter-ravaged roadways. NYSDOT explained that construction on the repaving projects was prioritized to target some of worst local roadways first. NYSDOT Public Information Officer Eileen Peters told Newsday that the repaving projects were “mill and fill” jobs in which the top 2 to 3 inches of old asphalt is removed, necessary repairs are made to the base of the road, and a new asphalt coating and lane markings are applied. Drainage improvement, replacement of traffic signal vehicle detectors, and fresh new pavement markings were also added. “The reality is Long Island is heavily dependent on having a viable, well maintained road network,” said LICA’s Executive Director Marc Herbst. “Whether its commerce or commuting, our roads determine our region’s quality of life and the amount of dollars allocated for road maintenance continue to fall behind the obvious and immediate need.     SUFFOLK COUNTY LEGISLATURE Robert Lipp BUDGET REVIEW OFFICE Director May 13, 2016 DuWayne Gregory, Presiding Officer and Members of the Suffolk County Legislature Dear Legislators: Accompanying this letter is the Budget Review Office Review of the 2017-2019 Proposed Capital Program and 2017 Capital Budget. Highlights of this report can be found in the Introduction immediately following the Table of Contents. The focus of the proposed capital program, as was the case last year, is sewer expansion and Connect Long Island economic development initiatives. These initiatives are likely to take years to complete, and as is often the case, may increase in scope and cost. Meanwhile, the County has many other capital needs and resources are limited. With that in mind, we offer several recommendations to advance funding for projects that in our view should not be deferred. The details are found in our individual capital project write-ups. A compilation of all Budget Review recommendations will be made available in a few days. On a personal note, I would like to thank the entire staff of the Budget Review Office for their hard work and long hours in preparation of this report.
