Music on PBS: a History of Music Programming at a Community Radio Station
Music on PBS: A History of Music Programming at a Community Radio Station Rochelle Lade (BArts Monash, MArts RMIT) A thesis submitted for the degree of Doctor of Philosophy January 2021 Abstract This historical case study explores the programs broadcast by Melbourne community radio station PBS from 1979 to 2019 and the way programming decisions were made. PBS has always been an unplaylisted, specialist music station. Decisions about what music is played are made by individual program announcers according to their own tastes, not through algorithms or by applying audience research, music sales rankings or other formal quantitative methods. These decisions are also shaped by the station’s status as a licenced community radio broadcaster. This licence category requires community access and participation in the station’s operations. Data was gathered from archives, in‐depth interviews and a quantitative analysis of programs broadcast over the four decades since PBS was founded in 1976. Based on a Bourdieusian approach to the field, a range of cultural intermediaries are identified. These are people who made and influenced programming decisions, including announcers, program managers, station managers, Board members and the programming committee. Being progressive requires change. This research has found an inherent tension between the station’s values of cooperative decision‐making and the broadcasting of progressive music. In this context, Balkan popular music is contemporary popular folk music produced in the countries of the Balkans and intended for the Balkan markets (specifically, the people in the Western Balkans and diaspora communities). After the global success of “Balkan music” in the world music scene, this term influenced the cultures in the Balkans itself; however, interestingly, in the Balkans themselves “Balkan music” does not only refer to the musical characteristics of this genre—namely, it can also be applied music that derives from the genre of the “newly-composed folk music”, which is well known in the Western Balkans. The most important legacy of “Balkan” world music is the discourse on Balkan stereotypes, hence this article will reveal new aspects of autobalkanism in music. This research starts from several questions: where is “the Balkans” which is mentioned in these songs actually situated; what is the meaning of the term “Balkan” used for the audience from the Balkans; and, what are musical characteristics of the genre called trepfolk? Special focus will be on the post-Yugoslav market in the twenty-first century, with particular examples in Serbian language (as well as Bosnian and Croatian). Anadolu pop-rock müzik türü, geleneksel Türk halk müziğinin melodik ve ritmik motiflerinin, çalgılarının Batı müziğinin tekniğiyle ve çalgılarıyla harmanlandığı; Anadolu ve Batı müzik kültürlerinin buluştuğu sentez bir müzik türü olarak karşımıza çıkmaktadır. Bu çalışmada söz konusu müzik türü, geleneğin güncellenmesi, otantisite, kültür endüstrisi ve metinlerarasılık açısından değerlendirilmiş olup alıntılama, anıştırma, öykünme teknikleriyle ilişkilendirilerek karşılaştırmalı analizler yapılmıştır. Edinilen bilgiler ışığında Anadolu pop-rock müzik türünün, halk müziği geleneğinin çağdaş bir yorumu olduğu görülmüştür.
