Superintendent

The Superintendent of Schools presents the following recommendations:

1. That the Board of Education grant permission to allow the Woodbridge High School Junior Reserve Officer Training Corps (JROTC) to participate in the Junior Cadet Mini Camp in Fort Dix, New Jersey, from October 28, 2016, through and including October 30, 2016, provided that all policies and regulations governing overnight trips are adhered to prior and during the trip.

2. That the Board of Education grant permission to allow the John F. Kennedy Memorial High School Competition Cheerleading Team to participate in the Reach the Beach National Competition in Ocean City, Maryland, from February 24, 2017, through and including February 26, 2017.

3. That the Board of Education approve the previously submitted School Emergency Response Plans for the 2016-2017 school year.

4. That the Board of Education accept the previously submitted Annual Report of Violence, Vandalism and Substance Abuse for the 2015-2016 school year, in accordance with N.J.S.A.18A:36-5.1.

5. That the Board of Education accept the previously submitted Annual report of Harassment, Intimidation, and/or Bullying (HIB) for the 2015-2016 school year, in accordance with N.J.S.A. 18A:37:14.

6. That Board of Education accept the previously submitted monthly report of Harassment, Intimidation, and/or Bullying (HIB) for the period September 23, 2016, through and including October 20, 2016.

7. That the Board of Education approve the previously submitted list of Professional Development conferences for staff members, dated October 20, 2016.

8. That the Board of Education approve the acceptance of the following student for the 2016- 2017 school year, at the rate shown below between the East Orange Public Schools, 199 4th Avenue, East Orange, and the Woodbridge Township School District: Case No. Tuition Rate TD-9812-051-12 $13,530.00 annually

9. That the Board of Education approve the acceptance of the following two homeless students for the 2016-2017 school year, at the rate shown below between South Amboy Public Schools, 240 John Street, South Amboy, NJ 08879, and the Woodbridge Township School District: Case No. Tuition Rate CC-0201-090-08 $13,100.00 annually CB-0406-280-05 $11,670.00 annually

10. That the Board of Education approve the acceptance of the following student for the 2016- 2017 school year, at the rate shown below between the Division of Child Protection & Permanency, Office of Education, P.O. Box 710, Trenton, NJ 08625-0710 and the Woodbridge Township School District: Case No. Tuition Rate SJ-0807-100-03 $11,670.00 annually

12. That the Board of Education approve payment to The Cranford Board of Education for Speech Services at the rate of $78.50/hour – once a week, for half-hour per week, for 36 weeks for the 2016-17 School Year.

13. That the Board of Education approve payment to the Edison Board of Education for Speech-Language Therapy at the rate of $72.80/hour, Occupational Therapy at the rate of $76/hour for the 2016-17 School Year.

14. That the Board of Education approve payment to New Jersey Specialized Child Study Team for Educational and Psychological Evaluations at the rate of $950/per evaluation for the 2016-17 School Year.

15. That the Board of Education approve payment to Carol Hogrebe to provide Speech Therapy at the rate of $75/per hour, $60/per half hour for the 2016-17 School Year.

16. That the Board of Education approve payment to The Bilingual Child Study Team to provide Psychological, Education, Speech, Social and Battelle Evaluations at the rate of $900/per Evaluation for the 2016-17 School Year.

17. That the Board of Education, as required by state law (partially reimbursable in state aid), approve the enrollment of the following disabled students in a special school year program for 2016-2017, in accordance with their Individual Educational Programs (IEPs) as shown below:

WHEREAS, Woodbridge High School has been officially approved to receive full funding by the United States Army to continue the Junior Reserve Officer Training Corps (JROTC) program and;

WHEREAS, the United States Army has a long and proud tradition of service to the nation through the betterment of its youth programs; and

WHEREAS, the JROTC serves as a character and leadership developing program for high school students throughout our nation; and

WHEREAS, the JROTC program brings honor and acclaim not only to the Woodbridge High School but also the school district, and the entire community; and

WHEREAS, it is the desire of the members of the Board of Education of the Township of Woodbridge to express their congratulations to Woodbridge High School for receiving full funding.

WHEREAS, Chantal Greffer, Science teacher and advisor of the Ecology Club at Colonia High School, has been selected to receive a Sustainable Jersey for Schools Grant funded by the New Jersey Department of Health in the amount of $1,752 and;

WHEREAS, the grant will permit the Ecology Club to continue cultivating vegetables in the greenhouse at Colonia High School, and will also facilitate the purchase of two compost bins, two rain barrels equipped with solar pumps, and gardening tools and;

WHEREAS, in addition to donating the vegetables to local food banks and soup kitchens, the Ecology Club will work in conjunction with Ms. Christa Petersen, dietician at Chartwells Dining Services, to coordinate the inclusion of the vegetables into the service line in the cafeteria at Colonia High School.

WHEREAS, this outstanding accomplishment brings honor and acclaim not only to Chantal Greffer, Science teacher advisor of the Ecology Club, but also to Colonia High School and the entire community.

WHEREAS, Native Americans were the original inhabitants who governed the lands that now constitute the United States of America; and

WHEREAS, Native Americans have made distinct and significant political, cultural and economic contributions to the development of the United States of America; and

WHEREAS, the Board of Education of the Township of Woodbridge is committed to remind children to demonstrate their admiration and appreciation for the contributions made by Native Americans in the development of this nation.

NOW, THEREFORE, BE IT RESOLVED, that the Board of Education of the Township of Woodbridge hereby proclaims November as Native American Heritage Month; and

BE IT FURTHER RESOLVED, that the achievements of Native Americans be recognized as admirable in the development of the greatness of this nation.

Resolution

WHEREAS, the United States Senate unanimously passed a Senate Resolution designating the week of November 6 - 12, 2016, as Veterans’ Education Awareness Week; and

WHEREAS, the Senate Resolution calls for educational efforts directed at elementary and secondary school students concerning the contributions and sacrifices of veterans; and

WHEREAS, all Americans are encouraged to observe November 6 - 12, 2016, as Veterans’ Education Awareness Week; and

WHEREAS, the members of the Board of Education of the Township of Woodbridge are committed to reminding our youth that the contributions and sacrifices of the men and women who served in the Armed Forces have been vital in maintaining our freedoms and way of life.

NOW, THEREFORE, BE IT RESOLVED, that the Board of Education of the Township of Woodbridge endorses the observance of Veterans’ Education Awareness Week as a way to honor America’s veterans, while reminding young people of the strong principles upon which our Nation is founded; and

WHEREAS, the purpose of American Education Week is to recognize the dedication and contributions of our students, their parents, teachers and administrators; and

NOW, THEREFORE, BE IT RESOLVED, that the Board of Education of the Township of Woodbridge hereby acknowledges the week of November 14 - 18, 2016, as American Education Week focusing on the theme “Great Public Schools: A Basic Right and Our Responsibility”; and

BE IT FURTHER RESOLVED, that the Board of Education of the Township of Woodbridge encourages parents and all the members of the community to become involved by visiting their schools and talking with teachers and administrators so that the educational process will be strengthened and our students will, in fact, be prepared for the future.

WHEREAS, the education our students receive is essential to the future of our community, state, and nation; and

WHEREAS, the educational needs of our children have always been the first priority of the Education Support Professionals of our district; and

USE OF SCHOOL FACILITIES

The Woodbridge Township School District facilities belong to the community, which paid for them for the primary purpose of offering a full educational program for its children. Prudent use and management of school facilities outside of the regular operating schedules--providing that such use does not interfere with the orderly conduct of a thorough and efficient system of education--allows the community to benefit more broadly from the use of its own property.

The board will permit the use of school facilities when such permission has been requested in writing and has been approved by the superintendent for:

A. Uses and groups directly related to the school and the operations of the school;

B. Uses and organizations indirectly related to the school;

C. Departments or agencies of the municipal government;

D. Other governmental agencies;

E. Community organizations formed for charitable, civic or educational purposes.

The use of school facilities shall not be granted for the advantage of any commercial or profit-making organization, private social functions, or any purpose which is prohibited by law.

In the event the superintendent deems it advisable, any application may be submitted to the board of education for action.

The superintendent or board of education may refuse to grant the use of a school building whenever in their judgment there is good reason why permission should be refused.

Smoking is prohibited at all times in any district building or on school grounds. For purposes of this policy, "smoking" means inhaling the burning or vapor of a lighted cigar, cigarette, pipe, electronic smoking device or any other matter or substance which contains tobacco. Chewing tobacco is also specifically prohibited by this policy. No one may bring alcoholic beverages onto any school property. All facility use shall comply with state and local fire, health, safety and police regulations.

The buildings shall not be available for community use during holidays, vacation periods, or during the time school is not in session over the summer when the programs interfere with cleaning and maintenance schedules.

Use of school equipment in conjunction with the use of school facilities must be specifically requested in writing and may be granted by the procedure by which permission to use facilities is granted. The user of school equipment must accept liability for any damage to or loss of such equipment that occurs while it is in use. Where rules so specify, no item of equipment may be used except by a qualified operator.

Use of district equipment on the premises by nonschool personnel is limited to the equipment that is an integral part of the facility being used, i.e., the stage lights and piano in the auditorium, the basketball baskets in the gym. No district equipment shall be removed from the premises for use by nondistrict personnel.

The board shall require that all users of school facilities comply with policies of this board and the rules and File Code: 1330 USE OF SCHOOL FACILITIES (continued) regulations of this district. Each user shall present evidence of the purchase of organizational liability insurance to the limit prescribed by such rules.

Authorization for use of school facilities shall not be considered as endorsement of or approval of the activity, person, group or organization nor the purposes they represent.

Joint Use of Facilities

The board advocates the joint expenditure of district funds and municipal or county funds to provide those facilities from which the entire community, children and adults alike, may derive benefits.

In accordance with this policy, the board shall, as either opportunity or need arises, and as it is entitled to do so by law, join with the local municipal governing body in formal agreement to acquire, equip, operate, and maintain a computer facility.

Animals

Pets are not permitted on school grounds during or after school operational hours without the permission of the superintendent or his designee. Off-leash dogs seen wandering around school grounds without an owner shall be reported to animal control.

Playground

The board shall permit the playgrounds to be used as a recreational area by the community when school is not in session. The board reserves the right to limit the use of playground equipment and the hours when the playground may be used when it is in the interest of the safety of district residents and the integrity of the school facility.

The rules of conduct, which shall govern all persons who use the school’s facilities, shall be published and available to the community. Students and employees of the district who violate these rules will be subject to discipline. Any person who violates board policy may be requested to leave the school premises.

Vehicles and Motorized Toys

Because of the potential hazard, no vehicles or toys that are powered by fuel or battery shall be brought onto school grounds for any purpose that is primarily recreational, without the express permission of the superintendent or his designee. Such vehicles and toys include, but are not limited to, mini-bikes, mopeds, snowmobiles, motorized scooters, motorized model airplanes or other flying or driving toys, and rockets.

CHIEF SCHOOL ADMINISTRATOR

The board of education, in compliance with state law, will evaluate the chief school administrator at least annually. Each evaluation shall be in writing, a copy shall be provided to the superintendent and the superintendent and the board shall meet to discuss the findings. The evaluations shall be based upon the goals and objectives of the district, the responsibilities of the superintendent and such other criteria as the State Board of Education shall by regulation prescribe. Every newly appointed or elected board member shall complete the New Jersey School Boards Association's training program on evaluation of superintendents within six months of commencement of his/her term of office. The purpose of the evaluation shall be:

A. To promote professional excellence and improve the skills of the chief school administrator;

B. To improve the quality of the education received by the pupils served by the public schools of the district;

C. To provide a basis for the review of the job performance of the chief school administrator.

Role and Responsibility of the Board

The role and responsibility of the board in this evaluation shall be:

A. To complete a New Jersey School Boards Association training program on the evaluation of the chief school administrator within six months of the commencement of newly appointed or elected district board member’s term of office (N.J.S.A. 18A:17-20.3.b; see board policy 9200 Orientation and Training of Board Members);

B. To review, revise and adopt procedures suggested by the chief school administrator for implementation of this policy;

C. To determine whether the services of a qualified consultant will contribute substantially to the evaluation process and to engage such a consultant as deemed appropriate to assist the board. The evaluation itself shall be the responsibility of the board;

D. To adopt an individual plan for professional growth and development of the chief school administrator based in part upon any needs identified in the evaluation. This plan shall be mutually developed by the board and the chief school administrator. The duration of the plan will be three to five years, depending on the chief school administrator’s contract with the school district. The board may determine whether to establish quantitative and/or qualitative merit criteria and the data to be used to establish the chief school administrator’s achievement of any established merit goal;

E. To hold an annual summary conference between a majority of its total membership and the chief school administrator. The annual summary conference shall be held before the written performance report is filed. The conference shall be held in private, unless the chief school administrator requests that it be held in public. The conference shall include, but not be limited to, review of the following:

1. Performance of the chief school administrator based upon the job description; 2. Progress of the chief school administrator in achieving and/or implementing the school district's goals, program objectives, policies, instructional priorities, State goals, and statutory requirements; and 3. Indicators of student progress and growth toward program objectives.

F. To prepare, by July 1, subsequent to the annual summary conference, an annual written performance report, approved by a majority of the full membership of the board. This report shall include:

1. Performance areas of strength; 2. Performance areas needing improvement based upon the job description and evaluation criteria in “E” above; 3. Recommendations for professional growth and development; 4. A summary of available indicators of pupil progress and growth and a statement of how these available indicators relate to the effectiveness of the overall program and the performance of the chief school administrator; 5. Provision for performance data which have not been included in the report prepared by the board of education to be entered into the record by the chief school administrator within 10 working days after the completion of the report.

G. To add all written performance reports and supporting data, including, but not limited to, indicators of student progress and growth to a chief school administrator’s personnel file. The records shall be confidential and not be subject to public inspection or copying pursuant to the Open Public Records Act, N.J.S.A. 47:1A-1 et seq;

H. To determine whether the chief school administrator has performed contractual duties so ineffectively or has engaged in conduct unbecoming a chief school administrator such that tenure charges should be certified to the Commissioner of Education as applicable or other appropriate disciplinary action taken.

Role and Responsibility of the Chief School Administrator

The board shall determine the role and responsibility in consultation with the chief school administrator. The chief school administrator shall be to provide information and propose procedures for:

A. Development of a job description and evaluation criteria, based upon the district's local goals, program objectives, policies, instructional priorities, state goals, statutory requirements, and the functions, duties and responsibilities of the chief school administrator. The evaluation criteria shall include but not be limited to available indicators of pupil progress;

B. Specification of methods of data collection and reporting appropriate to the job description;

C. Design of evaluation instruments suited to reviewing the chief school administrator's performance based upon the job description;

D. Establishing an evaluation calendar to include a date for the annual conference and including appropriate information to allow proper consideration of all the items to be included in the subsequent written performance report;

E. After the board's adoption of the annual written performance report, to provide all other appropriate information relative to evaluation of his/her performance not contained in the report.

F. Preparation and review of the Professional Growth Plan for the administrator’s professional development.

The policy shall be delivered to the chief school administrator upon adoption. Amendments to the policy shall be distributed within 10 working days after adoption.

RESEARCH, EVALUATION AND PLANNING

As required by law, the superintendent shall annually direct development or review of district long- and short-range goals and the plan of action to attain them. Objectives shall be developed with community participation and approved by the board of education; the plan of action shall be prepared in consultation with teaching staff members. The district's plans shall be discussed at a public meeting before the date required by law.

Further, the superintendent shall coordinate continual research and evaluation of programs and facilities. The master plan shall be studied and revised periodically to keep it in accord with the changing circumstances and aspirations of the district.

State Monitoring

The superintendent shall ensure and coordinate the District Performance Review every three years, in compliance with New Jersey Quality Single Accountability Continuum (NJQSAC). Upon completion of the district’s conduct of the District Performance Review, the board shall fix a date, place and time for the holding of a public meeting for approval by board resolution. The board shall comply with meeting procedures specified in N.J.A.C. 6A:30-3.2.

School-Level Planning Planning at the School Level

By September 30, the The principal of each school in the district shall coordinate development and implementation of a two-year school-level plan based on school report card data. This plan shall include student performance objectives, a review of progress by teaching and administrative staff, and the involvement of parents.

The performance objectives shall be based on student performance or achievement and behavior standards as defined in the administrative code.

At least once per semester, the principal of each school shall conduct meetings by grade level, department, team or similarly appropriate group to review the school-level each school plan. The review shall include:

A. School report card data;

B. Progress toward achieving student performance objectives;

C. Progress toward achieving common core state standards.student achievement of the New Jersey Student Learning Standards.

Each principal shall sign a statement of assurance attesting to these activities on the form prescribed by the commissioner of education.

The superintendent will supervise the preparation and timely submission of accurate reports in order to ensure compliance with all federal, state, county and local laws and regulations, board policies, contract terms and conditions. The superintendent will promptly prepare and file updates and revisions to reports whenever new information becomes available that would require that an amended report be submitted. The superintendent may delegate the preparation and revision of reports to other employees of the board.

However, the superintendent retains final responsibility for the action taken when tasks are delegated. BUDGET PLANNING, PREPARATION AND ADOPTION

The budget is the financial reflection of the educational plan for the Woodbridge Township School District. The budget shall be designed to carry out that plan in a thorough and efficient manner and to maintain the facilities and honor the obligations of the district. The budget shall be in accord with statutory and regulatory mandates of the federal government, the state legislature, the state board of education and the board of education.

The budget shall provide sufficient resources for the designed curriculum and instruction. The budget shall be delivered in such a way that all students have the opportunity to achieve the knowledge and skills defined by the Core Curriculum Content Standards New Jersey Student Learning Standards and local standards.

In reviewing budget proposals, the board will consider priorities to be accomplished during the subsequent year, based on the needs identified through the district's planning process. The budget shall be prepared on forms prescribed by the Commissioner of Education and should be considered critically by each board member during its preparation.

In order to ensure adequate time for the preparation and review of the proposed budget, the board directs the superintendent to develop a schedule of events associated with the development, presentation and adoption of the budget by the board. This calendar of events shall conform to all dates set out in statute and shall be reviewed and adopted by the board annually. The superintendent shall prepare a tentative budget and shall confer with the principals, department heads, board committees and other district personnel, as necessary, to make the tentative budget realistic.

The board may call upon key personnel to discuss those portions of the budget that concern their areas of district operations.

The budget should evolve primarily from the district’s goals and schools' current needs, but shall also consider the data collected in long-range budget planning. In preparing budget requests, the responsible administrator shall include the following costs by program area:

A. Staff;

B. Textbooks, equipment and supplies;

C. Cost and maintenance of facilities and equipment;

D. Other costs associated with the operation of each program.

The district's operating budget, when presented to the board for review, shall contain: A. The total expenditure for each item for the preceding school year;

B. The amount appropriated for the current school year adjusted for transfers as of February 1 of the current school year;

C. The amount estimated to be necessary to be appropriated for the ensuing school year;

D. The amount of the surplus account available at the beginning of the preceding school year, at the beginning of the current school year and the amount anticipated to be

available for the ensuing school year;

E. The amount of revenue available for budget purposes for the preceding school year, the amount available for the current school year as of February 1 of the current school year and the amount anticipated to be available for the ensuing school year in the following categories:

F The proposed expenditure for each line item requested for the ensuing year;

O. Amount of surplus anticipated at the end of the current school year including accumulated surplus;

P. All other expenses projected for the coming year, anticipated for the present year, and incurred in the preceding year, on the district level;

Q. Projected impact on tax rate.

The board may submit a separate budget proposal or proposals to the voters for additional general fund tax levies which may be in excess to that which has been determined necessary for all students to have an opportunity to achieve the Core Curriculum Content Standards and a thorough and efficient education. The board shall adopt any such questions by a recorded roll call majority vote of the full board. Budget Adoption and Submission

Annually, on or before March 4, the board shall adopt and submit to the executive county superintendent for approval, together with such supporting documentation as prescribed by the commissioner, a budget that provides for a thorough and efficient (T&E) education. The board shall submit at the commissioner's request supplemental information such as documents, contracts, reports, and financial records and statements required by law or regulation, or other information necessary to conduct a review of the school district's annual spending plan. Additional information may include, but need not be limited to:

G. Equipment purchases;

H. A detailed list of efforts to improve administrative efficiency and realize other potential or real cost savings;

I. An accounting and analysis of:

1. Actual salary breakage in the year prior to the prebudget year for replacement of staff that retired or left district employment before or during the year; 2. Actual or estimated salary breakage, as available, for the prebudget year for replacement of staff that retired or left district employment or are known to be retiring or leaving district employment before the end of the prebudget year; and 3. Estimated salary breakage for the budget year for replacement of staff known to be retiring or leaving district employment at the end of the prebudget year;

J. A list of budgeted positions and salaries that have been vacant for more than one year;

K. A list of aides and salaries that are not mandated for preschool and kindergarten or required by IEP for special education; and

L. A list of appropriations to fund deficits in any of the school district's enterprise fund activities;

M. Supporting documentation in regard to the employment contracts of the chief school administrator, any assistant chief school administrator, the school business administrator, and any employee with an annual salary that exceeds $75,000 who is not a member of a collective bargaining unit.

The annual budget proposal must be adopted by a roll call majority vote of the full membership of the board. Once adopted, the proposal represents the position of the board, and all reasonable means shall be employed by the board to present and explain that position to all community residents and taxpayers.

Budget Hearing

The date of the public hearing shall be advertised in at least one newspaper published in the district not less than 4 days prior to the fixed date. If there is no newspaper published in the district it shall be advertised in at least one newspaper circulated in the district. The notice shall include the hours and place the budget will be on file and open to the examination of the public. The budget shall be open to examination from the date of the notice publication until the date of the holding of the public hearing.

The board of education shall hold such public hearing on the date and at the time and place, fixed annually by the board (see: the Department of Education School Election and Budget Procedures 3 File Code: 3100 BUDGET PLANNING, PREPARATION AND ADOPTION (continued)

Calendar posted by the Office of School Finance at http://www.state.nj.us/education/finance/), The date of the hearing shall be fixed between March 22 and March 29 for boards with an April election or districts with a board of school estimate. The date of the hearing shall be fixed between April 24 and May 7 for boards with a November election. At the public hearing the taxpayers and other interested persons shall have an opportunity to present objections and to be heard with respect to said budget and the amounts of money necessary to be appropriated and the various items and purposes for which the same are to be appropriated for the use of the public schools in the district for the ensuing school year.

The budget shall be maintained on the district website and made available in print within 48 hours after the public hearing.

All board members are expected to attend the public hearing on the budget.

Public Notification of the Budget

Since the budget is the legal basis on which the school tax rate is established, the annual school budget process is an important means of communication within the school organization and with district residents. The community shall be notified of and encouraged to attend all board meetings at which preliminary budget discussions will be held. The legally required public hearing on the proposed budget shall be held after the budget has been approved by the executive county superintendent and within the statutorily prescribed timelines.

The annual budget proposal must be adopted by a roll call majority vote of the full membership of the board. Once adopted, the proposal represents the position of the board, and all reasonable means shall be employed by the board to present and explain that position to all community residents and taxpayers.

The proposed budget as accepted by this board shall be set forth in detail, using the form prescribed by the State Department of Education. It shall be made available to the public and posted in a user friendly format on the district website as required by law. A “user-friendly” summary of the proposed budget shall be provided on the district’s website (if one exists) following the public hearing on the budget and prior to the school election in April. After the election (and following municipal review if the budget is defeated), a final user- friendly summary of the final budget shall be posted on both the district’s website and the Department of Education’s website. The posting shall stay on-line for a year, until it is replaced by the following year’s budget summary.

A brochure may be published to explain the annual school budget and may be distributed to district taxpayers, if the board of education deems it necessary.

The brochure should include:

A. A summary of the proposed expenditures and anticipated revenues;

B. General information which may enable district taxpayers to understand the proposed budget better; for example, present and projected school enrollments and assessed valuations, state aid, and teachers' salaries;

C. An explanation of significant changes in the budget;

D. An explanation of the tax impact of the proposed budget.

All board members are expected to attend the public hearing on the budget.

The budget as adopted for the school year shall be provided for public inspection on the district's Internet site, if one exists, and made available in print in a "user-friendly," plain language budget summary format within 48 hours after the public hearing on the budget.

A. The budget shall be maintained on the district's website, if one exists, with a visible link off the main page, for the entire budget year and revised, as applicable, when changed as follows:

1. Prior to adoption of a separate proposal(s); 2. Upon voter rejection of a separate proposal(s); 3. Upon municipal action on a voter rejected base budget question; and 4. For any subsequent determination on an application for restoration to the Commissioner.

The user-friendly budget shall include:

1. All appropriation line items aggregated by item type; 2. The school tax rate; 3. The equalized school tax rate; 4. Revenues by major category; 5. The amount of available surplus; 6. A description of unusual revenues or appropriations, with a description of the circumstances of the revenues and appropriations; and 7. A list of shared services agreements in which the district is participating.

Appropriation of Funds

The board shall fix and determine by a recorded roll call majority vote of the full board, at or after the public hearing on the budget but not later than May 14, the amount of money to be raised pursuant to the School Funding reform Act of 2008 and any additional funds to be voted upon by the voters at the April school election. The sum or sums shall be designated in the notice calling the election as required by law.

The board may submit a separate budget proposal or proposals to the voters for additional general fund tax levies which may be in excess to that which has been determined necessary for all students to have an opportunity to achieve the New Jersey Student Learning Standards and a thorough and efficient education.

OPERATION AND MAINTENANCE OF PLANT

The Woodbridge Township Board of Education is responsible for providing school facilities that are safe from hazards; sanitary; properly equipped, lighted and ventilated; and aesthetically suited to promoting the goals of the district. School buildings and site accommodations shall include provisions for individuals with disabilities pursuant to law and regulations.

The superintendent shall develop and enforce detailed regulations for the safe and sanitary operation of the buildings and grounds. The regulations shall be reviewed and adopted by the board, and explained to all staff annually at the beginning of each school year and when any changes are made.

The superintendent and board secretary shall develop a multiyear comprehensive maintenance plan for board approval, to be updated annually.

The district shall ensure equal and bias-free access for all students to school facilities, regardless of race, creed, color, national origin, ancestry, age, marital status, affectional/sexual orientation, gender, religion, disability, English proficiency, immigration status, housing status or socioeconomic status.

Work Order System

The district shall have an automated work order system for prioritizing, performing and recording all maintenance and repair request for all district buildings and grounds.

A. The superintendent or designee shall establish in the standard operating procedures for business functions the approval and prioritization of work order requests which take into account the health and safety of building occupants, priorities and objectives established annually to carry out the district Strategic Plan, the need for the work requested, and other factors the district deems appropriate;

B. The work order system shall include the following information for a request for work before work begins, except in an emergency where the work is necessary to correct a situation that poses an imminent threat to the health or safety of students and/or staff:

1. The name of the person making the request; 2. The date of the request; 3. The appropriate approval(s) as established by Standard Operating Procedures (SOP); 4. The date of approval(s); 5. The location of work requested; 6. The priority level (for example, urgent, high, average, low); 7. The scheduled date(s) of service; 8. The name of the work order assigner; and 13. The name of the employee(s) working on the order.

C. The work order system shall include the following close-out information for each request for work:

1. The actual hours worked by date for each assigned staff member; 2. The actual hourly rate paid, both regular and over-time, for each assigned staff member; 3. The aggregate cost of labor by regular, over-time and total; 4. The actual materials and supplies needed to complete the work order; 5. Actual cost of materials and supplies; and 6. The name of the employee responsible for attesting that the job was completed satisfactorily.

D. Except where prohibited by collective bargaining agreement, the SOP shall require for any work, which cannot be completed during regular working hours by the needed completion date, an assessment of the cost-benefit of outsourcing any such work in excess of the quote threshold as determined under N.J.S.A. 18A:18A-37;

E. Where, according to the assessment, the cost of outsourcing work is less than the in-house estimated cost of labor, at over-time rates, and materials for the same work, the work shall be outsourced provided the work can be contracted in accordance with N.J.S.A. 18A:18A-1 et seq., completed by the projected completion date contained in the prioritized work order system and does not violate the terms of the collective bargaining agreement for maintenance workers and/or custodians;

F. The business administrator/board secretary in consultation with the supervisor responsible for this work shall conduct an analysis of the information in the work order system no later than February 1 of the prebudget year for consideration during budget preparation. The analysis should include productivity of staff as a whole and individually, significant variations between estimated labor time and materials and actual labor time and materials, unusual trends for like projects and other factors that will improve productivity and efficiency.

Integrated Pest Management

The New Jersey School Integrated Pest Management Act of 2002 requires schools to implement a school integrated pest management policy. As per this policy, the board and the superintendent shall implement Integrated Pest Management (IPM) procedures to control pests and minimize exposure of children, faculty, and staff to pesticides. The Woodbridge Township School District shall develop and maintain an IPM plan as part of the school’s policy.

Integrated pest management procedures in schools

Implementation of IPM procedures will determine when to control pests and whether to use mechanical, physical, cultural, biological or chemical methods. Applying IPM principles prevents unacceptable levels of pest damage by the most economical means and with the least possible hazard to people, property, and the environment.

Each school shall consider the full range of management options, including no action at all. Non-pesticide pest management methods are to be used whenever possible. The choice of using a pesticide shall be based on a review of all other available options and a determination that these options are not effective or not reasonable. When it is determined that a pesticide must be used, low impact pesticides and methods are preferred and shall be considered for use first.

Development of IPM plans

The school IPM plan is a blueprint of how the Woodbridge Township School District will manage pests through IPM methods. The school’s IPM plan states the school’s goals regarding the management of pests and the use of pesticides. It reflects the school’s site-specific needs. The IPM plan shall provide a description of how each component of the school IPM policy will be implemented at the school. IPM Coordinator

The superintendent shall designate an integrated pest management coordinator, who is responsible for the implementation of the school integrated pest management policy.

Education /Training

The school community will be educated about potential pest problems and IPM methods used to achieve the pest management objectives.

The IPM coordinator, other school staff and pesticide applicators involved with implementation of the school IPM policy will be trained in appropriate components of IPM as it pertains to the school environment.

Students, parents/guardians will be provided information on this policy and instructed on how they can contribute to the success of the IPM program.

Record Keeping

Records of pesticide use shall be maintained on site to meet the requirements of the state regulatory agency and the school board.

Records shall also include, but are not limited to, pest surveillance data sheets and other non-pesticide pest management methods and practices utilized.

Notification/Posting

The superintendent of the Woodbridge Township School District, is responsible for timely notification to students’ parents or guardians and the school staff of pesticide treatments pursuant to the School IPM Act.

Re-entry

Re-entry to a pesticide treated area shall conform to the requirements of the School IPM Act.

Pesticide applicators

The IPM coordinator shall ensure that applicators follow state regulations, including licensing requirements and label precautions, and must comply with all components of the School IPM Policy.

Evaluation

Annually, the superintendent will report to the board on the effectiveness of the IPM plan and make recommendations for improvement as needed. The board directs the superintendent to develop regulations/ procedures for the implementation of this policy.

SMOKING PROHIBITION

To promote the health and safety of all students and staff and to promote the cleanliness of school grounds, the Woodbridge Township Board of Education prohibits all smoking or use of tobacco products in all school facilities and on all school grounds at all times. Definitions of “school facilities” and “school grounds” shall be in accord with definitions in the administrative code.

Notice of this policy shall be given at each school entrance and at appropriate locations on school grounds in accordance with law. Smoking shall not be permitted at any time in classrooms, lecture halls, auditoriums or anywhere else on school grounds.

The principal of each school building is authorized to report violations, in accordance with law, to the board of health. Pupils and district employees who violate the provisions of this policy shall be subject to appropriate disciplinary measures. The superintendent shall prepare and the board shall adopt regulations prohibiting smoking in all district buildings and on school grounds.

Definition: For purposes of this policy, smoking shall mean all uses of tobacco, including cigarettes, cigars, chewing tobacco, pipes, and the inhalation of vapors from electronic smoking devices, including electronic cigarettes or e-cigarettes. ”smoking” means inhaling the burning or vapor of a lighted cigar, cigarette, pipe, electronic smoking device or any other matter or substance which contains tobacco. Chewing tobacco is also specifically prohibited by this policy.

CERTIFICATION

The certification of teachers and other personnel in the public schools of New Jersey is a protective measure for the children, the community, and the staff members themselves. No teaching staff member shall be appointed, except by a recorded roll call majority vote of the board of education. All personnel hired shall have proper certification as required by the state board of education. The chief school administrator will take appropriate steps to avoid the employment of teachers with revoked or suspended certificates. Where the chief school administrator receives formal notice from a state entity that an employee’s certificate, as required by the employee’s employment title is no longer valid, the employee’s employment shall cease, notwithstanding the fact that the term of employment may not have expired. No teaching staff member shall be entitled to any salary unless he is the holder of an appropriate certificate. No teaching staff member, contracted by private agencies that provide educational services by means of public funds, shall provide educational services to district students unless he or she is the holder of a valid certificate.

Validity of certification must be verified with the county office.

The chief school administrator must receive valid evidence of proper and effective certification or qualifications to pursue the alternative route to certification before presenting a candidate to the board.

Failure to comply with these reporting requirements may be deemed “just cause” to revoke or suspend the certificate(s) of any certificate holder pursuant to N.J.A.C. 6A:9B-4.35.

The chief school administrator will make these requirements known to all new employees and to all employees on an annual basis.

District Reporting Requirements

Pursuant to N.J.A.C. 6A:9B-4.3, the chief school administrator shall notify the New Jersey Board of Examiners when:

A. Tenured teaching staff members who are accused of criminal offenses or unbecoming conduct resign or retire from their positions;

B. Non-tenured teaching staff members who are accused of criminal offenses or unbecoming conduct, resign, retire or are removed from their positions;

C. A certificate holder fails to maintain any license, certificate or authorization that is mandated in order for the holder to serve in a position; or

D. He or she becomes aware that a certificate holder has been convicted of a crime while in the district's employ;

E. The chief school administrator has received a report from the Division of Child Protection and Permanency (DCP&P) substantiating allegations of abuse or neglect or establishing “concerns” regarding a certificated teaching staff member.

In the event the New Jersey State Board of Examiners issues an order to show cause based on the information that the school district provided about the certificate holder, it shall be the responsibility of the school district to cooperate with the Board of Examiners in any proceeding arising from the order to show cause. A certificate holder fails to maintain any license, certificate or authorization pursuant to N.J.A.C. 6A:9-4.1(b) that is mandated in order for the holder to serve in a position; or

Provisionally Certified Teachers

The board of education encourages the employment of provisionally certified teachers for service in their first and second years of employment. The building principal or other appropriately certified administrator shall observe and evaluate all provisionally certified teachers in the first year of employment in conformance with the schedule described in the administrative code.

Mentoring Novice Teachers

In order to enhance student achievement of the Core Curriculum Content Standards by enhancing the skills of inexperienced teachers, identifying exemplary teaching skills and practices necessary for excellent teaching and assist novice teachers in adjusting to the challenges of teaching, the board shall ensure the development of a mentoring plan for all novice teachers employed in the district.

The plan shall provide each novice teacher with in-person contact with a mentor teacher (who may be a retired teacher or administrator) who shall provide confidential support and guidance to the novice teacher. The plan shall be developed by the local Professional Development Committee, approved by the board, and aligned with the professional standards for teachers as set forth in administrative code. Included in the plan shall be criteria for selection and training of mentor teachers. Implementation of the district mentor plan shall be in compliance with the administrative code.

The board shall annually submit a report with required data to the State Department of Education on the effectiveness of the local mentoring plan. State funds appropriated for the novice teacher mentoring program shall be applied in accordance with law and code.

Mentoring Novice Provisional Teachers

In order to enhance student achievement of the New Jersey Student Learning Standards the district shall develop a mentoring program for non-tenured teachers, including novice provisional teachers who hold a certificate of eligibility (CE) or certificate of eligibility with advanced standing (CEAS). The mentoring program shall provide an induction to the teaching profession and to the school district community through differentiated supports based on the teachers' individual needs and to help them become effective professionals.

For the purposes of this policy:

“Novice teacher” means any full-time or part-time teacher who has not completed one year of full-time teaching under a valid State teaching certificate.

“Provisional teacher” means a holder of a provisional two-year certificate issued to candidates who have met requirements for initial employment as part of a State-approved school district training program or residency leading to standard certification.

“Novice provisional teacher” means a certificate holder (CEAS or CE) who is also a novice teacher who has not completed one year of full-time teaching.

The goal of the district mentoring program shall be to enhance teacher knowledge of and strategies related to:

A. Facilitating student growth and achievement in the New Jersey Student Learning Standards;

B. Identifying exemplary teaching skills and educational practices necessary to acquire and maintain excellence in teaching; and

C. Assisting first-year teachers in performing their duties and adjusting to the challenges of teaching.

First Teaching Year’s Supports

A. During a nontenured teacher’s first year of employment, the district shall provide an induction program that shall include introduction to and training on:

1. Board policies and procedures; 2. The school district curricula; 3. Board policies and procedures on student assessment; and 4. The district's evaluation rubric, including assessing student learning through student growth objectives

B. The district shall provide individualized supports and activities aligned with the Professional Standards for Teachers (N.J.A.C. 6A:9-3.3), the standards for professional learning (N.J.A.C. 6A:9C-3.3), and the school district's Commissioner-approved teaching practice instrument. The individualized supports and activities shall be guided by the following:

1. The nontenured teacher’s degree of preparation; 2. The nontenured teacher’s individual professional development plan (see board policy 4131/4131.1 Staff Development). The professional development plan shall be developed within 30 instructional days of the beginning of the teaching assignment; 3. Areas of focus within the district mentoring plan; 4. The goals of the school and district plans for professional development; and

C. One-to-one mentoring for novice provisional teachers that includes:

1. The assignment of an individual mentor at the beginning of the contracted teaching assignment; 2. Observation and feedback from the mentor, confidential guidance and support, and the opportunity for the novice provisional teacher to observe effective teaching practices; 3. In-person contact time between the mentor teacher and the novice provisional teacher; 4. Meetings with the mentor at least once per week for the first four weeks of the teaching assignment.

All contact time between the mentor teacher and the novice provisional teacher shall be recorded in a log, developed as part of the district mentoring plan, submitted to the chief school administrator or designee, and maintained within the school district.

Mentor Selection

The chief school administrator shall oversee the mentor selection process and ensure the individual mentor of a novice provisional teacher meets the following minimum requirements:

A. Holds an instructional certificate and, when possible, is certified in the subject area in which the novice provisional teacher is working;

C. Does not serve as the mentee's direct supervisor nor conduct evaluations of teachers;

D. Demonstrates a record of success in the classroom

District Mentoring Plan

The chief school administrator or designee shall develop a district mentoring plan as part of the school district's professional development plan (PDP). The district mentoring plan shall include logistics for its implementation and describe the school district's responsibilities:

A. The chief school administrator shall submit the district mentoring plan to the board for review of its fiscal impact;

B. The chief school administrator or designee shall share the district mentoring plan with each school improvement panel, which shall oversee the school-level implementation of the district mentoring plan and shall communicate the plan to all nontenured teachers and their mentors;

C. The chief school administrator or designee shall review the plan annually and revise it, as necessary, based on feedback from mentor logs, each school improvement panel, and data on teacher and student performance. Special Education

All personnel serving students with disabilities shall be appropriately certified and licensed, where a license is required. Each member of the child study team shall perform only those functions that are within the scope of their professional license (where applicable) and certification issued by the New Jersey Department of Education. Where related services are provided by non-certified personnel because there is no certification required, such services shall be provided under the supervision of certified district board of education personnel.

Adult High School

The chief school administrator shall ensure that the adult high school has an adequate number of professional staff, properly certified for their respective assignments; and shall ensure that persons involved in adult advisement shall be certified as either a principal, supervisor, counselor, or teacher.

EMPLOYEE HEALTH

Examinations

In order to certify the fitness of employees to discharge efficiently the duties which they are required to perform and to protect their health, the health of students and other employees, the Woodbridge Township Board of Education requires certain physical examinations be conducted on all full-time and part-time employees, substitutes and candidates for employment as a condition of employment. Candidates for employment who fail the physical or whose results determine that they are unable to perform the essential function of the job category will not be employed.

For purposes of this policy a "physical examination" shall mean the assessment of an individual's health and may include, but not be limited to, a health history, health screening, and medical evaluation by a physician licensed to practice medicine.

When a candidate has been given a conditional offer of employment, he/she shall be required to submit to a medical evaluation and a physical examination. This physical examination may include testing for controlled dangerous substances as they are defined in the criminal code. Elements of the examination of newly employed staff shall include but not be limited to those physical exam elements listed in administrative code. Employees may be required to undergo an annual physical examination.

The board may require individual psychiatric examinations of any employee, whenever, in the judgment of the board, an employee shows evidence of deviation from normal, physical or mental health. Any such examination may include laboratory tests or fluoroscopic or X-ray procedures for the obtaining of additional diagnostic data.

The results of all required employee medical examinations shall be made known to the superintendent on a confidential basis, discussed with the employee, and made a part of his/her confidential medical record. Records and reports of examinations shall be filed with the district medical inspector as confidential information but shall be available to and reported to appropriate health agencies as required by law.

In the event an employee of the board has been determined to have a mental abnormality or communicable disease or exhibits symptoms of substance abuse and, if in the opinion of the district medical inspector such condition makes the employee unfit for continued employment, the board may remove the employee from further service as provided by law or grant leave as provided by law during the period of unfitness. An employee determined to be unfit must provide the board with satisfactory proof of recovery before reinstatement will be allowed.

In the event an employee of the board shows evidence of deviation from normal physical or mental health, the district may require additional individual psychiatric or physical examinations of the employee. When an additional psychiatric or physical examination is required:

A. The board shall provide the employee with a written statement of reasons for the required additional examination. The district board of education shall provide the employee with a hearing, if requested; B. The determination of the board hearing if requested shall be appealable to the commissioner; C. The employee may, without reprisal, refuse to waive his or her right to protect the confidentiality of medical information.

The report of the required psychiatric or physical examination shall include a statement by the examining physician as to any physical or mental condition noted likely to prevent the person examined from performing all duties and responsibilities of the position sought or occupied, or a statement that no such condition exists.

In order to protect the students and staff in the district schools, all regulations of the state department of education, the state department of health and the local board of health shall be scrupulously observed, particularly those dealing with contagious/infectious diseases. Staff who have been identified as having a communicable disease shall not be permitted continued employment unless they qualify under the above agencies' rules pertaining to periods of incubation, communicability, quarantine and reporting.

When required examinations are performed by a physician designated by the board, the board shall bear the expense. Should an employee prefer to see his/her own physician, with board approval, the employee shall bear the expense.

Board employees, candidates for employment and substitutes must comply with the requirements of this policy within a time frame designated by the superintendent or his/her designee. The results of all required medical examinations shall be the property of the board and shall be filed in the employee’s confidential medical file and maintained by the board’s office of personnel services as confidential information but shall be open for inspection by the employee.

Occupational Containment of Bloodborne Pathogens

The board is committed to provide a safe and healthful work environment for staff. In pursuit of this endeavor, an Exposure Control Plan (ECP) shall be provided to eliminate or minimize occupational exposure to bloodborne pathogens in accordance with federal regulations.

The ECP is a key document to assist the district in implementing and ensuring compliance with the OSHA bloodborne pathogens standard, thereby protecting employees. This ECP includes:

A. Identification of tasks, procedures and job classifications where occupational exposure to blood occurs;

B. Procedures for evaluating the circumstances surrounding an exposure incident; and

C. The schedule and method for implementing the specific sections of the standard, including:

1. Methods of compliance; 2. Hepatitis B vaccination; 3. Post-exposure evaluation and follow-up; 4. Hazard communication requirements; 5. Effective employee training; 6. Recordkeeping.

The ECP shall be reviewed annually to ensure that it reflects use of the most current medical technology.

Implementation and Dissemination

The superintendent in consultation with the district medical inspector shall prepare regulations to implement this policy in compliance with law and code. All employees shall receive this policy and be made aware of all requirements for health examinations.

PERSONNEL RECORDS

Orderly administration of the Woodbridge School District and compliance with state and federal law require the compilation of information about all employees of the district. The board of education recognizes that there is a distinction between those personnel records that are clearly a matter of public concern, and those that must be considered privileged until such time as they are opened to the public by the commissioner of education or the courts.

The superintendent shall consult with the board attorney regarding which personnel records are mandated to be kept by law, and those to be kept for administrative purposes. The superintendent and the board attorney shall be responsible for limiting administrative records to those that are consistent with New Jersey and federal law.

In accordance with federal law, the superintendent shall establish procedures to release information upon request regarding the professional qualifications and degrees of teachers and the qualifications of paraprofessionals to parents/guardians for any teacher or paraprofessional who is employed by a school receiving Title  funds and who provides instruction to their children.

The superintendent shall establish the necessary regulations for maintaining both public and confidential employee records.

A. The public file shall consist of an alphabetic index of all those presently employed by the district in whatever capacity. The information in this file shall be limited to name, title, position, salary, payroll record, length of service, and, if applicable, date of separation and rehire. The superintendent shall devise procedures for making this file available to the public in accordance with the Open Public Records Act;

B. The confidential file shall consist of an individual personnel folder for each current employee. The information in this file shall include all records mandated by state and federal law; evaluation of performance; record of attendance; original application filed by the employee; original salary and increments; date of tenure; notations of commendation and disciplinary actions consistent with law. This file is available for examination:

1. At any time, by the superintendent or the supervisory personnel he/she designates; 2. During regular business hours, by the employee or his/her personally authorized representative, in accordance with regulations; 3. During regular business hours, or at any meeting of the board or any committee thereof, by any member of the board when necessary to make an informed decision regarding any assigned board responsibility or duty.

C. Employee health records shall be maintained separately from other personnel files and in strict confidentiality. Only the employee, the chief medical inspector and the superintendent shall have access to an employee’s medical file. To assure ready access in a medical emergency, the section of the medical record that contains the health history may also be shared with the building principal and the school nurse with the consent of the employee;

D. Staff emergency contact cards for all employees shall be maintained by the superintendent and updated annually.

ASSIGNMENT; TRANSFER

The superintendent shall make certified staff assignments in the manner best calculated, in his/her judgment, to enhance the educational program.

Teaching, supervisory, administrative and support personnel are subject to assignment and transfer after recommendation of the superintendent and approval by the board of education. Procedures for such transfers shall comply with provisions of current negotiated agreements and state and federal law. Disciplinary transfers are prohibited. Particular attention shall be paid to ensuring to the extent possible that there shall be equivalence of teachers and administrative staff among the schools. Discrimination in assignment, transfer and promotion shall not be tolerated (see 2224, 4111 and 4111.1).

No two employees from any one family should be employed at the same school. "From one family" is interpreted to mean siblings, children, spouse, parents, or in-laws of an employee.

The superintendent or his or his designee shall monitor district promotion, assignment and transfer practices to ensure nondiscrimination.

Assignment of Teachers as Coaches

It is the responsibility of the board of education to provide coaches necessary to implement the Interscholastic Athletic Program in the high schools of the district.

A major factor in maintaining a high level of performance among coaches and student interest is the need to have coaches assigned to the schools in which they teach. The board recognizes that the assignment of teachers shall be based primarily on student academic needs and the vacancies existing in the system.

However, it is the intention of the members of the board of education to, wherever possible, assign coaches to the buildings in which their teaching assignments are located. When a teacher who is a coach is assigned to a school building, the coaching assignment shall, wherever possible, be in that building. Should such assignments not be possible, the coaches should then be placed in one of the schools belonging to the same cluster as the school in which they teach.

Policy

DUTY TO REPORT ARREST

Any non-certificated employee who has been arrested and charged with an offense or crime in this State or any other State which would disqualify the employee from public school employment in accordance with N.J.S.A. 18A:6-7.1 et seq. or N.J.S.A. 18A:39-19.1 et seq. (as may be amended) must report his or her arrest and the nature of the charges to the superintendent as soon as possible. All staff members shall report their arrest or indictment for any crime or offense to their superintendent within 14 calendar days. The report shall include the date of arrest or indictment and charge(s) lodged against the staff member. Such staff members shall also report to their superintendents the disposition of any charges within seven calendar days of disposition. Failure to comply with these reporting requirements may be deemed “just cause” pursuant to N.J.A.C. 6A:9B- 4.5. The district shall make these requirements known to all new employees and to all employees on an annual basis.

If the employee is absent from work and unable to report his or her arrest due to circumstances beyond the employee’s control, then the employee shall report the arrest as soon as he or she returns to work. Thereafter, the employee staff member may be suspended with or without pay in accordance with the law. Each such employee shall keep the superintendent apprised of the status of the charges against him or her. Failure to report an arrest and charge in a timely manner and failure to keep the superintendent apprised of the status of the charges may be the basis for disciplinary action.

PROMOTION/RETENTION

The philosophy of the Woodbridge Township School District states that we believe it is our responsibility to create an environment that is conducive to student learning. As part of that environment, it is important that realistic standards be established for expected achievement for each grade level and course. Every student should be treated in such a way that he/she knows the teacher has the confidence in his/her ability to reach those standards. We believe that every student is capable of and will reach the standards set for that grade level or course; therefore, he/she will be promoted.

It is the responsibility of all teaching staff members to work with students and provide all the help and resources necessary to enable the student to pass and be promoted.

We recognize, however, that some students will not be able to achieve the standards established in the traditional amount of time that is allocated for each year or course. Granting credit to students who have not accomplished or achieved the standards set does not do a service to the student. However, simply having the student repeat the program is inconsistent with professional practice which demands that when one set of strategies or time frame has not worked, alternates should be employed until the student has been helped to achieve success.

It is the responsibility of the certified staff of the district to use its professional expertise to develop appropriate alternative programs when students have not met the standards set for them. Nothing in this policy should be construed as implying that the student and the student's family do not share responsibility with the certified staff of the district for trying alternative means to achieve those standards

The superintendent shall direct development of and the board shall adopt detailed regulations to govern progress of students through levels K-12. The regulations shall include:

A. Standards of proficiency related to district goals and objectives and student proficiency;

B. Standards of attendance, and provision for review of mastery;

C. Timely efforts to help all students achieve acceptable levels of proficiency;

D. Notification to parents and pupils, at appropriate times during the school year, of the pupil’s progress in meeting the promotion and remediation standards;

E. Timely notification of parents/guardians when there is a possibility of failure and immediate consultation with the parent/guardian if the student’s progress is not sufficient to meet promotion and remediation standards; Immediate consultation with the pupil’s parent or guardian if, in the teacher’s judgment, there is any indication that the pupil’s progress may not be sufficient to meet these standards;

F. Procedures for parents/guardians and adult students to appeal promotion/retention decisions;

G. Procedures for involving parents/guardians, in the design of the remedial program. Teachers and students, where appropriate, to participate in the development of the policy.

Progress reports for students in bilingual, ESL, or English language services programs shall be made to parents/guardians on the same schedule as the reports of all pupils enrolled in the district.

Progress reports shall be in writing and in both English and their primary speaking language unless doing so places unreasonable burden on the board.

Parents/guardians will be notified whenever exceptions are contemplated in a student's normal progression from level to level. The final decision in all cases will rest with school authorities.

GUIDANCE SERVICES

A guidance program shall be incorporated into the Woodbridge Township School District's educational program to aid students in making informed and responsible decisions and in using effective decision-making processes. The guidance program shall be developed and coordinated by the superintendent in consultation with teaching staff members he/she has identified as possessing necessary skills and abilities, to help students acquire the insights and knowledge they need to become autonomous, mature members of adult society in a democratic nation.

The board of education shall ensure all students have access to adequate or appropriate counseling services. When informing students about possible careers or professional or vocational opportunities, the options presented to students shall not be restricted or limited on the basis of race, creed, color, national religion, disability, or socioeconomic status. No biased or stereotyped tests or guidance or counseling materials shall be used.

The purpose of the guidance program shall be to help students in learning to make their own decisions concerning life's many choices--personal, educational, and career/vocational.

The guidance program shall provide, as fully as possible, the information needed to make the best decisions concerning the student's educational program. Such information shall include facts such as test scores, grades and educational history. Student records may also include anecdotes, but shall not carry judgments, opinions and other advice.

Students shall be encouraged to avail themselves of the help of the guidance department's personnel. The guidance department in the high school shall encourage the visits of educational and occupational representatives, including military recruiters. The administration shall have a positive attitude toward granting permission to seniors to visit schools, colleges and places of employment during school time. Students must have prior approval of the guidance department for the scheduled visit.

Students shall be aided in finding part-time jobs when in school, and permanent employment upon graduation.

Guidance services shall include establishment of a referral system that guards the privacy of the student and monitors the efficacy of such referrals, when district resources are not sufficient, as in drug or alcohol counseling.

REMEDIAL INSTRUCTION

Students who perform below acceptable levels on statewide assessments of the Common Core State Standards New Jersey Student Learning Standards shall participate in remedial programs. Proficiency shall also be evaluated through multiskills assessment, standardized tests, diagnostic instruments, teacher observation and student progress reports.

The programs shall include procedures to evaluate student achievement related to the remedial program objectives and standards. Continuous communication between teaching staff members and parents/ guardians of students participating in remedial educational programs shall be coordinated by the superintendent. These programs shall be supplemental to the regular program and designed to assist students who have academic, social, economic or environmental needs that prevent them from succeeding in regular school programs.

Parents or guardians of students involved in the program will be notified of their children's participation in the program and of the availability of student portfolios, progress reports, and work samples. Such notification will be, whenever possible, in the primary speaking language of the parent.

Parents/guardians shall be notified of appropriate times during the course of remediation, of the pupil’s progress in meeting the remediation standards. The parent/guardian shall be immediately consulted if, in the teacher’s judgement, there is any indication that the pupil’s progress may not be sufficient to meet these standards.

The Woodbridge Township School District recognizes that some students may need the extra assistance of the Title I ASI program in order to reach their educational goals and intends to include parents in all aspects of the program. The district will implement a parent involvement program which will include opportunities for parents to meet the teachers, to participate in training programs, and to participate in the annual ASI - Title I Planning, Design, and Implementation Meeting as well as in local meetings held annually at each Title I school. Parents will also be informed periodically of the progress of their children who are enrolled in this program.

Regulations governing these programs and procedures Board policies shall be developed with the participation of parents, teachers and students, where appropriate and reviewed and adopted by the board as required by law.

The superintendent shall evaluate the remedial education programs each school year and report to the board of education as to their effectiveness in achieving and maintaining acceptable levels of student proficiency.

The superintendent shall develop and the board shall adopt procedures for pupil promotion and remediation, related to district goals, objectives and pupil proficiency.

6. That the Board of Education on October 20, 2016 hereby authorizes the submission of the No Child Left Behind (NCLB) amended application for the 2016-2017 school year, and accepts the grant modifications for these funds upon subsequent approval of the 2016-2017 NCLB amended application. The Finance and Insurance Committee, on recommendation of the Superintendent of Schools and the Business Administrator/Board Secretary, presents the following:

1. That the Board of Education approves payment of the bills in the amount of $21,083,390.91 and Food Service bills in the amount of $569,648.30.

2. That the amount of district taxes needed to meet the obligations of this Board for the next thirty-one day period, beginning November 1, 2016 is: Requisition for Taxes for the General Fund in the amount of $14,413,000.00 and for the Debt Service in the amount of $430,500.00 totaling $14,843,500.00, and that the Township Council is hereby requested to place in the hands of the Treasurer of School Monies that amount by November 10, 2016. 3.
