Sub. :: Release of fund under SOPD to Karbi Anglong Autonomous Council for implementation of Schemes in respect of Soil & Water Conservation Department for 2nd Six month for the year 20lB- 2019. Sir, In exercise of the power conferred under Para 6(2) of the Sixth Scheduie to the Constitution of India as amended and in pursuance of the Government decision to entrust the functions relating to the Karbi Anglong Autonomous Council, and on authorization of Finance (Budget) Department, Government of Assam, vide letter No.BB.207120121158, dated 06.04.2018, I am directed to say that the Governor of Assam is pleased to accord sanction and release for an amount of Rs. 483.00 Lakh (Rupees Four Crore Eighty Three Lakhs) only for the 2'd Six months of the year 2018-19 and to place the same at the disposal of the Karbi Anglong Autonomous Council by transfer credit in the manner hereinafter mentioned for the implementation of Plan Schemes. No authority will be required fiom the Accountant General (A&E), Assam for such drawal. (Rs. in lakh [Iead of Account/l.,lame of Deptt. Budget Allocation under Amount for SOPD for the year 2018-19 2nd half 2402-Soil & Water Conservation 966.00 483.00 (Rupees Four Crore Eighty Three Lakhs) only 2. The above noted payment may be treated as Advance Classifiable under Head of Account "K" Deposit and Advance @ advance 8550-advance not bearing interest advance to Karbi Anglong Autonomous Council. 3. The Autonomous Council will draw the amount under the Head mentioned above and deposit the same into the Council fund by transfer credit to the Head "K" Deposit and Advance (b) deposit not bearing interest 8443-Civil deposit- deposit of Autonomous District Regional fund to Karbi Anglong Autonomous Council. 'fhe 4. Autonomous Council will have to maintain separate account for such advance and "submit detailed Accounts of the Expenditure so made monthly, directly to the Accountant General, Assam, Guwahati-29 for making necessary adjustment in his book by debiting expenditure in the State Government Budget under the Head of Account-"2402-Soil & Water Conservation " by the District Council Assistance for Sixth schedule Areas for the year 2018-19 under Grant No.76. The sanction is issued with the following terms and conditions: (i) That the 'Monthly Accounts' are duly compiled and submitt6d to the Accountant General (Audit), Assam as per the provisions contained in the Karbi Anglong Autonomous District Fund Rules, 1952. Contd.../2 (2) (ii) The Council is also required to follow existing Rules, instructions, norTns guidelines etc. of Government of India and the State Government as also the sound Financial ManagemenVPrinciples as communicated in Para 'B' of O.M.No.HAD.sll95l316, dated 3l't December'1996, issued by Government of Assam, Hill Areas Department. (iii) The Council is required to place CAG Report in the Council House immediately after receipt of the same from Principal A.G. (Audit) Assam. (iv) While incurring expenditure, the Autonomous Council has to strictly follow the FIADP guidelines of the Planning Commission, Government of India and instructions issued by the State Govemment/DCHA from time to time. Respective Department should submit the Quarterly Progress Report both Physical and Financial, Utilization Certificate, Completion Certificate etc. within stipulated time in prescribed Proforma. (v) Fund should be utilized properly against the specific scheme and for the purpose for which it has been released. The office of the Development Commissioner for Hill Areas of Assam would closely monitor and evaluate the implementation/expenditure as usual in accordance with O.M.No.H AD.57 I 95 131 6,dated 31.12.199 6. (vi) Funds released must be transmitted to the peripheral DDO/implementing Agency as the case may be by the Karbi Anglong Autonomous Council within 15 days from the date of release of Funds from Government of Assam. (vii) T'he Autonomous Council would get the Schemes/Projects inspected on ground at least once in a quarter in prescribed proforma both physical and financial. (viii) Fund released under different sectors may be utilized as per the AFRBM Act, 2005. (ix) The Council will convey the Administrative Approval and Financial Sanction of the schemes so received through the line Department of the Government of Assam for execution of the schemes. (x) Schemes should be executed through the line Department and under strict supervision of Council. the (xi) Technical sanctrfon of the schemes must be obtained from competent authority wherever necessary before execution of the schemes. (xii) VAT/AGST/TDS must be deducted at source and be deposited by Treasury Challan immediatelY. (xiii) All payment should be made through Bank Account by ECS/RTGS as the case \ tmay be as per Finance (Budget) Department's letter No.BB,20712012153, dated. \\\ ./ ,v' NX l s.o7.2o1s. Contd../3 (3) (i:iv) Goods/Materials are to be procured either through NIT or at the approved ratel qualities/specifications of the Government Department by the DPC. (:rv) The Principal Secretary of the Council will be responsible for maintaining of all relevant records of Accounts/ Schemes so implemented. (xvi) The Council will create their web-site where all schemes so approved by council with details of schemes, physical & financial target and achievements etc would be uploaded for public views. (xvii) The Audited Expenditure Statement along with Utilization Certificate of the aforesaid funds i.e Rs. 483.00 Lakh (Rupees Four Crore Eighty Three Lakhs) only under the SOPD for implementation of the schemes must be submitted by the Principal Secretary of the KAAC to Accountant General with intimation to Govt. in Hill Areas Department. (xviii) This sanction is made subject to adjustment in future installments, if any and unspent amount shall be refunded to the Govt. through Treasury Challan. Government, Government of Assam and Dima Halam Daogah (DHD) on 08.10.12 to initiate time bound steps for devolution of power to grass root level in Dima Hasao, and ensuring increased capacity building for developmental activities at all levels.
