Sub: Sanction towards expenditure against salary of the staffs of the Guwahati Municipal Corporation from devolution of the Third Assam State Finance Commission during the current year i.e. 2008-09. Sir, I am directed to convey the sanction of the Governor of Assam for an amount of Rs.1644.00 lakh (Rupees sixteen crores forty four lakhs) only for salary for the period from April to September, 2008 of the Guwahati Municipal Corporation employees from the devolution of fund under the award of the Third Assam State Finance Commission during the current financial year 2008-09. No arrear pay etc. should be drawn out of this allotment until & unless specific instruction is received from this end. Unspent balance, if any, may be adjusted against the subsequent release of fund for this purpose. The expenditure is debitable to the Head of Account “3604 –Compensation and Assignment to Local Bodies and Panchayat Raj Institutions 200 – Others Miscellaneous Compensations and Assignments (contribution) - 3672 – Panchayat Raj Institution & Urban Local Bodies -09 –Grants –in- aid Devolution of 3 rd Assam State Finance Commission’s Award to Panchayat Raj Institutions Devolution to Local Bodies - Non- Plan General area –voted’’ (Grant No. 66) during 2008-09. Finance ( Budget) Department has entrusted Finance Economic Affairs Department ( State Finance Commission Cell ) to issue sanction vide letter No BB 3763/2008/01 (B/S) dated 20.09.2008. The sanction amount will be drawn and disbursed Guwahati Municipal Corporation (GMC) by D.D.O as declared under Notification FEB 37/2008/4 dated 11.08.2008. The Commissioner & Secretary/ Secretary to the Govt. of Assam, GD Development Department, Assam with reference to your letter UO NO GDD 21 /2006/389 dated 29.09.2008. He is requested to collect expenditure statement after drawal of the monthly salaries of the Guwahati Municipal Corporation (GMC) staffs and compile the same for re-conciliation with Accountant General, Assam. He is requested to move Finance department for release of subsequent installments for payment of salaries along with Utilization certificate for the amount already drawn. 4. The Deputy Secretary SA (Accounts) Department, Dispur Assam. He is requested to draw fund Rs.1644.00 lakh (Rupees sixteen crores forty four lakhs) only and disburse the same to Guwahati Municipal Corporation, Panbazar from the concerned Treasury maintaining usual procedure for such drawal. He is requested to submit the expenditure statement after drawal of monthly salaries to the Finance Economic Affairs (State Finance Commission Cell) with copy to Secretary, Guwahati Development Department, Dispur, Secretariat Complex, Assam who will compile the expenditure for re-conciliation with the Accountant General, Assam. He is also requested to instruct to the Commissioner, Guwahati Municipal Corporation, Panbazar, Guwahati to maintain register book against all expenditure incurred under the award of the Third Assam State Finance Commission separately and deposit deduction amount usual procedure. 5. The Commissioner, Guwahati Municipal Corporation ----------------------- -----------, Assam. He is requested to draw fund above fund form the concerned DDOs and disburse the salary to the employees through their individual Bank Account after deduction of recoveries /CPF contribution etc usual procedure for such drawal. He is requested to submit the expenditure statement after drawal of monthly salaries to the undersigned with a copy to Deputy Secretary SA (Accounts) Department, Dispur, Assam through the Concerned DDOs who will compile the expenditure for re-conciliation with the Accountant General, Assam. He is also requested to maintain register book for all expenditure incurred under the award of the Third Assam State Finance Commission separately and prepare detailed statement in the magnetic madia in the excel sheet . The drawal of fund on account of salary should be limited to meet the salary expenditure of existing staff only. 6.
