Request by Aaron & Ashlee Krizek, Owners, to petition the Natural Resources Committee for a Zoning Classification change from Shoreland-Wetland to Shoreland per Section 7.1300 of the Ozaukee County Shoreland & Floodplain Zoning Ordinance to recognize the filling of .1 acre of wetland for vehicle access to residential property from Lake Church Road. Affecting the following described real estate: Town of Belgium, T12N-R22E in part of the NW 1/4 of SW 1/4 of Section 13, Lot 1, CSM # 4014, Doc. 1060747. Tax Key # 01-013-11-029.00. Site address: ¼ mile North of Lake Church on Lake Church Road. Mr. Holschbach reviewed the fill project that was done for the construction of a farm lane to provide access for farm equipment to get to adjacent agricultural land. Planning & Parks Department: Golf Division: Expansion of the maintenance building at Mee-Kwon Golf Course, management of ash trees, working with the new concessionaire at the golf courses.

Tourism Division: Joint Effort Marketing Grant, signage for the Interurban , annual tourism guide.

Planning Division: Recruitment and hiring for the Planning & GIS Specialist position, Park & Open Space Plan.

Trails Division: Off-Road Extension of the Interurban Trail in the City of Port Washington and Interurban Trail maintenance.

Ecological Division: Enhancements to the Mequon-Thiensville fishway and Lake Sturgeon Habitat Assessment grants.

Parks: Design and engineering of a new maintenance and operations building at Tendick Park, bathrooms at various parks, restoration projects at various parks, conduct a pilot project for public access to the beach at Virmond Park.

Register of Deeds: Indexing of the digitized records to make records searchable by contracted customers and public searchers. Possible rebinding of 20+ books if the indexing project does not move forward.

Land Information: Continue to maintain, update and improve the GIS public access website; participate in the 2020 Orthophotography project in collaboration with the Southeast Wisconsin Regional Planning Commission (SEWRPC) and the SEWRPC Datum Conversion project.

Land & Water Resource Management Plan Update* Mr. Holschbach explained that the Land & Water Management Department has its own Land & Water Resource Management Plan which is a required plan per the Department of Agriculture in order to receive grant funds from them. The plan will be brought to the committee for approval in the coming months and will then move to the County Board for final action. c. Management/Financial/Informational Reports 1. June 2018 Department Report

Register of Deeds Office: Recorded 1161 documents this April compared to 989 last year (which was our worst April since at least 2000). With four months of recording in the book we recorded 4,469 documents in 2018 and had 4561 in 2017. As for the revenue side we are at 31.85% of budget which is actually not bad, since our first quarter is almost always are slowest quarter, so it looks like we are on schedule to make budget with our revenue.

Patty will be presenting her findings on cost of binding document books that are in need of repair.

Also, the Land Information Office would like to present the following; 1) the 2020 SW Region Orthopphotography Project 2) GIS Data Conversion Project and 3) General Land Information Office Information.

BACKGROUND INFORMATION: The Nutrient Management Farmer Education Grant Program is funded by the Wisconsin Department of Agriculture, Trade and Consumer Protection (DATCP) through the Soil and Water Resource Management program to provide support for nutrient management planning. This grant focuses on educating farmers about soil testing and nutrient management planning principles and practices. Maximum grant award is $2,500 ANALYSIS: Grant will lend support for an educational program that will provide farmers a greater understanding of the values of nutrient management planning.

AGREEMENT BETWEEN

WISCONSIN DEPARTMENT OF AGRICULTURE, TRADE AND CONSUMER PROTECTION

and

Nutrient Management Farmer Education Grant Recipient (Tier 2) OZAUKEE COUNTY LAND AND WATER MANAGEMENT DEPARTMENT

The Wisconsin Department of Agriculture, Trade and Consumer Protection (DEPARTMENT) and the Ozaukee County Land and Water Management Department (CONTRACTOR) enter into this Agreement to deliver nutrient management farmer education (NMFE) consistent with terms of its grant application approved by the DEPARTMENT.

This document, including the attached Appendices A and B constitute the entire agreement between the parties in regard to grant funds awarded by the DEPARTMENT. This Agreement supersedes any prior communications or understandings related to the subject matter of this Agreement. The parties may agree in writing to amend this Agreement, prior to the ending date of this Agreement.

The DEPARTMENT and the CONTRACTOR agree as follows:

I. CONTRACTOR OBLIGATIONS:

The CONTRACTOR agrees to do all the following:

A. From January 1, 2018 to December 31, 2018, provide the following basic components of Tier 2 nutrient management training, as more fully specified in the approved budget and grant application narrative incorporated herein as Appendices A and B.

1. Provide individualized maps showing soil types and nutrient application restrictions for participating farmers, preferably using SnapMaps. 2. Conduct nutrient management educational workshops for participating farmers which includes training on nutrient management principles and planning concepts and elements of the Nutrient Management Farmer Education Program Curriculum. Content may be tailored to meet local conditions. 3. Offer to conduct a manure spreader calibration to determine manure application rate for every participating farm that utilizes manure.

B. Employ or retain the most qualified personnel from county conservation staff, University of Wisconsin Extension, technical colleges, partnering agencies, and the private sector to conduct the training workshops.

C. Educate and train farmers, consultants and others on nutrient management requirements and practices that allow producers to meet Wis. Admin. § ATCP 50.04(3). To the extent that nutrient management plans are prepared under the terms of this Agreement, the CONTRACTOR shall submit nutrient management checklists for each plan

D. Perform all work to the satisfaction of the DEPARTMENT under this Agreement as more fully specified in the Appendices. The CONTRACTOR may pursue additional funds from other entities for activities covered by this Agreement as long as the CONTRACTOR does not seek reimbursement from more than one funding source for the same expense required under this Agreement.

E. Seek reimbursement for costs not to exceed the maximum grant award of $2,500 for planning, delivery and evaluation of nutrient management training as specified in Appendices A and B. The following conditions and limitations apply to use of the grant funds and submission of reimbursement requests:

1. Payments for persons performing administration or training services not to exceed $750 and limited to: a) Subcontractor fees, and employee salary and fringe benefits for persons who administer or provide training required under this Agreement except that funds provided to counties must be used for planning, delivery and evaluation of nutrient management training as defined under the terms of this Agreement, and not for the support of local land conservation personnel to fund any activities under Wis. Stat. § 92.14 (3) (a) through (f). 2. Note: Projects cannot request reimbursement for professional or administrative salary/fringe charges when participants that receive NM training are charged a tuition fee. 3. Support costs limited to: a) Mileage per allowable state rates. (Funds may not be used to lease or purchase a vehicle.) b) Facility rentals, meals and expenses directly related to holding training sessions. c) Equipment leased or purchased to carry out nutrient management training such as soil probes, hand held GPS, scales to calibrate manure spreaders, etc. d) Information and education materials, training supplies, computer supplies including memory sticks, maps, photocopying, printing and postage.

The CONTRACTOR agrees to provide the in-kind and direct support set forth in Appendix A, and make use of measures to reduce costs including electronic media and communication in lieu of printing and mailing materials.

F. Seek reimbursement from the DEPARTMENT for no more than $2,500 by submitting no more than two payment requests within the grant year on a DEPARTMENT approved reimbursement form, submitted no later than February 15, 2019. The DEPARTMENT may withhold 10 percent of the maximum grant award until the CONTRACTOR completes the training and all other activities required under this Agreement. With each request for payment CONTRACTOR shall provide itemized breakdown of costs by these categories: (1) soil sampling, stipends and instructional expenses; (2) staff salary and fringe benefits and consultant and subcontractor fees; (3) individual support costs listing mileage at state rates, training or workshop-related expenses, allowable equipment, information and education materials, training supplies,

In addition, the CONTRACTOR may seek reimbursement for the completion of work identified from the 2017 grant year in the total amount of $1,465 as long as the requests do not exceed the adjusted maximum reimbursement amounts identified in Appendix C for each category.

With each reimbursement request, the CONTRACTOR shall include the in-kind or direct support provided in each of the categories during the billing period.

G. Perform the following accounting and other procedures to document expenditures and activities under this Agreement: 1. Retain receipts and proof of payment for each eligible cost incurred during the reporting period, including statements, invoices, timesheets, contracts, or written receipts for all supplies and services provided by contractors for this project. The CONTRACTOR shall retain supporting documentation and records of all costs for three years following the end of this Agreement, and produce such documentation to the DEPARTMENT upon reasonable request. 2. Implement procedures to avoid the submission of improper or duplicate reimbursement requests to the DEPARTMENT for the work of any county employees and independent contractors. The procedures shall ensure that the CONTRACTOR bills only for work authorized under Wis. Stat. §§ 92.14(3) (g) and (10), in relation to nutrient management training, and not for work performed under Wis. Stat. §§ 92.14 (3) (a) through (f), related to the basic allocation for county staff and support.

H. Before February 15, 2019, provide the DEPARTMENT a project report on work activities performed and deliverables provided during the grant period, including completed program evaluation forms and nutrient management checklists for all participants. At a minimum, the project report must include: dates and locations of training events, numbers of participants, number of WI 590 compliant nutrient management plans developed or updated, total number of acres planned, and documentation of in-kind contributions. The DEPARTMENT may request additional information or reports before making any reimbursements or for any other purposes consistent with this Agreement.

I. The CONTRACTOR will keep records of the CONTRACTOR’s activities under this Agreement, including records of all funds received and spent, and records to support the CONTRACTOR’S reimbursement requests under this Agreement. The CONTRACTOR will keep financial records according to generally accepted accounting principles and practices.

J. The CONTRACTOR will keep these records for at least 4 years, or until the DEPARTMENT completes a final audit of the CONTRACTOR’s performance, whichever occurs first. In the event of a dispute involving any records, the DEPARTMENT may require the CONTRACTOR to keep those records for an additional period of time specified by the DEPARTMENT.

K. The CONTRACTOR will make the records available to the department or its designee for inspection, audit and copying upon request. The CONTRACTOR will provide proper facilities for the inspection, audit or copying.

L. In connection with the performance on work under this Agreement, the CONTRACTOR, agrees not to discriminate against any employee or applicant for employment because of age, race, religion, color, handicap, sex, physical conditions, developmental disability, sexual orientation, or national origin, as defined in section Wis. Stat. § 51.01(5). This provision shall include, but not be limited to, the following: employment, upgrading, demotion or transfer; recruitment or recruitment advertising; layoff or termination; rates of pay or other forms of compensation; and selection for training, including apprenticeship. Except with respect to sexual orientation, the CONTRACTOR further agrees to take affirmative action to ensure equal employment opportunities. The CONTRACTOR agrees to post in conspicuous places, available for employees and applicants for employment, notice of this nondiscrimination clause. The DEPARTMENT will provide the CONTRACTOR with a copy of the notice. Failure to comply with the conditions of this clause may result in the CONTRACTOR being declared an "ineligible" contractor, termination of this Agreement, or withholding of payment.

M. Comply with all other terms of this Agreement.

II. DEPARTMENT OBLIGATIONS

The DEPARTMENT agrees to do all the following:

A. Cooperate and work in partnership with CONTRACTOR and other NMFE grant recipients to identify NMFE programming needs and options for filling those needs. This includes developing evaluation strategies to gauge program implementation and determine future programming priorities.

B. Provide education, training and support to employees of the CONTRACTOR and others persons responsible for carrying out this Agreement related to nutrient management requirements and practices required by Wis. Admin. § ATCP 50.04(3).

C. Provide $2,500 as part of the 2018 joint allocation for purpose of funding applicants selected for NMFE grant awards through separate application process. In addition the DEPARTMENT will provide $1,465 which was requested as an extension of the 2017 NMFE program.

D. Reimburse the CONTRACTOR for allowed costs for work performed and deliverables provided, subject to compliance with this Agreement. The maximum amounts and allowable costs are specified in I.E. above.

E. The DEPARTMENT’s obligation to make payments is contingent upon funds appropriated by the legislature. Reduction in those appropriations may be necessary due to budget shortfalls. The DEPARTMENT will notify the CONTRACTOR if a

adjust the work plan commensurate with any reductions or exercise the right of termination provided in this Agreement.

F. The Department at its sole discretion may pursue remedies by the CONTRACTOR for the failure to perform the requirements of this Agreement.

G. Comply with all other terms of this Agreement.

III. AGREEMENT EXTENSION

Unspent funds allocated to the CONTRACTOR in 2018 (except for funds extended from the prior grant year, if any) may be extended if the CONTRACTOR files a written request by December 31, 2018 identifying funds it does not anticipate spending, and further provides the DEPARTMENT, documentation identifying all work under the 2018 grant (but not any grants extended from prior years) that remains to be completed and a budget for spending these funds in 2019.

V. FUNDING SOURCE:

This Agreement is funded from an appropriation under Wis. Stat. § 20.115(7) (qf), SEG fund 274. The Department allocated the funds for this Agreement under the authority of Wis. Stat. §§ 92.14 (3)(g) and (10). The Land and Water Conservation Board (LWCB) has recommended funding under Wis. Stat. § 92.14.

VI. ASSIGNMENT:

The CONTRACTOR may not assign, delegate or subcontract any portion of this Agreement without the prior written consent of the DEPARTMENT.

VII. INDEPENDENT CONTRACTOR:

The CONTRACTOR is an independent contractor for all purposes, including workers' compensation, and is not an employee or agent of the DEPARTMENT or the State of Wisconsin. This contract does not establish an employer-employee relationship.

VIII. LIABILITY AND INDEMNIFICATION:

Neither the DEPARTMENT, nor any of its officers, agents, or employees assumes any liability for the acts nor omissions of the CONTRACTOR in carrying out this contract, as provided by Wisconsin state law. The CONTRACTOR agrees to hold harmless, defend and indemnify the DEPARTMENT and all its officers, employees and agents, against any liability or other claims resulting from the actions or omissions of the CONTRACTOR or its employees, agents or representatives.

IX. APPLICABLE LAW AND VENUE:

The laws of the State of Wisconsin shall govern this Agreement. The CONTRACTOR shall at all times comply with all federal, state, and local laws, ordinances, and regulations in effect during the period of this Agreement. The CONTRACTOR shall not use money received under this Agreement for any illegal activities. Venue for all actions resulting from this Agreement shall be Dane County, Wisconsin.

X. ANTI-TRUST ASSIGNMENT:

The CONTRACTOR and the DEPARTMENT recognize that, in actual economic practice, overcharges resulting from anti-trust violations are in fact usually borne by the DEPARTMENT. Therefore, the CONTRACTOR hereby assigns to the DEPARTMENT any and all claims for such overcharges as to goods, materials, or services purchased in connection with this Agreement.

XI. TAX DELINQUENCY:

Contractors who have a delinquent Wisconsin tax liability may have their payments offset by the State of Wisconsin, Department of Revenue.

XII. LOBBYING:

The CONTRACTOR may not use funds received under this Agreement, directly or indirectly, for lobbying activities of any kind. Materials printed, reproduced or distributed under this Agreement may not advocate a particular position on any state legislation or state agency action, nor may they encourage the recipient to contact or lobby any state legislative or agency official for lobbying purposes.

XIII. TERMINATION OF AGREEMENT:

Either party may terminate this Agreement by giving at least 30 days prior written notice to the other party. The DEPARTMENT reserves the right to cancel any Agreement, in whole or in part, without penalty, due to non-appropriation of funds or the

obligations of this Agreement, violates federal, state, or local laws, ordinances, rules, regulations, or formal guidance. The DEPARTMENT shall give the CONTRACTOR not less than thirty (30) days written notice (delivered by certified mail, return receipt requested) of intent to terminate and an opportunity for consultation prior to termination. If the Agreement is terminated prior to the end date, the CONTRACTOR shall refund to the DEPARTMENT the full amount of payments made under this contract. The refund shall be submitted to the DEPARTMENT within thirty (30) days of the date of Termination of this Agreement.

XIV. ETHICS CODE:

If a state public official (s. 19.42, Stats.) or an organization in which a state public official holds at least a 10 percent interest is a party to this Agreement, this Agreement is voidable by the state unless appropriate disclosure is made to the State of Wisconsin Ethics Commission, 212 East Washington Ave., Third Floor, Madison, Wisconsin 53703 (telephone: 608/266-8123).

XV. AMENDMENTS:

Amendments to this Agreement, if any, must be approved in writing by the DEPARTMENT and the CONTRACTOR. Each undersigned representative of the DEPARTMENT and the CONTRACTOR certifies that he or she is fully authorized to enter into the terms of this Agreement they are responsible for and to execute and legally bind such party to this Agreement.

This educational workshop will be offered to a group of farmers & agronomists. - Prepare individualized maps showing soil types and nutrient application restrictions for each participating farmer, conducted individually for each farm participant. - Calibrate manure application equipment as applicable with participating farmers on an individual basis as requested. - Individual farmers throughout the year in Ozaukee County will be provided information and education on nutrient management plans as opportunities present themselves. - Nutrient management I & E will be interwoven into the County Soil Health Workshop, Cover Crop Field Day and other educational events involving groups of farmers.

Section C. NUTRIENT MANAGEMENT BACKGROUND: Describe the nutrient management efforts you have performed in the past and how this educational program fits in or compliments other past or ongoing nutrient management efforts. This educational program will complement the educational program conducted in 2017 by allowing farmers who were unable to attend the 2017 session to attend a 2018 session. The Land & Water Management Department continues to provide cost- share assistance for nutrient management planning. Farmers participating in FPP are required to have nutrient management plans. The vast majority of nutrient management plans are completed by agronomists at local cooperatives or by private consultants. Staff review the plans which are provided to the farmer by the crop consultant. This educational effort will provide a larger group of farmers an opportunity to learn more about nutrient management planning and see the value of preparing and implementing plans. Farmers will be given an opportunity to receive assistance with calibration of manure application equipment so they can better follow their nutrient management plan. Also plan to offer additional information on low disturbance manure injection equipment. The Watershed Clean Farm Families is promoting nutrient management planning and is offering incentive payments to encourage those who might not otherwise participate. This educational program compliments nicley, the goal of the Producer-Led Group. Ozaukee county is a participant in the Milwaukee Regional Conservation Partnership Project and Great Lakes Restoraton Inititiative which emphasize nutrient management planning. This Nutrient Management Educational Program will serve to promote greater participation in both programs. Statement of Work

Purpose A. This agreement is made by and between the United States Department of Agriculture, Natural Resources Conservation Service, hereafter referred to as “NRCS”; and the Ozaukee County Land & Water Management Department, hereafter referred to as “Ozaukee County LWMD”.

B. There is a need for more and better information on the effectiveness of current conservation systems used to reduce nonpoint source pollution, especially in critical watersheds of the Great Lakes basin. The purpose of the agreement is to establish a network of Demonstration Farms in Ozaukee County to demonstrate to farmers and general public that the right combination of traditional conservation practices and other innovate technologies functioning on the landscape can produce viable and sustainable economic and environmental benefits. Objectives A. NRCS and Ozaukee County LWMD have a mutual interest in helping to bring about the conservation and wise use of land, water, and related natural resources within the state of Wisconsin. A network of farms will be established whereby demonstrations will be conducted to showcase the effectiveness and adaptability of conservation practice systems that reduce erosion, sedimentation and nonpoint source pollution and provide education/technology transfer opportunities for the public, farmers, land managers, agribusiness, environmental organizations, natural resource agencies, and research entities. To initiate this network, Ozaukee County LWMD and collaborating partners will establish a Demonstration Farm Network in Ozaukee County, Wisconsin. 4. Create and implement an information/outreach strategy to share information and lessons learned to other natural resource managers, researchers, and stakeholders throughout the Great Lakes basin.

Responsibilities of the Parties:

A. OZAUKEE COUNTY LWMD WILL:

1. Provide overall coordination and oversight for the establishment and management of a Demonstration Farm Network in Ozaukee County, Wisconsin. NRCS shall have final approval authority over selection of the Demonstration Farm sites. Ozaukee County shall collaborate with conservation partners to assist in the implementation of project activities.

Ensure conservation practices planned and installed under this agreement shall meet applicable state NRCS conservation practice standards, specifications, and program requirements; be consistent with the conservation program goals and objectives in the agreement; and incorporate, where appropriate, low-cost alternatives that would address the resource issues and meet the objectives of Conservation Technical Assistance (CTA) and the participating farm client for which assistance is provided.

4. Access NRCS client records only as necessary to carry out the purpose of this agreement. Access does not give custody of CTA records (or files) to Ozaukee County LWMD. Contents of CTA records will not be disclosed without the express written consent of the NRCS Freedom of Information and Privacy Acts Officer.

5. Work with and recognize NRCS in any public or legislative outreach deemed appropriate for aiding citizens in understanding the use of public funds and natural resources conservation benefits derived as a result of this cooperative effort.

6. Coordinate with NRCS on all news releases and information materials produced to publicize, announce, or promote the projects, activities, and events resulting from this agreement. Conduct tours of the farms participating in the Demonstration Farm Network. Tours shall be provided to area farmers, conservation organizations, business representatives, and other individuals to provide educational information regarding conservation practices and activities adopted on the farms. Information regarding Ozaukee County LWMD and NRCS conservation assistance and Farm Bill program opportunities shall be provided during each tour event. Deliverable Item #4: Field Day Events

Conduct field day events showcasing the implementation of conservation activities or conservation equipment demonstrations. This deliverable item is specifically associated with the staff time required to coordinate and conduct the field day event.

Documentation Requirements (submit with SF-270): Field Day Event announcement notification, copy of event agenda, digital photographs of event, and list of attendees.

Deliverable Item #5: Webpage Management

A webpage shall be established and maintained to provide Demonstration Farm Network information and notifications of upcoming events.

A payment in the amount of $650 shall be provided by NRCS at the end of each calendar year for the management of the webpage.

Deliverable Item #6: Farmer Participation & Data Collection

The deliverable is the acres enrolled as a Demonstration Farm site. The deliverable includes farmer participation during tours and events, site access maintenance by farmer, and farmer collection of field and cost data. NRCS shall have final approval authority over selection of Demonstration Farm & Satellite Farm sites and acres enrolled in the project.

Documentation Requirements (submit with SF-270): Copy of map of each farm which includes acreage enrolled in the Demonstration Farm Network.

Deliverable Item #7: Soil Sampling

Collect and analyze soil samples on land enrolled in the Demonstration Farm Network. The type and quantity of soil sampling to be conducted shall be upon mutual agreement between Ozaukee County LWMD and NRCS. No work may commence and no expenses can be incurred without prior review and approval by NRCS. Reimbursement shall be based on actual cost receipts for the activity conducted.

Deliverable Item #8: Site Supplies & Maintenance

Design and install promotional signs at each Demonstration Farm site. Other site supplies and maintenance activities may be authorized upon concurrence from Ozaukee County LWMD and NRCS. III. CONFIDENTIALITY a. Activities performed under this award may involve access to confidential and potentially sensitive information about governmental and landowner issues. The term “confidential information” means proprietary information or data of a personal nature about an individual, or information or data submitted by or pertaining to an organization. The recipient’s personnel will follow the rules and procedures of disclosure set forth in the Privacy Act of 1974, 5 U.S. C. The recipient’s personnel must also comply with privacy of personal information relating to natural resources conservation programs in accordance with section 1244 of Title II of the Farm Security and Rural Investment Act of 2002 (Public Law 107-171). The recipient agrees to comply with the “Prohibition Against Certain Internal Confidentiality Agreements:”

1. You may not require your employees, contractors, or subrecipients seeking to report fraud, waste, or abuse to sign or comply with internal confidentiality agreements or statements prohibiting or otherwise restricting them from lawfully reporting that waste, fraud, or abuse to a designated investigative or law enforcement representative of a Federal department or agency authorized to receive such information. 2. You must notify your employees, contractors, or subrecipients that the prohibitions and restrictions of any internal confidentiality agreements inconsistent with paragraph (1) of this award provision are no longer in effect. 3. The prohibition in paragraph (1) of this award provision does not contravene requirements applicable to any other form issued by a Federal department or agency governing the nondisclosure of classified information. 4. If NRCS determines that you are not in compliance with this award provision, NRCS: a. Will prohibit your use of funds under this award, in accordance with sections 743 and 744 of Division E of the Consolidated Appropriations Act, 2016, (Pub. L. 114-113) or any successor provision of law; b. May pursue other remedies available for your material failure to comply with award terms and conditions.

IV. PRIOR APPROVAL REQUIREMENTS

The following are the most common situations requiring prior approval. However, the recipient is also bound by any other prior approval requirements of the applicable administrative provisions and Federal cost principles. a. Purpose or Deliverables.—When it is necessary for the recipient to modify the purpose or deliverables, the recipient must submit a written request and justification for the change along with the revised purpose or deliverables of the award to the NRCS administrative contact. The request should contain the following: 1. Grant or agreement number 2. Narrative explaining the requested modification to the project purpose or deliverables 3. A description of the revised purpose or deliverables 4. Signatures of the authorized representative, project director, or both b. Subaward/contractual Arrangement.—The recipient must submit a justification for the proposed subaward/contractual arrangements, a statement of work to be performed, and a detailed budget for the subaward/contract to the NRCS administrative contact. Subaward/contractual arrangements disclosed in the application do not require additional postaward approval. c. Absence or Change in Project Leadership.—When a project director or the person responsible for the direction or management of the project—

1. Relinquishes active direction of the project for more than 3 consecutive months or has a 25 percent or more reduction in time devoted to the project, the grantee must notify the NRCS administrative contact in writing, identifying who will be in charge during the project director’s absence. The notification must include the qualifications and the signature of the replacement, signifying his or her willingness to serve on the project.

2. Severs his or her affiliation with the grantee, the grantee’s options include— i. Replacing the project director. The grantee must request written approval of the replacement from the NRCS administrative contact and must include the qualifications and the signature of the replacement signifying his or her willingness to serve on the project. ii. Subcontracting to the former project director’s new organization. The grantee must request approval from the administrative contact to replace the project manager and retain the award, and to subcontract to the former project director’s new organization certain portions of the project to be completed by the former project director. iii. Relinquishing the award. The grantee must submit to the NRCS administrative contact a signed letter by the grantee and the project director that indicates that the grantee is relinquishing the award. The letter must include the date the project director is leaving and a summary of progress to date. A final Standard Form (SF) 425 reflecting the total amount of funds spent by the recipient must be attached to the letter.

3. Transfers the award to his or her new organization, the authorized organization’s representative at the new organization must submit the following to the NRCS administrative contact as soon as the transfer date is firm and the amount of funds to be transferred is known: i. The forms and certifications included in the application package ii. A project summary and work statement covering the work to be completed under the project (deliverables and objectives must be the same as those outlined in the approved proposal) iii. An updated qualifications statement for the project director showing his or her new organizational affiliation iv. Note: The transfer of an award from one organization to another can take up to 90 calendar days to accomplish, which may result in a delay in the project director resuming the project at the new organization.

Packet Pg. 42 Page 9 of 13 7.a.2.a d. Budget Revisions.—Budget revisions will be in accordance with 2 CFR Part 200.308. e. No-Cost Extensions of Time.—When a no-cost extension of time is required, the recipient must submit a written request to the NRCS administrative contact no later than 30 calendar days before the expiration date of the award. The request must contain the following: The length of additional time required to complete the project and a justification for the extension A summary of progress to date An estimate of funds expected to remain unobligated on the scheduled expiration date A projected timetable to complete the portions of the project for which the extension is being requested Signature of the grantee and the project director A status of cost sharing to date (if applicable)

Note: An extension will not exceed 12 months. Requests for no-cost extensions received after the expiration of the award will not be granted. V. PAYMENTS a. Payment by NRCS to the entity will be made monthly or quarterly (whichever is mutually agreed upon by both parties) on a reimbursable or advanced basis upon completion of work outlined herein. Payment will be executed upon the submission of a properly executed form SF-270 with supporting documentation. The SF-270 must cite the agreement number, remittance address, and billing period. The SF-270 must be sent to the NRCS administrative contact at the email address identified in block 8 of the Notice of Grant/Agreement Award. b. Unless otherwise specified in the award, the recipient must receive payments through electronic funds transfers. c. Recipients requesting advances should request payments in amounts necessary to meet their current needs pursuant to procedures contained in the Federal administrative provisions and 31 CFR Part 205. d. The method of payment between the recipient and its contractors will be in accordance with the policies and procedures established by the recipient except that the contractors may not use the USDA Office of Financial Management/National Finance Center method to request payments. If the grantee makes advance payments to contractors, the grantee must ensure that the timing of such payments is designed to minimize elapsed time between the advance payment and the disbursement of funds. Payment requests from the grantee’s contractors will not be sent to NRCS for review or approval. e. Accounting records for all costs incurred under this award must be supported by source documentation. Such documentation includes, but is not limited to, canceled checks, paid bills, payroll records, and subaward documents. Labor cost charges to this award must be based upon salaries actually earned and the time actually worked on this award. All project costs must be incurred within the approved project period of this award, including any approved no- cost extension of time. Costs that cannot be supported by source documentation or that are incurred outside of the approved project period and budget may be disallowed and may result in award funds being returned to the Federal Government by the recipient.

VI. ACCRUALS a. Recipients must submit an accrual estimate to the NRCS Program/Technical no later than 15 calendar days prior to the end of the quarter (submit by March 15, June 15, September 15 and December 15th). b. An accrual represents the value of goods or services provided to NRCS for which you have not requested payment. The quality and completeness of NRCS audited financial statements depends on your continuing cooperation and timely information. c. At a minimum, the signed accrual statement should include, “Under agreement number , at the close of the quarter ending , we have provided or anticipate providing goods or services that we have not requested payment for in the amount of $ .” Include the name and title of the person preparing the accrual estimate.

VII. FINANCIAL REPORTING a. Recipients must submit a Federal Financial Report (FFR), SF 425 and 425A, in accordance with the following schedule:

Reports must be submitted on an accrual accounting basis. Failure to submit reports in accordance with the above schedule may result in suspension or termination of award.

For final FFRs, reporting end date must be the end date of the project or agreement period. The reports should be submitted to the NRCS administrative contact identified in award notifications.

VIII. PERFORMANCE MONITORING AND REPORTING

Packet Pg. 43 Page 10 of 13 7.a.2.a a. The recipient is responsible for monitoring day-to-day performance and for reporting to NRCS. If the project involves subaward arrangements, the recipient is also responsible for monitoring the performance of project activities under those arrangements to ensure that approved goals and schedules are met. b. Every 6 months the recipient must submit a written progress report. Each report must cover— 1. A comparison of actual accomplishments with the goals and objectives established for the reporting period and, where project output can be quantified, a computation of the costs per unit of output.

1. The reasons why goals and objectives were not met, if appropriate.

2. Additional pertinent information including, where appropriate, analysis and explanation of cost overruns or high unit cost. c. The recipient must submit a final performance report within 90 calendar days after completion of project.

IX. AUDIT REQUIREMENTS

The recipient is responsible for complying with audit requirements in accordance with 2 CFR 200, Subpart F. A non- Federal entity that expends $750,000 or more during the non-Federal entity’s fiscal year in Federal awards must have a single or program-specific audit conducted for that year.

X. SPECIAL PROVISIONS a. The recipient assures and certifies that it will comply with the minimum-wage and maximum- hour provisions of the Federal Fair Labor Standards Act. b. Employees of NRCS will participate in efforts under this agreement solely as representatives of the United States. To this end, they may not participate as directors, officers, employees, or otherwise serve or hold themselves out as representatives of the recipient. They also may not assist the recipient with efforts to lobby Congress or to raise money through fundraising efforts. Further, NRCS employees must report to their immediate supervisor any negotiations with the recipient concerning future employment and must refrain from participation in efforts regarding such parties until approved by the agency. c. Employees of the recipient will not be considered Federal employees or agents of the United States for any purposes under this agreement.

XI. PATENTS, INVENTIONS, COPYRIGHTS, AND ACKNOWLEDGMENT OF SUPPORT AND DISCLAIMER a. Allocation of rights of patents, inventions, and copyrights must be in accordance with 2 CFR Part 200.315. This regulation provides that small businesses normally may retain the principal worldwide patent rights to any invention developed with USDA support. b. In accordance with 37 CFR Section 401.14, each subject invention must be disclosed to the Federal agency within 2 months after the inventor discloses it in writing to contractor personnel responsible for patent matters. Invention disclosure statements pursuant to 37 CFR Section 401.14(c) must be made in writing to:

The following acknowledgment of NRCS support must appear in the publication of any material, whether copyrighted or not, and any products in electronic formats (World Wide Web pages, computer programs, etc.) that is substantially based upon or developed under this award:

• “This material is based upon work supported by the Natural Resources Conservation Service, U.S. Department of

• “USDA is an equal opportunity provider and employer.” Any publication prepared with funding from this agreement must include acknowledgement to USDA, Natural Resources Conservation Service.”

The recipient is responsible for ensuring that an acknowledgment of NRCS is made during news media interviews, including popular media such as radio, television, and news magazines, that discuss in a substantial way work funded by this award.

XII. COST-SHARING REQUIREMENTS a. If the award has specific cost-sharing requirements, the cost-sharing participation in other projects may not be counted toward meeting the specific cost-share requirement of this award, and must come from non-Federal sources unless otherwise stated in the applicable program announcement. b. Should the recipient become aware that it may be unable to provide the cost-sharing amount identified in this award, it must— 1. Immediately notify the NRCS administrative contact of the situation. 2. Specify the steps it plans to take to secure replacement cost sharing. 3. Indicate the plans to either continue or phase out the project in the absence of cost sharing. c. If NRCS agrees to the organization’s proposed plans, the recipient will be notified accordingly. If the organization’s plans are not acceptable to NRCS, the award may be subject to termination. NRCS modifications to proposed cost sharing revisions are made on a case-by-case basis. d. Failure by the recipient to notify NRCS in accordance with paragraph (b) above may result in the disallowance of some or all the costs charged to the award, the subsequent recovery by NRCS of some of the NRCS funds provided under the award, and possible termination of the award, and may constitute a violation of the terms and conditions of the award so serious as to provide grounds for subsequent suspension or debarment. e. The recipient must maintain records of all project costs that are claimed by the recipient as cost sharing as well records of costs to be paid by NRCS. If the recipient’s cost participation includes in-kind contributions, the basis for determining the valuation for volunteer services and donated property must be documented.

XIII. PROGRAM INCOME

Income derived from patents, inventions, or copyrights will be disposed of in accordance with the recipient’s own policies. General program income earned under this award during the period of NRCS support must be added to total project funds and used to further the purpose and scope of this award or the legislation under which this award is made.

XIV. NONEXPENDABLE EQUIPMENT

Recipients purchasing equipment or products with funds provided under this award are encouraged to use such funds to purchase only American-made equipment and products. Title to nonexpendable equipment purchased with award funds will vest in the recipient upon completion of the award project and acceptance by NRCS of required final reports. When equipment is no longer needed by the recipient and the per-unit fair market value is less than $5,000, the recipient may retain, sell, or dispose of the equipment with no further obligation to NRCS. However, if the per-unit fair market value is $5,000 or more, the recipient must submit a written request to the NRCS administrative contact for disposition instructions.

XV. LIMIT OF FEDERAL LIABILITY

The maximum financial obligation of NRCS to the recipient is the amount of funds indicated in the award as obligated by NRCS. However, in the event that an erroneous amount is stated on the approved budget, or any supporting document relating to the award, NRCS will have the unilateral right to make the correction and to make an appropriate adjustment in the NRCS share of the award to align with the Federal amount authorized. XVI. MODIFICATIONS AND TERMINATIONS

NRCS may amend or modify the award through an exchange of correspondence between authorized officials of the recipient and NRCS. The award is subject to termination if NRCS determines that the recipient has failed to comply with the terms and conditions of the award. XVII. AWARD CLOSEOUT

A. OZAUKEE COUNTY LWMD WILL:

1. Provide 25% contribution (minimum) overall toward the total cost of completion of the agreement deliverable items. See the chart above the contribution amounts identified for each specific deliverable item. The Ozaukee County LWMD minimum financial contribution to this agreement shall be $25,000. This financial contribution reflects the cost to accomplish the tasks identified in the Statement of Work.

2. Request reimbursement by submitting a completed form SF-270 Request for Advance or Reimbursement (http://www.whitehouse.gov/omb/grants_forms) and required supporting documentation to NRCS. The total amount of reimbursement from NRCS will not exceed $75,000.

3. Submit all Request for Reimbursement, Federal Financial Reports and Final Report to: Eric Allness, ASTC – Partnerships & Initiatives ([email protected]).

B. NRCS WILL:

1. Provide 75% contribution overall toward the cost of completion of the deliverable items listed in the chart above. The NRCS financial contribution to this agreement shall not exceed $75,000. Agenda Summary Increase of Revenue Budget Amendment for a Wisconsin Department of Natural Resources Outdoor Recreation Aid Grant for Lake Michigan Public Access at Virmond County Park

BACKGROUND INFORMATION: The Planning and Parks Department was awarded a State of Wisconsin Department of Natural Resources Knowles-Nelson Stewardship Local Assistance Program (Stewardship) grant to fund County activities to improve public access to Lake Michigan at Virmond County Park in the City of Mequon. Specifically, this grant will support the engineering, design, and construction of a passive public access to Lake Michigan along the bluff at Virmond County Park as a demonstration pilot project. Techniques may include low- impact designs such as switchback foot and floating staircase sections to best fit the local topography and bluff stability conditions at the project area. The Virmond County Park phase will be completed first and will be used as a case study to refine the design at Clay Bluffs Cedar Gorge Nature Preserve and for reference at other sites along the Lake Michigan shoreline under similar conditions. This project will improve public access to the Lake Michigan shoreline and access for the National Lake Michigan Water Trail and promote the appreciation of coastal resources, enjoyment of Ozaukee County’s unique cultural and natural resources and other consistent, passive, non-motorized outdoor recreational uses per the recommendation in the Park and Open Space Plan for Ozaukee County: 2035. ANALYSIS: On May 7, 2018, Ozaukee County received notice from WDNR that the Planning and Parks Department was awarded a $90,200 grant for its “Lake Michigan Public Access Improvements at Virmond County Park” project. The Natural Resources Committee approved the WDNR Stewardship grant submittal at its April 6, 2017 meeting and the County Board approved Resolution 17-7 at its May 3, 2017 meeting. Required 1:1 match will be provided through secured Wisconsin Coastal Management Program (WCMP) and Brookby Foundation grant funding, and in-kind County staff time, equipment, supplies, travel, and youth conservation corps time (under existing grant funding). This grant is consistent with on-going, funded Department programs and is consistent with the Multi-jurisdictional Comprehensive Plan for Ozaukee County: 2035, Park and Open Space Plan for Ozaukee County and the Ozaukee County Land and Water Resource Management Plan.

Agenda Summary Increase of Revenue Budget Amendment for a Wisconsin Regional Planning Commissions / Wisconsin Department of Natural Resources Great Lakes Basin Tree Planting Program Grant for Tree Planting Activities in the Ozaukee County Park System

BACKGROUND INFORMATION: The Planning and Parks Department was awarded a grant from the Wisconsin Regional Planning Commissions (WRPC) / Wisconsin Department of Natural Resources (WDNR) for a 2018 Great Lakes Basin Tree Planting Program to improve the local ecology in the Ozaukee County Park System including Tendick Nature Park and Hawthorne Hills County Park and Golf Course in the Town of Saukville, and Waubedonia County Park in the Town of Fredonia. Specifically, this grant will support the purchase and planting of large native tree stock to offset the impacts of Emerald Ash Borer (EAB). Improving the native tree diversity (both species and age classes) at the County Parks will assist the Department in maintaining a high quality County Parks System reflective of the local ecology by preserving, protecting and restoring the natural resources inclusive of the native plant communities. Furthermore, this effort will assist in continuing to manage the County Parks for EAB and provide education and outreach opportunities to youth conservation corps and volunteers assisting with tree planting activities. This grant will also aid in creating a more ecologically-healthy landscape in conjunction with the habitat restoration projects by planting a high diversity (species and age classes) of trees to compete with invasive vegetation, provide replacement trees for the high percentage of ash trees that will be lost due to EAB, support volunteer activities, and improve Ozaukee County's tree canopy diversity.

ANALYSIS: On May 2, 2018, WRPC staff announced that Ozaukee County was awarded a $9,600 grant for its “Tree Planting Activities in the Ozaukee County Park System” project. The Natural Resources Committee approved the WRPC/WDNR grant submittal at its April 5, 2018 meeting and the County Board approved Resolution 18-7 for submittal and acceptance of the WRPC/WDNR grant funds at its May 3, 2018 meeting. A 25% match is required, which will be provided by an existing WDNR Urban Forestry Grant and in-kind County staff time, supplies and equipment (e.g. Golf Course Enterprise Fund). This grant is consistent with on-going, federally funded Department programs and is consistent with the Multi-jurisdictional Comprehensive Plan for Ozaukee County: 2035, Park and Open Space Plan for Ozaukee County and the Ozaukee County Land and Water Resource Management Plan.

Agenda Summary Increase of Revenue Budget Amendment for a Wisconsin Coastal Management Program Grant for Refinement and Development of the Ozaukee County Ecological Prioritization GIS Tool

BACKGROUND INFORMATION: The Planning and Parks Department, in conjunction with the Wisconsin Wetlands Association, was awarded a grant from the Wisconsin Coastal Management Program (WCMP) to fund the refinement and development of the Ecological Prioritization GIS Tool (Tool) at a countywide scale and develop outreach efforts and user- friendly case study documents to help promote the Tool. The Tool was originally developed to identify priority areas for preservation and restoration within the Coastal areas of Ozaukee County under previous WCMP funding and has since been refined and expanded to the City of Mequon under a contractual agreement with the Ozaukee Washington Land Trust (through a WCMP grant). This grant will support completion of the Tool countywide and fund outreach efforts to increase awareness of and use of the Tool for identifying priority areas for preservation and restoration for staff and decision-makers of municipalities within Ozaukee County, staff and decision-makers from other coastal counties in southeast Wisconsin, and other interested land- use decision-makers in the region. Outreach efforts will include a presentation describing the Tool and how the it can be used to improve decision-making regarding land protection and restoration initiatives to achieve natural resource and community objectives, a field-based watershed tour for land-use decision-makers to illustrate the importance of watershed planning and restoration to achieve multiple objectives, and written case studies/fact sheets that describe the application of the Tool and/or outcomes of projects that have been conducted in areas identified as priorities by the Tool.

ANALYSIS: On April 24, 2018, WCMP staff announced that Ozaukee County was awarded a $29,978 grant for its “Ozaukee County Ecological Prioritization GIS Tool Refinement and Development” project. The Ozaukee County Natural Resources Committee approved the WCMP grant submittal at its October 3, 2017 meeting. A 50% local match is required and will be provided through existing paid contractual agreements (grant funding), WWA in-kind contributions and in-kind County staff, equipment and supplies. This grant is consistent with on- going, funded Department programs and is consistent with the Multi-jurisdictional Comprehensive Plan for Ozaukee County: 2035 and Park and Open Space Plan for Ozaukee County.

BACKGROUND INFORMATION: The Ozaukee County - Planning and Parks Department was awarded a grant from the US Fish and Wildlife Service (USFWS) Coastal Program to support County-sponsored fish and wildlife habitat projects. Specifically, this grant will fund County activities to remediate multiple fish passage impediments on Silver Beach Creek in the Town of Belgium and Sucker Brook Creek in the Town of Port Washington. These activities may include culvert replacement/remediation, debris/logjam removals, in-stream grade controls, and bank and in-stream structure restoration. This grant is consistent with ongoing and previously completed linear connectivity and habitat restoration projects on direct tributaries to Lake Michigan in Ozaukee County (e.g. Mineral Springs Creek). Specifically, this grant will support construction and restoration activities at multiple impediment sites and include local-force account (e.g., Ozaukee County Highway Department) work. This grant is consistent with the Great Lakes Restoration Initiative (GLRI) Action Plan, a plan that alludes to the importance of ecosystem connectivity and the negative ecological impacts of habitat fragmentation. Improving the function and connectivity of aquatic habitat in Ozaukee County will directly improve sustainability and/or population recovery for remnant desirable, native, species of local conservation interest (SLCI) and/or threatened or endangered species within and beyond the county borders. Specifically, improved connectivity promotes the long-term restoration of naturally reproducing, native migratory fish, important game fish species and other fish and wildlife species (e.g. SLCI). Furthermore, this project will bolster the Planning and Parks Department Ecological Division Fish Passage Program’s mission to reestablish ecological and biological connections, while protecting and restoring habitat throughout the County’s watersheds. Agenda Summary Grant Submittal for US Fish and Wildlife Service National Coastal Wetlands Conservation Program Grant Funding to Support Wetland Habitat Restoration Activities near the Little Menomonee River

BACKGROUND INFORMATION: The Ozaukee County Planning and Parks Department (Department) proposes to submit a grant application to the National Coastal Wetlands Conservation Grant Program (NCWCGP) to support a County-sponsored habitat restoration project. Specifically, this grant would support construction of a large-scale wetland habitat restoration project adjacent to the Little Menomonee River on a parcel owned by the Milwaukee Metropolitan Sewerage District (MMSD) in the City of Mequon. Design of these wetland features is currently being conducted with funding from the Fund for Lake Michigan, as part of a larger project that includes stream impediment remediation and stream and wetland restoration design on three parcels owned and managed by MMSD along the Little Menomonee River. The Department is in the process of designing stream impediment remediation and stream and wetland enhancements for the parcel owned by MMSD along the Little Menomonee River just north of Mequon Road in the City of Mequon. As part of the design process, the Department has conducted preliminary discussions with a few of the landowners adjacent to this parcel (as well as the parcel landowner), and Department staff understands the impact that the project may have on flooding is a local concern. Partly as a result of these discussions, the Department has adopted an objective to reduce flooding on nearby properties to the extent practical by creating storage space for water in locations where water can be used to create an amenity. The Department has identified an opportunity to do this through wetland restoration on the project parcel. Ditches along the perimeter of the project parcel currently intercept flow from adjacent upland areas. It is likely that these ditches were created when the parcel was used as farmland to quickly drain the parcel for better crop production, most recently including sod production. Currently, these ditches serve no useful purpose, and they deliver water more quickly to the downstream river reach, which may exacerbate flooding downstream. Restoring wetlands on the project site and routing the water that currently is conveyed through the perimeter ditches to those wetlands provides an opportunity to detain stormwater and decrease flood flow peaks downstream in a manner similar to stormwater detention systems that are routinely required as part of residential development projects. The parcel north of the MMSD parcel appears to experience flooding because of levies that were left along the Little Menomonee River when it was dredged many years ago restricting drainage from the lower portions of that property to the river. By reconfiguring the north edge of the MMSD parcel to allow this floodwater to drain onto the project parcel and into restored wetlands, the Department hopes to reduce flooding on the adjacent parcel to the north. The other goal of the Little Menomonee River project is to enhance wetland and stream habitat for a wide variety of fish and wildlife (e.g. Species of Local

Conservation Interest (SLCI)) and ensure that habitat is accessible to target fish species through fish passage impediment removal. The wetlands that would be created would include different ecological community zones with very different characteristics with respect to water depth, vegetation, size, and connectivity to the river to satisfy the habitat requirements for target species identified by the Department through its GIS-based Fish and Wildlife Habitat Tool and local wildlife experts as particularly critical for conservation. The Department and its partners have developed and are refining a GIS-based fish and wildlife habitat decision support tool and an ecological prioritization GIS tool (Tools) to prioritize habitat improvement and restoration activities for maximum benefit. Through utilization of these Tools, coordination with the WDNR Area of Concern (AOC) program, and discussion with the Mequon Preservation Partners and local fish and wildlife experts, the Department learned that enhancement of the stream and wetland features on this parcel would provide significant benefits for multiple aquatic and terrestrial species and improve water quality. Large scale habitat restoration on this and other publicly owned parcels along the Little Menomonee River has been identified as a priority by the Mequon Preservation Partners (MPP), MMSD, Ozaukee Washington Land Trust, the Conservation Fund, Wisconsin Wetland Association, and other partners including the WDNR as part of its AOC Remedial Action Plan recommendations. In addition, the Department is conducting water quality monitoring activities on the Little Menomonee River in the project area under other grant funding to provide pre- and post- habitat restoration data to determine the effectiveness of restoration activities as best management practices to reduce pollutant loads, as required by the recently finalized Total Maximum Daily Load (TMDL) for the watershed.

ANALYSIS: The Notice of Funding Opportunity (NOFO) for the NCWCGP grant indicates that applications are due by June 29, 2018. Because the NOFO states that only State agencies or entities designated as eligible by the Governor are eligible to apply for these grants, the Department will be coordinating with Wisconsin Department of Natural Resources. If received, the grant would provide up to 75% of the total project costs and provide for possible local force account work (e.g. Highway Department). The required non-Federal matching funds would be provided for by the Fund for Lake Michigan (FFLM) grant funding, other private foundation funding and in-kind County equipment, supplies, and staff time. Total funding requested under this grant is $375,000. This proposal is consistent with on-going, federally funded Department programs and is consistent with the Multi-jurisdictional Comprehensive Plan for Ozaukee County: 2035, Park and Open Space Plan for Ozaukee County and the Ozaukee County Land and Water Resource Management Plan.

GOLF COURSES — MEE-KWON PARK AND HAWTHORNE HILLS  Green Golf Partners are still in the process of getting up and running. They have indicated to be fully operational by Memorial weekend. PLANNING & PARKS  Golf Now (GN) software and websites have been functioning better. There have been no major issues since last month’s meeting with GN. The software currently used is no longer being updated or improved by GN. GN would like us to go to their new product in the future. DEPARTMENT  Weather continues to effect the lack of play for the start of 2018. As of May 21st revenue is down $15,000 from last year and $88,000 from our 10 year average through the end of May.  All of our County parks will be included in the new yardage books as another avenue to market these activities and areas. CURRENT PROJECTS & REPORT  Staffing is complete for the golf shop at HH. A few more will need to be hired at MK.  Golf course conditions are good. Stump removal and reseeding is complete.  Maintenance staff worked on ash tree / invasive species removals under the USEPA GLRI & USFS GLRI grants. ECOLOGICAL DIVISION

BIRD CONSERVATION / BIRD CITY WISCONSIN Ozaukee County was awarded “High Flyer” status for its Bird City Wisconsin renewal in 2018. The “High Flyer” status is the highest level of achievement under Bird City Wisconsin and Ozaukee County was the first County in the State to achieve “High Flyer” status and is one of only 24 communities to accomplish this highest level out of 107 Bird City Wisconsin communities in Wisconsin. Continuing maintenance of bluebird, kestrel, purple martin & wood duck boxes under multiple existing grants. Hosted and had booths at World Migration Bird Day (WMBD) at FBMP with partners (5/20/18). FISH PASSAGE PROGRAM Aquatic Connectivity Projects: Coordination with landowners, local municipalities, and the Ozaukee County Highway Department for completion of planned construction and site restoration work including a snowmobile bridge replacement on Mole Creek in the Town of Saukville and multiple additional impediment removals or remediations on Buser Creek in the Town of Fredonia, Sucker Brook Creek in the Town of Port Washington and Silver Beach Creek in the Town of Belgium. Initiated project planning and research for improvements to the nature-like fishway at the Mequon-Thiensville Dam including meetings with the Village of Thiensville and collection of flow data.
