    Section 5.15 School Facilities SECTION 5.15 SCHOOL FACILITIES This section identifies school facilities within the City of Buena Park and evaluates the potential impacts to school services and facilities that could result from implementation of the proposed General Plan Update. Mitigation measures to reduce the significance of impacts are recommended, as necessary. 5.15.1 EXISTING SETTING SCHOOL FACILITIES There are five elementary and two high school districts serving students living within the City of Buena Park. These school districts provide educational services for students in kindergarten through 12th grade. School facilities within these seven districts include 14 elementary schools, one junior high school, one high school, one alternative high school, and one special education center. Refer to Table 5.15-1, Public School Characteristics, for enrollment and capacity information for the public schools currently serving the City. Additionally, the Speech and Language Development Center is located at 8699 Holder Street and three private schools are located within the City of Buena Park, including the Crescent Avenue Christian School, Rossier Park School, and Saint Pius V School. SCHOOL FUNDING In order to accommodate students from new development projects, school districts may alternatively finance new schools through special school construction funding resolutions and/or agreements between developers, the affected school districts, and occasionally, other local governmental agencies. These special resolutions and agreements often allow school districts to realize school mitigation funds in excess of the developer fees allowed under SB 50. Table 5.15-2, School Development Fees, identifies the current fees each school district charges for new development within the applicable school district.

By Dr. Audrey Lambert, Assistant Superintendent The love of reading is fostered throughout the Savanna School District by teaching and encouraging students to read in classrooms, at school sites with school-wide events, and at district-wide events. From the first day of school until the last day, teachers encourage and foster a love for reading through a variety of activities, such as reading contests, daily silent sustained reading time, reading aloud to the students, and assigning nightly reading homework. Each of the four schools in the Savanna School District encourages reading through classroom, grade-level, and school-wide contests. Principals sometimes get into the excitement of rewarding students for exemplary reading achievement by participating in some crazy antics when students reach a school-wide reading goal. Two principals have promised students the opportunity to slime them in front of the entire school as a reward for the students reading 120,000,000 words! Savanna School District runs a book drive each November, collecting gently-used, preschool books. A local Boy Scout troop cleans and repairs the collected books, which are then donated to all of the preschools within our district boundaries for children to take home, giving them a jump start for reading in kindergarten! Environmental Analysis 5.13 5.13 PUBLIC SERVICES AND FACILITIES 5.13.1 Methodology The potential for adverse impacts on public services and facilities was evaluated based on information provided by service providers concerning current service levels and the ability of the service providers to accommodate the increased demand created by the proposed project. The public services correspondence can be found in Appendix B of this DEIR. In addition to contacting the various public service agencies serving the City of Anaheim, several project specific studies were completed including: “City of Anaheim Water System Baseline Conditions Opportunities and Constraints” (Appendix J), “City of Anaheim Sanitary Sewers Baseline Conditions Opportunities and Constraints” (Appendix K), and “City of Anaheim General Plan Update Water, Wastewater and Drainage Analysis of Preferred Plan” (Appendix M). In addition, the City of Anaheim Urban Water Management Plan of December 2000 (Public Utilities Department) and the City of Anaheim Water System Planning Study of November 1999 (Parsons Engineering Science) were reviewed for purposes of determining water impacts. These were used to identify the current water distribution system, the current system deficiencies, and recommended system improvements. 5.13.2 Environmental Setting School Services The Anaheim City School District (ACSD), Anaheim Union High School District (AUHSD), Orange Unified School District (OUSD), Centralia School District, Magnolia School District, Savanna School District, Fullerton School District, Fullerton Joint Union School District, Placentia-Yorba Linda Unified School District, Garden Grove Unified School District, and Buena Park School District provide educational services to the City of Anaheim.
