    Suheil al-Hassan and the Syrian Army's Tiger Forces By Lucas Winter Journal Article | Jul 22 2016 - 9:50am Suheil al-Hassan and the Syrian Army’s Tiger Forces Lucas Winter Introduction This paper looks at the genesis, evolution and growth of the Syrian Army’s “Tiger Forces” and their leader Suheil al-Hassan. The paper shows how Hassan has played an important role since conflict began in 2011. It attributes his transformation from special forces commander to leader of military campaigns to an ability to harness the Syrian Army’s full infantry, artillery and airpower better than any other loyalist field commander. Given the Syrian Army’s manpower shortages, rampant corruption and rivalry-laden bureaucracy, this is no small feat. Al-Hassan has become a key symbol in the Syrian loyalist camp, able to project more combined arms power than anyone else in Syria. His success on the battlefield comes less from tactical or strategic insights than from his ability to thrive within the loyalist camp’s opaque and rivalry-laden bureaucracy. For this he has become a symbol to regime supporters, proof that the war can be won by working within the system. Their purpose was to overthrow the leadership of the Chinese Communist Party and subvert the so- cialist People's Republic of China.... In order to achieve thorough victory, we should mobilize the people completely, strengthen the people's democratic dictator- ship and spare no effort to ferret out the counterrevolutionary rioters. We should uncover instigators and rebellious conspira- tors, punish the organizers and schemers of the unrest and the counterrevolutionary rebellion ...and focus the crackdown on a handful of principal culprits and diehards who refuse to repent.' McClelland All Rights Reserved Abstract Identity and Agency: Majority and Minority Ethnic Voting in New Democracies Benjamin P. McClelland This dissertation examines how ethnic identities are politicized through elections in new democracies. Using the cases of post-communist Latvia and Bosnia and Herzegovina, I compare the electoral success of campaigns which appeal to voters on the basis of ethnicity to those do not. I argue that ethnic parties are most likely in groups for whom two conditions are met. First, ethnicity must meaningfully differentiate ethnic insiders from outsiders, in such a way that voters will believe policy benefits will likely result from political representation for the group. Second, electoral institutions must ensure that the political mobilization of the group will result in electoral victory. These two conditions create fundamentally different incentives for ethnic majority groups and ethnic minority groups simply because of differences in group size. In most democracies with a large minority population, ethnic voting will be more likely among the majority group than the minority group, unless institutions encourage minority group voting by lowering barriers to entry. The results demonstrate the qualitatively different ways groups use ethnic identities as a resource to achieve political objectives, with important implications for minority group representation, political participation, and democratic governance in diverse societies.     e-Perimetron , Vol. 2, No. 4, Autumn 2007 [273-280] www.e-perimetron.org | ISSN 1790-3769 Geoff Wade ∗ The “Liu/Menzies” World Map: A Critique Keywords: Chinese cartography; fake maps; 1421 ; Gavin Menzies; Liu Gang; dual hemisphere maps Summary A Chinese world map purportedly drawn in 1763, and allegedly based on an earlier version of 1418, was brought to public notice in early 2006 by Mr Gavin Menzies, author of 1421: the Year China Discovered the World , and Mr Liu Gang, the map’s owner. This map has been used to sug- gest that Chinese navigators circumnavigated and mapped the world in the early 15th century and that dual hemisphere maps were first created in China. The present article provides a context for the sudden appearance of this map, and its apparent evidence for Ming Chinese circumnavigation of the globe. Through a detailed examination of the cartographic elements on the “1763” map and its alleged 1418 precursor, the many anachronisms and other errors are set down. By demonstrat- ing and enumerating the numerous impossibilities reflected in the representations of both China and the rest of the globe, it is concluded that the map is a modern fake. Introduction It was in late 2005 that Mr. Gavin Menzies, author of 1421: the Year China Discovered the World (or 1421: the Year China Discovered America in the U.S. version) began hinting that “further evidence” in support of his thesis had become available through a map, newly-discovered in China. In his inter- view with the Shenzhen Economic Daily of 19 November 2006, he showed the interviewing journal- ist a copy of a Chinese map of the world which he claimed had been drawn in 1418.

    The Problem with Printing Palmyra: Exploring the Ethics of Using 3D Printing Technology to Reconstruct Heritage ROSHNI KHUNTI, University of Cambridge, United Kingdom The use of 3D printing technology to reconstruct the Arch of Triumph in Palmyra has opened a Pandora’s Box of ethical issues relating to the use of digital technology to preserve heritage represented by historical objects and sites. The author investigates the ethical implications of the three replicas of the arch made by IDA in New York, London, and Dubai after the original was destroyed in the Syrian Civil War. The ethics of digital reconstructions of heritage are not yet coded by UNESCO or ICOMOS, but it is important to hold reconstructed heritage to the same ethical expectations as other types of heritage. This paper concludes that the reconstructed arch failed to meet these expectations in four key ways. First, it does not address the human loss in Palmyra and the contribution of the Assad regime to its destruction. Second, despite an ostensible commitment to reproduction, the reconstructed arch is inaccurate in material and scale. Third, the arch is patented by the IDA and has had limited public and digital access. Finally, the reconstruction promotes a potentially irresponsible culture of quickly reconstructing destroyed heritage without respect for the context or current needs of the respective people. Through delving into Pandora’s Box, this article aims to highlight ethical issues specific to digital reconstructions of heritage that need to be addressed in formal codes of ethics concerning the preservation of heritage represented by historical objects and sites.
