OUR MISSION: To develop and promote Rowing in Queensland in all its forms, to the highest levels, for the enjoyment and benefit of all stakeholders.

The focus of Rowing Queensland’s Strategic Plan is to develop the capacity and capability and promote rowing in Queensland.There are six strategic priorities which we have pursued to achieve our mission: 1. 4 Board of Rowing Queensland Inc.

The business of Rowing Queensland Inc is managed by or under the direction of the Board of Rowing Queensland. The Directors may exercise all the powers of the Company, except any power the Corporations Act or the Rules requires the Company to exercise in a general meeting of members. The Board is responsible for the appointment of the Chief Executive Officer to do all things necessary for the proper management and administration of the organisation. The CEO is ultimately accountable to the Board of Rowing Queensland Inc. however the CEO is accountable to the Chairman on day-to-day basis.

The Board meets monthly, comprising of 6 Directors elected by the members of Rowing Queensland for two year terms. Rowing Queensland Inc. Directors throughout 2009:

PETER SCHRYVER (Chairman) Peter is a pilot for Qantas Airways. He has been involved in rowing since 1990 and has rowed across regional Queensland for many years and moved back to Brisbane in 2006. Peter also represents our interests on the Australian Masters Commission. Peter has a background in human resources and has been instrumental in placing many of the current staff at Rowing Queensland in their positions. He has participated in many roles at RQI over the years including Team Manager. Attended 12 of 12 meetings

ADRIAN HOWARD Adrian is a Senior Associate and client relationship manager for SKM, one of Australia's leading consultancy firms. Adrian was elected to the Board after the 2007 AGM attending his first meeting in April 2007 and has brought his engineering skills and corporate linkages to the Directorship over facilities management. Adrian is a competitive Masters athlete within the sport. Attended 12 of 12 meetings

BARNABY EATON Barnaby is an experienced rowing coach and administrator with skills in strategic planning, program evaluation, coach education and event management. Barnaby has experience at all levels of rowing from Novice and School rowing right through to Elite Competition. He has also competed recently in Masters Competition including the Australian Masters Championships in 2007 and 2009. Barnaby came onto the Board of Rowing Queensland in 2008. Attended 11 of 12 meetings

5 DEBORAH SANDFORD Deborah was co-founder of one of Queensland’s leading public relations companies. Since retiring she formed her own consultancy, specialising in property and health care. She is foundation Member and President of River City Women’s Rowing Club. Deborah has extensive high-level public relations experience with the government and corporate sectors. Attended 11 of 12 meetings

TIM CONRAD A 1976 Olympic rower, Tim is one of Queensland’s most experienced coaches having coached a number of state and national champions. Tim is the Queensland Academy of Sports Head Coach – Rowing working with Queensland’s elite rowers. Tim recently coached the Australian Men’s Four to a Silver medal at the 2008 Beijing Olympic Games. Tim came onto the Board of Rowing Queensland in November 2009. Attended 11 of 12 meetings

CHRIS MORTON Chris is the Managing Director of Trinity Limited, an ASX listed property company. He is a solicitor by profession and has been a partner of an international legal firm. He has been involved in rowing since 1998, principally through the active involvement of his four sons and wife, Di. He has been President of the Property Council of Australia, sat on various government boards and chairs the Life Education charity in Queensland. His main focus on the RQ Board is directed towards establishing an international standard rowing course in south east Queensland. Attended 7 of 11 meetings

ROBERT ALEXANDER (Regatta Secretary) Robert has been involved in rowing in one form or another since 1961, where he commenced his rowing career at The Southport School. Bob has represented Queensland in the Kings and Presidents Cup on several occasions, as well as a Masters competitor in more recent times. Bob has been the organisation’s Regatta Secretary since 1987. The regatta secretary attends meeting of the Board however does not have any voting privileges. Attended 6 of 12 meetings

CHRISTIAN RENFORD (until August 2009) Christian has been Rowing Queensland’s Chief Executive Officer since September 2006. Coupled with his Bachelor of Social Science (Sport) Christian recently completed a Masters of Business Administration. Christian moved back to NSW to take up the position of CEO for Rowing NSW.

ROSS SYMONDS (from September 2009) Ross was appointed CEO in September 2009. Ross has a long and successful career in sports administration and management spanning some 24 years. His previous positions in sport include: General Manager, Qld Volleyball; National Volleyball Coach; Operations Manager, Netball Qld; CEO of Qld Little Athletics and Manager/ Director of Sport & Recreation Services.

CAMERON ALLEN Cameron has been the RQ Operations and Events Manger since October 2008. Cameron is a former rower from the Rockhampton Grammar School and Emmanuel College, and coaches College rowing through UQBC. Cameron joined the Rowing Queensland family from the ‘Gabba’ where he worked in the Event Management Department, and has a Bachelor of Arts (Sports Studies) from the University of Queensland.

KYLIE CONWAY Kylie has been Rowing Queensland’s Administration officer since March 2007, and is responsible for the organisation’s financial reporting and office administration. Kylie comes to the organisation with solid administration and financial experience gained from working in her family’s business and organisations such as the ANZ Bank.

CHAD KING (from March 2009) Chad was a former rower with Nepean Rowing Club and Sydney Uni Boat Club and moved into coaching in 2001 working with The Kings School, Parramatta as well as The Lakes Rowers. Chad coached the Australian LTA 4+ to two gold medals in the 2002 and 2003 World Rowing Champs, before relocating to the UK and the Great Britain Rowing Team from 2005. In 2008 Chad was selected as Head Coach of Great Britain Paralympic Team winning two gold medals and 1 bronze medal in Beijing.

SAMUEL PICKETT Samuel’s appointment as Rowing Queensland’s Development Manager comes at the completion of his post graduate scholarship in biomechanics at the Australian Institute of Sport. Sam commenced his undergraduate studies at the University of the Sunshine Coast, and is a former competitive member of Noosa Yacht and Rowing Club.

7 CHAIRMAN’S REPORT Mr. PETER SCHRYVER

It is my pleasure to present the Rowing Queensland Inc’s Annual Report for 2009 to our members and stakeholders on behalf of the Board. Over the past 12 months your sport has seen many changes that will have long term effects on our sport at many levels. With the Crawford Report into Sport complete we must review our operations to ensure Rowing Queensland can still deliver high quality service across all aspects of our business.

Within this report our CEO, Mr. Ross Symonds has compiled a series of updates from our financial position to the performance of our elite athletes. These will assist in the management of the organisation, as it continues to develop and grow. The Board of Rowing Queensland Inc has taken a great interest in this progress and their contribution is appreciated.

With 2009 being the first year of the 2012 Olympic cycle, it was great to see the high standard that our Queensland athletes delivered on the international stage. Some notable performances were; Anna Kaszycki (Juniors - Gold Medal), Jared Bidwell (Senior A - Silver Medal), Tom Amies and Nick Allen-Ducat (Juniors - Silver Medal), Madeline Edmunds and (Juniors - Silver Medal), Sasha Belonogoff, Alison Scobbie and Gabrielle Kukla (Senior B - Bronze Medals). Congratulations are also extended to Mr Tim Conrad, coach of the Senior A - Silver Medal winning Men’s Four, Mr John Bowes, coach of the Silver Medal winning Junior Men’s Coxed Four and Lincoln Handley, coach Junior Men’s Quad and Senior A - Team Manager, Mr Ray Ebert.

Congratulations to the winning club of the 2009 CASTAWAY Premiership, Townsville and JCU Rowing Club. Congratulations to the clubs, athletes, coaches and volunteers on your victory. Once again a regional club has won our state premiership. This result highlights how important our regions are in our sport and what emphasis our organisation must place on assisting our regional clubs grow.

Local, State and Federal governments have once again been generous in their financial support of both our organisation and a number of rowing clubs throughout Queensland. However, the constant battle for more funds to maintain and grow our sport across the state remains our key challenge. Rowing Queensland is indebted to our loyal corporate partners, Roger and Marjorie Morton, through their company MPM Marketing Services and their leading Brand CASTAWAY and in particular the rowing community at large for your sponsorships, donations and most importantly your time.

The year has also seen some change in the staff at the RQI office. During the year, Peter Shakespear left us to join the team at Rowing Australia in Canberra. We thank Peter for his efforts during his tenure with us. Mr. Chad King has taken over from Peter. Chad has established himself in this role and is looking forward to help develop our top end athletes and ensure they meet their goals and expectations.

I must pay particular thanks to Mr. Christian Renford. Christian resigned as our CEO mid 2009 to join the team at Rowing NSW. I must personally thank Christian for the effort and passion he brought to his role as CEO. I am sure you will agree that Christian has ensured that our sport is healthy and ready to move forward into 2010.

I would like to welcome Mr. Ross Symonds as our CEO. Ross joins us with extensive experience in high performance sport and has been CEO in other large state sporting organisations. Ross commenced employment during September 2009 and has hit the ground running. I am sure you will join me in formally welcoming Ross to his new role.

The 2009 National Championships were held in Tasmania at Lake Barrington. With weather conditions wild to say the least our Queensland team showed great spirit to achieve a 2nd place in the overall points score. The consistent results over the past few years of our state team were topped off by the victory at the Youth Cup by the Queensland team. Our underage

8 athletes won the Rusty Robertson Trophy amidst a high standard of competition. I congratulate these athletes and coaches and look forward to seeing more great results in the future.

In 2009 the Australian Masters Rowing Championships were held in Rockhampton. With blue skies and great conditions, athletes, volunteers and spectators were treated to a great event. In a big year for Masters competition with the 2009 World Masters Games on, we achieved good attendance numbers and great feedback from those who attended. A particular thanks must go to the team of BRO’s headed by our own Dr. Stephen Hinchey. Our BRO’s are an integral part of our events structure and always ensure the safety of athletes and the conduct of our Regatta’s is first class. Thank you.

Our State Championships were again held in Bundaberg in December. The weather, although warm, was good for competition and gave our athletes, coaches and BRO’s another high quality event. Many athletes on scholarship or camp at the AIS in Canberra made the effort to attend the regatta. It is great for our younger athletes to see our elite athletes rowing at our own event.

With 2009 now behind us, it is time to look into 2010 and beyond. Our strategic plan is under review, our events and operations are all being looked at closely by the staff and board. We must ensure that Rowing Queensland can deliver on the expectations of its members, volunteers and supporters. I encourage everyone to provide feedback and input into our organisation. I look forward to working with you all closely in 2010 and beyond.

CHIEF EXECUTIVE OFFICERS REPORT Mr. ROSS SYMONDS

2009 was another big year for Rowing in Queensland. The implementation of effective business plans have realised achievements in many areas of the organisation that we should all be proud of. The following report speaks for itself and I have presented the results for each Key Performance Indicator from the 2008-10 Strategic Plan in a simple to read format.

2009 has continued to build on the recent successes of the past and has set the platform for the future. I look forward to observing the impact of these activities and anticipate that all will be enthused and motivated by them in the coming years.

Financial Position Rowing Queensland Inc is in a sound financial position. As a brief summary of the accounts, I will draw your attention to the following components of the audited financial report.

Revenues from Ordinary Activities returned a $6,564 deficit in 2009.

Overall, income revenue increased from 2008 to 2009 which saw the Association reach the $1M for the first time for income revenue. Factors impacting here included increased revenue primarily from the Brisbane City Council sponsorship grant for the Boat Light Subsidy program, various one off grants for development and High performance initiatives, hosting the 2009 Australian Masters Championships and the increased participation of the Regatta program.

With regards to operating expenses, three significant increases require comment. The increases in Administration and Employment expenditure is related to the growth of the administrational capacity of the Rowing Queensland Office from the employment of a High Performance Manager, and the Education and Safety initiatives and the Regatta costs. These activities were offset by the resulting increase in revenue derived from these activities.

Acknowledgements I would like to thank the RQI Board, staff and our leading volunteers and representatives from across Queensland for their efforts throughout 2009. The greatest strength of the organisation continues to be the volunteer members. Their dedication and commitment often goes well

9 beyond what would normally be expected. For Rowing Queensland Inc to continue to be an effective tool for promoting and developing our sport in Queensland, RQI must become more relevant to the members and stakeholders that it represents, running the business of sport more effectively and efficiently than ever before. As such, the Board is committed to best practice models of governance to guarantee the long term viability of the organisation. The Board drives organisational performance through the management team and establishes appropriate control processes and accountability systems.

As the Organisation’s Principal Partner, their support and commitment is enduring and gratefully received, and now ranks as one of Australia’s longest continual partnerships of a sporting organisation.

The support of the Queensland Government through the Department of Communities should not be overlooked. Compared to our counterparts in other states, RQI receives proportionally more state government funding than other states. Schools

Rising Talent Camp - The Rising Talent Camp was held at the Bucca rowing course following the Queensland State Schools Championships. This is the third consecutive year the Rising Talent Camp has been conducted and as such is showing strong benefits for Queensland’s junior rowers, with past rowers medalling at State and National level and others showing a strong dominance in the U17 division at the Australian Championships. This camp focused on year 10 athletes who rank in the top 20 (10 male & 10 female) anthropometrically in regards to height, arm span, Talent Identification testing and 2000m Ergometer performance. At the Development Manager’s discretion there was a cause for athlete inclusion into the camp for outstanding on-water performances. The camp also selected the top performing year 10 and 12 school coaches who provided great depth of knowledge to our future rowing stars.

Junior Elite Talent Squad - The Junior Elite Talent Squad (JETS) was held on the back of the Rising Talent camp at Bucca rowing course. This camp selected the top year 12 rowers from Queensland and the best performing coaches in the school rowing systems for an action packed 2 days. Three of the athletes invited to the JETS camp were also selected into the newly reformed Passport program which is a Rowing Queensland and Rowing Australia funded program. The Junior Elite Talent Squad camp now in its 5th year has proven to be a strong development tool for Queenslands future rowers having been replicated at a National level with Rowing Australia’s JETS camp.

Regional School Regattas - The regional school regattas were contested for the fourth consecutive year with championships being held in South Queensland, Central Queensland and North Queensland. The championships featured some very fast performances and close races and were a great lead up to the Queensland State Schools championships.

Talent Identification Testing - Rowing Queensland conducted Talent Identification Testing at the South Queensland School Championships, Central Queensland Schools Championships and throughout State, GPS and BSRA schools. The TID testing is a development initiative that has been relocated from the high performance program to identify athletes whom have long term potential for rowing. This methodology is now implemented Nationwide to invest in athletes with long term potential from junior level up. During 2009 Rowing Queensland conducted Talent Identification Testing on 540 students.

Development Test Camp Series - In 2009 Rowing Queensland initiated the Development Test Camp series which have been conducted in South Queensland with a view to expand the camps further into North Queensland. The camps are targeted at developing rowers from year 9 through to youth level (21yrs). The camps which are run monthly have been designed to aid athlete development by assessing on-water and off water performances which relate to rowing skills, rowing posture, core strength, boat speed and athlete dynamic strength. A key component of the test camps is the education session that informs coaches and athletes on key topics that relate to rowing performance. The Camps provide Queensland’s rowers with a stepping stone from school level rowing to Rowing Australia’s Elite Development Program (State based time trials).

Education – In 2009 Rowing Australia conducted a review and update of the National Coaching Accreditation System (Rowing), this review is necessary for the Rowing Australia Accreditation Syllabus to gain reaccreditation with the Australian Sports Commission. Rowing Queensland has been present in all National education meetings to ensure the content integrated into the new syllabus is cutting edge and will allow Australia’s rowing coaches to be the best in the World.

14 Rowing Queensland has conducted seven level 1 and one level 2 coaching courses in Queensland with two Level 2 and one Level 1 course being cancelled due to restrictions being actioned by Rowing Australia to allow for the new syllabus to be completed. Rowing Queensland has educated 105 level 1 coaches and 8 level 2 coaches.

Interregional Championships – Unfortunately due to a lack of support from the majority of the regions the 2009 Interregional Championships were cancelled. Rowing Queensland has vowed to review the current format of the Championships and will consider it’s viability in either its current or an alternative format for 2010 onwards.

Clubs

Club Development Subsidy - Rowing Queensland conducted the Club Development Subsidy (CDS) program for the third consecutive year; the CDS is an initiative of the Rowing Queensland Board to allow all affiliated clubs/ associations to proactively determine what resources they require for their own specific needs, and how to best go about addressing this requirement. In 2009 Rowing Queensland contributed $20,000.00 to the successful CDS applicants. This $20,000 has allowed the following to occur:  Development of the Logan and Districts Rowing Association.  Volunteer Management Plan at the University of QLD Boat Club.  Development of Mackay’s existing coaches.  Safe Rowing Program at Centenary which identifies risks on the Brisbane River past Indooroopilly Bridge.  Coach and Licensing project at Sunshine Coast Rowing Club developing coaches and motorboat drivers. The Club Development Subsidy is not an equipment grant with its primary objective to promote the development of club rowing initiatives and the subsequent development of their members.

Central Queensland Development Camp – The Central Queensland Development camp was held at Bucca Rowing Course in Bundaberg. This camp focused largely on youth rowers with a very large showing from the Bundaberg, Rockhampton and Brisbane Metropolitan regions. The camp provided youth rowers with on-water & land feedback regarding rowing technique, stretching and posture, hydration levels, warming up and cooling down processes. There were also guest speakers talking to the 90 plus attendees about International racing experiences, racing tactics, core strength and the neutral spine.

South Queensland Masters Camp – The South Queensland Masters camp was held amongst bucketing rain, strong head winds and very rough conditions at Lake Kawana Rowing Course. The Masters camp ran over two days and covered topics such as: rowing technique, strength and conditioning, stretching and rowing feedback methods. The camp featured on water skills, drills and numerous racing pieces which proved very challenging given the rough conditions.

North Queensland Masters Camp – The North Queensland Masters camp was conducted out of the Townsville and JCU Rowing Club. The camp provided on-water coaching for athletes and mentoring for local coaches in the Townsville region. This camp provided the Townsville region with the opportunity to tap into the coaching experience of the visiting coaches.

Adaptive Program – The adaptive rowing program continued in 2009, with a greater level of input from Rowing Australia highlighted by visits from the RA Head Coach whereby he spent time on the water with Dragon’s Rowing Club’s top adaptive rowers. Good performances were seen by Peter Siri in 2009 which was highlighted by his selection into the 2009 Australian LTA4+. Rowing Queensland would like to thank Dragon’s Rowing Club, Sue Wallace and Bill Cowley for their driving force behind Queensland adaptive rowing.

15 Communication (Slipstream and Nationals Newsletters) - In 2009 Rowing Queensland made a concerted effort to enhance the communication methods used by the office staff to Rowing Queensland’s affiliated members. These communication strategies actioned the following:  Email News of Queensland Rowers performances at the National Championships (day by day).  Email News of Queensland Youth Cup team performances at SIRC (day by day).  Development of the Rowing Queensland FACEBOOK page.  Implementation of the Slipstream Youth Rowing Newsletter.

Queensland Youth Cup Team – The Queensland Youth Cup team created history winning the Rusty Robertson trophy for the first time!!! The 2009 Queensland team arrived at the Sydney International Rowing Course with unfinished business to settle; in 2008 Queensland placed second in the overall point score having been pipped by New Zealand by one (1) point on the final day of competition with this in mind the 2009 Queensland Youth Cup Team pulled together and set about creating history.

Queensland finished on top with 97 points and was pushed all the way by Western Australia (2nd on 89 points) and Victoria (3rd on 84 points). RQ High Performance Manager, Chad King praised the Queensland team saying that “with a few notable standout performances it was the teams consistency throughout the regattas that lead them to this victory. I am very proud of how this team prepared and has pulled together on tour.”

Masters Interstate Team – The 2009 Queensland Masters Interstate Team competed fiercely at the Australian Masters Championships on the Fitzroy River, Rockhampton. In some sizzling hot performances Queensland placed second in every event with one standout performance being the Queensland Men’s 8+ narrow defeat to the Victorian’s by 0.01 seconds or 5cm. Although there is no official point score for the Masters interstate championships, Queensland was very strong across the board and this is a testament to the strength of Masters rowing in our state. ii) High Performance Chad King

Queensland Teams The 2009 Australian Rowing Championships were contested at Lake Barrington in Tasmania in cold and windy conditions. Queensland clubs were well represented considering the travelling distance with the University of Queensland Boat Club and Commercial Rowing Cub placing 8th and 10th respectively on the overall point score for the regatta. Queensland had an excellent performance at the Interstate Regatta with wins by in the Women’s single and also by the Women’s Youth . For the second year in a row the team placed a close second on the point score ladder just behind Victoria. For the first time since its inception Queensland won the overall point score at the Youth Cup regatta in July. This was an exceptional effort winning over the strong New Zealand team who have won the event consistently in previous years. Well done all selected coaches and crews.

International Results Nineteen Queensland rowers and coaches were selected into the 2009 Australia Senior, U23 and Junior Rowing Teams and there were some outstanding results. Most notable was the silver medal won by Jared Bidwell in the Men’s and Tim Conrad’s Men’s Coxless Four at the Senior World Rowing Championships. Other notable performances included Alison Scobbie and Gabbie Kukla winning a bronze medal at the U23 World Championships, a gold medal won by Anna Kaszycki in the Junior Women’s Coxless Four as well as silver medals in the Junior Men’s Coxless Four won by Nick Allen-Ducat and Tom Amies coached by John Bowes, and also by the Junior Women’s Quad Scull including Jess Hall and Maddie Edmunds.

16 Performance Enhancement Team (PET) The PET was further developed this season with the addition of Rod McLean (Physiotherapist), Stuart Smith (Strength and Conditioning coach) and Dr Jeff Conn (Medical). Rod joins us after successfully attaining his Masters in Physiotherapy and has a vast amount of experience with the Great Britain Rowing Team and also the Minardi Formula 1 Racing team. Stuart is equally as qualified in his field with a Masters in Strength and Conditioning and Dr Conn is currently linked with Rowing Australia as the Australian Junior team doctor. The PET will not only continue to support the Passport, NTID and NEDP programs but also other elite rowers and clubs in QLD by acting as the point of reference for medical support, education sessions and also to conduct athlete screening as requested by the High Performance Manager.

RQ Gym Rowing Queensland has invested in developing a specialised rowing gymnasium located underneath the office in West End. The RQ gym will offer a facility with the space and equipment that allows Olympic lifting and other compound exercises that rowing clubs do not necessarily have. The equipment includes lifting platforms, bench press and pull, squat racks and dumbbells and is made available to NTID, NEDP and Passport rowers.

Passport Program The Passport program was developed to create opportunities for Youth rowers who have the potential for international rowing success at Junior, U23 and Senior competition. Whilst the concept of the Passport Program remains the same the structure has changed somewhat this season. Selected rowers participated in a centralised strength and conditioning program and trained out of the newly developed RQ Gym under the watchful eye of RQI staff. The selected athletes this season were:

17 ii. OPERATIONS AND EVENTS CAMERON ALLEN

Rowing Queensland Regattas The 2009 Regatta season saw a further jump in regatta entries and athlete numbers across the whole of Queensland. Again North Queensland was a major area of growth, with the Mackay and Cairns regattas in particular almost doubling in size from 2008. The introduction of the Tablelands Regatta in 2010 will be an interesting case to test whether growth will continue. Both the Queensland Masters Championships and the Queensland Schools Championships had record numbers of entries, with the Schools Championships being an extremely successful event run over three days at Bucca Weir and over 750 individual competitors. The Masters Championships growth can possibly be attributed to the occurrence of the World Masters Games in Sydney; however the growth follows the trends of the past few years. In South Queensland the Pine Rivers and Noosa Regatta had extremely large growth in entry numbers which is a large boost to both of those clubs.

ROMS The statistics provided above were extracted due to the continual increases in performance and functionality of the Rowing Online Management System (ROMS). Over the course of the year several group and individual training sessions were held on the use of ROMS which is allowing clubs to utilize its functionality more fully. Towards the end of 2009 Rowing Australia renegotiated a new agreement with the creating company Bennett and Francis for the continued improvement and licensing of ROMS.

Boat Race Officials The past year has seen the introduction of the National Officiating Accreditation Scheme run through the Australian Sports Commission. To this end Boat Race Official courses are now run to a National standard with an Australian wide accreditation system similar to that for coaches.

Queensland was well represented in officials at the World Masters Games, with several taking time to travel to Sydney to assist with the largest regatta in Australia’s history. Dr Stephen Hinchy was the Regatta Referee and with his team of officials ran from all reports a highly successful and efficient event.

18 2009 saw Phillip Gunning join the ranks of Queensland Level 3 officials, which allows them to officiate at an Australian Championships. He joins Dr Stephen Hinchy, Roy Hinchy, Peter Huggett, Neville Dougan, Anthony Levick and Caroline Schomberg. The staff at Rowing Queensland would like to take this opportunity to thank all Boat Race Officials who assisted at all regattas over 2009, your presence is always greatly appreciated and we hope to work with you again in 2010!

King’s Cup and Interstate Luncheon The date for the King’s Cup & Interstate Luncheon for 2009 was moved after discussion between the Rowing QLD Board and the Luncheon committee, and was set for the 12th of February 2010 with the intention of being more relevant to the National Championships and Interstate Regatta.

Rowing Queensland Conference Rowing Queensland held its biennial Conference in October at the Urban Hotel, Brisbane. Over 60 coaches and administrators travelled from all over Queensland to attend making the event a great success. We were very fortunate to have the services of a wide variety of excellent guest speakers, including Peter Shakespear and Andrew Matheson from the National Rowing Centre of Excellence, QAS Head Coach Tim Conrad, NSWIS Rowing Manager and Beijing Olympian Marty Rabjohns and Rowing Queensland High Performance Manager Chad King. We would like to thank the staff of Urban Hotel for the excellent hospitality that we were shown while there and to all of those who attended.

Australian Masters Rowing Championships Over four days at the end of May the Rowing Queensland hosted the Australian Masters Rowing Championships on the Fitzroy River in Rockhampton. Over 500 competitors journeyed to Central Queensland including many from Tasmania, South Australia and Perth which was fantastic to see. The racing over the four days was fantastic, a notable example being the Interstate Men’s Eight which the photo finish camera judged as being won by Victoria by the smallest of margins, 5cm or 0.01 of a second. Several innovations where brought in for the event, including a 6m x 4m screen which showed live footage of all racing from three camera points down the course and an extended social program which included a rodeo at the renowned Great Western Hotel and ‘Burgers and Bonfires’ held at the regatta venue. The feedback from competitors was excellent and we believe a good time was had by everyone involved. Rowing Queensland was extremely fortunate to have the support of the Rockhampton Regional Council during and leading up to the event; special thanks must also go to the Local Organising Committee headed by Robert Lang. Without their tireless efforts the event would not have been the success it was.

INDEPENDENT AUDIT REPORT TO MEMBERS OF ROWING QUEENSLAND INC FOR THE YEAR ENDED 31 DECEMBER 2009

Scope

The financial report and committee of management’s responsibility: The financial report is a special purpose financial report and comprises the Balance Sheet, statement of Income & Expenditure, accompanying notes to the financial statements, and the statement to the members for Rowing Queensland Inc (the ‘association’), for the year ended 31 December 2009.

The association’s committee of management is responsible for preparing a financial report that presents fairly the financial position and performance of the association. This includes responsibility for the maintenance of adequate accounting records and internal controls that are designed to prevent and detect fraud and error, and for the accounting policies and accounting estimates inherent in the financial report. The committee of management has determined that the accounting policies used and described in Note 1 to the financial statements are consistent with the financial reporting requirements of the Associations Incorporation Act QLD and the association’s constitution and are appropriate to meet the needs of the members. These policies do not require the application of all accounting standards and other mandatory financial reporting requirements in Australia. No opinion is expressed as to whether the accounting policies used are appropriate to the needs of the members.

The financial report has been prepared for distribution to the members for the purpose of fulfilling the committee of management’s financial reporting requirements under the Associations Incorporation Act QLD and the association’s constitution. We disclaim any assumption of responsibility for any reliance on this report or on the financial report to which it relates to any person other than the members, or for any purpose other than that for which it was prepared.

Audit approach: We conducted an independent audit of the financial report in order to express an opinion on it to the members of the association. Our audit was conducted in accordance with Australian Auditing Standards in order to provide reasonable assurance as to whether the financial report is free of material misstatement. The nature of an audit is influenced by factors such as the use of professional judgement, selective testing, the inherent limitation of internal control, and the availability of persuasive rather than conclusive evidence. Therefore, an audit cannot guarantee that all material misstatements have been detected.

We performed procedures to assess whether in all material respects the financial report presents fairly, in accordance with the accounting policies in Note 1 to the financial statements, a view which is consistent with our understanding of the association’s financial position, and of its performance as represented by the results of its operations and cash flows.

We formed our audit opinion on the basis of these procedures, which included:  Examining, on a test basis, information to provide evidence supporting the amounts and disclosures in the financial report; and  Assessing the appropriateness of the disclosures used and the reasonableness of significant accounting estimates made by the committee of management.

While we considered the effectiveness of management’s internal controls over financial reporting when determining the nature and extent of our procedures, our audit was not designed to provide assurance on internal controls. 36 Independence We are independent of the association, and have met the independence requirements of Australian professional ethical pronouncements.

1. SUMMARY OF SIGNIFICANT ACCOUNTING POLICIES

(a) Basis of Preparation

The financial statements of Rowing Queensland Inc have been prepared as a Special Purpose Financial Report for use by the Committee and members of Rowing Queensland Inc to fulfil the Committee’s responsibility to prepare a financial report. The financial report has been prepared on the basis that Rowing Queensland Inc is not a reporting entity.

AASB 1031 Materiality AASB 110 Events after the Balance Sheet Date

The following is a summary of the significant accounting policies adopted by the association in the preparation of the financial statements.

(b) Basis of Accounting

The financial report has been prepared on the basis of historical costs.

(c) Income Tax

Rowing Queensland Inc is an exempt body under the Income Tax Assessment Act 1997.

(d) Non-Current Assets

Property, plant and equipment have been brought to account at officers’ valuation (as at 31 December 2009) and at cost less accumulated depreciation.

The depreciable amounts of all fixed assets are depreciated over their useful lives commencing from the time the asset is held ready for use.

The carrying amount of fixed assets is reviewed annually by the committee to ensure it is not in excess of the recoverable amount of those assets.

The recoverable amount is assessed on the basis of expected net cash flows which will be received from the assets employment and subsequent disposal. The expected net cash flows have not been discounted to their present values in determining the recoverable amounts.

(e) Accounting Period

These financial statements are for the period 1 January 2009 to 31 December 2009.

(f) Employee Entitlements

Provision is made for the Association’s liability for employee entitlements arising from services rendered by employees to balance date. Employee entitlements expected to be settled within one year together with entitlements arising from wages and salaries and annual leave which will be settled after one year, have been measured at their nominal amount.

Contributions are made by the Association to an employee superannuation fund and are charged as expenses when incurred.

(g) Leases

Lease payments are charged as expenses in the periods in which they are incurred. Lease commitments are outlined in Note 11.

(h) Goods and Services Tax

Revenues, expenses and assets are recognised net of the amount of GST, except where the amount of GST incurred is not recoverable from the Australian Taxation Office. In these circumstances the GST is recognised as part of the cost of acquisition of the asset or as part of an item of the expense.

(i) Recognition of Income

All revenue is recognised to the extent that it is probable that the economic benefits will flow to the entity and the revenue can be reliably measured.

(j) Comparative Figures

Where necessary, comparative figures have been altered to comform with changes in presentation.
