Re: Table 2: Discussion paper

We have decided to prepare Table 2 as a discussion paper. Several issues have arisen for which we need some advice from EPC before moving forward with a complete version of the full table.

Attached are several sections of Table 2 produced using our automatic abridgment algorithm. Various topics have been deleted using strikethroughs to demonstrate the ramifications of the issues discussed below. In the final product, some of these would be deleted automatically, but some would have to be dealt with through manual post-editing. Capitalization of normalized data will be addressed in a future round.

Special provisions for countries In previous abridged editions, certain classes were redefined to represent a country, with the rest of the class’s contents moved to a broader number. We have discontinued this practice in Abridged Edition 15. For example, T2—454 was limited to San Marino in Abridged Edition 14; in Abridged Edition 15, it matches the equivalent class in the full edition (Emilia-Romagna region and San Marino). This results in an uneven development under certain countries.

Deletion of topics from including notes The including notes follow the current editorial rules as modified by EPC Exhibit 134- 7.1. Of particular relevance in Table 2 is the full edition rule under general instructions when not to use including notes:

9.9.2.3 To list all topics that are commonly recognized as parts of a subject.

1 We have applied this rule in deletion of administrative units or regions clearly part of the class in which they are listed (e.g., counties of a state, general areas of a country). In cases where the class is expressed as a general region (e.g., Northeastern England), we have retained the administrative units in the including note. Two other special situations are discussed below.

1) Treatment of “former” administrative areas In several parts of Table 2, the former name of an administrative area has been included. These range in nature from former countries (e.g., former Yugoslavia) to areas of the British Isles still referenced by their former administrative name. In past abridged editions, only the former countries were retained. We recommend retaining former units in all cases except when none of the current administrative units is given: —429 Wales Including former gwynedd county; northeastern wales; former clwyd county; powys county; former dyfed county; central southern wales; former county of *mid glamorgan; city and county of swansea, neath port talbot county borough, cardiff county, former *gwent, former *monmouthshire None of the current administrative units will be given, since the totality of them equals the whole of Wales.

Of course, if the former unit was relocated from notation elsewhere, it would be retained in this situation.

This practice has resulted in the addition of many former units to the abridged edition, and caused us to wonder anew about the standards for inclusions of such former units (other than countries) in the full edition. We think the full edition is the place to address the issue, and recommend moving forward with abridgment according to the practice outlined above.

2) Geographic features In Table 2, geographic features are explicitly given in records where the relationship to the class needs to be specified. A feature may be listed to establish its relationship to a general geographic area, to indicate whether the geographic feature approximates the whole of a class, or to indicate the comprehensive number for the feature.

In the abridged edition, we have followed the practice of deleting geographic features wholly contained in the same class, except when the feature appears in a class-here note at the same notational level as the full edition or is affected by a relocation.

Many geographic features given at the comprehensive number for the feature in question are preceded with an asterisk that leads to a general see-reference (“For a specific part of this jurisdiction, region, or feature, see the part and follow instructions under –4-9”). The following are the asterisked features from T2—41-49 and T2—73-79 that are in DDC 23 and in the automatically generated Abridged Edition 15 Table 2. We are currently

2 investigating the best way to capture and code the information summarized in the table to support editorial decision making and machine operations on the data.
