Conard 2011: Fire History and Climate Change. Report Submitted to the Joint Fire Science Program for Project 09‐2‐01‐09. 215 pages + 6 Appendices Abstract This report synthesizes available fire history and climate change scientific knowledge to aid managers with fire decisions in the face of ongoing 21st Century climate change. Fire history and climate change (FHCC) have been ongoing for over 400 million years of Earth history, but increasing human influences during the Holocene epoch have changed both climate and fire regimes. We describe basic concepts of climate science and explain the causes of accelerating 21st Century climate change. Fire regimes and ecosystem classifications serve to unify ecological and climate factors influencing fire, and are useful for applying fire history and climate change information to specific ecosystems. Variable and changing patterns of climate‐fire interaction occur over different time and space scales that shape use of FHCC knowledge. Ecosystem differences in fire regimes, climate change and available fire history mean using an ecosystem specific view will be beneficial when applying FHCC knowledge. Authors William T. It is not so much that Dr. Rice recounts some of the brutalities and excesses of the Ku Klux Klan or even that he measures the intelligence of those who led the cross-burners as wanting; indeed, those of us who lived through the "kleagling" of the 1920's remember that the Klansmen, while not men, weren't boys either. What is frightening is the amount of practical action the successors to the Klan have learned from it. They have learned not only from the Klan's mistakes but from the Klan's successes. Fortunately, neither the John Birch Society nor the White Citizens Councils nor the revivified Klan nor the McCarthyites have learned well enough to grasp ultimate power. All of them, however, have learned enough so that they are more than an annoyance to the democratic process. Just how successful was the Klan? It never played a crucial role in a national election. The presence of Klansmen on the floor of a national political convention often succeeded in watering down the anti-Klan plank but national candidates, if they chose, could casti- gate the Klan at will.

    The Sharpie –A Personal View 2009 THE SHARPIE - A PERSONAL VIEW BY MIKE WALLER This article was originally published in Australian Amateur Boat Builder Magazine * * * * * To say that all flat bottomed boats are Sharpies is to say that all animals with four legs are horses. The statement simply does not hold water. It is true that most sharpies have flat bottoms, but the Sharpie is a unique design style which evolved over a specific period of history to fill a particular need, and to which certain well defined rules of design apply. The initial statement also denies the individuality of a multitude of other distinct hull ‘types’ such as the many and varied dory hull forms, skiffs, punts and hunting boats, and ‘near flat bottomed’ boats such as skipjacks, (not all Sharpies have absolutely flat bottoms, for that matter,) which developed in tandem with the Sharpie. A common misconception is that the Sharpie originated in Europe. It is true that many flat bottomed boats have existed in Europe over the years, notably the ‘Metre Sharpies’, but to say that the Sharpie evolved in Europe would make such great figures as Howard Chapelle, the well known maritime historian, turn in his grave. While there will always be differing opinions, the accepted history of the traditional Sharpie as we know it, is that it evolved on the eastern seaboard of the United States of America in the Oyster fisheries of Connecticut. It is largely down to the efforts of Howard Chapelle, who spent a lifetime documenting the development of the simple working boats of the United States, that we can credit most of our current knowledge of the rules and characteristics which define the traditional Sharpie as a distinct vessel style.

    The State Legislature The General Assembly is the oldest governmental body in North Carolina. According to tradition, a “legislative assembly of free holders” met for the first time around 1666. No documentary proof, however, exists proving that this assembly actually met. Provisions for a representative assembly in Proprietary North Carolina can be traced to the Concessions and Agreements, adopted in 1665, which called for an unicameral body composed of the governor, his council and twelve delegates selected annually to sit as a legislature. This system of representation prevailed until 1670, when Albemarle County was divided into three precincts. Berkeley Precinct, Carteret Precinct and Shaftsbury Precinct were apparently each allowed five representatives. Around 1682, four new precincts were created from the original three as the colony’s population grew and the frontier moved westward. The new precincts were usually allotted two representatives, although some were granted more. Beginning with the Assembly of 1723, several of the larger, more important towns were allowed to elect their own representatives. Edenton was the first town granted this privilege, followed by Bath, New Bern, Wilmington, Brunswick, Halifax, Campbellton (Fayetteville), Salisbury, Hillsborough and Tarborough. Around 1735 Albemarle and Bath Counties were dissolved and the precincts became counties. The unicameral legislature continued until around 1697, when a bicameral form was adopted. The governor or chief executive at the time, and his council constituted the upper house. The lower house, the House of Burgesses, was composed of representatives elected from the colony’s various precincts. The lower house could adopt its own rules of procedure and elect its own speaker and other officers.
