CONCLUDED PROPERTY TRANSACTIONS

PURPOSE OF REPORT

1. The purpose of this report is to provide, for information, details of disposals and acquisitions by the Council of land or buildings which have been concluded during the twelve month period from 1 April 2016 to 31 March 2017 with the exception of Council Houses sold in terms of the Right to Buy Legislation.

BACKGROUND

2. Decisions to declare land or buildings surplus to requirements for the purpose of disposal can be made either by officer delegation, where the value of the asset is below an agreed threshold, or by Cabinet. Similarly finalised decisions on the terms and conditions of disposals, internal transfers or acquisitions are made either by officer delegation where the value of the asset is below an agreed threshold subject to budgetary availability in respect of acquisitions or alternatively where the value of the asset is above an agreed threshold by Cabinet. Disposals can either be by negotiation where there are special circumstances to justify this or as a result of a marketing exercise. All acquisitions are in support of previously agreed Council objectives.

3. Details of the disposals and acquisitions concluded by the Council within the period 1 April 2016 and 31 March 2017 are identified within this Report. For ease of reference the disposals and acquisitions identified have been sub - divided into those which relate to the General Fund and those which relate to the Housing Account and have been further sub-divided into land and buildings. Where a property has been marketed prior to disposal this has also been separately identified. In respect of acquisitions the specific development proposal has also been identified.
